在中国的科技领域,两院院士被誉为学术成就的巅峰之作,终身荣耀相伴,成为科研人员毕生追求的至高荣誉。然而,这并非国家级人才荣誉体系的全部。为表彰各年龄段学术人才的卓越贡献,国家和各部委还设立了多样化的国家级荣誉称号。接下来,我们将为您详尽介绍我国当前备受推崇的国家级人才荣誉称号,涵盖从初入博士阶段到最终荣膺院士的全程关键节点,为您提供全面的参考。
一、次青人才
入选一般要求:高质量期刊论文
1、中国科协青年人才托举工程
由中国科协于2015年10月立项的国家级青年人才计划,连续三年资助45万元,大力扶持有较大创新能力和发展潜力的32岁以下青年科技人才,帮助他们在创造力黄金时期做出突出业绩,成长为国家主要科技领域高层次领军人才和高水平创新团队的重要后备力量。
2、博士后创新人才支持计划
是人力资源和社会保障部、全国博士后管委会新设立的一项青年拔尖人才支持计划,旨在加速培养造就一批进入世界科技前沿的优秀青年科技创新人才。每人每年不少于30万元的资助,国家资助期为2年。
二、四小青人才
入选一般要求:高质量期刊论文
1、国家基金委-优秀青年科学基金
支持在基础研究方面已取得较好成绩的青年学者自主选择研究方向开展创新研究,培养一批有望进入世界科技前沿的优秀学术骨干。要求男性申请人当年未满38周岁,女性未满40周岁,具有高级职称或者博士学历。优青基金项目实行经费包干制,每项资助经费为200万元,资助期限为3年。
2、教育部-青年长江学者
旨在遴选一批在学术上崭露头角、创新能力强、发展潜力大,恪守学术道德和教师职业道德的优秀青年学术带头人,青年学者500名左右,聘期为3年。
申报条件:自然科学、工程技术领域人选年龄不超过38周岁,人文社会科学领域不超过45周岁。
3、中组部-万人计划青年拔尖人才
国家“万人计划”子项之一。计划支持2000名,每年遴选一批。申报人在自然科学、工程技术、哲学社会科学和文化艺术重点领域崭露头角,获得较高学术成就,具有创新发展潜力,有一定社会影响。
申报条件:一般不超过40岁(以最新通知为准)。
4、国家基金委-海外优青
引进一批有潜力的优秀青年人才,并主要在国内高校、科研机构(含转制科研院所)工作,3年资助100-300万元。
申报条件:目前主要面向自然科学或工程技术领域、年龄不超过40周岁的年轻学者。
三、四大青人才
入选一般要求:高质量期刊论文、省部级科学技术奖及以上
1、国家基金委-国家杰出青年科学基金
支持在基础研究方面已取得突出成绩的青年学者自主选择研究方向开展创新研究,促进青年科学技术人才的成长。要求男性申请人当年未满45周岁,女性申请人当年未满48岁,具有高级职称或者博士学历。优青基金项目实行经费包干制,每项资助经费为400万元,资助期限为5年。
2、教育部-长江学者
是高校高层次人才队伍建设的引领性工程,支持高等学校聘任长江学者特聘教授、讲座教授,每年300人。
自然科学类、工程技术类人选年龄不超过45周岁,人文社会科学类人选年龄不超过55周岁。
3、中组部-万人计划
国家“万人计划”体系由三个层次构成。第一层次为杰出人才;第二层次为领军人才,包括科技创新领军人才、科技创业领军人才、哲学社会科学领军人才、教学名师;第三层次为青年拔尖人才。
杰出人才,计划支持100名,每年遴选一批,每批10名左右;领军人才,计划支持8000名,每年遴选一批,每批800名左右,一般要求50岁以下。
4、国家部委-高层次引才计划
高层次引才计划,主要是围绕国家发展战略目标需求,在国家重点创新项目、重点学科和重点实验室、中央企业和金融机构、以高新技术产业开发区为主的各类园区等,有重点、分层次地引进、支持一批高层次人才创新创业。一般资助100-400万元。
四、次院士人才
入选一般要求:国家科学技术奖
1、何梁何利基金科学与技术奖
奖励取得杰出成就和重大创新的科学技术工作者。设“何梁何利基金科学与技术成就奖”、“何梁何利基金科学与技术进步奖”、“何梁何利基金科学与技术创新奖”,每年评奖一次。
何梁何利基金科学与技术成就奖不超过5名;何梁何利基金科学与技术进步奖、何梁何利基金科学与技术创新奖总数不超过65名。
2、光华工程科技奖
是中国工程院主管的工程科技类奖项,用以表彰在工程科学技术及工程管理领域做出重要贡献、取得杰出成就的华人工程科技专家。本奖每两年进行一次颁奖活动。
奖励名额为:“光华工程科技成就奖”1名;“光华工程科技奖”不超过36名。 奖励金额为:“光华工程科技成就奖”每人100万元;“光华工程科技奖”每人20万元。
3、全国创新争先奖
是国家科技奖励体系的重要组成部分和补充,是国家科技奖项与重大人才计划的有机衔接。“全国创新争先奖”每三年评选表彰一次,每次表彰10个科研团队授予奖牌,表彰不超过30个科技工作者授予奖章,享受省部级劳模待遇,表彰不超过300名科技工作者授予奖状。
2017年、2020年、2023年已经评审了三届。
4、国家工程师奖
是党中央、国务院名义开展的表彰活动。2023年,党中央、国务院决定,2023年首次以党中央、国务院名义开展“国家工程师奖”表彰。
2024年1月首次发布拟表彰名单,81名个人为国家卓越工程师拟表彰对象、50个团队为国家卓越工程师团队拟表彰对象。
五、两院院士
入选一般要求:国家科学技术奖
