Abstract:During the 15th Five-Year Plan period, the integrated advancement of education, science and technology, and talent development will reshape the landscape of talent mobility through new quality productive forces. Targeting domestic and international PhD holders, postdoctoral researchers, and academicians, this paper provides a horizontal comparison of four career pathways, a sector-specific policy map, a national city classification map, a quick-reference table for provincial talent programs, a five-step visual self-check table, and alerts regarding irreversible decision points. It aims to help talents shift their focus from “evaluating subsidies” to “evaluating career tracks, platforms, and commercialization mechanisms.” As local policies are dynamically updated, application criteria are subject to official documents. The framework of this paper is equally applicable to domestic PhD holders, postdoctoral researchers, and senior scholars.
For domestic and international PhD holders, postdoctoral researchers, and academicians, returning to China or pursuing cross-regional development is entering a new phase. Talent selection is no longer solely centered around settlement allowances, household registration subsidies, and individual rewards. Instead, it increasingly focuses on whether the career track is experiencing sustained growth, whether the platform can support long-term research, whether the team possesses genuine collaborative capabilities, whether the commercialization mechanism is clear, and whether the city’s industrial ecosystem can enable technologies to enter real-world scenarios.
Overseas postdoctoral researcher A, aged 34, with two top-tier journal publications, is torn between returning to China to compete for the “Overseas Excellent Young Scientist” program or joining a corporation for a high salary. Industrial researcher B, aged 38, who has become a technical backbone at a chip design company, is hesitating whether to jump to a new-type R&D institution. Academician-level scholar C, aged 45, has received invitations to establish workstations from three cities, each promising millions in matching funds, but with varying team headcounts and commercialization mechanisms. Domestic PhD D, aged 29, who has just completed their defense, is unsure how to choose their first job, facing the “up-or-out” system in universities and “age-35 anxiety” in the corporate sector.
What they face is not “whether to return to China,” but “which kind of China to return to.”
This article serves as a decision-making tool designed specifically for you who are currently making choices.
The proposals for the 15th Five-Year Plan elevate “the integrated advancement of education, science and technology, and talent development” to a strategic height. They explicitly require “guiding evaluations by innovation capability, quality, practical effectiveness, and contributions, and smoothing talent exchange channels among universities, research institutes, and enterprises,” and propose “establishing an immigration system for high-tech talents to attract and cultivate world-class outstanding talents.”
On October 9, 2026, the Central Committee of the Communist Party of China and the State Council issued the Opinions on Developing New Quality Productive Forces. Focusing on five aspects—technological innovation, industrial innovation, institutional and mechanism innovation, and talent work mechanism innovation—it deployed 19 key measures. It explicitly stated to “encourage enterprises to lead national science and technology missions and support capable private enterprises to undertake major national technical research tasks,” and required to “plan and build concept validation and pilot-scale validation platforms, and increase the construction and opening of application scenarios.” (Note: The document number and issuing authority of this text are pending final verification via Xinhua News Agency/the State Council website prior to publication.)
Meanwhile, the facilitation of talents coming to China, returning to China, and moving across regions has significantly improved. Effective October 1, 2025, the K-visa officially came into effect. It is issued to young foreign science and technology talents who have graduated from renowned domestic or overseas universities or research institutions in STEM fields and obtained a bachelor’s degree or above. It does not require a domestic employer or inviting entity, and holders can engage in education, science and technology, entrepreneurship, and business activities after entry. The National Immigration Administration is accelerating the establishment of an immigration system for high-tech talents and studying differentiated and precise talent attraction policies tailored to local conditions.
Core Judgment:The choices of high-level talents are shifting from “evaluating subsidy amounts” to “evaluating career tracks, platforms, teams, commercialization mechanisms, and the city’s industrial ecosystem.”
