Policy Analysis of National- and Provincial/Municipal-Level High-Level Talent Programs (2027 Reference Edition)

Preface

As China continues to advance the development of new quality productive forces, the talent-recruitment systems of various localities targeting overseas PhDs have undergone an important shift: moving from the earlier model of simply 'granting universal settlement allowances directly on the basis of an overseas doctoral degree' toward a composite recruitment model of 'educational baseline threshold + industrial-track matching + reliance on a host employer + competitive review.'

Overseas PhDs returning to or coming to China generally follow three career paths: entering universities, research institutes or other academic institutions for research positions; joining corporate R&D departments to work on industrial technology breakthroughs; or starting their own businesses to commercialize research outcomes. The national-, provincial-, municipal- and district-level policies corresponding to these different paths vary greatly. At the same time, foreign-national overseas PhDs and Chinese-national returned overseas students are subject to two different sets of rules regarding household registration (hukou), residence and allowance applications. Drawing on the latest policy interpretations of Beijing, Shanghai, Jiangsu, Shanxi, Inner Mongolia, Jilin, Hebei, Chongqing, Jiangxi, Xiamen and other provinces and cities, this document systematically reviews employment, entrepreneurship, housing, family-related support, and job-offer/signing risk warnings. It is provided solely as a reference for career decision-making and does not constitute a formal basis for application; all entitlements are subject to official announcements at each government level plus pre-signing verification by the HR department.

Basic prerequisite: regardless of which province or city one goes to, the first step for a Chinese-national overseas PhD is to complete the foreign academic degree/diploma accreditation by the Chinese Service Center for Scholarly Exchange (CSCSE) under the Ministry of Education; hukou registration, talent allowances, professional-title evaluation and applications for public-system positions all take this accreditation result as the prerequisite foundation. For foreign-national PhDs, the policy entry point is the work permit, the R (talent) visa, and recognition as overseas high-level talent.

I. The National-Level Top-Down Policy Framework: Nationally Unified Basic Support Channels

At the national level there is no universal settlement allowance or housing-purchase subsidy issued to all overseas PhDs; the vast majority of national-level programs are competitive reviews that must be applied for through a host employer, and individuals cannot submit applications directly. They fall mainly into four sections: research funding, entrepreneurship support, the postdoctoral system, and identity/residence.

(1) Dedicated Research Funding Programs

National Natural Science Foundation of China - Outstanding Young Scientists Fund (Overseas) ('Overseas Outstanding Youth'): targeted at young scholars in the natural sciences and engineering/technology who have already achieved good results overseas; it includes non-ethnic-Chinese foreign nationals, but non-ethnic-Chinese foreign applicants must meet hard constraints such as being employed full-time by the host unit after returning to (coming to) China and signing a long-term full-time employment contract. Applicants should generally have been born on or after 1 January 1986, hold a doctoral degree, and after obtaining the PhD generally have held a continuous formal overseas research/teaching position for 36 months or more; the funding intensity is RMB 1-3 million for a 3-year term; after receiving funding, the recipient must work full-time in China for no less than 3 years; applications must be made through a registered host unit, and there are application-limit requirements against same-tier national science-and-technology talent programs. [Distinction from the Fund for Foreign Scholars] The Overseas Outstanding Youth program targets young scholars who intend to work full-time in China after returning (or coming) and who have already achieved good results overseas (including non-ethnic-Chinese foreign nationals who meet the full-time-employment and similar constraints); whereas the NSFC 'Fund for Foreign Scholars' targets foreign scholars invited by in-China institutions to conduct short-term (collaborative) research in China. The two differ in target population, nature of funding and whether full-time employment is required; overseas PhDs should judge separately based on their own identity and employment form and must not conflate them.

Return-to-China Funding Plan for Highly Skilled Returned Overseas Students: constrained by conditions such as Chinese nationality, a doctoral degree obtained abroad, recent return to China, full-time on-post status, and recommendation by the host unit; the 2026 interpretation is a one-off grant of RMB 300,000, with some key cities offering 1:1 matching; those already selected for other national-level talent programs are usually excluded.

MOE Research Startup Grant for Returned Overseas Students: targeted at returned overseas PhDs who join domestic universities or research institutes after returning; it generally requires at least one continuous year of study abroad, return within the past two years, and age generally not exceeding 45; the grant is mostly RMB 20,000-50,000, used to start a project; it is applied for uniformly through the research department of one's host unit and is not automatically granted.

