6G PhDs Returning to China: Communication-Chip R&D and Industrialization Are Highly Concentrated in Beijing — Where Lie the Opportunities in Systems and RF?
A Five-Step Decision Guide for Overseas High-Level Talent Returning to (Working in) China — First Position Yourself, Then Choose the City, Then Find the Platform, Then Apply, Then Negotiate the Offer
Opening Summary
This guide offers a decision reference for overseas PhDs, postdocs and senior researchers in 6G and communications returning to (working in) China. It is organized around a five-step mainline — position yourself, choose the city, find the platform, apply, and negotiate the offer — and covers six fronts: air-interface and wireless, network architecture and protocol stacks, RF and antennas, optical communications, private networks and satellite-terrestrial convergence, and communication chips. Core boundary: national-level R&D and scaled industrialization of communication chips are highly concentrated in Beijing, while opportunities in systems, RF, optical communications and protocol stacks are distributed across Shenzhen, Shanghai, Nanjing, Wuhan, Chengdu, Xi’an and Suzhou. Applications follow the iron rule of applying through a host institution; only one program at the same tier is allowed, and the Overseas Outstanding Young Scientists (Overseas Excellent Young) application must be made within the window of not yet fully employed in China, or returned to China on or after 1 January 2025. QM/HJ/CC/RJ are code names; all monetary amounts are subject to the official current-period announcement and the formal offer.
0. Read-Before-You-Start and Core-Facts Verification Table
Policy, salary, subsidies and household-registration (hukou) matters are all dynamic. The whole text follows one single rule: all amounts, conditions and positions are, without exception, subject to the official current-period announcement or the employer’s formal offer (notification of employment); this guide lists no unverified figures, and the tables below do not repeat this qualifier. QM, HJ, CC and RJ are code names used in this text; their full names and application rules are subject to the current notices of the competent authorities. The time frame is unified as the 15th Five-Year Plan period (2026–2030).

Military / private-network communications, encryption & spectrum, classified-program qualifications | Competent authorities’ compliance rules | Needs re-check | Mentioned only as a compliance reminder; no commitment to any classified or not-yet-open position |
Verification conclusion: the policy wording quoted is accurate; the industrial layout uses a clearly stated directional judgment with its boundary; all amounts, salaries and positions carry subject to the official current-period announcement and offer.
1. Direction Boundary (Must-Read — the Most Important City-Choice Constraint in This Guide)
The 6G industry chain is long and finely divided; the domestic industrial layout differs greatly by sub-direction, so before returning one must define the coverage zone and exclusion zone of one’s own technology stack. Core conclusion: national-level R&D and scaled industrialization of communication chips are highly concentrated in Beijing; systems, RF and antennas, optical communications, protocol stacks and private-network applications are distributed across Shenzhen, Shanghai, Nanjing, Wuhan, Chengdu, Xi’an and Suzhou.
Sub-direction | Core Coverage | Main Host Cities | Exclusion / Boundary |
Communication chips | Baseband SoC, communications-specific processors, RF front-end chips, mmWave / THz chips, EDA and process co-design | Beijing (main host of national-level R&D and industrialization) | Engineering tape-out and major national efforts are concentrated in Beijing; small university research groups may do frontier basic research, but this is not a multi-city job-choice option |
Systems & equipment | Base stations, core network, transport network, network equipment, cloud-native / computing-power networks | Beijing, Shenzhen, Shanghai, Nanjing | Does not include industrial design and supply-chain management of consumer-terminal finished goods |
RF and antennas | RF front-end modules, filters, power amplifiers, antenna arrays, OTA and anechoic-chamber testing, reconfigurable intelligent surface (RIS) | Shenzhen, Suzhou, Shanghai, Wuhan, Chengdu, Xi’an | RF front-end chip design belongs to Beijing |
Optical communications | Optical modules, optical devices, optical transport, all-optical networks, optoelectronics | Wuhan, Shenzhen, Suzhou, Chengdu, Shanghai | Pure optical-fiber / cable materials manufacturing is excluded from high-level talent recruitment |
Protocol stack and standards | Air-interface protocols, core network, 6G standards and algorithms, AI-native air interface, integrated communication-and-sensing | Beijing, Shenzhen, Shanghai, Nanjing | Pure software engineering (not communication protocols) belongs to the software field |
Private networks and converged applications | 5G-A/6G plus the industrial Internet, vehicle-to-everything, low-altitude communications, satellite-terrestrial convergence (direct-to-phone satellite) | Multiple cities (by scenario) | The satellite platform and launch vehicle themselves belong to the commercial-space field |
Compliance Reminder
For directions involving military / private-network communications, encryption and spectrum use, classified-model projects or satellite TT&C, one must comply with the Law on Guarding State Secrets and related laws, qualification and political-vetting requirements; classified technical parameters or project progress must never be disclosed in public papers or on social media, before or after joining. This guide commits to no classified or not-yet-open positions.

