近日，国家自然科学基金委员会发布信息，2025年继续实施国家自然科学基金优秀青年科学基金项目（海外）。该项目旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者（含非华裔外籍人才）回国（来华）工作，资助强度为100万元至300万元人民币，资助期限为3年。申请者出生日期应在1985年1月1日（含）以后，且拥有博士学位，同时需符合在取得博士学位后至2025年4月15日前，一般应在海外知名高校、科研机构、企业研发机构等获得正式教学或者科研职位，且具有连续36个月以上工作经历等条件。

为进一步完善科学基金人才资助体系，充分发挥科学基金引进和培养人才的功能，吸引海外优秀青年人才回国（来华）工作，国家自然科学基金委员会（以下简称自然科学基金委）2025年继续实施国家自然科学基金优秀青年科学基金项目（海外）。
一、项目定位
优秀青年科学基金项目（海外）旨在吸引和鼓励在自然科学、工程技术等方面已取得较好成绩的海外优秀青年学者（含非华裔外籍人才）回国（来华）工作，自主选择研究方向开展创新性研究，促进青年科学技术人才的快速成长，培养一批有望进入世界科技前沿的优秀学术骨干，为科技强国建设贡献力量。
二、资助模式
1. 资助强度：100-300万元。
2. 资助期限：3年。
三、依托单位
已在自然科学基金委注册的依托单位访问系统并填写相应信息后，可以直接申请优秀青年科学基金项目（海外）。尚未在自然科学基金委注册的单位应当在系统中先提出登记申请，经审核批准后，可以申请优秀青年科学基金项目（海外）。系统即日起开放。
四、申请人条件
1. 优秀青年科学基金项目（海外）的申请人应当具备以下条件：
（1）遵守中华人民共和国法律法规，具有良好的科学道德，自觉践行新时代科学家精神；
（2）出生日期在1985年1月1日（含）以后；
（3）具有博士学位；
（4）研究方向主要为自然科学、工程技术等；
（5）在取得博士学位后至2025年4月15日前，一般应在海外知名高校、科研机构、企业研发机构等获得正式教学或者科研职位，且具有连续36个月以上工作经历；在海外取得博士学位且业绩特别突出的，可适当放宽工作年限要求（不适用于通过中外联合培养方式取得海外博士学位的情况）。
在海外工作期间，同时拥有境内带薪酬职位的申请人，其境内带薪酬职位的工作年限不计入海外工作年限。
（6）取得同行专家认可的科研或技术等成果，且具有成为该领域学术带头人或杰出人才的发展潜力；
（7）申请人尚未全职回国（来华）工作，或者2024年1月1日以后回国（来华）工作。获资助通知后须辞去海外工作并全职回国（来华）工作不少于3年。
2. 限项要求
执行国家科技人才计划统筹衔接的相关要求。同层次国家科技人才计划只能承担一项，不能逆层次申请。
五、申报说明
（一）申请人注意事项
1. 符合条件的申请人，可按照项目指南要求，与依托单位签订工作合同或者意向性协议，于2025年3月3日以后登录信息系统，在线填写《国家自然科学基金优秀青年科学基金项目（海外）申请书》（以下简称申请书）。申请人要对申报信息的真实性、准确性作出承诺，对所提交申请材料的真实性负责。
2.申请人应当按照申请书填报说明和撰写提纲的要求用简体中文或英文在线填写申请书，并上传附件等材料。申报人和用人单位要认真填写申报材料，填写详细的身份证号、护照号和工作履历信息，并确保信息完整准确。
3.优秀青年科学基金项目（海外）实行无纸化申请方式，申请人在线提交电子申请书及附件、公正性承诺书等材料至依托单位，由依托单位审核后在线提交自然科学基金委。
（二）依托单位注意事项
1. 依托单位应认真组织申请工作，并保证申请材料的真实性、完整性及合规性。
2. 依托单位应在规定的项目申请截止日期（2025年4月15日）前提交本单位电子申请书及附件材料。
3. 依托单位提交电子申请书时，应通过信息系统逐项确认，签署承诺后提交至自然科学基金委。

How can one apply for the Excellent Young Scientists Fund Project (Overseas) of the National Natural Science Foundation of China?
Recently, the National Natural Science Foundation of China (NSFC) released information stating that in 2025, the Excellent Young Scientists Fund Project (Overseas) of the National Natural Science Foundation of China will continue to be implemented. This project aims to attract and encourage outstanding young overseas scholars (including non-ethnic Chinese foreign talents) who have achieved good results in natural sciences, engineering technology, etc. to return to China (come to China) for work. The funding intensity is between 1 million and 3 million yuan, and the funding period is 3 years. Applicants should be born on or after January 1, 1985, hold a doctoral degree, and at the same time meet the conditions that, from the date of obtaining the doctoral degree until April 15, 2025, they should generally have obtained a formal teaching or research position in well-known overseas universities, scientific research institutions, corporate research and development institutions, etc., and have a continuous work experience of more than 36 months.

