入选一般要求:高质量期刊论文
1、中国科协青年人才托举工程
该国家级青年人才培养计划自2015年10月由中国科学技术协会启动,旨在对32岁以下具有显著创新能力及发展潜力的青年科技人才提供连续三年总计45万元的资金支持。其目标是在这些人才创造力最为旺盛的关键阶段,助力他们取得卓越成就,并逐步成长为国家主要科技领域高层次领军人才和高水平创新团队的核心储备力量。
2、博士后创新人才支持计划
由人力资源和社会保障部与全国博士后管理委员会联合新设的一项针对青年拔尖创新人才的重点培养计划,致力于快速培育一批能够跻身世界科技前沿的杰出青年科研创新者。入选者将获得国家提供的年度资助不少于30万元,整个资助周期为两年,以确保他们在关键的成长阶段得到充分的支持和激励。
二、四小青人才
入选一般要求:高质量期刊论文
1、国家基金委-优秀青年科学基金项目
该项目旨在支持已在基础研究领域取得显著成果的青年学者,鼓励他们自主选择研究方向,开展创新性研究工作,并致力于培养一批有望跻身世界科技前沿的杰出学术人才。申请者需满足以下条件:男性年龄不超过38周岁,女性不超过40周岁,同时应具备高级职称或博士学位。该基金采用经费包干制度,每项资助金额为200万元人民币,资助周期为三年。
2、教育部-青年长江学者计划
此计划意在选拔一批崭露头角、创新能力出众、发展潜力巨大的优秀青年学术领军人物,他们在恪守学术道德和教师职业道德的同时,展现出卓越的学术成就。计划每年聘任约500名青年学者,聘期设定为三年。自然科学、工程技术领域的候选人年龄上限为38周岁,人文社会科学领域则放宽至45周岁。
3、中组部-万人计划青年拔尖人才项目
作为国家“万人计划”的组成部分,该项目计划在未来支持总计2000名青年才俊,每年分批遴选,每批次约200人左右。申报人在自然科学、工程技术、哲学社会科学以及文化艺术的重点领域应已初露锋芒,拥有较高的学术造诣,具有持续创新发展的潜力,并在一定范围内产生社会影响力。
申报条件具体如下:自然科学与工程技术领域的申请人年龄须低于35周岁(女性可放宽至37周岁),而哲学社会科学、文化艺术领域的申报者年龄上限为38周岁(女性则为40周岁)。
4、国家自然科学基金委员会海外优秀青年科学基金项目
旨在吸引并引进一批极具发展潜力的卓越青年才俊,这些人才将主要在国内各大高校及科研机构(包括转制科研院所)中开展工作,并将在3年内获得100万元至300万元人民币的资金支持。
申报资格方面,该项目当前主要面向在自然科学或工程技术领域取得显著成绩且年龄未满40周岁的青年学者。
三、四大青人才
入选一般要求:高质量期刊论文、省部级科学技术奖及以上
1、国家自然科学基金委员会设立的“国家杰出青年科学基金”
旨在资助在基础研究领域已取得显著成就的45周岁以下青年学者,他们需具备高级职称或博士学位。该基金采用经费包干制,每项资助金额为400万元人民币,资助周期长达五年,旨在鼓励青年学者自主选择研究方向并开展创新性研究,从而推动我国青年科技人才的成长与发展。
2、教育部推出的“长江学者奖励计划”
是我国高校高层次人才队伍建设的重要引领项目,每年支持全国高校聘任约300名长江学者特聘教授和讲座教授。其中,特聘教授面向全国所有高校选拔,而讲座教授项目则主要针对中西部、东北地区的高校实施。特聘教授的聘期为五年,并提供每年20万元人民币的资助;讲座教授的聘期为三年,按实际工作时间支付每月3万元人民币的薪酬。
对于人选年龄限制,自然科学类、工程技术类候选人不得超过45周岁,人文社会科学类候选人不得超过55周岁。
3、中央组织部启动的“万人计划”
“万人计划”由三个层次构成:第一层次是杰出人才,计划共支持100名,每年分批遴选,每批大约10人左右;第二层次为领军人才,包括科技创新领军人才、科技创业领军人才、哲学社会科学领军人才以及教学名师,总计计划支持8000名,同样采取每年分批遴选的方式,每批约800人左右,通常要求候选人的年龄在50岁以下。第三层次则是青年拔尖人才,致力于挖掘和培养具有潜力的青年才俊。
4、国家部委推行的高层次人才引进计划
这项高层次引才计划的核心目标是紧密对接我国的战略发展蓝图,聚焦于国家重点创新项目、关键学科领域、重点实验室平台,以及涵盖中央企业、金融机构和以高新技术产业开发区为引领的各类产业园区。该计划旨在有针对性地、分层次地吸引和支持一批能够引领创新创业潮流的高层次人才。通常情况下,对入选人才提供的资助额度在100万元至400万元人民币之间。
四、次院士人才
入选一般要求:国家科学技术奖
1、何梁何利基金科学与技术奖体系
该奖项旨在表彰在科学技术领域取得卓越成就和重大创新的科研工作者,每年评选一次,下设三个子奖项:何梁何利基金科学与技术成就奖、何梁何利基金科学与技术进步奖以及何梁何利基金科学与技术创新奖。其中,科学与技术成就奖的获奖者不超过5名;而科学与技术进步奖及科学与技术创新奖的总获奖人数则不超过65名。
2、光华工程科技奖
作为中国工程院主管的权威工程科技类奖项,光华工程科技奖主要用以嘉奖在工程科学技术及工程管理领域内做出突出贡献并取得显著成就的华人工程科技专家。此奖项每两年颁发一次。具体名额分配为:“光华工程科技成就奖”单次仅授予1名获奖者,而“光华工程科技奖”则不超过36名。奖金数额方面,“光华工程科技成就奖”得主将获得100万元人民币奖励,“光华工程科技奖”得主每人可获得20万元人民币奖金。