Dimension | Academic Pathway | Scientific Research Pathway | Industrial Pathway | Entrepreneurship Pathway |
Core Logic | Title-driven | Platform-driven | Demand-driven | Bet-driven |
Typical Destinations | University faculty, research institutes | National key laboratories, new-type R&D institutions, central enterprise research institutes | Corporate R&D, industrial research institutes, specialized and innovative enterprises | Overseas returnee entrepreneurship parks, incubators, accelerators |
Real Returns | Stable establishment + academic reputation | Large-scale facilities + stable team + major missions | High cash returns + equity incentives | Highest upside, but also highest failure rate |
Hidden Costs | Strict age cutoffs, up-or-out system | Lower flexibility, bureaucratization | Age-35 anxiety, no establishment | Financing pressure, supply chain risks |
Suitable For | Under 35, with top-tier publications | Pursuing platforms and stable missions | Pursuing cash returns and commercialization | Possessing achievements + able to bear risks |
Irreversible Decision Points | First job largely determines the title pathway; transitioning from industry to academia after 35 is extremely difficult | Once bound to major missions by a platform, switching costs are high | The window to transition to academia after 35 is basically closed | Customer validation is mandatory before heavy asset investment |
Boundary between Academic and Scientific Research Pathways:The academic pathway focuses on talent cultivation and free exploration in basic research, primarily hosted by universities and research institutes. The scientific research pathway focuses on undertaking major national research tasks, primarily hosted by national key laboratories, new-type R&D institutions, and central enterprise research institutes. It usually downplays teaching functions, emphasizing task orientation and engineering capabilities instead.
Supplement on Flexible Talent Attraction:For overseas academicians or leading talents, full-time settlement is not strictly necessary. Models such as flexible talent attraction, talent enclaves, and offshore innovation have gradually matured. Talents can participate in domestic research and industrial commercialization through part-time professorships, joint laboratories, and cross-border project cooperation, adapting to cross-border joint research scenarios.
The following outlines the leading cities, supporting platforms, and corresponding talent programs for key sectors of new quality productive forces. Data is sourced from the 2026 New Quality Productive Forces Talent Development Reportby Zhaopin and publicly available local policy documents.
Leading Cities:Beijing, Shanghai, Hangzhou, Shenzhen, Chengdu. Beijing E-Town’s “AI4Chip 20 Measures” focuses on AI empowering integrated circuits, providing 100 million RMB each in computing power vouchers and data vouchers. Enterprises with significant improvements in inference efficiency can receive up to 20 million RMB in funding support. Sichuan has launched the “AI+” No.1 Innovation Project, establishing an AI talent database and promoting the introduction of top-tier talents through “one person, one policy.” Hangzhou, with digital economy and AI algorithms at its core, demonstrates outstanding net talent inflows.
Entrepreneurship Pathway Adaptation:Shenzhen and Hangzhou have mature AI entrepreneurship ecosystems with high incubator density. Corresponding Talent Programs:Provincial “Artificial Intelligence” special programs, Overseas Excellent Young Scientist Program (AI track).
Leading Cities:Shanghai, Suzhou, Wuxi, Hefei, Chengdu, Xiamen. Shanghai includes integrated circuit enterprises in municipal talent apartment guarantees, with individual rewards for core teams up to 500,000 RMB. Xiamen provides a 1 million RMB settlement subsidy for Category A integrated circuit talents, and a 42,000 RMB/year employment subsidy for PhD holders. Chengdu High-tech Zone offers performance rewards of up to 500,000 RMB per person per year for senior talents in IC design enterprises. Relying on the Comprehensive National Science Center, Hefei has platform advantages in chip design.
Entrepreneurship Pathway Adaptation:Entrepreneurship supporting facilities around Shanghai Zhangjiang and Hefei Science Island are well-established. Corresponding Talent Programs:Provincial integrated circuit special programs, Innovation and Entrepreneurship Plans (integrated circuit track).
Leading Cities:Shanghai, Suzhou, Haikou, Guangzhou, Chengdu. Haikou offers individual rewards of up to 4 million RMB for full-time Category A biomedical talents, distributed over 5 years; flexible introduction rewards reach up to 1.5 million RMB. Shanghai Zhangjiang and Suzhou Biomedical Industrial Park are national-level platforms.
Entrepreneurship Pathway Adaptation:Suzhou BioBAY and Shanghai Zhangjiang Pharma Valley are top choices for biomedical entrepreneurship. Corresponding Talent Programs:Provincial biomedical special programs, Overseas Excellent Young Scientist Program (life sciences track).
