AI PhDs Returning to China: From Large Models and Embodied AI to AI for Science - Which Cities Are Competing for Talent?
-- A Path-Comparison Deep Dive: For the Same AI PhD, Going Academic and Going Industry Lead to Entirely Different Return Strategies
Locate first | then choose a city | then find a platform | then apply | then negotiate the offer. Five-Step Decision Guide for Overseas High-Level Talent Returning to China (Coming to China). Track Deep-Dive (Path-Comparison Edition, Article 7)
Intended audience: Overseas PhDs, postdocs and senior R&D professionals in artificial intelligence, machine learning, computer vision, natural language processing, robotics, AI for Science and related directions, also serving domestic candidates who meet the criteria for high-level talent applications.
This is Article 7 of the series and uses a path-comparison framework: it opens with a four-path comparison table, and both city selection and the policy checklist are split by path, so that the reader first completes a self-positioning among academic / industry / entrepreneurship / postdoc, and then matches cities and application channels by path. Note: QM, HJ, CC and RJ are project codes used in this article; their full names and application requirements are subject to the official documents of the competent authorities. The time horizon is uniformly stated as the “15th Five-Year Plan” period (2026-2030). All amounts are subject to the current official announcements; a pre-publication verification checklist is appended at the end, and necessary annotations are kept in the in-text tables.
Scope boundary: This article focuses on large models, embodied AI, AI for Science, computer vision / speech / NLP, AI chips and computing-power systems. Financial risk control, quantitative and fintech positions are out of scope here and belong to the corresponding fintech / financial-engineering article.
0. Before You Read: The Two Most Common Traps AI PhDs Fall Into When Returning to China
Trap 1: Getting a high-paying offer yet losing eligibility for the Excellent Young Scientists Fund (Overseas). The Overseas EYSF requires that the applicant has not yet returned to China (come to China) for full-time work, or returned on or after 1 January 2025. Signing a full-time employment contract first may directly cost you the application eligibility.
Trap 2: Choosing a first-tier city with no usable intelligent-computing power. AI research is highly dependent on GPUs and intelligent-computing clusters; a city that lacks computing-power supply, no matter how generous the subsidies, may leave you “with a platform but no compute” three years later.
This article uses path comparison to help you first complete your academic / industry / entrepreneurship / postdoc positioning, and then match cities, platforms and application channels by path.
1. Industry Signal: Why AI Is Right in a Talent-Attraction Window
The “15th Five-Year Plan” (2026-2030) places artificial intelligence in the first tier of future industries and new-quality productive forces, with national and local governments advancing the “AI+” action, computing-power infrastructure and marketization of data elements in parallel. Multimodal large models keep iterating, embodied AI and humanoid robots are entering pilot-scale validation, and AI for Science is rapidly penetrating foundational research in materials, biomedicine, meteorology and energy. These structural changes are generating, in batches, new job clusters in algorithm research, systems engineering, chips and compute, embodied AI and scientific intelligence.
A reminder: AI is a track where high pay and high volatility coexist. Corporate R&D roles often offer cash returns higher than university posts, but the intensity, stability and review cycles differ enormously; the tenure, student-recruitment quota and talent-program endorsement of the academic path are long-term certainties that industry roles can rarely replace. Whether it is “worth returning” has never been a single-salary question; it first requires a path positioning.
2. Step One: Locate First. The Four-Path Comparison for AI PhDs
The first step of returning is not choosing a city or sending out resumes, but completing a self-positioning. For the same AI-direction PhD, the return strategy of the academic path and that of the industry path are entirely different.