3、全国创新争先奖
全国创新争先奖是我国国家科技奖励体系的重要组成部分,它有效补充了现有体系,并实现了与重大人才计划的紧密衔接。该奖项每三年评选表彰一次,包括对10个科研团队授予奖牌,对不超过30位科技工作者授予奖章,他们将享受省部级劳模待遇;同时,还会向不超过300名科技工作者授予奖状。自2017年起,已成功举办了2017年、2020年、2023年的三届评选活动。
4. 国家工程师奖
国家工程师奖是经党中央和国务院权威设立的一项表彰盛典。在2023年,这一国家级别的荣誉首次由党中央、国务院联合发起并组织了“国家工程师奖”的表彰活动。至2024年1月,首届“国家工程师奖”公布了其首批拟表彰名单,其中包含了81位有望荣获‘国家卓越工程师’称号的个人以及50个有望获得‘国家卓越工程师团队’荣誉的优秀团队。
五、两院院士
入选一般要求:国家科学技术奖
院士:院士制度是我国对科学技术领域杰出贡献者授予的最高学术荣誉头衔,具有终身性质。这一荣誉分为中国工程院院士与中国科学院院士两大类别,其增选过程遵循每两个奇数年进行一次的规律。在2023年的评选周期中,中国工程院成功完成了新一轮的院士增选工作,共产生了74位新晋中国工程院院士。与此同时,同年举行的中国科学院院士选举活动中,共有59位卓越学者荣膺中国科学院院士称号。
六、国家最高科技奖
入选一般要求:院士,国家科学技术奖
国家最高科学技术奖旨在表彰那些在当代科技领域实现重大突破,或在科学技术进步中取得卓越成就的科学家;同时,该奖项也嘉奖那些在科技创新、科技成果转换及高技术产业化进程中,创造出显著经济效益、社会效益以及生态环境效益,或为保障国家安全做出突出贡献的人物。此奖项不分等级高低,每年度颁发给不超过两位杰出个人。

I. General Requirements for Selection of Young Talents: High-quality Journal Papers
1.Young Talents Lifting Project of China Association for Science and Technology
This national-level youth talent cultivation program was launched by the China Association for Science and Technology in October 2015. It aims to provide young scientific and technological talents under 32 years old with remarkable innovation ability and development potential with a total funding support of 450,000 yuan for three consecutive years. Its goal is to help these talents achieve outstanding achievements during the critical period when their creativity is at its peak, and gradually grow into the core reserve force of high-level leading talents and high-level innovation teams in the main scientific and technological fields of the country.
2.Postdoctoral Innovative Talent Support Program
This is a key cultivation program for young top-notch innovative talents newly established jointly by the Ministry of Human Resources and Social Security and the National Postdoctoral Management Committee. It is committed to rapidly cultivating a group of outstanding young scientific research innovators who can rank among the forefront of world science and technology. Selected candidates will receive an annual subsidy of no less than 300,000 yuan from the state, and the entire subsidy period is two years, to ensure that they receive sufficient support and motivation during the critical growth stage.
