ZhengXianLing® · Five-Step Decision Guide for Returning Overseas High-Level Talent Series (Chapter 10)
Returning PhD in Advanced Materials: After Excluding Chip and Semiconductor Materials,
Where Are the Opportunities in Metallic and Inorganic-Nonmetal Materials?
-- For the same advanced-materials PhD, an academic track and an industrial track imply entirely different return strategies
Opening Summary
Advanced materials are the core foundation of new-quality productive forces and key strategic-material breakthroughs during the 15th Five-Year Plan (2026-2030). This chapter focuses on metallic-based materials (superalloys, specialty steel, rare-earth and magnetic functional materials, light titanium/aluminium alloys, powder metallurgy and additive manufacturing) and inorganic-nonmetal and polymer-composite materials (structural ceramics, glass, carbon fibre and composites, functional polymers), explicitly excluding chip and semiconductor materials (wafer, photoresist, packaging substrate, EDA etc., which belong to the integrated-circuit chapter). For an overseas PhD, returning in materials is not a single application but a systematic project of position -> choose city -> find platform -> apply -> negotiate offer: an academic route means Chinese Academy of Sciences metallic/materials institutes, double-first-class material-science departments and the Overseas Outstanding Young Scholars programme; an industrial route means industrial carriers such as Ningbo advanced materials, Changsha construction-machinery new materials, and Panzhihua vanadium-titanium and rare earths. Whether you can rely on a qualified host institution directly determines your bargaining power. All amounts are subject to current official announcements.
0 · Pre-reading Notes and Verification of Core Facts
This is Chapter 10 of the series, following the parent Five-Step Decision Method and the shared content-baseline library, and adopting a path-comparison framework: it opens with a four-path comparison table to help you self-position, and both city selection and the policy list are grouped by academic / industrial / entrepreneurship / postdoc routes. Before reading, keep three disciplines in mind:
First, the directional-boundary rule: this chapter discusses only non-chip, non-semiconductor new materials, i.e. metallic and inorganic-nonmetal / polymer-composite materials. For chip, integrated circuits, semiconductor epitaxy and wafer manufacturing, refer back to the series' integrated-circuit / industrial-software chapters; the talent map and the city answers differ.
Second, the compliance rule: in the body text, Overseas Outstanding Young Scholars (Haiwai Youqing) is the only real-named national academic channel; all other national-level high-level talent programmes are denoted only by the codes QM, HJ, CC and RJ, whose full names, application conditions and funding terms are subject to the competent authority's current notice; the body text does not expand full names or fabricate details.
Third, the amount-and-policy rule: all household registration, settling-in allowances, subsidies, grants and salaries are marked subject to current official announcements and the formal offer; a Pre-publication Verification Checklist is appended at the end; central-SOE names are always obscured; the time frame is unified as the 15th Five-Year Plan (2026-2030).
Core-Fact Verification Table (Directional Boundary / Industry Signals / Policy Terms)
Verification item | This chapter's terms | Status and qualification |
Directional boundary | Focus on metallic + inorganic-nonmetal + polymer composites; exclude chip and semiconductor materials | Directional judgment, not overlapping with the series' integrated-circuit chapter |
Industry positioning | Key strategic materials, advanced basic materials and frontier new materials are the 15th Five-Year Plan's breakthrough priorities | Subject to the competent authority's current catalogue |
Academic channel | Overseas Outstanding Young Scholars is the highest-value national channel on the academic route | Subject to NSFC's 2026 formal guide |
Industrialisation channel | QM (enterprise industrialisation), HJ (results transformation; an industrial project, not a personal title) | Full name and application conditions subject to the competent authority's current notice |
Central-SOE engineering channel | CC (central/SOE major-engineering technical landing) | Host institution and terms subject to the current notice |
Postdoc channel | BoXin Plan: about 280,000 CNY per person per year plus a one-off research package | Subject to the National Postdoc Office's 2026 notice |
Amount terms | All subsidies/salaries are public policy figures | Subject to current official announcements; maximum does not equal received |
1. Why returning PhDs should pay attention: the policy window and the talent gap
Advanced materials are one of the few directions where a stranglehold problem and overtaking on a new lane coexist. The 15th Five-Year Plan recommendations list advanced materials as a priority among future and strategic emerging industries, and new-quality productive forces create rigid demand for superalloys, rare-earth functional materials, carbon-fibre composites, key electronic chemicals (excluding semiconductor wafer manufacturing itself) and additive manufacturing. Compared with pure-algorithm roles, a materials PhD's return value lies more in the irreplaceability of experimental platform + engineering scale-up + standards and testing.
