Zhengxianling® — China’s First Pan-International Talent Supply Chain Platform
Abstract
Starting from global industrial transformation, the cultivation of new-quality productive forces, and the sustainable development of human society, this paper systematically elaborates the theoretical elevation, core architecture, practical evolution, market structure, future paradigms, and ultimate value of a strategic talent supply chain system. It argues that the talent supply chain is no longer merely an enterprise staffing tool, but a key infrastructure that connects education, science and technology, talent, industry, capital, and the global flow of intellectual resources. On this basis, taking Zhengxianling®, a globalized talent supply chain service platform, as an example, the paper presents the platform-based practice of a four-in-one ecosystem of talent recruitment + academia + sci-tech innovation + capital, and, through the framework of human challenges - platform capability - service logic, demonstrates the correspondence between platform capabilities and the ultimate propositions of sustainable human development. It finally proposes a two-way value system oriented to governments, industrial parks, universities, scientific research institutions, employers, and high-level talents.
Keywords: talent supply chain; new-quality productive forces; globalized talent allocation; sustainable development; Zhengxianling®
Note: The service logic in Part Seven of this paper is a paradigmatic inference based on the platform’s existing core capabilities, used to present the correspondence between the talent supply chain and common human challenges. Zhengxianling® has completed the relevant core capability building, and specific application cases will gradually take shape and be released in due course as the platform’s business advances.
I. Introduction: From Traditional Personnel Management to a Strategic Talent Supply Chain
Today the world is witnessing the deep interweaving of a new scientific and technological revolution, industrial transformation, and the reshaping of the global order. The paradigm of global economic development is accelerating its shift from resource-driven and capital-driven to talent-driven and innovation-driven. As a core factor of production endowed with creativity, iterability, and value appreciation, talent has become a key variable in measuring a nation’s comprehensive strength, an enterprise’s core competitiveness, and a region’s sustained development.
Traditional personnel management and fragmented human-resource services mostly focus on administrative tasks such as attendance, compensation, recruitment, and training, with value largely confined to the level of enterprise operational support, making it difficult to meet the new requirements of high-quality development, industrial upgrading, and global competition. The strategic talent supply chain system thus emerged, reshaping the underlying logic of human-resource services: from passive gap-filling to proactive positioning, from static stock to dynamic increment, from single-point service to ecosystem empowerment, and from an enterprise tool to social infrastructure.
The so-called talent supply chain, supported by systems theory, supply-chain management, and talent ecology, is a full-lifecycle closed-loop ecosystem that integrates demand forecasting, resource reserve, precise allocation, cultivation and empowerment, retention and iteration, a digital-intelligent base, and strategic upgrading. Its micro value lies in helping enterprises build talent pipelines and revitalize organizational vitality; its meso value lies in promoting the deep integration of the industrial chain, innovation chain, talent chain, and capital chain; its macro value lies in supporting the cultivation of new-quality productive forces, industrial transformation and upgrading, and the optimal allocation of social resources; and its ultimate value lies in providing enduring intellectual momentum for the green, low-carbon, perpetually iterative, and sustainable development of the economy and society.
II. Core Service System of the Talent Supply Chain: Five Major Closed Loops
(I) Demand Forecasting and Resource Reserve: Building a Dynamic Reservoir of Industrial Talent
Relying on macro industrial policies, industry big data, corporate strategy, and technology-iteration trends, a forward-looking talent-demand assessment mechanism is established, focusing on the medium- and long-term talent gaps in strategic emerging industries such as artificial intelligence, new energy, life sciences, high-end manufacturing, and new materials. By building a tiered, categorized, dynamically updated, and fully covered talent resource bank, a talent reservoir of standing stock, dynamic renewal, on-demand access is formed, providing forward guarantee for industrial upgrading, enterprise expansion, and technological breakthroughs.
(II) Precise Allocation and Flexible Employment: Building an All-Domain Agile Talent Network
Based on big-data algorithms, job-competency profiles and comprehensive talent profiles are constructed, achieving two-way precise matching across dimensions such as skill fit, experience suitability, development potential, and cultural alignment. Service scenarios cover high-end talent search, bulk position allocation, campus reserve, and cross-regional deployment. Meanwhile, in response to the trends of the digital economy, globalized layout, and project-based employment, the system develops agile hiring, compliant talent custody, cross-border EOR (Employer of Record), global payroll agency, and flexible-employment risk control services, enhancing the efficiency of talent allocation and risk resilience.