II. General Requirements for Selection of Four Types of Young Talents: High-quality Journal Papers
1.National Natural Science Foundation of China - Excellent Young Scientists Fund Project
This project aims to support young scholars who have achieved remarkable results in the field of basic research, encourage them to independently choose research directions, carry out innovative research work, and is committed to cultivating a group of outstanding academic talents expected to rank among the forefront of world science and technology. Applicants need to meet the following conditions: male candidates should not be over 38 years old, female candidates should not be over 40 years old, and they should have a senior professional title or a doctoral degree at the same time. This fund adopts a lump-sum funding system, with a funding amount of 2 million yuan per project, and the funding period is three years.
2.Ministry of Education - Young Changjiang Scholars Program
This program aims to select a group of outstanding young academic leaders who have shown promise, have outstanding innovation ability and great development potential, and who demonstrate excellent academic achievements while adhering to academic ethics and teachers' professional ethics. The program appoints about 500 young scholars each year, and the appointment period is set at three years. The upper age limit for candidates in the fields of natural sciences and engineering technology is 38 years old, while it is relaxed to 45 years old in the fields of humanities and social sciences.
3.Organization Department of the Central Committee - Young Top-notch Talents Project under the Ten Thousand Talents Program
As a part of the national Ten Thousand Talents Program, this project plans to support a total of 2,000 young talents in the future, and they will be selected in batches every year, with about 200 people in each batch. Applicants should have shown promise in key fields of natural sciences, engineering technology, philosophy and social sciences, as well as culture and art, have a high academic attainments, have the potential for continuous innovative development, and have generated social influence within a certain range.
The specific application conditions are as follows: Applicants in the fields of natural sciences and engineering technology should be under 35 years old (female candidates can be relaxed to 37 years old), while the upper age limit for applicants in the fields of philosophy and social sciences, culture and art is 38 years old (40 years old for female candidates).
4.Overseas Excellent Young Scientists Fund Project of the National Natural Science Foundation of China
This project aims to attract and introduce a group of outstanding young talents with great development potential. These talents will mainly work in major universities and scientific research institutions in China (including transformed scientific research institutes), and will receive a funding support of 1 million to 3 million yuan within 3 years.
In terms of application qualifications, this project is currently mainly aimed at young scholars under 40 years old who have achieved remarkable results in the fields of natural sciences or engineering technology.
III. General Requirements for Selection of Four Major Young Talents: High-quality Journal Papers, Provincial and Ministerial-level Science and Technology Awards and Above
1.National Science Fund for Distinguished Young Scholars established by the National Natural Science Foundation of China
It aims to fund young scholars under 45 years old who have achieved remarkable achievements in the field of basic research and have a senior professional title or a doctoral degree. This fund adopts a lump-sum funding system, with a funding amount of 4 million yuan per project, and the funding period is as long as five years. It aims to encourage young scholars to independently choose research directions and carry out innovative research, so as to promote the growth and development of young scientific and technological talents in China.
2.Changjiang Scholars Award Program launched by the Ministry of Education
It is an important leading project for the construction of high-level talent teams in Chinese universities. It supports about 300 specially appointed professors and lecture professors of Changjiang Scholars to be appointed in universities across the country every year. Among them, specially appointed professors are selected from all universities across the country, while the lecture professor project is mainly implemented for universities in the central and western regions and the northeastern region. The appointment period of specially appointed professors is five years, and they will be provided with an annual subsidy of 200,000 yuan; the appointment period of lecture professors is three years, and a monthly salary of 30,000 yuan will be paid according to the actual working time.
Regarding the age limit for candidates, candidates in the fields of natural sciences and engineering technology should not be over 45 years old, and candidates in the fields of humanities and social sciences should not be over 55 years old.
3.Ten Thousand Talents Program launched by the Organization Department of the Central Committee
The Ten Thousand Talents Program consists of three levels: The first level is outstanding talents, with a total of 100 people to be supported, and they will be selected in batches every year, with about 10 people in each batch; the second level is leading talents, including leading talents in scientific and technological innovation, leading talents in scientific and technological entrepreneurship, leading talents in philosophy and social sciences, and famous teaching teachers, with a total of 8,000 people to be supported, also selected in batches every year, with about 800 people in each batch. Generally, candidates are required to be under 50 years old. The third level is young top-notch talents, committed to discovering and cultivating potential young talents.
