a.领军人才:正高职称或企业高级管理/技术职务,在行业内有重大影响力,成果具有显著经济或社会效益;
b.青年拔尖人才:≤45周岁,博士学历,近5年有突出科研/产业业绩,具备独立开展科研工作的能力;
c.依托单位为国内独立法人企事业单位,申报人需与单位签订正式聘用合同。

b.全职来京工作或已达成引进意向,承诺服务期不少于3年;

b.创业项目已完成公司注册或拟在朝阳注册,核心团队成员不少于3人,主要创始人需全职投入;

d.可通过“人才赛+行业赛+专场赛”任一赛道申报,获奖项目优先认定扶持。
③天津京津冀人才合作计划:
a.聚焦京津冀协同发展重点领域,具备副高及以上职称或同等能力;
b.领军人才≤55周岁,青年人才≤40周岁;
c.需全职在津工作,能带动相关领域技术突破或产业升级。
④天津创新创业领军人才计划:
a.创办企业注册地在天津,注册资本不低于100万元,实缴资本占比不低于30%;