(III) Industry-Education Integration and Talent Cultivation: Building an Eco-Intelligent Manufacturing Factory Linking Supply and Demand
Addressing the disconnect between the education system and industrial demand and the gap between talent skills and job application, universities, research institutions, industrial parks, leading enterprises, and industry associations are linked to advance supply-side reform of talent. Through school-enterprise program co-building, customized cultivation, industrial training bases, job-skill certification, management empowerment, and lifelong learning, the full chain of academic education - vocational training - industrial practice - job empowerment is connected, driving talent cultivation to resonate with industrial demand.
(IV) Full-Cycle Operation and Retention Management: Anchoring the Long-Term Value of Talent
Discarding the short-sighted model of emphasis on recruitment, neglect of cultivation and retention, a full-cycle operational system is built covering onboarding adaptation, job empowerment, performance coaching, compensation compliance, career pathways, cultural integration, pipeline building, and dynamic review. Through regularized talent review, gap early-warning, growth planning, and incentive mechanisms, the problems of core-talent attrition, unbalanced team structure, and pipeline breaks are alleviated, achieving co-growth of talent and organization.
(V) Digital-Intelligent Empowerment and Strategic Consulting: Building a Wisdom Brain for Industry Development
With big data, artificial intelligence, large models, and cloud computing as the base, a smart talent service platform is built to achieve supply-demand trend forecasting, position-gap early warning, attrition-risk intervention, and organizational-efficiency review. High-end strategic consulting is extended, providing customized solutions around corporate strategy execution, organizational-structure optimization, talent-system restructuring, performance-incentive innovation, and industrial talent layout, driving deep coupling between the talent supply chain and corporate strategy and industrial upgrading.
III. Historical Depth: The Iterative Track of Talent Supply Chain Services
(I) Domestic Exploration and Practice
Domestic talent supply chain services have gone through the iteration of basic personnel services - specialized human-resource services - full-chain talent services - digital-intelligent ecosystem services, forming preliminary practice in industrial clusters such as the Yangtze River Delta, the Pearl River Delta, and the Beijing-Tianjin-Hebei region. State-owned platforms and leading private institutions have positioned themselves around high-end manufacturing, sci-tech innovation industries, and the digital economy, effectively supporting the upgrading of regional industrial clusters. However, the industry still has shortcomings: uneven regional development with a relatively weak service system in lower-tier markets; uneven service tiers, with most small and medium institutions remaining at basic staffing services; and insufficient depth of digital application, with big-data forecasting, ecosystem collaboration, and intelligent risk control still needing improvement.
(II) International Industry Evolution
Leading international human-resource service institutions have formed globalized layout, mature compliance systems, and deep technology-integration capabilities, able to support multinational enterprises’ all-domain employment, cross-border talent allocation, and the integration of global intellectual resources. The current focus of international competition is shifting from basic staffing services to the contest for high-end sci-tech talent, cross-border compliant operations, and the building of global talent networks - offering experience for the globalized development of the domestic talent supply chain while also posing higher competitive requirements.
IV. Market Layout: A New Three-Dimensional, Ecosystem-Based, Differentiated Pattern
(I) Tiered and Differentiated Development of the Domestic Market
The domestic market has formed a three-tier structure: central and state-owned leading institutions dominate regional talent ecosystems, government-and-enterprise high-end talent services, and major industrial support; leading private enterprises focus on digital-intelligent empowerment, flexible employment, cross-border services, and customized solutions; and small and medium localized institutions deeply cultivate county-level areas, segmented industries, and basic services for micro and small enterprises. The three develop in a differentiated and complementary manner, driving the industry from homogeneous competition toward high-quality division of labor.
(II) Two-Way Interconnection and Empowerment of the Global Market
Against the backdrop of the normalized globalization of talent flows, leading domestic service institutions accelerate going global, focusing on employment support for Chinese enterprises expanding abroad, cross-border talent allocation, and the introduction of overseas high-end talent; international institutions continue to deepen in the Chinese market, serving foreign-funded enterprises and multinational sci-tech institutions. The two-way layout opens the channels of local talent going global and international intellect landing, forming a talent supply chain network of domestic closed-loop quality improvement and global interconnection empowerment.