院士:是国家设立的科学技术方面的最高学术称号,为终身荣誉。分为中国工程院院士、中国科学院院士,院士增选每两年(奇数年)进行一次,中国工程院2023年院士增选共选举产生74位中国工程院院士。2023年中国科学院选举产生了59名中国科学院院士。
六、国家最高科技奖
入选一般要求:院士,国家科学技术奖
国家最高科学技术奖授予在当代科学技术前沿取得重大突破或者在科学技术发展中有卓越建树的;在科学技术创新、科学技术成果转化和高技术产业化中,创造巨大经济效益、社会效益、生态环境效益或者对维护国家安全做出巨大贡献的。国家最高科学技术奖不分等级,每次授予人数不超过2名。
省地市与高校级
不愧是学术江湖!在省市与高校级的以“XX学者”为名的人才称号多达百种,遍布我国大江南北。从山字号(名山大川)、水字号(江河湖海)、木字号(花草树木)到土字号(人文景观),种类繁多……接下来,我们整理了不同人才的奖金与申报条件,供参考。
01 省级据不完全统计,省级所设人才称号近30种,多以山川江海为名。以下是部分省级人才“帽子”的奖金与条件,不少学者可以拿到百万级别的待遇。
1)泰山学者(山东)
2004年起实施第一期工程。山东省财政给予“泰山学者”特聘教授每人每年岗位津贴10万元、所带学术团队5万元岗位津贴,高校配套5万元;科研补助经费5万元,高校配套5-15万元(自然科学类特聘教授提供15万元、人文社会科学类特聘教授提供5万元)。
申报条件:泰山学者特聘专家计划支持300名左右,不超过55周岁;泰山学者青年专家计划计划支持200名左右,不超过40周岁。
2)芙蓉学者(湖南)
2002年起实施第一期工程,湖南省在全省设置30个左右,特聘教授岗位属于流动岗位,5年一期。特聘教授奖金标准为每人每年10万元(高校5年内提供不低于此数额的教学科研配套经费),奖金免征个人所得税。
申报条件:不超过45周岁(特殊情况不超过55周岁);一般应具有博士学位;担任实质性领导职务人员,原则上不得被聘。
3)三秦学者(陕西)
陕西省2010年起实施的人才强省工程。“三秦学者”特聘教授设岗期为5年,陕西省给予“三秦学者”每人每年10万元、所带科研团队10万元岗位补助。
申报条件:一般不超过50周岁。
4)攀登学者(辽宁)
辽宁省为提升高校核心竞争力特色学科建设的工程。聘期为3年,聘期内辽宁省给予“攀登学者”每人150万元专项支持经费。聘期届满考核合格后,攀登学者原则上保留荣誉。对取得突出成绩的予以表彰,并继续给予一定的经费支持。
申报条件:不超过50周岁,具有博士学位。
5)珠江学者(广东)
广东省于2009年起实施的科教兴粤和人才强省计划。“珠江学者岗位计划”设置3种珠江学者聘任类型,分别为特聘教授、讲座教授、青年学者(“青年学者”期满后可申报特聘教授)。特聘教授采取分段聘任的方式,首聘期3年,续聘2年,全职工作;讲座教授聘期不超过3年,每年工作不少于3个月;青年学者聘期3年,全职工作。省财政发放岗位津贴:特聘教授为每人每年12万元;讲座教授为每人每月1.5万元,按实际工作时间支付;青年学者为每人每年8万元。高校配套经费:自然科学类特聘教授和青年学者,资助经费为50万元以上,人文社会科学类特聘教授和青年学者,资助经费为30万元以上。
申报条件:特聘教授,自然科学类、工程技术类人选年龄不超过45周岁,人文社会科学、中医学类人选年龄不超过50周岁;青年学者,自然科学类、工程技术类人选年龄不超过35周岁,人文社会科学、中医学类等学科人选年龄不超过38周岁。
6)皖江学者(安徽)
安徽省政府启动的一项延揽学界精英,造就学术大师,带动学科建设的工程。“皖江学者计划”特聘教授和讲习教授的聘期为5年,受聘者聘期内特聘教授津贴标准为每人每年10万元,讲习教授津贴标准为每人每年5万元。
申报条件:不超过45周岁(特殊情况不超过55周岁);一般应具有博士学位。
7)钱江学者(浙江)
浙江省实施的高校高层次人才队伍建设计划。特聘教授津贴标准为正式引进和正式签约两类,正式引进的为每人每年25万元,正式签约的为每人每年10万元,连续资助5年。在聘期内,学校应为特聘教授配备助手,其中人文社科类特聘教授的科研配套经费应不少于50万元,其他学科特聘教授的科研配套经费应不少于100万元。
申报条件:不超过50周岁;一般应具有博士学位。
8)龙江学者(黑龙江)
黑龙江省实施的高校高层次人才队伍建设计划。特聘教授奖金为每人每年10万元。讲座教授奖金为每人每月人民币1.5万元,按实际工作月支付。高校配套经费:自然科学特聘教授科研配套经费不低于50万元,人文社会科学特聘教授科研配套经费不低于20万元。
申报条件:自然科学类原则上45周岁以下,人文社会科学类原则上50周岁以下(特殊情况不超过55周岁);一般应具有博士学位。
9)天山学者(新疆)
新疆维吾尔自治区实施的高层次人才特聘计划。特聘教授津贴为每人每年40万元,讲座教授津贴为每人每月3万元,主讲教授津贴为每人每年6万元。
10)井冈学者(江西)
“井冈学者”特聘教授,聘期3年,江西省政府奖励每人20万元。高校配套科研经费:自然科学科研配套经费不低于80万元,人文社会科学配套经费不低于20万元。
11)云岭学者(云南)
云南省省委组织部主办的从2014年开始实施的一项人才项目。培养期5年,“云岭学者”在岗期间,省级财政给予每人每年生活补贴5万元。所在企业和有条件的单位按不低于1:1的比例安排配套经费。申报条件:年龄一般在55周岁以下。
12)长城学者(北京)