Leading Cities:Chongqing, Shenzhen, Hangzhou, Beijing, Chengdu. According to Chongqing’s 2026 talent demand catalog, the low-altitude economy industry will face a talent gap of 23,600 by 2028. Zhejiang is exploring the inclusion of high-level low-altitude economy talents in provincial talent program support, focusing on attracting talents in flight, air traffic control, airworthiness, R&D, and operations management. Beijing took the lead in adding professional titles for low-altitude technology.
Corresponding Talent Programs:Provincial low-altitude economy special programs, professional title evaluation for low-altitude technology.
Leading Cities:Beijing, Shanghai, Wuxi, Xi’an, Chengdu, Shenzhen, Haiyang. Wuxi has formed a mature aerospace industrial ecosystem, with rocket manufacturing basically achieving the industrial foundation of “completing whole-rocket integration without leaving the municipal boundary.” Haiyang (Dongfang Space Port) has gathered over 30 aerospace industry projects, with a total investment exceeding 33 billion RMB.
Corresponding Talent Programs:Provincial aerospace special programs, enterprise postdoctoral workstations.
Leading Cities:Suzhou (advanced materials job growth rate of 67%, ranking first nationally, per Zhaopin 2026 data), Ningbo, Changzhou (complete power battery and photovoltaic industry chains), Wuhan (optoelectronics, 6G R&D), Zhangjiakou (hydrogen energy storage demonstration city). Corresponding Talent Programs:Innovation and Entrepreneurship Plans (materials/new energy tracks), provincial “Open Competition for Key Projects” initiatives.
The core issue during the PhD stage is not “do I have a PhD,” but “can my PhD training enter a system with sustained growth.” Focusing solely on settlement allowances, household registration, and talent subsidies can lead to overlooking platform caliber, supervisor teams, research funding, industrial scenarios, and assessment mechanisms.
Key Reminders:
•The decision of “whether to compete for titles” must be made within the first 2 years before PhD graduation. The Overseas Excellent Young Scientist Program requires applicants to be born after January 1, 1986, with funding intensity of 1—3 million RMB over a 3-year period.
•The first job largely determines the title pathway; transitioning from industry to academia after 35 is extremely difficult.
If uncertain about pursuing academic tenure, prioritize the combined pathway of “industrial R&D + talent programs + commercialization,” which offers a higher margin of error.
Safety Net Plan — “Test First, Settle Later”:If still hesitating, there is no need to rush into irreversible decisions. You can test target cities and platforms through joint laboratories, corporate consulting, postdoctoral mobile stations, or short-term project cooperation to verify the match between yourself and the track/team before deciding on long-term settlement. The Zhengxianling® platform supports talents in policy matching verification and job docking, reducing the trial-and-error cost of the first decision.
Postdoctoral researchers stand at the critical intersection of academic tenure, young talent program applications, and industrial commercialization. Completing a postdoc is not simply finding a job; it is making a choice among academia, scientific research, industry, and entrepreneurship.
Key Reminders:
•The postdoctoral period is the last low-cost window for “pathway switching,” offering the maximum choice space upon completion.
•The funding standard for the Bo-Xin Plan is 280,000 RMB per person per year, plus an additional 80,000 RMB in research funding. It is planned to fund 500 people in 2026.
If continuing in academia, evaluate whether the platform can support National Natural Science Foundation projects, provincial/ministerial talent programs, and tenure assessments. If switching to industry, evaluate whether the enterprise has genuine R&D needs, patent commercialization mechanisms, and cross-departmental collaboration capabilities. Local young talent programs such as the Shanghai Magnolia Talent Program Pujiang Project (applicants under 45, Category A/B funding of 300,000 RMB) can be considered.
Pathway Switching Operation Guide:During the postdoc, proactively participate in corporate horizontal projects, apply for patent commercialization, and accumulate industry connections to pave the way for the industrial pathway after completion. If planning to start a business, leverage the platform’s concept validation and pilot-scale platforms to verify technical feasibility and reduce early trial-and-error costs.
For academicians and leading talents, individual subsidies are no longer the core variable. What truly matters is platform authorization, space for team building, research funding scale, industrial fund matching, commercialization mechanisms, spouse resettlement, children’s education, and the local government’s ability to fulfill policy commitments.