Table 1 Four-Path Comparison for AI PhDs (the core table of this article)
Path | Who it suits | Core vehicles & representative roles | Key actions | Matching talent programs |
Academic (university / research institute) | High-quality papers; foundational model/algorithm research; preference for tenure and frontier exploration | Double-First-Class AI schools, CAS-affiliated institutes, national laboratories, new-type R&D institutions; PI / distinguished researcher / group leader / PhD supervisor | Contact the school or research-group head; confirm startup funding, graduate-recruitment quota, compute quota and talent-program application support | EYSF (Overseas) (hosted by academic institutions, highest value), provincial youth programs, research-startup fund for returned overseas scholars |
Industry (corporate R&D) | Patents, engineering and product delivery; large-model / chip / systems R&D experience | A certain central-SOE AI research institute (blurred), leading AI firms, AI-chip & computing platforms, embodied-AI / robotics companies; technical lead / pre-research PI / R&D chief | Engage the corporate talent office; confirm engineering projects, compute and data resources, and whether the firm can host industry-type project applications | QM (enterprise industrialization), CC (central-SOE engineering), local industry-type high-level talent programs |
Entrepreneurship | Mature technical results, patents, a deployable team or product prototype | National overseas-returnee startup parks, AI incubators, proof-of-concept and pilot platforms | Prepare IP and a business plan; engage the park; apply for entrepreneurship-specific programs and startup competitions | Overseas-returnee startup support program, Chunhui Cup, HICOOL, entrepreneurship guaranteed loans |
Postdoc (transition) | Wants to keep research flexibility as a buffer before switching to academia or industry | University postdoctoral mobility stations (academic-leaning), corporate postdoctoral workstations (industry-leaning) | Apply to enter a station, simultaneously apply for the postdoc funding series, use the postdoc as a springboard into faculty / corporate roles | Bo-Xin Program, China Postdoctoral Science Foundation, postdoc overseas-talent attraction program |
The four paths differ in their “bargaining sources”: academia relies on talent programs and tenure certainty; industry on cash pay, compute/data resources and equity incentives; entrepreneurship on startup funding and financing; the postdoc path on layered grants plus the flexibility of entering a station. Accordingly, the city-selection and application checklists below are all grouped by path.
Advanced path-combination strategies:
(1) Postdoc + Overseas EYSF: first enter a station as an overseas PhD, accumulate domestic output via the mobility station, and simultaneously prepare the Overseas EYSF application;
(2) Corporate research institute + QM/HJ: for embodied-AI, industry large-model and industrial-AI engineering talent, apply for the QM industrialization project hosted by the enterprise;
(3) University faculty + Overseas EYSF: the optimal pairing for foundational large models and AI fundamental theory;
(4) Senior-scholar flexible attraction: offshore innovation, talent enclaves, joint laboratories. Before combining paths, first verify the hard constraint of “not yet having returned full-time”.
Each path has one irreversible red line:
Academic path: never “join first, apply later”; the Overseas EYSF requires not having returned full-time, so signing first may directly forfeit eligibility.
Industry path: never look only at salary and ignore application qualification; QM and CC must be hosted by a qualified firm, and a non-qualified firm, however higher-paying, cannot provide the policy endorsement.
Entrepreneurship path: never go it alone outside a park; entrepreneurship-specific programs must be applied for via an overseas-returnee startup park or high-tech zone.
Postdoc path: never overlook platform matching; corporate stations lean industry, university stations lean fundamentals, and a mis-matched platform drags down the exit transition.
3. Step Two: Find a Platform First. Representative Vehicles by Path
Note on framework order: following the path-comparison framework, this article advances platforms and city selection in parallel by path (Framework 4: platform-first), which can be cross-referenced with the master template’s “choose a city -> find a platform” order.
Once the path is set, focus on the corresponding vehicles by path and build a graded list of 10-20 target institutions. Whether you can find a qualified host institution directly determines whether a talent program can even be applied for. All listed enterprises are track examples, not targeted recruitment recommendations; the platform does not act as a recruiting agent, and everything is subject to the employer’s official information.