北京市人才计划。入选“长城学者”培养计划者,分年度给予建设经费资助,自然科学类资助额度为每人每年100万元以内,人文、社科和艺术类资助额度为每人每年30万元以内;资助周期为3年。
申报条件:从事自然科学类研究的申请者须45周岁以下(以申请当年1月1日计算),从事人文社会科学类研究的申请者须50周岁以下(以申请当年1月1日计算),特别突出和紧缺的人才,可适当放宽年龄要求。
13)东方学者(上海)
上海高校“东方学者”岗位计划于2007年底正式启动。计划每年遴选和聘任50位东方学者,聘期一般为3年。除市教委给予“东方学者”资助经费每人40万-60万元外,高校还给予配套科研经费,自然科学领域配套经费一般70万-100万元,哲学社会科学领域配套经费一般30万-50万元。
申报条件:从事自然科学类研究的申请者须40周岁以下(以申请当年1月1日计算),从事人文社会科学类申请者须45周岁以下,特别突出和紧缺的人才,可适当放宽年龄要求。
14)八桂学者(广西)
广西高层次人才开发的塔尖部分,每轮聘期为5年。广西壮族自治区财政将每年给予每位全职八桂学者20万元税后岗位津贴,非全职八桂学者按实际工作时间给予1.5万元税后岗位津贴;每年给予八桂学者所带科研创新团队20万元税后岗位津贴;每年给予八桂学者及其科研团队提供科研补助经费,自然科学类60万元,人文社科类20万元。每轮聘期,设岗单位提供的科研配套经费,自然科学类不低于500万元,人文社科类不低于50万元。
15)燕赵学者(河北)
河北省人才计划。“燕赵学者”的聘期一般为3年,省教育厅每年向“燕赵学者”提供30万元的资助,其中个人生活补贴5万元,其余经费用于科学研究、学术交流等,所在学校要按不少于50%的比例匹配经费。
16)三晋学者(山西)
“三晋学者支持计划”是山西省高端创新型人才培养引进工程项目之一。该计划自2011年起实施。一级岗位从入选当年开始,山西省财政发给每人每年岗位津贴40万元。在山西安家的,省专项资金给予每人200万元安家补助,并一次性资助科研经费500万元。二级岗位,山西省财政发给每人每年岗位津贴20万元、一次性资助科研经费200万元。
申报条件:一级岗位要求为院士;二级岗位要求为国家、省重点学科、重点实验室和省特色重点学科带头人、方向带头人等。
17)楚天学者(湖北)
由湖北省发起,并由湖北省教育厅具体实施的人才计划。楚天学者资助标准:讲座教授资助经费每人每月1.5万元;特聘教授资助经费每人每年10万元;主讲教授资助经费每人每年5万元。
申报条件:特聘教授年龄45周岁以下;主讲教授年龄一般不超过65周岁。
18)天府学者(四川)
四川省人才计划。省财政给予每个“天府学者”特聘专家岗位20万元资助,主要用于科研平台建设、课题(项目)研究、学术技术交流、科研成果转化、科研团队人才培养等;设岗单位配套的资助经费不低于省级标准。
02地市级
不完全统计,地市级所设人才称号有10余种,多以地方代表性景观为名。以下整理了部分地市级人才“帽子”的奖金与条件,供参考。
1)漓江学者(广西桂林)
桂林市人才政策。分全职、非全职两类,每轮聘期5年,续聘时间最长不得超过5年。在聘期内,桂林市财政给予全职学者每人每年15万元税后岗位津贴,按实际工作时间给予非全职学者每月1万元的税后岗位津贴。全职漓江学者一次性给予50万元税后安家费(住房津贴)。桂林市财政给予漓江学者所带科研创新团队20万元税后岗位津贴;科研补助经费:自然科学类40万元,人文社科类10万元。设岗单位科研配套经费:自然科学类不低于300万元、人文社科类不低于30万元(其中启动经费不低于50%)。
申报条件:不超过50周岁。
2)桐江学者(福建泉州)
泉州市高等院校高层次人才队伍和学术团队建设政策。聘期3年,特聘教授岗位津贴每人每年10万元。科研经费资助:本科院校自然科学类80万元、人文社会科学类30万元;高职高专院校技术领域50万元、管理服务领域20万元。安家费5万元。
具有博士学位,年龄在55周岁以下(特别突出或紧缺、特殊学科的人才,可适当放宽年龄和学位要求)。
3)泉城学者(山东济南)
济南市人才政策。给予入选人才每人10 万元生活补贴。根据柔性引进人才实施项目情况,经专家评审认定,市财政给予引才单位 20-100
万元项目经费资助,专项用于项目实施和人才培养。资助分两批拨付,人才入选工程后先期拨付 50%, 管理期满验收合格,再拨付剩余 50%。
4)鸢都学者(山东潍坊)
潍坊市人才工作领导小组办公室实施的建设工程。市财政每年给予每位“鸢都学者”及其团队提供6万元经费,其中4万元为岗位津贴,2万元为其团队科研补助费。岗位设置期满,进行全面考核评估。对贡献特别突出、成果显著的,由市委、市政府给予重奖,分等次一次性奖励5-15万元,其中“鸢都学者”享受的奖金比例不低于70%。

1、 Junior talents
General requirements for selection: high quality journal papers
1. China Association for science and technology youth talent promotion project