NSFC Young Scientists Fund: can be applied for directly after an overseas PhD returns and takes up a post in China; it is the most important source of national vertical research projects for young researchers and is not subject to any prerequisite domestic-postdoctoral requirement.

(2) Industry- and System-Specific Programs

Qiming Program (abbreviation: QM): led by the Ministry of Industry and Information Technology (MIIT), targeting high-level overseas industrial talent, divided into categories such as young talent, innovation talent, entrepreneurship talent and a postdoctoral special track; young talent generally requires a doctoral degree, age not exceeding 40, and continuous overseas work for 36 months or more; the age ceiling for innovation talent is more lenient; entrepreneurship talent must master leading technology and the enterprise's years of establishment must comply with the regulations. The funding interpretation must be understood in layers: the central-finance portion has a unified standard (innovation and entrepreneurship talent a one-off living allowance of about RMB 1,000,000; young talent about RMB 500,000), on top of which local matching, salary subsidies, research funding and housing allowances are added; because these vary greatly by region and enterprise, and some projects adopt 'one policy per enterprise, one discussion per case,' the cumulative amount including local matching (e.g., about RMB 1,500,000 for young talent and about RMB 3,000,000 for innovation talent) can only be regarded as a reference range and cannot be equated with a nationwide uniform take-home standard; applications must be made through an enterprise or relevant host employer, and individuals cannot apply directly. To reiterate: QM implements 'one policy per enterprise, one discussion per case'; central finance provides a basic allowance benchmark, and the final take-home amount depends on the host enterprise plus local matching and cannot be pre-fixed at any single standard; application scope and amounts must follow the current-year notices from MIIT and the host enterprise.

Changcheng (Great Wall) Program (abbreviation: CC): within the SASAC / central-enterprise system, applied for through central enterprises, key state-owned enterprises and their research institutes, focusing on supporting high-level talent within the SOE/central-enterprise system working on key core-technology breakthroughs and major-engineering R&D. Special note: this program is led by SASAC and selected through internal recommendation within the central-enterprise system; it is NOT open to public application from society, external talent cannot apply on their own, and it is only pushed within central enterprises and their research institutes and organized for recommendation by the host central enterprise; specific funding standards and application windows must follow the current-year notice from the central enterprise's talent-work department. [Access channel] CC sets up no public application window for society/individuals; selection is pushed level-by-level only through internal notices from the HR (talent-work) department of one's central enterprise, key SOE and their research institutes; external talent cannot apply on their own. When analyzing, in addition to the State Council SASAC and the host central enterprise's official HR column, the only reliable entry point is the host central enterprise's current-year internal notice from its talent-work department.

Ruijin Program (abbreviation: RJ): a high-level talent-recruitment program for the financial system, applied for through large state-owned commercial banks, policy banks, state-controlled financial institutions and research bodies under financial regulators, targeting high-level talent in fintech, risk management, quantitative research, macroeconomic research and similar fields. Special note: authoritative public information on this program is limited; it is selected through internal recommendation within the financial system, is not open to public application, external people cannot apply on their own, and it is organized for recommendation by the host financial institution; specific application conditions and funding standards follow the current-year notice from the competent authority. [Access channel] Authoritative public information on RJ is limited, and likewise it sets up no public application window for society/individuals; selection is pushed only through internal notices from the HR department of one's large state-owned commercial bank, policy bank, state-controlled financial institution and their subordinate research bodies; external personnel cannot apply on their own. Conditions and amounts follow the current-year notices from financial regulators and the host institution, and should not be judged from scattered online information.

Torch Program (abbreviation: HJ): a high-level talent-recruitment program applied for through research institutes and similar hosts, organized and implemented within the MIIT system (the former Torch High-tech Industry Development Center under the national Ministry of Science and Technology was transferred wholesale to the Ministry of Industry and Information Technology in November 2023 upon approval by the Central Staffing Commission, taking on functions such as high-tech zone management, high-tech enterprise certification, technology-based SME evaluation, tech business incubators and the China Innovation and Entrepreneurship Competition), focusing on the commercialization and industrialization of high-tech achievements and the development of high-tech zones/incubators. Special note: HJ is NOT a universal settlement-allowance program directed at individuals; it almost never sets cash funding for individual PhDs, and its focus lies in high-tech industrialization carriers and the building of high-tech zones and incubators. After an overseas PhD starts a business, commercializes achievements into a tech-based enterprise, or moves into a high-tech zone or overseas students' business park, they can connect with the relevant carriers and industrialization resources of the HJ system.