2. Step 1 · Position Yourself: Academic / Industry / Entrepreneurship / Postdoc — Four Paths
The return path is not limited to joining a university. Based on age, seniority, achievements and career plan, one must choose among four paths, which can also be combined.
(1) Four-Path Fit Matrix
Path | Suited to | Core Carriers | Key Actions | Matched Talent Programs |
Academic | Paper-oriented: air-interface theory, channel modeling, communication-chip architecture, optoelectronics basic research | Double First-Class communications / electronics programs, national key labs, new-type R&D institutions | Confirm start-up funding, instruments and lab conditions (anechoic chamber / test platforms), graduate-quota, and support for the Overseas Excellent Young application | Overseas Excellent Young, provincial youth programs, research start-up fund for returnees |
Industry | Engineering-oriented: chip design, systems equipment, RF devices, optical modules, protocol stack | A central-SOE research institute in a communications field, a systems-equipment leader, RF and optical-module firms, specialized-and-innovative (SRDI) firms | Confirm ongoing engineering projects, testing and tape-out resources, and whether the firm can serve as a host institution for industrial-category programs | QM, HJ, CC, local industrial high-level-talent programs |
Entrepreneurship | Holding chip / device / module / system results, patents or prototypes | Returnee startup parks, hi-tech zones, proof-of-concept centers, pilot-testing platforms | Prepare IP and a business plan; apply for entrepreneurship grants and contests; connect with industrial funds | Overseas-returnee startup support program, Spring Bowl, HICOOL, startup-guarantee loans |
Postdoc | Freshly graduated, still building independent results; a buffer for switching to academia or industry | University mobile stations (leaning academic), enterprise workstations (leaning industry) | Upon entry, apply for the postdoc funding series to bridge toward a faculty or industry role | Overseas postdoc recruitment program, China Postdoctoral Science Foundation |
(2) Self-Check Table
Self-Check Question | Direction of the Judgment |
Is the research direction communication chips, systems, RF, antennas, optical communications, or networking? | Communication chips first anchor to Beijing; the rest can be matched to multiple cities |
From the date of the PhD to before 15 June 2026, were there 36+ consecutive months overseas? | Feasibility of the Overseas Excellent Young academic channel |
Was the PhD obtained within the past 3 years, and were you born on/after 1 Jan 1994? | BoXin Program threshold (returnee PhDs may not apply) |
How many years until the age line of the target talent program? | Academic / youth-program window |
Can you bear income fluctuation and failure risk? Does the family have rigid constraints on the settlement city? | Feasibility of entrepreneurship / regional choice |
(3) Path-Combination Strategies
Combination | Explanation | Pre-Check |
Enterprise research institute + QM/CC | First choice for chip engineering, systems equipment, RF and optical-module talent; the enterprise provides salary, the policy provides endorsement | Confirm the enterprise has QM/CC application qualifications (HJ is an industrial project, not a personal title) |
University faculty + Overseas Excellent Young | The best combination for basic directions such as air-interface theory and communication-chip architecture | Seize the not yet fully employed in China, or returned on/after 1 Jan 2025 window |
Senior / leading talent flexible recruitment | No need to return full-time; join 6G efforts via offshore innovation, talent enclaves or joint labs | Confirm part-time terms and service-period commitments |
(4) Key Iron Rules (Irreversible Decision Points)
• Apply through a host institution: every national-level and provincial/municipal talent program must be applied for through a domestic employer, park or university; none is issued automatically, and individuals cannot apply directly.
• Overseas Excellent Young: joining full-time first then applying loses eligibility. At application you must be not yet fully employed in China, or returned to China on or after 1 January 2025. Being fully employed at a domestic institution beyond the specified time forfeits eligibility; be sure to reach an application agreement with the host institution before returning.
• Only one program at the same tier: only one national S&T talent program at the same tier may be undertaken; one program per person per application year; no application to a lower tier.
• BoXin excludes returnee PhDs: BoXin (Tiers A/B/C) explicitly excludes PhDs who studied abroad and returned and foreign-national PhDs; overseas PhDs returning to China should go through the Overseas Postdoc Recruitment Program.
3. Step 2 · Choose the City: Industry Fit > Platform Density > Subsidy Realization > Hukou Difficulty
30-Second Decision Card (close the logic first; the tables below are the expansion):
• Communication chips → Beijing (main host of engineering and national-level R&D; essentially no second option);
• Systems / RF → pick two of Shenzhen, Shanghai, Nanjing, Chengdu, Xi’an;
• Optical communications → prioritize Wuhan;
• Satellite / private network → Beijing, Xi’an, Chengdu by scenario;
• Direction unclear → do the Section-2 Self-Check Table first.
The city-choice priority is industry fit > platform density > subsidy realization > hukou difficulty. Industry fit in the communications field is essentially does this front have a real carrier in this city; never be lured by a single large subsidy while ignoring the industrial ecosystem. It is advisable to lock onto 2–3 cities and cultivate them in parallel.