Three Pillars of Industry Signals
Signal dimension | How it shows in advanced materials | Implication for a PhD returning |
Strategic tone-setting | Autonomy and control of key strategic materials, upgrading of advanced basic materials, deployment of frontier new materials | National and provincial/municipal host institutions keep expanding recruitment of materials PIs and engineering experts |
Institutional framework taking shape | First-batch application insurance compensation for key new materials, materials pilot and validation platforms, and a refined industry-standard and testing system | Engineering posts and results-transformation channels on the industrialisation route are clearer |
Rigid demand | Aerospace superalloys, rail/energy specialty steel, new-energy magnetic/hydrogen-storage materials, automotive lightweighting Ti/Al and composites | Industry-side salary and package bargaining power rise |
Note: specific industry scale, talent-gap headcount and growth rates are subject to the current official figures of MIIT, industry associations, etc.; the body text only makes directional judgments and does not cite unverified precise numbers.
Talent Gap and Role Profile (directional judgment)
The high-level talent gap in materials is concentrated in versatile candidates who can run experiments, can scale up and can write standards: single-paper publishers are in relatively ample supply, whereas those combining first-principles computation with high-throughput experiments, or material design with process/testing delivery, are clearly scarce. The faster-growing hiring areas are superalloys and additive manufacturing, rare-earth permanent magnets and functional ceramics, carbon-fibre composites, and key battery materials (excluding semiconductors). Salary ranges vary widely by city and host-institution tier and are always subject to the formal offer.
Sub-direction - Typical Role - Carrier Platform - Suitable Path Mapping Summary Table (directly usable for a hiring unit's talent-demand diagnosis)
Sub-direction | Typical role title | Corresponding platform type | Suitable path |
Superalloys / corrosion-resistant alloys | Materials researcher, process-technology expert, pre-research project lead | a certain steel/non-ferrous central-SOE research institute, aerospace-supporting materials firms | industrial / academic |

Corrosion protection / surface engineering | Coating-technology expert, corrosion engineer | Energy-equipment central SOEs, marine-engineering firms, surface-treatment specialised SMEs | industrial |
One-line closing Core judgment for a materials PhD's return: the academic route competes on platforms and big facilities, the industrial route on pilot lines and engineering scale-up, the entrepreneurship route on process and testing-certification barriers; first decide whether you are paper-type or transferable-type, then choose city and host institution.
2. Step 1 - Position yourself first: a four-path comparison of academic / industrial / entrepreneurship / postdoc
For the same advanced-materials PhD, the four return routes differ entirely in carriers, city answers and programme applications. This chapter takes path comparison as the main axis: a comparison table first helps you position yourself, and the later city-selection and policy lists are grouped by these four routes; you can pick one or combine them.
(1) Four-Path Suitability Comparison Matrix (materials edition)
Path | Suited to | Core carrier | Key action | Suitable talent programme |
Academic | Paper-type: first-principles / CALPHAD, high-throughput experiments, materials genome, advanced characterisation | Double-first-class materials/metallurgy departments, CAS metal/silicate/chemistry institutes, national key labs, new-type R&D institutions | Confirm the research-startup fund, big facilities and characterisation platforms (synchrotron / EM / neutron), enrolment quota, and Overseas Young Scholars application support | Overseas Outstanding Young Scholars, provincial young projects, study-abroad research startup fund |
industrial | Engineering-type: composition-process-property, scale-up and yield, failure analysis, materials testing | a certain central-SOE / materials-group research institute, specialty-steel and superalloy firms, magnetic/functional-ceramic leaders, specialised SMEs | Engage the enterprise talent office; confirm pilot/test platforms and whether it can act as host institution to apply for industrial projects | QM, CC, local industrial high-level-talent projects |
entrepreneurship | Transferable results: specialty powders, functional-ceramic parts, composite products, testing services, materials software | National overseas-returnee startup parks, proof-of-concept centres, pilot platforms, industry incubators | Prepare IP and a business plan, engage the park, apply for entrepreneurship specials and competitions | Study-abroad returnee startup support plan, Chunhui Cup, HICOOL, entrepreneurship guaranteed loans |