(3) National-Level Entrepreneurship Support System

Support Plan for Returned Overseas Students Starting Businesses in China: targeted at returned overseas students who establish technology-based enterprises, providing competitively-selected project funding; supported by the carrier resources of national overseas-students' business parks; supports using patents and technology achievements valued as equity contributions; can apply for entrepreneurship guaranteed loans and IP-collateral financing; it is a project-based review focusing on the technological advancement and landing feasibility of the entrepreneurial project.

(4) National Basic Systems for Identity and Residence

Chinese-national returned overseas students: after degree accreditation, complete hukou registration per each province/city's hukou policy; some cities have a dedicated hukou channel for returned overseas students.

Foreign-national overseas PhDs (coming to China): the R (talent) visa and the foreigner work permit for coming to China; those meeting recognition standards may apply for permanent residence in China (Green Card); local overseas-talent residence permits provide residence, social-security and children's-schooling conveniences; foreign nationals generally cannot claim the local settlement cash allowances aimed at domestically employed PhDs, relying more on special awards after high-level-talent recognition and industrial-project support. Note: operational details for entry-exit, permanent-residence acceptance and overseas high-level-talent recognition vary by region; foreign talent should verify the latest interpretations item-by-item with the local science-and-technology, public-security entry-exit and talent-work departments before applying.

(5) The Postdoctoral System: An Important Independent Channel for Overseas PhDs Returning to China

National unified postdoctoral system: overseas PhDs may directly apply for domestic postdoctoral mobile stations and work stations; the national level provides routine postdoctoral funding; after exit, provincial- and municipal-level special research or settlement allowances for staying locally may be added. In 2026 the exit-and-stay policies vary greatly by locality: e.g., Shandong RMB 150,000 for staying in Shandong after exit; Chongqing RMB 150,000 for staying in Chongqing, with in-station funding divided into A/B/C tiers, up to RMB 600,000; Xiamen RMB 300,000 settlement allowance for postdocs staying in Xiamen after exit; Jinan RMB 300,000 for enterprise posts and RMB 100,000-200,000 for public-institution posts for staying in Jinan after exit; Hebei RMB 30,000 for staying in Hebei after exit; Heilongjiang has a postdoctoral living allowance. The postdoc is a very important independent policy channel for overseas PhDs to bridge domestic research and industrial policy; exit allowances and ordinary onboarding-PhD allowances can in most regions be verified separately, but some regions have mutual exclusivity, so this must be confirmed before signing.

(6) Important Misconception Corrections

There is no nationally unified settlement allowance for all PhDs at the national level, and no nationally unified policy for transferring a spouse's public-establishment position; family employment placement and children's-schooling coordination services are limited to recognized national-level high-level talent; ordinary returned overseas PhDs do not enjoy government-level guaranteed establishment placement for spouses.

II. The Underlying Logic of Provincial- and Municipal-Level Policies: Comparison of Policy Paradigms Across Regions

Talent policies across Chinese provinces and cities can be broadly divided into three paradigms, which is the first understanding an overseas PhD needs when choosing a career. Universal underlying rules (applicable in most provinces and cities): provincial governments generally do not directly issue a province-wide universal settlement allowance; decision-making power for allowances is largely devolved to prefecture-level cities or even districts/counties; policies of different cities within the same province, and of different districts within the same city, are mutually independent and not interchangeable. Allowances fall into two broad categories: first, enterprise/industry-type talent allowances (the vast majority of cash settlement and rent allowances are limited to enterprises and new-type R&D institutions; public institutions and government agencies are usually not in this series, and public-system posts rely mainly on the unit's research-startup funds, transitional housing and establishment); second, provincial talent programs (competitive review, applied for through a host unit). Cash allowances are generally tied to: full-time on-post status + local social security + key-industry catalogue + service tenure; early departure requires refunding allowances per the agreement. Verbal promises are invalid; all entitlements must be written into a supplementary agreement.