(1) Four-Dimension Scoring of Key Cities (Qualitative, 5-Point Scale)
City | Industry Fit | Platform Density | Subsidy Realization | Hukou / Livability | Weakness / Risk |
Beijing | 5 (chips + standards) | 5 | 4 | 2 | Main host of communication-chip engineering and industrialization; densest 3GPP standards work and central-SOE headquarters; PhD hukou age may be relaxed, scarce majors may use special approval; but hukou is hardest and living cost highest |
Shenzhen | 5 | 4 | 5 | 3 | Strongest in systems equipment, RF devices, optical modules and industry ecosystem; density of top academic platforms is lower than Beijing/Shanghai |
Shanghai | 4 | 5 | 5 | 2 | Strong overall in integrated circuits and communications equipment, deep capital; highest hukou and living cost, fierce competition |
Nanjing | 4 | 4 | 4 | 4 | Purple Mountain Laboratories’ 6G systems and central-SOE research institutes are strong; entrepreneurship ecosystem weaker than Shenzhen |
Wuhan | 4 | 4 | 3 | 4 | Optics Valley’s optoelectronics and optical communications are national leaders; systems-equipment and chip platforms weaker than Beijing/Shenzhen/Shanghai |
Chengdu | 4 | 4 | 4 | 4 | UESTC-line RF and military communications are strong; open civilian positions and capital weaker than coastal cities |
Xi’an | 4 | 4 | 4 | 4 | Xidian-line RF and military/aerospace communications are strong; industry capital and international support relatively weak |
Suzhou / Wuxi | 3 | 3 | 4 | 4 | Strong in filters, optical modules, PCB and precision-manufacturing support; relatively few system-level platforms |
Hangzhou | 3 | 3 | 5 | 4 | Strong in digital economy and industry applications; source platforms for communications and chips weaker than Beijing/Shenzhen/Shanghai |
Note: the 5-point scale is the author’s qualitative judgment based on public industrial layout and policy research; it is not an official ranking and does not constitute a city-selection recommendation. Hukou, subsidy and settling-in allowances are, without exception, subject to the current-period announcements of local talent offices.
Figure 2 — Four-dimension heat map for key cities (industry fit / platform density / subsidy realization / hukou friendliness)
(2) City Assignment by Front
Front | First-Choice Cities | Second-Choice Cities | Core Basis |
Communication chips | Beijing | — | Main host of national-level R&D and scaled industrialization; essentially no second option |
Air interface and wireless | Beijing, Shenzhen | Shanghai, Nanjing, Chengdu, Xi’an | Central-SOE research institutes and equipment-vendor pre-research departments |
Network architecture and protocol stack | Shenzhen, Beijing | Shanghai, Nanjing, Hangzhou | Equipment-vendor core network and operator research institutes |
RF and antennas | Shenzhen, Suzhou | Shanghai, Wuhan, Chengdu, Xi’an | RF-device firms and equipment-vendor RF departments |
Optical communications | Wuhan | Shenzhen, Suzhou, Chengdu, Shanghai | Optical-communications central SOEs and optical-module leaders |
Private networks and converged applications | By scenario | Multiple cities | Industry leaders and private-network solution providers |
(3) Four-Tier City-Layering Model
Tier | Representative Cities | Positioning | Suited to |
Tier 1 · Platform Core | Beijing, Shanghai, Shenzhen, Guangzhou | Beijing (chips + standards + central-SOE HQ), Shanghai (chip design + foreign R&D), Shenzhen (systems + RF + ecosystem), Guangzhou (industry applications) | Those pursuing national-level programs; chips first-choice Beijing |
Tier 2 · Industry Poles | Shenzhen, Shanghai | Systems + RF + terminal ecosystem (overlaps Tier 1 Platform Core: use Shenzhen/Shanghai by direction) | Systems equipment, RF, terminals and industrialization R&D |
Tier 3 · Specialty Poles | Nanjing, Wuhan, Chengdu, Xi’an, Hefei, Suzhou | Each with a specialty and high platform density | Optical communications, RF, satellite, quantum, devices |
Tier 4 · Reception Poles | Hangzhou, Guangzhou, Chongqing, Changsha, Zhengzhou, etc. | Complete support, moderate cost | Value seekers with a matched technical direction |
(4) Opportunity Breakdown by Key City
• Beijing: the core host for communication-chip design and engineering, 3GPP standards work, and the headquarters of a central-SOE research institute in a communications field; the chip-design ecosystem (EDA, tape-out, testing) and national-level research institutions are densest; PhD hukou age may be relaxed and scarce majors may use a special-approval channel.