4.High-level Talent Introduction Program implemented by national ministries and commissions
The core goal of this high-level talent introduction program is to closely align with China's strategic development blueprint, focusing on national key innovation projects, key disciplinary fields, key laboratory platforms, as well as various industrial parks led by central enterprises, financial institutions, and high-tech industrial development zones. This program aims to attract and support a group of high-level talents who can lead the trend of innovation and entrepreneurship in a targeted and hierarchical manner. Generally, the subsidy amount provided for selected talents ranges from 1 million to 4 million yuan.
IV. General Requirements for Selection of Sub-Academician Talents: National Science and Technology Awards
1.Ho Leung Ho Lee Foundation Awards for Science and Technology System
This award aims to commend scientific research workers who have achieved outstanding achievements and major innovations in the field of science and technology. It is selected once a year and has three sub-awards: Ho Leung Ho Lee Foundation Award for Scientific and Technological Achievements, Ho Leung Ho Lee Foundation Award for Scientific and Technological Progress, and Ho Leung Ho Lee Foundation Award for Scientific and Technological Innovation. Among them, the number of winners of the Award for Scientific and Technological Achievements does not exceed 5; and the total number of winners of the Award for Scientific and Technological Progress and the Award for Scientific and Technological Innovation does not exceed 65.
2.Guanghua Engineering Science and Technology Award
As an authoritative engineering and technology award supervised by the Chinese Academy of Engineering, the Guanghua Engineering Science and Technology Award is mainly used to commend Chinese engineering and technology experts who have made outstanding contributions and achieved remarkable achievements in the fields of engineering science and technology and engineering management. This award is presented every two years. The specific quota distribution is as follows: Only 1 winner will be awarded the Guanghua Engineering Science and Technology Achievement Award each time, and the number of winners of the Guanghua Engineering Science and Technology Award does not exceed 36. In terms of the amount of the award, the winner of the Guanghua Engineering Science and Technology Achievement Award will receive a reward of 1 million yuan, and each winner of the Guanghua Engineering Science and Technology Award will receive a bonus of 200,000 yuan.
3.National Innovation Award
The National Innovation Award is an important part of China's national science and technology award system. It effectively supplements the existing system and achieves a close connection with major talent programs. This award is selected and commended every three years, including awarding medals to 10 scientific research teams, awarding medals to no more than 30 scientific and technological workers, who will enjoy the treatment of provincial and ministerial-level model workers; at the same time, certificates will be awarded to no more than 300 scientific and technological workers. Since 2017, the selection activities in 2017, 2020, and 2023 have been successfully held.
4.National Engineer Award
The National Engineer Award is an authoritative commendation ceremony established by the Central Committee of the Communist Party of China and the State Council. In 2023, this national-level honor was jointly initiated and organized by the Central Committee of the Communist Party of China and the State Council for the first time for the National Engineer Award commendation activity. By January 2024, the first batch of proposed commendation lists of the first National Engineer Award was announced, which included 81 individuals who were expected to be awarded the title of 'National Outstanding Engineer' and 50 excellent teams that were expected to receive the honor of 'National Outstanding Engineer Team'.
V. General Requirements for Selection of Academicians of the Two Academies: National Science and Technology Awards
Academician: The academician system is the highest academic honor title awarded in China to those who have made outstanding contributions in the field of science and technology, and it is a lifelong honor. This honor is divided into two categories: Academicians of the Chinese Academy of Engineering and Academicians of the Chinese Academy of Sciences. The election process follows the rule of being held once every two odd-numbered years. In the selection cycle of 2023, the Chinese Academy of Engineering successfully completed a new round of academician elections, and a total of 74 new Academicians of the Chinese Academy of Engineering were elected. At the same time, in the election of Academicians of the Chinese Academy of Sciences held in the same year, 59 outstanding scholars were honored as Academicians of the Chinese Academy of Sciences.
VI. General Requirements for Selection of the National Highest Science and Technology Award: Academician, National Science and Technology Awards
The National Highest Science and Technology Award aims to commend scientists who have achieved major breakthroughs in contemporary science and technology fields or have made outstanding achievements in scientific and technological progress; at the same time, this award also commends those who have created significant economic benefits, social benefits, and ecological and environmental benefits in the process of scientific and technological innovation, transformation of scientific and technological achievements, and industrialization of high technologies, or have made outstanding contributions to ensuring national security. This award has no distinction of grades, and it is awarded to no more than two outstanding individuals each year.