(1) Paradigm 1: First-tier Cities (Beijing, Shanghai) - Emphasis on Platforms and Reviews, Cash Allowances Not Universal

Beijing: There is no universal settlement allowance or housing-purchase subsidy for newly onboarded overseas PhDs citywide. Hukou registration is highly tied to the host employer's qualifications and hukou quotas; various district-level housing allowances (e.g., Haidian Haiqing Anju, Chaoyang RMB 200,000 settlement allowance for postdocs staying after exit, Yizhuang Economic-Technological Development Area postdoc stay-in-district allowance) are all restricted to enterprises/new-type R&D institutions, key-industry catalogues and unified application by the unit; universities, hospitals and municipal public institutions generally cannot claim district-level industrial cash allowances. Returned overseas PhDs in Beijing have two special competitive application channels - the Beijing High-level Returned Overseas Students Funding and the Beijing Support Plan for Returned Overseas Students Starting Businesses - both are unit-recommendation review systems with hard thresholds on years since return, full-time on-post status and research output.

Shanghai: A PhD from a QS top-50 university working full-time in Shanghai may obtain hukou directly; the maximum PhD settlement allowance is RMB 200,000. In terms of talent programs, the Oriental Talent (Dongfang Yingcai) Plan includes sub-projects such as team, leading, top-tier (bajian), young, teacher and entrepreneurship, among which the leading project selects about 120 people and the top-tier and young-science-tech platforms about 60 each; the Magnolia (Baiyulan) Talent Plan Pujiang project's 2026 A/B/D categories provide RMB 300,000 per person and category C RMB 150,000 per person, with an execution period from December 2026 to November 2028. The Oriental and Magnolia plans have tier-level mutual exclusivity; those selected for national-level talent programs usually cannot apply for certain sub-projects of the Oriental Talent Plan.

(2) Paradigm 2: Eastern Coastal Provinces (Jiangsu, Zhejiang, Fujian, Shandong) - The Province Builds the Platform, Cities Deliver Differentiated Benefits

Jiangsu: The provincial 333 High-Level Talent Training Project, Shuangchuang (Mass Entrepreneurship & Innovation) Plan and Hundred Overseas PhDs Visit Jiangsu are provincial competitive high-level talent programs; there is no province-wide universal PhD settlement allowance across the province. Policies in Nanjing, Suzhou, Wuxi, Yancheng and other cities differ greatly: Suzhou's support for top talent can reach RMB 50-100 million, major innovation teams up to RMB 30 million and entrepreneurship leading talents up to RMB 5 million; Nanjing's innovation/science projects for returned overseas students are RMB 100,000 (Category A), RMB 50,000 (B) and RMB 30,000 (C).

Zhejiang: The provincial Kunpeng Action Plan targets top talent under a one-policy-per-person approach; the provincial Special Support Plan for High-Level Talent, the Provincial Natural Science Foundation Distinguished Young Scholars and the Ningbo Yongjiang Talent Project form a tiered system. Hangzhou's PhD living allowance is a one-off RMB 100,000, and RMB 400,000 for staying in Hangzhou after postdoc exit; the Ningbo Yongjiang Talent Project accepts applications year-round with batched selection, covering entrepreneurship, innovation, young talent and team categories.

Fujian: The provincial Hundred Talents recruitment plan provides up to RMB 2 million per overseas-introduced individual, up to RMB 1 million per domestically-introduced individual and RMB 3 million per team; Xiamen's settlement allowance for postdocs staying in Xiamen after exit is RMB 300,000, paid over 3 years.

Shandong: The Taishan Scholar Project is a provincial high-level talent program; Jinan's PhD housing-purchase subsidy is up to RMB 250,000; postdocs staying in Jinan after exit receive RMB 300,000 for enterprise posts and RMB 100,000-200,000 for public-institution posts.

(3) Paradigm 3: Northern and Central-Western Provinces (Shanxi, Inner Mongolia, Jilin, Hebei) - Universal Subsidies Coexisting with Independent Local Policies

Shanxi: The provincial Excellent Doctorate Coming to Shanxi award provides an RMB 100,000 living allowance plus RMB 50,000 research funding; postdocs get an RMB 200,000 living allowance plus RMB 100,000 research funding. Overseas PhDs, after completing CSCSE accreditation, may apply on the same terms as domestic PhDs, but one must distinguish provincial-fiscal subsidies from city-level add-ons, and the eligibility boundary between public-system posts and enterprise posts.