(III) Vertical and Fine Segmentation of Industry Tracks
The industry is gradually breaking away from extensive competition, forming multiple segmented tracks around industry type, talent tier, and application scenario, including talent supply chains for strategic emerging industries, the attraction and cultivation of high-end sci-tech talent, the cultivation of high-skilled industrial workers, cross-border globalized employment, compliant flexible-employment services, and high-end corporate talent strategic consulting. Customized, professional, and scenario-based capabilities are becoming the core competitiveness for the industry to break through involution and achieve high-quality development.
V. Long-term Planning: Leading a Paradigm Revolution in the Human-Resource Industry
(I) Leap in the Technological Paradigm: From Human Experience to Silicon-Based Intelligence
The future talent supply chain will be deeply embedded with large models, generative AI, big data, and digital-twin technology, shifting from after-the-fact remedy and passive response to a priori forecasting, proactive intervention, and intelligent iteration. A digital-intelligent base will be built through a global talent digital map, an industry supply-demand database, and an employment-risk control system.
(II) Upgrade of the Ecosystem Paradigm: From Single-Point Service to Multi-Dimensional Co-Cultivation
The talent supply chain needs to build a symbiotic ecosystem of government policy guidance, industrial-demand traction, scientific-technological support, institutional talent cultivation, platform resource integration, and enterprise application, driving deep coupling of talent, industry, capital, research, and technology, and conducting joint cultivation and forward reserve in strategic, forward-looking, and disruptive technological fields.
(III) Iteration of the Service Paradigm: From Standardized Delivery to Strategic Value Creation
Talent services will extend from basic manpower delivery to high-end strategic consulting, industrial talent layout, organizational-capability upgrading, and innovation-ecosystem empowerment, elevating services from process delivery to value creation and from serving enterprises to empowering industries and serving society.
(IV) Expansion of the Configuration Paradigm: From Local Closed Loop to Global Collaboration
In line with the trend of talent globalization, the internationalized talent service system will be improved, optimizing cross-border allocation, compliant employment, cross-cultural empowerment, and international policy adaptation, to build an open, inclusive, universal, and win-win global talent supply chain collaboration network.
VI. Value Sublimation: The Talent Supply Chain Empowering Sustainable Human Development
The ultimate significance of the talent supply chain goes beyond enterprise cost reduction, efficiency gain, and industrial upgrading; it lies in responding to the core proposition of the sustainable development of human society. This proposition unfolds into four categories of fundamental challenges commonly faced by humanity.
First, the climate crisis and carbon-neutrality goals. The systematic breakthrough of frontier technologies such as new energy, energy storage, and carbon capture hinges not on capital but on the targeted agglomeration of top intellectual resources and long-term stable support. Through the precise search and forward reserve of high-end global talent, the talent supply chain delivers climate-tech talent scattered across the world to the frontline of key research and development, accelerating the move of technology from laboratory to industrialization.
Second, deep-space and deep-sea exploration and frontier scientific research. Breakthroughs in such no-man’s-land challenges cannot rely on a single institution or a single country, but must depend on a globalized talent network and academic-collaboration mechanism. Through international academic exchange, the building of joint research platforms, and the flexible introduction of high-end talent, the talent supply chain provides sustained intellectual-organization capability for frontier exploration.
Third, public-health security and life-health challenges. From the prevention and control of emerging infectious diseases to the R&D of innovative medical devices, the core bottleneck often lies not in funding but in the absence of key talents along the chain of clinical problem - research breakthrough - industrial transformation. Through the precise allocation of clinical-research composite talents and industry-education-medicine collaboration mechanisms, the talent supply chain accelerates the connection of this chain.
Fourth, global development imbalance and the universal benefit of innovation resources. Innovation resources are excessively concentrated in developed regions, while developing countries and catching-up areas face the dual pressure of talent drain and industrial upgrading. Through cross-border talent allocation, remote-collaboration mechanisms, and regional talent-ecosystem operation, the talent supply chain promotes the orderly diffusion of innovation resources from agglomeration zones to catching-up zones, supporting balanced global development.