• Shanghai / Shenzhen: the twin poles of systems and RF. Shanghai relies on universities, the Shanghai Institute of Microsystem of CAS, etc., with advantages in space-ground integration, integrated communication-and-sensing and RF devices; PhDs from the world’s top-50 universities settle hukou efficiently, covered by the Oriental Talent / Pujiang (Magnolia BYL) channels. Shenzhen has a loose hukou threshold with abundant opportunities in system architecture, terminals, networking tests and industrialization.
• Nanjing: a core site of Purple Mountain Laboratories’ 6G systems R&D, backed by national-level platforms for integrated communication-and-sensing and endogenous security, reinforced by Southeast University’s disciplines; Jiangsu’s Double-Innovation / Zijinshan talent channels.
• Wuhan: a highland of Optics Valley optical communications, leading the optical-module, optical-switching and silicon-photonics integration chain, with carriers such as CICT; Chutian Talent and Optics Valley 3551.
• Chengdu / Xi’an: cradles of UESTC-line and Xidian-line RF and military-communications talent; Rongpiao (Chengdu) and Shaanxi provincial talent channels.
• Hefei: a specialty highland at the crossroads of quantum information and classical communications, relying on USTC and related labs; Jianghuai Talent, Hubing Scholar / Huangshan Scholar and other channels.
(5) Underrated Direction: Satellite Communications and Satellite-Terrestrial Convergence
6G’s space-air-ground integration makes satellite communications a new outlet for RF and systems talent. Aerospace-system integrators (Beijing, Xi’an, Shanghai) and commercial-space firms (Shenzhen, Chengdu, Wuxi) have sustained demand for PhDs with a background in RF links, antennas, communications protocols and satellite-terrestrial convergence. For this direction, roles weight RF-link, antenna and protocol-stack capability far more heavily than baseband-chip design — low chip dependency, high systems weighting. Note: this guide focuses on the satellite-terrestrial-converged communications regime, RF links and antennas; the satellite platform itself and the launch vehicle belong to the commercial-space field and are excluded.
(6) Nationwide Index of Provincial Capitals / Top-100 / Hot Cities for Reception
(All amounts and policies are subject to the official current-period announcement; the table below no longer marks this cell by cell, to avoid repeating the qualifier.)
Tier / Region | Representative Cities | Reception Notes |
New first-tier communications-strong cities | Nanjing, Wuhan, Chengdu, Xi’an, Hangzhou, Suzhou, Tianjin, Chongqing, Changsha, Qingdao, Hefei, Ningbo, Wuxi, Jinan, Zhengzhou, Fuzhou | Nanjing systems/wireless; Wuhan optical communications; Chengdu/Xi’an RF and military communications; Suzhou/Wuxi device and optical-module support; Hangzhou private networks; notable value-for-money |
Eastern coastal second-tier strong cities | Xiamen, Dongguan, Foshan, Changzhou, Nantong, Yantai, Zhuhai, Jiaxing, Quanzhou, Wenzhou | Communications components, optical modules, PCB and RF structural parts support; Zhuhai / Hengqin offers individual-income-tax (IIT) preference for overseas high-end scarce talent |
Central provincial capitals and sub-centers | Wuhan, Changsha, Zhengzhou, Hefei, Taiyuan, Nanchang, Shijiazhuang, plus Yichang, Xiangyang, Luoyang, Wuhu | Optical communications, private networks and the industrial Internet applications; low living cost; universities dense in communications/electronics |
West / border and Northeast | Chengdu, Chongqing, Xi’an, Kunming, Guiyang, Nanning, Lanzhou, plus Shenyang, Dalian, Changchun, Harbin | Wider staffing (bianzhi) channels, mostly case-by-case; relying on universities, equipment manufacturing and central-SOE subsidiaries to take industrial communications / private networks / RF, usually with a service period |
Top-100 / hot cities | Tangshan, Taizhou, Yancheng, Changzhou, Wuhu, Huzhou, Mianyang, Ningde, Yichang, etc. | Local electronics, optoelectronics support, private-network integration and government communications; mostly engineering deployment / testing / O&M roles; verify position, staffing and service period item by item |
Provincial-capital fallback: the remaining provincial capitals and regional capitals generally offer two routes — apply for provincial/municipal programs through local key provincial universities’ communications/electronics disciplines, provincial academies of science, radio/TV and government private networks, or operators’ provincial research institutes; or, via talent enclaves, offshore innovation or flexible recruitment, participate in projects of Platform-Core cities such as Beijing / Shenzhen / Shanghai.
(7) Universal Hukou, Housing and Family-Settlement Checklist
Confirm item by item: spouse employment, children’s school enrollment, scope of green-channel medical care, talent-apartment / home-purchase eligibility, work permit and residence for foreign and HK/Macao/Taiwan talent and cross-border social-security connection, and service-period binding of accompanying persons. Most subsidies and staffing are tied to a service period, performance appraisal, first home and the place of social-security contribution; the maximum amount does not equal the amount in hand, so each term must be written into the contract or a supplementary agreement. City-specific amounts are detailed in the series master plan and are not repeated here.