Guidelines for the Excellent Young Scientists Fund Project (Overseas)
To further improve the talent funding system of the science fund, give full play to the function of the science fund in introducing and cultivating talents, and attract outstanding young overseas talents to return to China (come to China) for work, the National Natural Science Foundation of China (hereinafter referred to as NSFC) will continue to implement the Excellent Young Scientists Fund Project (Overseas) of the National Natural Science Foundation of China in 2025.
I. Project Positioning
The Excellent Young Scientists Fund Project (Overseas) aims to attract and encourage outstanding young overseas scholars (including non-ethnic Chinese foreign talents) who have achieved good results in natural sciences, engineering technology, etc. to return to China (come to China) for work, independently choose research directions to carry out innovative research, promote the rapid growth of young scientific and technological talents, cultivate a group of outstanding academic backbones expected to enter the forefront of world science and technology, and contribute to the construction of a strong scientific and technological country.
II. Funding Model
1.Funding Intensity: 1 million to 3 million yuan.
2.Funding Period: 3 years.
III. Entrusted Units
Entrusted units that have been registered with the NSFC can access the system, fill in the corresponding information, and directly apply for the Excellent Young Scientists Fund Project (Overseas). Units that have not been registered with the NSFC should first submit a registration application in the system. After being reviewed and approved, they can apply for the Excellent Young Scientists Fund Project (Overseas). The system is now open.
IV. Applicant Conditions
1.Applicants for the Excellent Young Scientists Fund Project (Overseas) should meet the following conditions:
(1) Comply with the laws and regulations of the People's Republic of China, have good scientific ethics, and consciously practice the spirit of scientists in the new era;
(2) Born on or after January 1, 1985;
(3) Hold a doctoral degree;
(4) The research direction is mainly in natural sciences, engineering technology, etc.;
(5) From the date of obtaining the doctoral degree until April 15, 2025, they should generally have obtained a formal teaching or research position in well-known overseas universities, scientific research institutions, corporate research and development institutions, etc., and have a continuous work experience of more than 36 months; for those who obtained a doctoral degree overseas and have particularly outstanding achievements, the requirement for the work experience period can be appropriately relaxed (this does not apply to the situation of obtaining a doctoral degree overseas through Sino-foreign joint cultivation).
During the period of working overseas, for applicants who also have a paid position in China at the same time, the working years of their paid position in China will not be counted as part of the overseas working years.
(6) Have achieved scientific research or technical achievements recognized by peer experts, and have the development potential to become academic leaders or outstanding talents in this field;
(7) The applicant has not yet returned to China (come to China) to work full-time, or has returned to China (come to China) to work after January 1, 2024. After receiving the funding notice, they must resign from their overseas job and return to China (come to China) to work full-time for no less than 3 years.
2.The limitation requirements shall be implemented in accordance with the relevant requirements for the overall coordination and connection of national science and technology talent programs. Only one project of the national science and technology talent program at the same level can be undertaken, and applications cannot be made against the hierarchical requirements.
V. Application Instructions
(1) Notes for Applicants
1.Eligible applicants can, in accordance with the requirements of the project guidelines, sign a work contract or an intentional agreement with the entrusted unit. After March 3, 2025, log in to the information system and fill in the Application Form for the Excellent Young Scientists Fund Project (Overseas) of the National Natural Science Foundation of China (hereinafter referred to as the application form) online. The applicant should make a commitment to the authenticity and accuracy of the application information and be responsible for the authenticity of the submitted application materials.
2.The applicant should fill in the application form online in simplified Chinese or English in accordance with the filling instructions and writing outline of the application form, and upload attachments and other materials. The applicant and the employing unit should carefully fill in the application materials, fill in detailed ID number, passport number, and work resume information, and ensure the integrity and accuracy of the information.
3.The Excellent Young Scientists Fund Project (Overseas) adopts a paperless application method. The applicant submits the electronic application form, attachments, fairness commitment letter and other materials online to the entrusted unit, and the entrusted unit reviews and then submits them online to the NSFC.
(2) Notes for Entrusted Units
1.The entrusted unit should carefully organize the application work and ensure the authenticity, integrity, and compliance of the application materials.
2.The entrusted unit should submit the electronic application form and attachment materials of the unit before the specified project application deadline (April 15, 2025).
3.When submitting the electronic application form, the entrusted unit should confirm item by item through the information system, sign the commitment, and then submit it to the NSFC.
