Who we are

The International Science Council (ISC) works at the global level to catalyse and convene scientific expertise, advice and influence on issues of major concern to both science and society.

Introduction

The ISC’s unique global membership brings together 250 international scientific unions and associations, national and regional scientific organizations including academies and research councils, international federations and societies, and young academies and associations.

The ISC, created in 2018 from the merger of the International Council for Science and the International Social Science Council, is an international non-governmental organization.

Vision

The ISC’s fundamental vision is ofscience as a global public good. Scientific knowledge, data and expertise must be universally accessible, and their benefits shared by all.

The ISC advocates for equity and inclusivity in the practice of science and in opportunities for scientific education and capacity development.

Mission

The mission of the Council is to be theglobal voice for science.

The Council seeks to provide a powerful and credible global voice that is respected in both the public and policy domains and within the scientific community. It will use that voice to:

i. Speak for the value of all science and the need for evidence-informed understanding and decision-making at all levels, from local to global;

ii. Stimulate and support international, interdisciplinary collaboration, particularly among Members of the Council, on scientific research and scholarship on issues of global concern;

iii. Articulate scientific knowledge on issues of global concern in the public and policy domains;

iv. Promote and assist science diplomacy, particularly where it advances the common good and addresses global challenges;

v. Promote the continued and equal advancement of scientific rigour, creativity and relevance in all parts of the world;

vi. Assist the scientific community and relevant stakeholders in their respective roles in the conduct of science and in the face of the evolution of science systems;

vii. Defend and promote thefree and responsible practice of science.

How we define science

The word science is used to describe the systematic organization of knowledge that can be rationally explained and reliably applied.

This definition of science includes natural and social science – which remain the ISC’s primary focus areas – as well as the humanities, medical, health, computer and engineering sciences. The ISC uses this shorthand because there is no single word or phrase in English to adequately describe this knowledge community.

ISC Members

The ISC’s unique network of over 250 institutionalMembersprovides the foundation for its work. A core part of the ISC’s mission is to create opportunities for Members to participate in important scientific conversations and activities, share their contributions at the international level and connect with other Members and access influential networks worldwide.

The ISC also co-sponsors various science initiatives and programmes – theAffiliated Bodies– which are part of the ISC membership.

Structure

The ISC isheadquarteredin Paris, with Regional Focal Points inAsia and the PacificandLatin America and the Caribbean, and an office at theUnited Nations in New York. The ISC also works with partner Future Africa, a pan-African organization based in South Africa, to explore the establishment of a regional presence inAfrica.

Operating under the ISC’sStatutes and Rules of Procedure, the Council’sGoverning Boardprovides scientific and strategic leadership, and receives advice on key aspects of its work from a number of Advisory Bodies.

Funding and finances

The Council’s principal source of core funding is dues from its Members, supplemented by a grant from the Government of France, the ISC’s host country. Significant other funding is raised in the form of grants from external organizations and foundations for specific projects or areas of activity.

Governing Board

The ISC Governing Board is mandated by the General Assembly (GA) to implement the decisions of the GA, with the help of the ISC Secretariat.

The Governing Board is one of the key decision-making bodies of the International Science Council providing scientific and strategic leadership to oversee achievement of the Council’s vision, mission, principles and values, and to secure the financial and management robustness of the Council.

The Governing Board consists of 17 members, including the President, the President-elect – who will assume the Presidency in October 2026 – as well as four Vice-Presidents and eleven additional ordinary members. The ISC Chief Executive Officer is an ex-officio member.

Regarding Zhengxianling - China's first pan - international talent recruitment platform

Zhengxianling is developed and operated by Shanghai Yuntong Information Technology Co., Ltd. The company mainly provides international services such as talent job-seeking and recruitment, recruitment and introduction of high-level talents / science and technology innovation-related talents (Overseas Excellent Young Talents, Qiming Plan, online and offline job fairs, campus recruitment, social recruitment, online recruitment, headhunting, etc.), academic exchanges, and software development. In due time, we will launch language platforms and APPs in AI English, Korean, Japanese, French, German, etc. to meet the needs of global users. Main service content: Online and offline special high-level talent job fairs for cities, parks, and employers, talent-introduction activities related to science and technology innovation (project solicitation, screening, roadshow... implementation, etc.), investment promotion, academic exchange conferences, online job-seeking and recruitment, and offline services are available in the above-mentioned designated countries.