4. Step 3 · Find the Platform: Four Carrier Types and the Three Checks
Choosing the right platform matters more than choosing the right city. 6G-related platforms show a chip-pole Beijing, system-pole dispersed pattern; institution names are subject to the official current directory, and central SOEs are described generically.
(1) Distribution of the Chip-Pole and System-Pole Platforms
Platform Capability | Beijing | Shenzhen | Shanghai | Nanjing | Wuhan | Chengdu / Xi’an |
Systems & equipment | Strong | Strongest | Strong | Medium | Medium | Medium |
RF & antennas | Medium | Strong | Strong | Strong | Medium | Strongest |
Optical communications | Medium | Medium | Medium | Medium | Strongest | Weak |
Protocol stack / core network | Strongest | Strong | Strong | Medium | Medium | Medium |
Satellite / private network | Strongest | Medium | Medium | Medium | Weak | Strong |
(2) Four Core Carrier Types
Carrier Type | Representative Institutions | Assessment Focus |
Industrial carriers | A central-SOE research institute in a communications field, a central SOE in optical communications, systems-equipment leaders, RF-device firms, specialized-and-innovative (SRDI) firms | Ongoing 6G/5G-A engineering projects, whether one can join a standards working group, prototypes and tape-out / instrument platforms, IP ownership |
Postdoc carriers | University mobile stations (leaning academic), enterprise workstations (leaning industry) | Whether it hosts national-level 6G pre-research programs, the success rate of postdoc-program applications, the retention rate after leaving the station |
Entrepreneurship carriers | Returnee startup parks, hi-tech zones, proof-of-concept centers, pilot-testing platforms | Rent-free area, start-up funding, investment/financing connections, government one-stop services, supply-chain support |
Academic carriers | Double First-Class communications/electronics programs, national key labs, new-type R&D institutions | Start-up funding and lab conditions, graduate quota, support for the Overseas Excellent Young application |
(3) Platform-Selection Three Checks Principle
First, check historical realization: whether the recruitment terms were honored per contract, the success rate of talent-program applications, and results-transfer cases, cross-verified via alumni, current employees and public reports. Second, check matching depth: whether the core business fits chips / air interface / RF / optical communications and whether it can provide irreplaceable resources such as a tape-out channel, an anechoic chamber and OTA, high-speed instruments, or an optical-module prototyping line. Third, check the willingness to apply: whether it will invest resources to help with applications and has dedicated coaching — this directly decides whether policy dividends can be obtained. For classified / private-network directions, also check qualifications and the political-vetting path.
(4) Four Channels for Job-Seeking (Parallel, Tiered)
Channel | Concrete Paths | Notes |
University / research-institute direct application | Target university HR office, school website, key-lab project group | Many 6G core roles are released via project groups / schools and do not rely fully on recruitment platforms |
Enterprise direct application and dedicated fairs | Websites of central SOEs, SOEs, SRDI and leading firms; overseas-talent fairs | For the chip direction, target enterprises in the Beijing area |
Supervisor / alumni / academic network | Overseas supervisors, domestic collaborating scholars, academic conferences, postdoc contacts | In frontier fields the academic network reaches roles far more efficiently than open recruitment; Zhengxianling®, relying on its domestic and overseas PhD/postdoc and scholar communities, academician-and-expert networks and offline fairs, can consolidate scattered supervisor/alumni/collaborator relationships into targeted invitations and role matching, greatly improving reach |
Zhengxianling®’s value across these four channels: the platform is not yet another resume-drop box but aggregates the scattered channels above into one connectable service line. For talent, it relies on domestic and overseas scholar communities, national- and provincial/municipal-level dedicated talent fairs, and targeted invitations from universities and institutes, helping candidates reach target platforms, project groups and central/SOE research institutes efficiently through the academic network and fair slots beyond open recruitment; it also provides city-and-platform matching and talent-program application-path assessment, helping candidates clarify the three key questions — who is hiring, can I apply through them, and how do I get in. For employers, it aggregates role information and overseas candidates via demand verification, forming a role online — targeted referral — fair matching — application coaching closed loop that shortens the path of high-level talent from reach to landing. In future, a multilingual AI platform will further reduce cross-border information gaps and language barriers.
5. Step 4 · Apply: National + Provincial/Municipal + Hat-Free + Hidden High-Value
Core iron rule: all talent programs, subsidies and grants must be applied for through an employer / park / university; none is issued automatically; names, amounts and conditions change with policy and are subject to the official current notices and announcements. Provincial/municipal programs are usually applied for in 1–2 concentrated windows per year; missing a window means waiting until the next year, and host-institution qualifications must be confirmed 3–6 months in advance.