Table 2 Quick Reference of Host-Institution Types for the AI Direction (direction indication only)
Path | Vehicle type | Key things to check |
Academic | Double-First-Class AI / CS schools, CAS-affiliated institutes, national labs, new-type R&D institutions | Discipline-assessment rating & doctoral programs, startup funding, graduate-recruitment quota, GPU / intelligent-computing cluster quota, Overseas EYSF hosting qualification and dedicated coaching |
Industry | A certain central-SOE AI research institute (blurred), large-model / AI-chip / computing platforms, embodied-AI & robotics firms, specialized-and-refined hard-tech firms | Pre-research directions, compute & data resources, R&D-intensity ratio, IP & open-source policy, market pay and application support |
Entrepreneurship | National overseas-returnee startup parks, AI incubators, proof-of-concept centers, pilot platforms | Free-rent space, startup funding, investment/financing matchmaking, scenario/opening orders, government affairs on behalf |
Postdoc | University postdoctoral mobility stations (academic-leaning), corporate postdoctoral workstations (industry conversion) | Postdoc-specific success rate, supervisor & compute resources, retain-after-exit ratio |
The “three-checks” principle for platform screening:
Check historical fulfillment (whether talent benefits are honored as contracted, and the host-application success cases and success rate over the past three years);
Check match depth (whether the core business is highly aligned with your direction, whether it can provide irreplaceable compute and data, product-line stage and reporting chain);
Check application willingness (whether it is willing to invest resources to assist applications, whether there is a dedicated contact for coaching, and confirm service-term / non-compete / breach-refund clauses).
Parallel job-search channels:
(1) Official channels (the Service Center for Chinese Overseas Students / CSCSE, the Western Returned Scholars Association “Homecoming” program, local talent bureaus); it is also advised to give priority to the dedicated referral channel of Zhengxianling®, China’s first pan-international talent-supply-chain platform, to pre-complete talent screening and qualification verification and greatly lower later matchmaking costs;
(2) Direct academic access (university HR offices, PI recruitment in AI schools; many PI posts are never publicly listed);
(3) Corporate channels (hard-tech firms and a certain central-SOE AI research institute, via official websites and overseas job fairs);
(4) Network channels (supervisors, collaborating scholars, and the communities of top conferences such as NeurIPS / ICML / CVPR / ACL). All of them ultimately return to the “three-checks” verification.
4. Step Three: Choose a City. City Selection Split by Path
The city-selection logic for the AI track: compute & data elements > density of head platforms > richness of industry scenarios > subsidy fulfillment. Subsidies are one-off, whereas compute, scenarios and platforms are long-term.
Table 3 is an editorial qualitative scoring (not an official ranking), used for relative comparison; the specific weights can be further refined against official industry-vehicle data.
Table 3 Four-Dimension Scoring of Key Cities for the AI Direction (5-point scale, editorial judgment, not an official ranking)
City | Industry match | Platform density | Subsidy fulfillment | Hukou / housing | Weaknesses & risk notes |
Beijing | 5 | 5 | 3 | 2 | Hukou allocated by quota, fierce competition; high cost of living |
Shanghai | 5 | 5 | 4 | 4 | Head AI roles concentrated, fierce competition; high housing cost |
Shenzhen | 5 | 4 | 5 | 5 | Relatively few universities/institutes, narrow academic hosting base; high cost of living |
Hangzhou | 4 | 4 | 5 | 4 | Industry skews toward applications and platforms; slightly fewer basic-research hosts |
Hefei | 4 | 4 | 4 | 5 | City tier and international services weaker than first-tier cities |
Suzhou | 4 | 3 | 4 | 5 | Head AI-platform density below first-tier; best paired with nearby industry |
Chengdu | 3 | 3 | 5 | 5 | Salary ceiling and compute supply weaker than first-tier cities |
Guiyang / western computing hubs | 3 | 2 | 4 | 5 | Limited living, education and healthcare; often tied to a longer service term |
How to read the scores: pursuing research-platform tier and the academic path -> prioritize Beijing, Shanghai; pursuing industry pay and compute resources -> Beijing, Shanghai, Shenzhen; pursuing entrepreneurship and scenario opening -> Shenzhen, Hangzhou, Suzhou, Chengdu; pursuing the compute-infrastructure direction and value-for-money -> Hefei, Guiyang / western hubs. It is recommended to lock in 2-3 cities and cultivate them in parallel.
Choosing a city by path:
Academic path: Beijing, Shanghai, Hefei, Nanjing (highest density of universities and CAS-affiliated institutes).
Industry path: Beijing, Shanghai, Shenzhen (large-model / chip / computing headquarters); Hangzhou, Suzhou (industry scenarios); Hefei (USTC cluster and computing platforms); Guiyang, Hohhot, Yinchuan (western computing hubs, suited to systems-engineering / infrastructure).
