一、海外引才政策
为实现高水平科技自立自强,促进我国科技创新和经济发展,现阶段我国海外引才政策主要以提供各类优惠条件和服务为主,吸引海外高层次人才回国或来华发展。在引才具体支持条件上,主要涵盖海外学者回国工作的薪酬待遇、科研资助、职称晋升、配偶就业、子女教育、出入境、医疗、住房等服务和支持。
二、 各类计划统称
1,启明计划缩写为(QM):工业和信息化部,专为高层次海外人才设计,依托国内知名企业申报,细分为创新人才、创业人才、青年人才、海外博士后等多个类别。成功落地后,申请人将获得全国通用的高含金量人才称号。
适合人群:海外高级技术、管理人才,特别是有博士学位,或在国外知名公司担任要职的人才。
2,海外优青缩写为(HY):由自然科学基金委审核,主要依托高校和研究院进行申报,非常适合希望从事高校研究或教学的博士生们。它对申请者的学术背景和科研成果有较高要求,是学术类“帽子”中的热门选择。
适合人群:具备科研实力、目标在高校发展的博士。
3,火炬计划缩写为(HJ):由国家科技部审核,依托各类实验室、研究所进行申报,适合科研方向的海归博士们。该计划的特点是注重学术和创新能力,对科研人员特别友好。
适合人群:有科研背景,具备创新能力的博士。
4,长城计划缩写为(CC):国资委,为国企、央企特定的引才计划,主要引进工业型、偏实用型人才;
5,瑞金计划缩写为(RJ):有人民银行审核,依托各大银行体系,引进金融方向、非学术型人才;
6,长江学者缩写为(CJ):由教育部审核,旨在引进海内外高层次人才,特别是有意从事教学与科研的优秀人才。项目包括特聘教授和讲座教授两类,对申请者的学术成就和影响力有较高要求,是国内学术界的重要“帽子”。入选者可获得丰厚的科研支持与发展平台。
适合人群:具备较高学术造诣、希望在国内高校或科研机构发展的海内外博士后或教授。
三、人才分类
1, 创新人才要求
(1)博士(国内外均可,含非华裔);
(2)回国前在国外高校、科研机构担任相当于副教授及以上职务;或在国外企业担任高级职务的专业技术人才和经营管理人;
(3)特别优秀的,可放宽至硕士;
(4)申报人未全职回国,或者2024年1月1日后回国。
2,青年人才要求
(1)博士(国内外均可,含非华裔),年龄不超过40岁(1985.1.1后出生);
(2)从事自然科学、工程技术等领域,在海外知名高校、科研机构、企业等有正式职位;
(3)续工作36个月(海外博士、业绩突出的,可放宽至24个月);
(4)申报人未全职回国,或者2024年1月1日后回国。
四、入选后的扶持政策
1、财政给与50-100万元的一次性生活补助;
2、省市区配套200-400万科研补贴;
3、市级配套最高50-200万房票补贴、30-80万安家补贴;
4、享受有关养老医疗、子女入学、薪酬待遇等支持政策。
五、申报的益处

六、成功申报的几个因素
1、本硕学位:本科、硕士毕业高校的背景,是否985、211等。
2、博士学位:QS前100海内外博士,2024年也有QS前300成功入选的。
3、高校工作经验:申报创新类最好是QS前100副教授或QS前200教授职务的经验;青年类最好有工作于相当于QS前200的高校院所的经验。
4、重要科研贡献或学术论坛经历:是否有过重大学术或科研成果,是否在重要的行业会议上发言等经历;
5、工作背景:如果是企业工作经验的,工作于企业的,是否工作于世界500强、细分领域知名企业。
6、 荣誉头衔或社会职务:获得高知名度的荣誉奖项和头衔,在业内协会或机构担任重要的社会职务等。
QM计划是由工信部发起,依托各类企业平台,邀请海外高层次人才回国(来华)工作或创业的国家级引才项目。主要针对的是地方国有企业、民营企业,以及央企在各地的分支机构和研究院所,并由工信部主导管理。
The QM Plan is a national talent introduction project initiated by the Ministry of Industry and Information Technology. Relying on various enterprise platforms, it invites high-level overseas talents to return to China (come to China) for work or entrepreneurship. It mainly targets local state-owned enterprises, private enterprises, as well as the local branches and research institutes of central state-owned enterprises, and is managed under the guidance of the Ministry of Industry and Information Technology.
入选该计划后,参与者可以获得国家、省、市、区县四级财政补贴,金额大致在300至500万元人民币之间。具体额度因省份而异,江浙地区通常补贴较多。
After being selected into the plan, participants can receive financial subsidies from the national, provincial, municipal, and district/county levels, with the amount roughly ranging from 3 million to 5 million yuan. The specific amount varies by province, and the regions of Jiangsu and Zhejiang usually offer more subsidies.
QM计划与“海外优青”、“火炬计划”、“昆仑计划”属同一个层次,面向同一个群体的人才项目,只是依托的平台不同,最终申报、评审的单位不同。
The QM Plan is at the same level as the Outstanding Young Talents Overseas Plan, the Torch Plan, and the Kunlun Plan. They are all talent projects targeting the same group of talents, but they rely on different platforms and are finally declared and evaluated by different units.
面向不同的人才,QM项目分为以下几类:创新人才项目、创业人才项目、青年人才项目。此外,另设博士后海外引才专项。