Program / Channel | Host Party | Category | Key Conditions / Funding (per current announcement) |
QM | Enterprise / research institute | Enterprise-industrialization category | First choice for talent in systems equipment, RF devices, optical modules and communication-chip industrialization; applied for via the enterprise; during application, full-time return may not be required; national funds plus local top-up stack, with the total varying by city and institution type |
HJ | Enterprise carrier | Industrial-project category | Transfer of communications-technology results (an industrial project, not a personal title); supports R&D — transfer — industrialization rollout |
CC | Central / state-owned enterprise | Central-SOE engineering category | Major engineering of communications central SOEs, 6G/5G-A systems-equipment efforts, optical-communications engineering (central SOEs described generically) |
RJ | Banking / financial institution system | Finance category | Applied for via the financial system; the communications direction is generally not a main channel; cross-overs with communications industry funds / fintech are discussed separately |
Overseas Postdoc Recruitment Program | Mobile station / workstation | Postdoc | Overseas PhDs entering a station, or overseas postdocs returning; triple funding from state + local + institution; the alternative to BoXin for returnee PhDs |
National funding for returning high-level overseas talent | Institution applies | One-off grant | A national one-off grant of about RMB 300,000, with a 1:1 top-up in many localities; focused on information technology (including communications) and related fields |
BoXin Program | Mobile station / workstation | Postdoc | RMB 280,000 per person per year plus a one-off RMB 80,000 top-up; born on/after 1 Jan 1994, PhD within 3 years; returnee and foreign-national PhDs may not apply (subject to the National Postdoctoral Office’s current notice) |
Overseas-returnee startup grant | Returnee startup park / zone | Entrepreneurship | Requires technical results, patents or a startup |
China Postdoctoral Science Foundation | Mobile station / workstation | In-station postdoc | General about RMB 80,000, special about RMB 180,000; requires full-time presence |
Youth Talent Program / research start-up for returnees | Society / institution | Youth / start-up | Youth Talent Program age ≤ 32; research start-up for returnees RMB 30,000–100,000; subject to the current CAST / institution guide |
(1) National-Level Program Matrix (Code Name + Category)
Wording discipline: for ranges involving national + local fiscal subsidies, top-ups vary greatly by province/city, so the text uniformly converges on national funds plus local top-up stack; the total varies with the host city and institution type, subject to the current notice, to avoid over-expectation leading to landing disputes.
Province / City | Representative Channels | Fit for the Communications Direction | Window Tips |
Shanghai | Oriental Talent, Pujiang (Magnolia BYL), Lin-gang / Zhangjiang special programs | Chip design, systems equipment, foreign R&D | Mostly one concentrated application per year; PhDs from the world top-50 settle hukou efficiently |
Shenzhen | Peacock Program, IIT subsidy for overseas high-end scarce talent, district-level policies | Systems equipment, RF devices, optical modules | Year-round recognition plus batched special programs; amounts vary by category |
Jiangsu (Nanjing / Suzhou / Wuxi) | Double-Innovation talent, Zijinshan talent, park leading talent | Systems equipment, RF and optical-module support | Provincial and park tracks run in parallel; note host qualifications |
Hubei / Wuhan | Chutian Talent, Optics Valley 3551, Optics Valley special programs | Optical communications, optoelectronics | Many places use case-by-case policy |
Zhejiang / Hangzhou | Kunpeng Action, provincial/municipal youth talent | Private networks, industry applications, communications equipment | Kunpeng targets the very top; youth programs have an annual window |
Sichuan / Chengdu | Rongpiao Plan, Tianfu (Emei) series | RF, military communications, UESTC-line platforms | Subject to the local talent office’s current notice |
Shaanxi / Xi’an | Provincial talent plan, municipal recruitment | RF, military communications, Xidian-line platforms | Subject to local current notices |
Anhui / Hefei | Jianghuai Talent, Hubing Scholar, Huangshan Scholar, etc. | Communication-chip architecture, air-interface theory, USTC-line platforms | By the university’s / city’s annual window |
(2) Provincial / Municipal Channel Matrix
Note: provincial/municipal programs are usually applied for in 1–2 concentrated windows per year; missing a window means waiting until the next year; host-institution application qualifications must be confirmed 3–6 months in advance.
(3) Hat-Free Positions: You Can Land Without a Hat
Many quality opportunities in the communications / 6G direction are released as hat-free positions, often faster than the talent-program review cycle: at universities/institutes — specially appointed professor / associate professor, project-lead / PI, industry professor, special research assistant; at enterprises — chief R&D scientist, pre-research PI, technical director, core-network / protocol-stack architect, optical-module R&D director; at parks / platforms — communications-technology lead, proof-of-concept center head; plus university- and local-level channels such as Hubing Scholar and Huangshan Scholar. Suited to:
• Those whose age or continuous years overseas do not yet meet the rigid conditions of the Overseas Excellent Young;
• Those leaning toward engineering / systems deployment, whose results are mainly patents and products;
• Those who prefer to first secure a stable platform and salary and apply for programs later.