Entrepreneurship path: Shenzhen, Hangzhou, Suzhou, Chengdu (mature startup parks and scenario-opening orders).
Postdoc path: Beijing, Shanghai, Hefei, Shenzhen (concentrated mobility stations and large-model / robotics corporate workstations).
Table 4 AI Sub-direction x City Matching Heatmap (*** = head vehicles most concentrated, ** = strong hosting, * = present)
Sub-direction \ City | Beijing | Shanghai | Shenzhen | Hangzhou | Hefei | Suzhou |
Large models / foundation models | *** | *** | ** | ** | ** | * |
Embodied AI / robotics | ** | ** | *** | ** | * | ** |
AI for Science | *** | *** | ** | ** | *** | ** |
AI chips / computing systems | *** | *** | *** | * | ** | ** |
Reading the heatmap: for large models look at Beijing-Shanghai; for embodied AI look at Shenzhen-Beijing-Shanghai; for AI for Science look at Beijing-Shanghai-Hefei; for AI chips / compute look at Beijing-Shanghai-Shenzhen.
City index supplement (concise version):
Characteristic-industry coupling cities: Zhangjiakou (hydrogen + industrial AI), Wuxi (commercial space + AI perception), Ningbo (advanced materials + AI simulation), Changsha (construction machinery + industrial AI), Xiangyang (intelligent connected vehicles + autonomous-driving perception); suited to talent whose direction is strongly coupled with local industry and who pursue value-for-money and real deployment scenarios.
National capital / seat fallback: for cities not listed, two routes can be taken: (1) apply for provincial/municipal programs hosted by a local provincial university / research institute / big-data bureau; (2) join frontline platforms’ AI projects via talent enclaves, offshore innovation or flexible attraction. Subject to the current announcement of the local talent office.
5. Step Four: Apply. The Policy Checklist Grouped by Path
Core iron rule: every talent program, subsidy and grant must be applied for through a host employer / park / university; nothing is issued automatically.
(1) National-level program matrix
Table 5 National-Level Talent Programs & Project Matrix (grouped by path; conditions subject to the current notice)
Code / program | Attribute category | Path | Key conditions (subject to the current notice) |
Overseas EYSF | Academic-type, hosted by university / research institute | Academic (first choice) | 1-3 million CNY / 3 years; born on or after 1 Jan 1986; continuous overseas stay of 36 months or more; has not returned to China (come to China), or returned on/after 1 Jan 2025; application window fixed in the first half of each year |
QM | Enterprise industrialization, hosted by enterprise / research institute | Industry | Must be applied through an enterprise; young talent <=40 years old, 36 months continuous overseas (relaxable to 24 months for overseas PhDs); no full-time return required during application |
HJ | Industrial-project type (not a personal talent title) | Industry / entrepreneurship (platform conversion) | Note: HJ is an industrial research project, not a personal talent honorific title; it cannot be used to apply for personal talent hats such as the Overseas EYSF, and only supports platform industrialization project initiation, applied through a laboratory / enterprise |
CC | Central/SOE engineering type | Industry (a certain central-SOE AI research institute) | Focus on major-engineering and technology delivery; national + central-SOE support; central-SOE names always blurred |
RJ | Finance type | Not applicable here | The AI direction generally does not map directly to RJ; for finance crossover see the fintech direction |
Postdoc overseas-attraction program | Postdoc | Postdoc / academic | Overseas PhD entering a station or overseas postdoc returning; layered national + local + host funding |
Bo-Xin Program | Postdoc | Postdoc / academic | Note: overseas PhDs generally find it hard to apply directly; usually one must enter a station first under a domestic status, or switch to the postdoc overseas-attraction program; <=35 years old, subject to the current guide of the National Postdoctoral Office |
China Postdoctoral Science Foundation | Postdoc | Postdoc | General ~80k, special ~180k; requires full-time presence at the station |
Research-startup fund for returned overseas scholars | Research startup | Academic / postdoc | CSC-funded scholars returning; 30k-100k CNY |
(2) Provincial / municipal channels
Table 6 Key Provincial / Municipal Talent Channels (common for the AI direction; subject to each locale’s current notice)
Province / city | Representative programs | Fit & notes |
Beijing | Gaochuang Program / Tech Rising Stars, youth talent support, Zhongguancun and district policies | Suited to both academia and industry; apply via Beijing universities, institutes and enterprises |