其中,创新人才、青年人才以及博士后专项均需要申报人满足条件:尚未全职回国(来华)工作,或回国不满1年。项目申报期间无需全职回国(来华)。

申报人一般应当取得博士学位;

a)在国外企业担任高级职务的专业技术人才和经营管理人才;已与国内企业签约或意向签约,或已成为国内企业技术、商业主要合作伙伴的人才;
a) Professional and technical talents and senior management talents who hold senior positions in foreign enterprises; talents who have signed a contract or have the intention to sign a contract with domestic enterprises, or have already become the main technical or business partners of domestic enterprises.
b)在国外高校、科研机构担任相当于副教授及以上职务、具有较强科技创新能力的专家学者;

c)掌握产业领域关键核心技术或能解决产品生产工艺难题的技术技能人才。

青年人才项目,支持地方国有企业和民营企业引进的海外优秀青年人才(含非华裔外籍人才)。

申报人一般应当取得博士学位;

年龄一般不超过40周岁;

从事自然科学、工程技术等领域工作,在海外知名高校、科研机构、企业研发机构有正式职位,连续工作36个月以上;
They should be engaged in the fields of natural science, engineering technology, etc., hold a formal position in well-known overseas universities, scientific research institutions, or corporate research and development institutions, and have worked continuously for more than 36 months.
在海外取得博士学位且业绩特别突出的,可适当放宽工作年限要求

博士后海外引才专项,包括面向回国(来华)从事博士后研究的海外博士和回国(来华)工作的海外博士后两类人选。

支持地方国有科技领军企业和民营科技领军企业引进优秀海外博士回国(来华)从事博士后研究,企业具备博士后工作站,须符合以下申报条件
This project supports local leading state-owned and private science and technology enterprises in introducing outstanding overseas doctors to return to China (come to China) to conduct postdoctoral research. The enterprises should have a postdoctoral workstation and meet the following application conditions:
申报人博士学位所属学科为业内公认的世界一流学科,或博士导师为国际公认的一流专家;
The discipline of the applicant's doctoral degree should be a world-class discipline recognized in the industry, or the applicant's doctoral supervisor should be an internationally recognized first-class expert.
年龄一般不超过35周岁。
The age is generally not more than 35 years old.
回国(来华)工作的海外博士后

支持地方国有科技领军企业和民营科技领军企业引进优秀海外博士后回国(来华)工作,须符合以下申报条件:
This project supports local leading state-owned and private science and technology enterprises in introducing outstanding overseas postdoctoral fellows to return to China (come to China) to work, and they should meet the following application conditions:
在海外知名高校、科研机构、企业从事博士后研究不少于2年,海外合作导师为国际公认的一流专家;
Having engaged in postdoctoral research in well-known overseas universities, scientific research institutions, or enterprises for no less than 2 years, with an overseas cooperative supervisor being an internationally recognized first-class expert.
在国内外知名期刊发表过高水平学术论文或取得其他高质量的科研成果;
Having published high-level academic papers in well-known domestic and foreign journals or achieved other high-quality scientific research achievements.
年龄一般不超过40周岁。
The age is generally not more than 40 years old.
人才帽子:申报成功的个人,如果最终落地将会有对应的国家级别的人才称号,该称号在全国都通用,落户创业等会有叠加福利。
Talent Title: For individuals who successfully apply and eventually settledown, they will be granted a corresponding national-level talent title, whichis valid nationwide. There will be additional benefits when it comes tohousehold registration and starting a business, etc.
财政补贴:中央财政给予创新、创业项目入选人才每人100万元、青年项目入选人才每人50万元一次性生活补助。(各级政府一般会有1:1配套补贴,最终奖励金额在150~400万不等,以当年政策为准。)
Financial Subsidy: The central government will provide a one-time livingallowance of 1 million yuan for each talent selected for innovation andentrepreneurship projects, and 500,000 yuan for each talent selected forthe young talent project. 科研经费:最高可达500万元,支持期3年。(实际发放需要通过每年的绩效考核,是否有科研成果或进度。)
Scientific Research Funds: The maximum amount can reach 5 millionyuan, with a support period of 3 years. (The actual disbursement requirespassing the annual performance assessment, taking into accountwhether there are scientific research achievements or progress.)
工资补贴:根据各地政策不同,薪酬补贴按人才年薪的70%-80%给予用人单位补助,5年最高可补助500万元(需进行年度考核)。
Salary Subsidy: Depending on the policies of different regions, thesalary subsidy will be given to the employing unit at a rate of 70%-80%of the talent's annual salary. The maximum subsidy in 5 years canreach 5 million yuan (subject to annual assessment).
购房/安家补贴:根据各地政策不同,发达城市一般在100万元以上。以先购房后补贴的方式发放。
Housing Purchase/Resettlement Subsidy: Depending on the policies ofdifferent regions, in developed cities, the subsidy is generally over 1 millionyuan. It will be disbursed in the form of providing the subsidy after the talentpurchases a house.
其他相关政策福利:包括但不限于人才绿卡、养老医疗、子女入学、亲属配偶工作等方面支持。

