项目介绍
国家优秀青年科学基金(海外)旨在吸引和鼓励在自然科学、工程技术等领域已取得较好成绩的海外优秀青年学者(含非华裔外籍人才)回国(来华)工作,自主选择研究方向开展创新性研究,促进青年科学技术人才快速成长,培养有望进入世界科技前沿的优秀学术骨干。

申请条件
遵守中华人民共和国法律法规,具有良好的科学道德,自觉践行新时代科学家精神。
出生日期在1986年1月1日(含)以后。
具有博士学位。
研究方向主要为自然科学、工程技术等。
在取得博士学位后至2026年4月15日前,一般应在海外知名高校、科研机构、企业研发机构等获得正式教学或者科研职位,且具有连续36个月以上工作经历;在海外取得博士学位且业绩特别突出的,可适当放宽工作年限要求(不适用于通过中外联合培养方式取得海外博士学位的情况)。在海外工作期间,同时拥有境内带薪酬职位的申请人,其境内带薪酬职位的工作年限不计入海外工作年限。
取得同行专家认可的科研或技术等成果,且具有成为该领域学术带头人或杰出人才的发展潜力。
申请人尚未全职回国(来华)工作,或者2025年1月1日以后回国(来华)工作,获资助通知后须辞去海外工作并全职回国(来华)工作不少于3年。
政策支持
岗位与编制:
学术关系依托国内“双一流”高校,工作地点位于国家级高新区;提供事业编制,聘任为教授、博导,正高级专业技术职务。
薪酬待遇:
百万年薪起步,绩效收入上不封顶。
安家补助:
国家、地方、单位叠加补助380万元;工作地购房额外补贴总额20%,最高40万元。
科研经费:
国家提供科研启动经费100-300万元,单位按1:2配比,最高可达800万元。
团队建设:
每年1个博士生、3个硕士生招生指标;博士后招收名额不限,博士后年薪45万元由单位全额承担。
场地空间:
提供200平米以上的独立办公及实验室场地。
生活保障:
配偶工作按“特事特办”“一事一议”原则安置;子女享受高新区顶级学校或高校附属中小幼顶尖教育资源;人才及父母、配偶、子女由定点三甲医院提供预约体检和住院绿色通道等医疗保障服务。
便利公寓:
提供距离工作地点2公里范围内100平米公寓,便于日常使用。
兜底保障:
若申报海外优青上会暂未入选,可按“翱翔海外学者+准聘教授岗位+事业编制”予以支持。

I. Overseas Excellent Young Scientists Program (2026)
Program Introduction
The National Excellent Young Scientists Fund (Overseas) aims to attract and encourage outstanding young overseas scholars (including non-Chinese foreign talents) who have achieved remarkable accomplishments in natural sciences, engineering and technology, etc., to return (come) to China for work. It supports them to independently choose research directions and conduct innovative research, accelerate the growth of young scientific and technological talents, and cultivate outstanding academic leaders with the potential to reach the world's frontiers of science and technology.

Eligibility
Abide by the laws and regulations of the People's Republic of China, uphold good scientific ethics, and consciously practice the spirit of scientists in the new era.
Date of birth on or after January 1, 1986.
Hold a doctoral degree.
Research focus primarily in natural sciences, engineering and technology, etc.
After obtaining the doctoral degree and by April 15, 2026, generally hold a formal teaching or research position at a renowned overseas university, research institute, or corporate R&D institution, with at least 36 consecutive months of work experience. For those who obtained their doctoral degree overseas and have exceptionally outstanding achievements, the work experience requirement may be appropriately relaxed (this does not apply to those who obtained an overseas doctoral degree through Sino-foreign joint training programs). For applicants who hold a paid position in China while working overseas, the years of service in the domestic paid position shall not be counted towards the overseas work experience.
Have achieved research or technological outcomes recognized by peer experts, and demonstrate the potential to become an academic leader or outstanding talent in the field.
Have not yet returned (come) to China for full-time work, or returned (came) to China for work on or after January 1, 2025. Upon receiving the funding notification, must resign from overseas work and return (come) to China for full-time work for no less than 3 years.
Policy Support
Position and Employment Status:
Academic affiliation is with a domestic Double First-Class university, with work location in a national high-tech zone; provides public institution establishment, appointment as Professor and PhD Supervisor, with senior professional and technical position.
Salary and Benefits:
Starting annual salary of one million yuan, with no upper limit on performance-based income.
Resettlement Allowance:
Combined allowance of 3.8 million yuan from the state, local government, and employer; additional 20% of total housing purchase subsidy at the work location, up to 400,000 yuan.
Research Funding:
The state provides 1-3 million yuan for research startup, with a 1:2 matching fund from the employer, up to 8 million yuan in total.
Team Building:
1 PhD student and 3 master student enrollment quotas per year; unlimited postdoctoral recruitment, with an annual postdoctoral salary of 450,000 yuan fully covered by the employer.
Workspace:
Independent office and laboratory space of over 200 square meters.
Living Support:
Spousal employment arranged under the principles of special handling for special cases and case-by-case review; children enjoy access to top schools in the high-tech zone or elite education resources of the university's affiliated kindergartens, primary and secondary schools; designated Class A tertiary hospitals provide appointment-based medical examinations and inpatient green channel services for the talent, parents, spouse, and children.
Convenient Apartment:
100-suare-meter apartment within 2 kilometers of the workplace for daily use.
Guarantee for Unsuccessful Candidates:
If the application for the Overseas Excellent Young Scientists Program is reviewed but not selected, support will be provided under the Aoxiang Overseas Scholar + Tenure-track Professor + Public Institution Establishment framework.