Shanghai | Oriental Talent Program, Pujiang Talent Program (Baiyulan / BYL) | AI-friendly; apply via universities and platforms such as Zhangjiang / Lin-gang |
Zhejiang / Hangzhou | Kunpeng Action, Hangzhou talent-ecosystem policies | Digital economy and AI applications; many entrepreneurship opportunities |
Jiangsu / Suzhou | Double-Innovation talent, Zijinshan talent, proof-of-concept & pilot-platform support | Manufacturing + AI, industrial-software and computing co-located nearby |
Anhui / Hefei | USTC-cluster platforms, Jianghuai Talent, Hubing / Huangshan scholar school-level tracks | Compute, quantum and AI basic research |
Sichuan / Chengdu | Rongpiao Program, tech-talent cultivation, Wolong Nine Measures (AI-specific) | AI top-talent career funding 3 million CNY/person; top teams up to 1 billion CNY comprehensive support (subject to the current official announcement) |
Shenzhen / Guangzhou | Peacock Program, individual-income-tax subsidy for overseas high-end / scarce talent | Strong industry and entrepreneurship orientation; relatively relaxed hukou |
(3) Hat-free positions (landing without a hat)
Many high-quality AI opportunities are released in hat-free form:
University / research institute: distinguished researcher / associate researcher, group leader / PI, industry professor; national-level institute youth scientists, special research-assistant posts.
Enterprise: large-model algorithm lead, AI Infra architect, robotics system lead, autonomous-driving perception/planning-and-control expert, R&D director.
Park / local: AI technical lead, proof-of-concept center head; Hubing scholar, Huangshan scholar and other school-level / local-channel posts.
Who it suits:
(1) Those whose age or continuous overseas years do not yet meet the Overseas EYSF;
(2) Those oriented to engineering / systems delivery whose output is mainly patents and products;
(3) Those who want to lock in a platform and salary first, then apply at a good moment.
Negotiation focus: confirm the compute quota, data scenarios and follow-up application support. All positions and pay/benefits are uniformly subject to each employer’s current posted listing and offer letter; the platform gives no endorsement.
(4) Hidden high-value policy package
Chunhui Cup / HICOOL (startup launch and financing gateway), overseas-returnee startup parks (1-3 years free rent + on-behalf services + tax rebates), entrepreneurship guaranteed loans (tiered by individual / enterprise, interest subsidies in many places), high-tech-enterprise certification (15% corporate income tax, R&D super-deduction), duty-free car purchase (within 1 year of returning to China / coming to China), individual-income-tax preferences (Shenzhen / Zhuhai / Hainan etc.), CSCSE degree attestation as a prerequisite, fast-track professional-title channel. Amounts and conditions are subject to the current official announcements; the platform gives no endorsement.
6. Step Five: Negotiate the Offer. Seven-Dimension Breakdown (AI-specific)
The seven dimensions of an AI-role offer are detailed in the table below.
Table 7 Offer Seven-Dimension Breakdown (AI-specific focus)
# | Negotiation item | AI-specific focus |
1 | Base annual salary / performance pay | Distinguish total package from base fixed monthly salary; industry income fluctuates greatly, depending on model/product pipeline and financing milestones |
2 | Settlement / home-purchase / rent subsidy | Disbursement conditions and whether taxable; usually bound to service term and review |
3 | Startup funding / platform resources | Academic core: startup funding, lab, recruitment quota; industry core: GPU / compute quota, data access, compute priority |
4 | Talent-program application support | Whether the host commits to recommending applications, assigns a coaching team, and offers a fallback package if not selected |
5 | Output & IP policy | Paper authorship, open-source contribution, model/patent ownership and non-compete; the easiest AI trap |
6 | Spouse / children / hukou | Family benefits and administrative processing time limits |
7 | Equity / incentive / entrepreneurship terms | Option vesting schedule, space funding, exit and industrial-investment matchmaking |
Contract red line: verbal promises have no full legal force; settlement fees and startup funding are usually bound to a 5-8 year service term and review, and early departure may require proportional refund. The maximum subsidy does not equal the take-home amount; every clause must be written into the contract or a supplementary agreement.