After joining, one can apply through the host institution, achieving land first, add credentials later.
(4) Hidden High-Value Policy Package

6. Step 5 · Negotiate the Offer: Seven-Dimension Breakdown and Communications/6G-Specific Clauses
Discussing only the monthly salary loses a great deal of hidden value. Bargaining leverage in the communications / 6G direction is concentrated in four items: tape-out and instrument resources, ongoing projects, patents and standards-contribution ownership, and non-compete restrictions.
(1) Offer Seven-Dimension Breakdown + Communications/6G-Specific Focus
# | Negotiation Item | Communications/6G-Specific Focus |
1 | Base annual salary and structure | First clarify whether it is a base salary or a total package including policy stacking; avoid mixing comparisons between institute tiers and enterprise tiers |
2 | Settling-in / home-purchase / rent subsidy | Conditions and timing of disbursement, whether pre-tax, and binding to first home / social security / service period |
3 | R&D start-up / lab conditions | Academic core: start-up funding, graduate quota; industry core: tape-out channel and EDA, anechoic chamber and OTA, high-speed instruments, optical-module prototyping line |
4 | Support for talent-program applications | The most critical — whether the institution commits to recommending you for Overseas Excellent Young / QM / CC, provides dedicated coaching, and offers a fallback if you are not selected |
5 | Results and intellectual property | Ownership of chip layout / algorithm / RF-structure patents; recognition and reward for standard-essential-patent (SEP) contributions; whether paper publication is restricted |
6 | Hukou / files / social security / professional title | Processing deadlines and title recognition; qualifications and political-vetting responsibilities for classified / private-network projects |
7 | Entrepreneurship-specific clauses | Equity, subsidy period for pilot / testing space, industrial-fund connection, and the scope of non-compete (for the communications direction, non-compete terms must be checked item by item) |
(2) Reading Salary in Three Tiers (No Fabricated Annual Figures)
• Institute / postdoc tier — refer to the publicly posted positions of research institutes; the baseline for ordinary academic roles not stacked with a talent program;
• Enterprise / industry tier — subject to the employer’s offer; usually higher than the institute tier, varying by city, institution level, staffing and service period;
• Talent-program total-package tier — corresponds to roles already selected or planned for a national channel; the annual figure amortizes the grant, settling-in allowance and start-up funding. The three cannot be compared directly.
The monthly salary, location, degree and experience requirements of roles in each channel change extremely fast and are highly case-specific; this guide does not list specific figures. All roles and salaries are, without exception, subject to each employer’s official website job page of the current period and the formal offer; Zhengxianling® does not act as a recruitment agent and does not endorse any specific salary.
(3) Contract Red Lines
Non-compete restrictions and patent / standards-contribution ownership are the most common traps in the communications / 6G direction. All terms must be written into the contract / a supplementary agreement; verbal promises, chat records and email exchanges do not carry full legal effect. Settling-in allowances and start-up funding are usually tied to a 5–8 year service period and appraisal, and early departure may require proportional repayment. Verbal promises such as tape-out quota, anechoic-chamber access and standards-contribution reward must be put into the contract.
7. Action Checklist for Returning to China: a 3–6–12-Month Cadence
Phase | Key Actions | Communications/6G-Specific Pitfalls to Avoid |
9–6 months ahead | Lock onto 2–3 cities by industry fit > platform density > subsidy realization > hukou difficulty; build a list of 10–20 target host institutions; confirm ongoing projects and application qualifications | Academic path: confirm not yet fully employed in China, or returned on/after 1 Jan 2025; industry path: confirm the enterprise’s QM/CC application qualifications |
6–3 months ahead | Start the CSCSE degree/diploma verification; have in-depth talks about the role, lab conditions (tape-out / chamber / instruments) and application support | Prepare patent and standards-contribution evidence; check service-period and default-repayment clauses |
Landing phase | Complete onboarding / station entry, hukou and social security; formally apply through the host institution; compare cash + platform + application certainty + long-term development | For classified / private-network directions, complete qualifications and political vetting in advance |
Landing tips by country / region:
• Degree/diploma verification is a prerequisite for hukou, subsidies, applications and tax-free car purchase; the institution must be on the MOE foreign-education-supervision roster; for overseas joint-training / Sino-foreign programs, confirm the degree-verification wording;
• Early consolidate the evidence of continuous overseas working years (employment certificates, tax bills, entry-exit records);
• Handle cross-border social security and seniority connection per MOHRSS wording; those with prior in-China contribution records must check whether they can be accumulated.