Inner Mongolia: There is no region-wide universal PhD settlement allowance at the autonomous-region level; benefits are concentrated in the Hohhot-Baotou-Ordos urban cluster; the provincial talent program is the Yingcai Xingmeng (Talent Revitalizing Inner Mongolia) Project competitive review; postdocs staying in Inner Mongolia after exit get a RMB 300,000 research special fund; policies of different leagues and banners are mutually independent; humanities and social-science posts are concentrated in the public system, and industrial cash allowances are heavily tilted toward STEM PhDs.

Jilin: In 2024 it consolidated and established the Changbai Yingcai (Changbai Talent) Plan as the province's only talent program, comprising four categories - high-level talent introduction, high-level leading talent, elite talent teams and outstanding young talent - with the first batch conferring titles on 354 individuals/teams, those under 40 accounting for over 50%; allowance delivery is centered on Changchun and other cities.

Hebei: The provincial Yanzhao Series Talent Plan is a competitive review; each city (Shijiazhuang, Xiong'an New Area, Tangshan) issues its own talent policy; Xiong'an New Area has an independent talent-policy system; postdocs staying in Hebei after exit get RMB 30,000.

IV. In-Depth Breakdown of the Three Career Paths for Overseas PhDs

(1) Path 1: Academic & Research Track (Universities, Provincial Institutes, Research Platforms, Postdocs)

Benefits mainly come from: the recruiting institution's research-startup funds, lab-building support, transitional/on-campus temporary housing; public-establishment positions; and the three-tier (national-provincial-municipal) exit funding of the postdoc platform. Policy-boundary notes: many district- and park-level enterprise/industry settlement allowances cannot be claimed by university public-establishment posts; do not simultaneously expect on-campus research-startup funds plus large local industrial settlement allowances. Provincial talent programs (Grassland Talent, Changbai Series, Sanjin Talent, Jiangsu Shuangchuang, Oriental Talent, Chutian Talent, Ganpo Talent, etc.) are applied for competitively through one's host unit after onboarding - they are not automatically selected upon hiring. (2) Path 2: Corporate R&D Track (Key Industries, New-Quality-Productive-Force-Track Enterprises, New-Type R&D Institutions)

If the goal is to claim cash settlement and rent allowances in various districts/counties, prioritize posts in enterprises within the key-industry catalogue. Taking the Beijing New-Quality Productive Forces Human-Resource Development Catalogue (2026 Edition) as a representative, many localities have released their own key-industry talent catalogues; overseas PhDs in enterprises within catalogue tracks (AI, integrated circuits, new energy, new materials, biomedicine) can more easily unlock local talent allowances and rent reductions on talent apartments. Key distinction: the applicant entity for allowances is the employer; most regions do not open a self-application channel for individuals; HR uniformly collects materials and submits them to the human-resources-social-security and talent departments; individuals cannot apply separately. During the job-seeking stage one must confirm: whether the enterprise is included in the local key-industry talent catalogue, and whether the enterprise has prior experience applying for similar talent allowances.

(3) Path 3: Self-Entrepreneurship Track (Achievements Landing and Commercialization)

Overseas-PhD entrepreneurship policies fall into three tiers. National level: support for moving into overseas-students' business parks, the Support Plan for Returned Overseas Students Starting Businesses; loan-interest subsidies for entrepreneurship guarantees and IP-collateral financing channels. Provincial/municipal level: local entrepreneurship competitions (e.g., Beijing HICOOL Global Entrepreneurship Competition, which has already promoted turning prizes into equity, prize-investment linkage); some provinces have set up special returnee-entrepreneurship funding and free startup workspaces. Landing-park level: rent reductions, incubation services and seed-fund matching. All entrepreneurship-type policies are oriented by project-quality review; a doctoral degree alone does not directly grant startup funding; after acquiring entrepreneur status, some regions no longer allow simultaneously claiming a PhD settlement allowance under an employment identity, creating a mutual-exclusivity risk.

V. Realistic Policy Boundaries for Family Placement and Children's Education

Spouse employment: For the vast majority of provinces/cities and ordinary recruited PhDs, whether domestic or returned overseas, there is no government-level guaranteed transfer/placement into a public-establishment position for the spouse; only recognized provincial-and-above high-level talent may enjoy official employment-information coordination and job-matching services; this only increases matching opportunities and does not promise an establishment position. Spouse career choice remains mainly self-directed job-seeking.