The national youth talent plan, approved by the China Association for science and technology in October 2015, has funded 450000 yuan for three consecutive years to vigorously support young scientific and technological talents under the age of 32 with great innovation ability and development potential, help them make outstanding achievements in the golden age of creativity, and grow into an important reserve force for high-level leading talents and high-level innovation teams in major national scientific and technological fields.
2. Post doctoral innovative talent support program
It is a young top-notch talent support program newly established by the Ministry of human resources and social security and the National Postdoctoral Management Committee, which aims to accelerate the cultivation of a number of outstanding young scientific and technological innovative talents who have entered the forefront of the world's science and technology. Each person shall receive a subsidy of no less than 300000 yuan per year, and the state subsidy period is 2 years.

1. NSFC - Science Fund for Outstanding Young Scholars
We will support young scholars who have made good achievements in basic research to choose their own research directions to carry out innovative research, and cultivate a number of outstanding academic backbones who are expected to enter the forefront of science and technology in the world. Male applicants are required to be under the age of 38 in the current year, and female applicants are required to be under the age of 40, with senior professional titles or doctorate degrees. The project of the excellent youth fund is subject to the lump sum funding system, with a funding of 2million yuan for each item and a funding period of 3 years.
2. Ministry of Education - young Changjiang Scholars
The purpose is to select a group of outstanding young academic leaders who are emerging academically, have strong innovation ability, have great development potential, and abide by academic ethics and teachers' professional ethics. There are about 500 young scholars, and the employment period is 3 years.
Application conditions: candidates in the fields of natural science and engineering technology shall be no more than 38 years old, and candidates in the fields of Humanities and Social Sciences shall be no more than 45 years old.