Key Reminders:
•Academician elections are held every two years. Candidates’ ages are calculated based on their actual age as of June 30 of the election year, generally not exceeding 65.
Academician Workstation / Academician Port Support:Localities have clear support for academician workstations. Suzhou, Jiangsu, provides a one-time construction fund of 1 million RMB for newly established foreign academician workstations, with an additional R&D subsidy of up to 500,000 RMB for excellent performance. Shenzhen provides post-facto subsidies of 500,000—1 million RMB for newly established academician workstations, requiring a research team of no less than 20 people. Guangzhou Tianhe District offers settlement support of up to 5 million RMB for newly introduced foreign academicians. Shandong implements a filing system, with the provincial level providing a 300,000 RMB reward for newly recognized and filed academician workstations.
Team Building Rights and Commercialization Returns:Negotiation priorities should focus on: whether the platform has long-term carrying capacity, whether local matching funds are written into executable mechanisms, whether industrial funds are genuinely available, and whether commercialization returns are clear. Regions like Guangxi have begun rewarding over 70% of scientific and technological commercialization returns to researchers and allowing them to take part-time positions in enterprises, but specific implementation is still subject to the latest local policies.
Models such as flexible talent attraction, talent enclaves, and offshore innovation can be considered. The China Southern Power Grid Talent Enclave (Hong Kong) has been officially unveiled, focusing on the precise introduction of overseas high-level talents in four major fields: business management, investment and finance, foreign-related law, and basic research.

Step | Self-Check Question | Judgment Criteria | Timeline Reference |
1. Define Track | Does my background align with key directions of new quality productive forces? | Next-generation IT, high-end equipment & intelligent manufacturing, new energy, NEVs, advanced materials, biotech & life sciences, aerospace & marine engineering, environmental protection, etc. | Complete 1–2 years before graduation |
2. Define Path | Which path (academia / research / industry / entrepreneurship) best fits my current stage? | Refer to the four-path comparison table; pay special attention to irreversible decision points | Lock in 6 months before postdoc completion |
3. Select City | Do the city’s industrial ecosystem, cost of living, and family arrangements match my needs? | Look beyond subsidies; assess whether the industry is genuine and whether life is sustainable | Research 3–6 months before onboarding |
4. Verify Policy | Are the conditions for subsidy realization clear? Is full-time employment required? | Verify restrictions on first-time employment, key industry limitations, and clear realization cycles; use the Zhengxianling® platform for policy matching and rapid comparison of regional differences | Complete verification 2 months before the application window |
5. Confirm Platform | Is the institution’s qualification, team configuration, and funding authenticity reliable? | Check if the contract specifies profit-sharing ratios for technology transfer and concurrent employment clauses; verify the allocation of postgraduate quotas and laboratory space | Final confirmation 1 month before onboarding |
Pitfall | Positive Countermeasure |
Focusing solely on subsidy amounts without checking realization conditions | Verify realization conditions item by item: full-time employment requirements, first-time employment restrictions, realization cycle length, and exit clauses |
Focusing solely on city reputation without assessing industrial fit | Prioritize cities with high industrial agglomeration and complete upstream/downstream supply chains, rather than merely considering the city’s administrative tier |
Focusing solely on platform prestige without assessing actual authorization | Clearly negotiate team headcount, funding scale, postgraduate quotas, laboratory space, and profit-sharing ratios for technology transfer |
Focusing solely on short-term gains without considering long-term development | Assess whether the platform has long-term capacity and whether local supporting policies are codified into enforceable mechanisms |
Focusing solely on personal choice without considering family arrangements | Include spousal employment, children’s education, medical resources, and cost of living in the decision-making framework |
For domestic and overseas PhDs, postdoctoral researchers, and academicians, the 15th Five-Year Plan and new quality productive forces are not abstract concepts, but concrete opportunities in terms of positions, platforms, projects, funds, and urban development. What truly matters is not blindly chasing subsidy figures, but matching one’s academic accumulation, technological achievements, and industrial scenarios with the right cities and platforms.
Talent acquisition in the era of new quality productive forces is fundamentally shifting from “importing titles” to “importing problem-solving capabilities.”