These four categories of common human challenges constitute the ultimate basis for the talent supply chain to be elevated from an enterprise tool to social infrastructure.

IX. Regional Practice References: The Talent Supply Chain Exploration of Deyang and Qingdao
(I) Deyang: Anchored on Manufacturing, Building an Industry - Talent - Service Closed Loop
Deyang’s practice bears the typical features of an industrial city. Taking its selection as a national pilot city for the integrated development of the human-resource service industry and manufacturing as an opportunity, the locality has driven human-resource services to upgrade from traditional recruitment to a closed loop of industry diagnosis - talent matching - service landing.
At the policy level, Deyang has set up special funds for industrial development and issued policies on the high-quality development of the human-resource service industry and its coordinated development with the equipment-manufacturing industry, supporting the introduction of renowned institutions, the cultivation of local entities, and the building of specialized parks. At the platform level, the Deyang Human-Resource Service Industrial Park has clustered more than 70 upstream and downstream enterprises, with annual revenue exceeding RMB 600 million and over 1,500 enterprises served, and has built a supporting specialized talent market for equipment manufacturing, forming a one primary, two sub-zones development pattern. At the scenario level, Deyang has launched a Hundred Days, One Thousand People employment-reserve plan, establishing ledgers of employment needs for newly commissioned enterprises and new production lines and conducting dynamic reserves 100 days in advance; in 2025 it delivered 767 skilled talents to key enterprises such as TBEA on a targeted basis, with the employment-satisfaction rate kept above 90%.
Data sources: The figures that the Deyang Human-Resource Service Industrial Park has clustered more than 70 enterprises, with annual revenue exceeding RMB 600 million and over 1,500 enterprises served, come from the report From the 'Three-No Dilemma' to 'Two-Industry Advancement' - The Breakthrough Code of Deyang, Sichuan in China Labor Security News, January 2026; the Hundred Days, One Thousand People reserve plan delivering 767 skilled talents on a targeted basis in 2025 with an employment-satisfaction rate above 90% comes from the report Building an Ecosystem from Nothing - Deyang, Sichuan Strengthens the Manufacturing Talent Supply Chain on China Labor Security News Online, June 2026.
The Deyang experience shows that for the talent supply chain to truly embed into local industry, it must not stop at recruiting people but should, around key industrial chains, build demand ledgers, reserve mechanisms, training systems, and service consortiums, achieving synchronized matching of talent supply with project commissioning and production-line expansion.
(II) Qingdao: Driven by Digital-Intelligence, Building a One Industry Linking a Hundred Service Ecosystem
Qingdao’s practice is more marked by digitalization, scenario-orientation, and internationalization. The local human-resource service industry is no longer merely a bridge between recruitment and job-seeking but has become an important engine supporting the city’s industrial upgrading.
On digital-intelligence, Qingdao promotes applications such as AI interviews, intelligent resume analysis, job profiling, and livestreamed job promotion, building an intelligent person-job matching center with a target of completing more than 200,000 person-times of manufacturing person-job matches on average per year. On industrial scenarios, Qingdao releases digital-talent and technology-service scenarios around smart home appliances, marine equipment, artificial intelligence, embodied intelligence, and other fields, driving integrated connection of talent cultivation, project incubation, and results transformation. On cross-border services, Qingdao has organized the Shandong Human-Resource Service Going-Global Consortium, gathering more than 80 professional institutions and foreign-related think tanks, building an international employment digital trading platform and a Northeast Asia human-resource configuration center, and perfecting service capabilities in cross-border recruitment, local employment, and payroll-and-tax compliance.
Data sources: Qingdao’s intelligent person-job matching center targeting more than 200,000 person-times per year on average comes from a report in Qingdao Daily dated April 19, 2026; the Shandong Human-Resource Service Going-Global Consortium gathering more than 80 institutions comes from reports on Shandong Propaganda Web in November 2025 and June 2026.
The Qingdao experience shows that, oriented to new-quality productive forces, the talent supply chain must possess scenario-definition capability: the ability to translate industrial technology routes, enterprise job needs, talent-cultivation systems, and capital-incubation mechanisms into operable service scenarios.