首先就是申报人博士教育背景,包括博士毕业院校的QS排名、学科排名、导师在行业内的学术影响力等。申报人自身的学术成果也是一大考量因素,发表的论文数量、期刊的影响因子,以及其他高质量的专利或者荣誉等等,都是重要的加分项。

QM项目需要依托企业来申报,所选择的企业背景也会纳入考量,包括企业的产业地位、科技创新优势、曾获得的荣誉等。除企业和人才的“硬实力”外,同时应考虑双方的匹配度,申报人擅长的学术领域与企业的科研方向是否专业对口,人才落地后在企业中是否能够切实解决技术问题、推动产业进步,这些也是决定项目可行性的关键问题。
The QM project requires applications to be submitted relying on an enterprise. The background of the selected enterprise will also be taken into account, including the enterprise's industrial status, advantages in scientific and technological innovation, and the honors it has received. Application Process
申报流程
依托企业:QM计划申报需要依托国内工作单位来申报,企业资质、双方匹配程度将直接影响入选概率。
Relying on an Enterprise: Applying for the QM Plan requires relying on a domestic work unit. The qualifications of the enterprise and the matching degree between the two parties will directly affect the probability of being selected.
收集材料:申报人准备自身学历、工作履历、科研成果与过往业绩等证明文件,企业需提供基本信息与荣誉资质证明。
Gathering Materials: The applicant should prepare supporting documents such as their educational background, work resume, scientific research achievements, and past performance. The enterprise needs to provide basic information and certificates of honors and qualifications.
填报系统:除了上传以上材料外,申报书中还包含一定篇幅的文字内容(2024年篇幅要求为3000字),须结合人才与企业的特色进行项目计划的撰写。
Filling in the System: In addition to uploading the above materials, the application form also contains a certain amount of written content (the length requirement in 2024 is 3000 words). The project plan should be written in combination with the characteristics of both the talent and the enterprise.
完成提交:根据要求,完成客户端填报与纸质材料的提交。

后期跟进:如果项目入选,后期需要跟进相关落地手续、绩效考核、以及政府资金拨付的流程等。

必备材料如下:

身份证明(国人用身份证,外籍用护照);
Identification document (Chinese citizens use ID cards, and foreigners use passports);
学历、学位证书(博士必须有,硕士、学士除非实在遗失,一般也要提供);
Academic degree certificates (Doctoral degrees must be provided. Master's and bachelor's degrees should generally be provided unless they are truly lost);
海外工作经历证明(如聘书、劳动合同、离职证明、offer邮件等,须包含工作单位、担任职务、明确的任职时间);
Proof of overseas work experience (such as appointment letters, labor contracts, resignation certificates, offer emails, etc., which must include the work unit, position held, and a clear employment period);
主持或参与过的项目证明(如项目书、论文/专利、领导或PI出具的证明等);
Proof of projects hosted or participated in (such as project documents, papers/patents, certificates issued by leaders or PIs, etc.);
科研成果证明(如代表性论文、书籍、研究技术报告、重要学术会议的邀请报告、发布的专利证书、已获得的奖励或表彰证书等)。
Proof of scientific research achievements (such as representative papers, books, research technical reports, invitation reports for importantacademic conferences, issued patent certificates, obtained awards orcommendation certificates, etc.).
另外,如果是个人依托企业进行申报,还需要准备与用人单位签订的工作合同或聘任意向书。