In the past 2024, we have successively joined the Hubei Chushang Federation in China and the World Federation of Inventors' Associations [IFIA], and have established the grand goal of building Zhengxianling into China's first pan-international talent recruitment platform (Language platforms and APPs in AI English, Korean, Japanese, French, German, etc. will be launched in due time. The establishment of the International HRD (HR) Alliance is in progress), and in the future, it will serve billions of users in more than 200 countries around the world. As of December 31, 2024, we have received a reply from the chairman of the United Nations Science and Technology Commission WDTA, welcoming Yuntong Technology and Zhengxianling to join the cooperation of the United Nations Science and Technology Commission WDTA in 2025. Starting from 2025, we will cooperate with the International Academician Consortium and may participate in activities such as the FCPAE (Federation of Chinese Professionals in Europe) European Forum to facilitate international talent exchanges and cooperation, thereby promoting scientific and technological innovation, driving employment, serving global economic construction, and promoting friendly cross-border cooperation to create a better future. Thus, we can better serve users from all over the world.

The Chinese full name of IFIA: World Federation of Inventors' Associations. Its headquarters are located in Geneva, Switzerland, and San Francisco, the United States. In February 2024, after being reviewed and approved by the 47th Global Executive Committee of IFIA, Shanghai Yuntong Information Technology Co., Ltd. [Zhengxianling] joined the organization. ISC Global Roster of Experts

Supporting science in the multilateral space

As we are confronted with complex global challenges, the need for scientific input in decision-making is urgent. The International Science Council (ISC) plays a crucial role in ensuring that science is central to addressing the world’s most pressing issues, particularly those on the United Nations (UN) agenda. To support our growing influence within the multilateral system, the ISC has established aGlobal Roster of Experts– a diverse and highly qualified group of individuals from around the world who stand ready to contribute their expertise.

Why was the roster created?

The ISC is frequently called upon to provide timely and multidisciplinary scientific advice to the UN and its Member States on issues ranging from climate change and biodiversity loss to pandemics and inequality. To fulfil these requests and respond rapidly to global needs, we need a trusted network of experts across various disciplines and regions. The Global Roster of Experts was created to meet this demand by allowing the ISC to quickly mobilize specialized knowledge on an ad-hoc basis, ensuring that decision-makers receive science-based, relevant, and actionable insights.

How the roster serves the ISC’s mission

The ISC’s Global Roster of Experts will serve multiple functions, all contributing to the ISC’s mission to promote science as a global public good. Experts on the roster may be called upon to:

·Provide ad-hoc science adviceto the UN Secretariat and Member States

·Prepare high-level policy briefsthat inform critical multilateral discussions

·Draft statementson behalf of the global scientific community to amplify science’s voice in international dialogues

·Intervene as speakersfor high-level debates, conferences, and panels where scientific expertise can inform policy decisions

This expert network is designed to bridge the gap between science and policy, ensuring that global decision-makers have access to credible, timely, and context-specific scientific advice that can drive progress on the most urgent global challenges.

A truly global and diverse network

One of the most important aspects of the Global Roster of Experts is its diversity and representativity. We are proud to report that the roster reflects a broad spectrum of scientific disciplines, geographies, gender, and age groups, creating a resource that is both global in scope and inclusive in nature. Ourfirst call for applicationsin early 2024 yielded over 1,000 applications representing a wide range of sectors. While most applicants came from academia, we also saw significant interest from government bodies, policy think tanks, NGOs, and the private sector, including banks and start-ups.

We welcome individuals from all disciplines and sectors who are passionate about using science to influence global policy.