7. Return-to-China Action Checklist: 3-6-12 Months (Differentiated by Path)
Table 8 AI PhD Return-to-China Action Rhythm
Phase | Academic path | Industry path | Entrepreneurship / postdoc path
First 12-9 months | Complete positioning; compile papers / patents / open-source and references; confirm the institution'+SQ+'s CSCSE registration | Position + lock target-company directions; sort engineering / product and patents | Entrepreneurship: prepare business plan and IP; Postdoc: contact supervisors and mobility / workstations
6-9 months ahead | Pick 2-3 cities, lock 10-20 host institutions; confirm Overseas EYSF hosting qualification and compute / recruitment support | Lock target city and company; confirm QM / CC hosting qualification; start interviews | Entrepreneurship: engage startup parks and competitions; Postdoc: apply to enter a station, confirm the postdoc-program window
3-6 months ahead | Prepare Overseas EYSF materials (window fixed in the first half, must match the foundation'+SQ+'s current application calendar) | Negotiate the seven offer dimensions; verify compute / data and IP clauses | Land the space / funding; start the preliminary materials for degree attestation
Landing phase | Onboard / enter a station + formal application; handle hukou, social security, children'+SQ+'s enrollment | Sign contract + apply via host enterprise; verify service term and breach clauses | Register / enter station + apply for entrepreneurship and postdoc programs
Key reminder: the Overseas EYSF application window is fixed in the first half of each year, and the timeline must match the foundation’s current application calendar; never join first and apply later, or you may lose the not-yet-returned-full-time eligibility.

12. English Abstract & Keywords
English Abstract: This is the seventh article in the “Five-Step Decision Guide for Overseas High-Level Talent Returning to China (Coming to China)” series, using a path-comparison framework. It addresses the core decision AI PhDs face: academic vs. industry vs. entrepreneurship vs. postdoc paths lead to completely different city choices, host institutions, and talent programs. The article opens with a four-path comparison table, then splits city selection and policy lists by path. Key national programs include the Excellent Young Scientists Fund (Overseas) (academic, host-institution based; applicants must not have returned full-time or must have returned on/after Jan 1, 2025), QM (enterprise-industrialization category, host-enterprise based, no full-time return required during application), CC (central-enterprise engineering category), and HJ (an industrial, project-based program, not a personal talent title). Provincial/municipal channels include Beijing High-Growth Program, Shanghai Oriental Talent/Pujiang, Zhejiang Kunpeng, Shenzhen Peacock, Jiangsu Double-Innovation, Anhui Jianghuai Talent (including Hubing/Huangshan scholar tracks), and Chengdu’s Wolong Nine Measures for AI. The article also covers hat-free positions (university special-term researchers/PIs, enterprise AI algorithm leads, AI Infra architects, robotics system leads). All amounts, program names and city policies are subject to the latest official announcements. Boundary: financial risk control/quantitative finance is excluded.
Note on translation: the English renderings of local programs (e.g. Pujiang/Magnolia, Double-Innovation) are for reference only; verify each government’s official English name before external publication.
Keywords: AI PhD returning to China (coming to China); large models; embodied intelligence; AI for Science; path comparison; Excellent Young Scientists Fund (Overseas); QM; HJ; hat-free positions; Zhengxianling®.
Closing
For an AI PhD, returning to China is a systematic decision of choose the path first, then match the resources, not a one-off resume drop. Use the four-path comparison table to complete an academic / industry / entrepreneurship / postdoc positioning, then, by path, choose a city, lock a platform, group the applications, differentiate the offer negotiation and drive the 3-6-12-month action plan. The real opportunity hides at the intersection of these five lines: university/research institute, corporate R&D, talent programs, entrepreneurship funding and local talent-attraction campaigns. Choosing the wrong path is often a bigger cost than choosing the wrong city. Later track deep-dives share the same base with this article (Article 1 master outline), so readers may revisit at any time. All amounts, program names and city-policy wording are subject to the current official announcements.