9. English Abstract and Keywords
Abstract: A platform-anchored five-step decision guide (position, choose city, choose platform, apply, negotiate offer) for overseas 6G/communications PhDs returning to China. It maps six fronts—communication chips, air-interface and wireless, network architecture and protocol stacks, RF and antennas, optical communications, and private-network/satellite-terrestrial convergence—across Chinese cities. Core boundary: national-level R&D and industrialization of communication chips are highly concentrated in Beijing, while system, RF, optical and protocol-stack roles span Shenzhen, Shanghai, Nanjing, Wuhan, Chengdu, Xi’an and Suzhou. National programs are covered by codenames QM/HJ/CC/RJ; the Excellent Young Scientists Fund (Overseas) runs about RMB 1.0–3.0 million over three years, and the national postdoctoral program is not open to returnee PhDs. All amounts and conditions are subject to official publication.
Keywords: 6G; communication chips; RF and antenna; optical communications; protocol stack; satellite-terrestrial convergence; returning to China; Beijing chip constraint; Excellent Young Scientists Fund (Overseas); Zhengxianling.
10. Disclaimer, Writing-Compliance Red Lines and Pre-Publication Checklist
Disclaimer: The policy, industry, salary and role information in this guide is for reference only and does not constitute a promise or legal opinion on employment, salary, visa, residence, funding approval or classified qualifications; all amounts are subject to the official current-period announcement and the formal offer; directions involving military / private networks, encryption and spectrum, classified models and political vetting must comply with the relevant laws and qualification requirements.
Writing-Compliance Red Lines
• Unify the time frame as the 15th Five-Year Plan period (2026–2030); distinguish program categories: HJ is an industrial project rather than a personal title, QM leans to enterprise industrialization, CC targets major central-SOE engineering, RJ relies on the financial system, and Overseas Excellent Young is academic, relying on universities/institutes; QM/HJ/CC/RJ are code names only.
• Unify the direction-boundary wording: national-level R&D and scaled industrialization of communication chips are highly concentrated in Beijing (not a multi-city job-choice option); RF front-end chips belong to Beijing; modules / devices / antennas / testing are spread across multiple cities; the satellite platform and launch vehicle belong to commercial space; the industrial design of consumer-terminal finished goods is excluded.
• Replace central/SOE names with generic wording such as a certain central SOE / group / national platform; city-tier / Top-100 rankings are for comprehensive reference only and do not equate to the strength of talent policy or the quality of roles.
Pre-Publication Checklist
• The Overseas Excellent Young not yet fully employed in China, or returned on/after 1 Jan 2025 condition and funding intensity — subject to the NSFC’s current guide;
• BoXin’s returnee PhDs may not apply, age line and funding amount — subject to the National Postdoctoral Office’s current notice;
• The host and application rules for QM/HJ/CC/RJ — subject to the competent authorities’ current notices;
• Per-city hukou / settling-in / start-up funding, provincial/municipal channel wording, the 3GPP timeline, qualifications for classified roles, and Spring Bowl / HICOOL / startup-guarantee loans / high-tech certification / tax-free car purchase / IIT preference / degree verification — subject respectively to the current announcements of local talent offices, the competent authorities, tax / human-resources / degree-verification bodies and standards organizations.
Appendix: One-Page Pitfall Quick-View (for Standalone Forwarding)
Four traps of returning to China, checked one by one:
Trap | Consequence | Countermeasure |
(1) Going to the wrong city for the chip direction | Communication-chip engineering / industrialization carriers are not local; roles and tape-out resources are scarce | For chips, first choose Beijing; check enterprise research institutes and tape-out / EDA resources first |
(2) Joining full-time first, then applying | Already employed beyond the specified time; losing Overseas Excellent Young eligibility | Lock onto the host institution and application intent before returning; seize the not yet returned / returned on/after 1 Jan 2025 window |
(3) Ignoring non-compete and patent ownership | Departure restricted; chip layout / SEP contribution and paper publication are blocked | Check the non-compete scope and patent / standards ownership item by item; write them into the contract |
(4) Looking only at subsidy numbers, not host qualifications | You get the subsidy but miss the national program because the institution lacks application qualifications | When choosing a platform, first check QM/CC application qualifications and willingness, then look at the subsidy amount |

Conclusion
Quality opportunities for 6G PhDs returning to China are never in submitting resumes but in the cross-matching of technology front × career path × city × platform × application. First filter with this guide’s single most important boundary: national-level R&D and scaled industrialization of communication chips are highly concentrated in Beijing; systems and equipment, RF and antennas, optical communications, protocol stacks and private-network applications are to be chosen among Shenzhen, Shanghai, Nanjing, Wuhan, Chengdu, Xi’an and Suzhou. Choose the city by industry fit > platform density > subsidy realization > hukou difficulty; lock onto platforms that have real ongoing engineering projects, tape-out / chamber / instrument conditions, and QM/CC application qualifications; seize the application window before being already fully employed in China (or, after returning, on/after 1 January 2025); and negotiate a comprehensive offer backed by a talent-program credential. Continuously avoid the four core traps: going to the wrong city for the chip direction, joining full-time before applying, ignoring non-compete and patent ownership, and looking only at subsidy numbers while ignoring host qualifications.