postdoc | Buffer switch: keep research flexibility, bridge toward a teaching post or enterprise R&D | University mobile stations (academic-leaning), enterprise workstations (industrial-transformation-leaning) | Apply to enter a station and simultaneously apply for postdoc funding series, using the postdoc as a springboard | BoXin Plan, China Postdoctoral Science Foundation (general/special), postdoc overseas-talent attraction special |
(2) 30-Second Positioning Card
30-second positioning card Many papers, want big facilities and frontier basics -> academic route, prioritise Beijing, Shanghai, Shenyang, Hefei; patents/scale-up experience, want high pay and industrialisation -> industrial route, prioritise Ningbo, Changsha, Panzhihua, Shenzhen; landing results in specialty powders/composite parts/testing services -> entrepreneurship route, connect with returnee startup parks; want to stabilise research first -> postdoc route, enter a station first. If unsure, do the self-check below. |
(3) PhD Return Positioning Self-Check Table
Self-check question | Judgment it points to |
Are your core results paper-type or transferable-type (patents / pilot / standards / testing)? | academic vs industrial/entrepreneurship |
After the PhD, have you done overseas research continuously for 36+ months? | Feasibility of Overseas Outstanding Young Scholars-type academic channel |
How many years until the target programme's age line? | academic / young-programme window |
Do you have process scale-up, failure-analysis or testing-certification capability? | Industrial-path feasibility |
Can you bear income fluctuation and failure risk? | Entrepreneurship feasibility |
Do you need the security of staffing / tenure? | academic vs industrial/entrepreneurship |
Does your sub-direction (e.g. a type of superalloy / functional ceramic) already have a mature domestic carrier? | Industrial-path landing point |
(4) Path-Combination Strategy (advanced highlights)
combination | Note |
Postdoc + young-talent project | Enter a station first to keep flexibility, simultaneously applying via the mobile station for the postdoc fund and provincial young projects; a mainstream academic-transition plan |
Enterprise research institute + QM, CC | First choice for a materials-engineering/industrialisation background - the enterprise offers the role and salary, the policy offers endorsement |
University teaching post + Overseas Young Scholars | Optimal combination for frontier-basic directions; once selected, secure tenure, PhD-supervisor status and a high package |
Flexible recruitment of senior/academician talent | No need to go full-time; intellectual reflux can be achieved via off-shore innovation, talent enclaves, joint labs and part-time professorships |
Key reminder (irreversible decision point) Talent-programme applications must rely on a host institution/platform; without a qualified host institution you cannot apply for Overseas Outstanding Young Scholars, QM, etc., and nothing is disbursed automatically. The academic take a seat first, apply later does not work - Overseas Outstanding Young Scholars requires not yet having returned (to China) for full-time work, or having returned (to China) on or after 1 January 2025; hiring first may lose eligibility. Never return first and find a unit slowly.
3. Step 2 - Then choose a city: split by path and lock in 2-3 cities
The city-selection priority is industry fit > platform density > subsidy fulfilment > registration difficulty. The peculiarity of advanced materials is that the industrial carriers for metallic and inorganic-nonmetal materials are highly dispersed; choosing a city by path + sub-direction is more effective than blindly clustering in tier-one cities. All amounts below are subject to current official announcements.
(1) 30-Second City-Choice Card
30-second city-choice card Frontier computation / big-facility characterisation -> Beijing, Shanghai, Hefei, Shenyang (dense CAS institutes and universities); superalloy/specialty-steel engineering -> Shenyang, Shanghai, Panzhihua; rare-earth / magnetic functional materials -> resource end of Baotou and Panzhihua, application end of Ningbo and Ganzhou; carbon fibre/composites and functional ceramics -> Wuxi (composite part), Changsha, Ningbo, Wuhan; materials testing/standards and entrepreneurship -> Shenzhen, Ningbo, Suzhou. The academic route competes on platform density, the industrial route on pilot and industry chains; set the path before setting the city. |
(2) Four-Tier City Model
Tier | Representative city | Core feature | Suited talent |
Tier 1 · Platform core | Beijing, Shanghai, Shenzhen, Guangzhou | Beijing has the densest research platforms and big facilities and strong metal-research backing; Shanghai excels in both materials discipline and industry; Shenzhen has an active testing-certification and entrepreneurship ecosystem; Guangzhou has broad industry applications | Top scholars aiming at national programmes, R&D leaders of multinational materials firms, hard-tech entrepreneurs |
Tier 2 · Industry poles | Hangzhou, Suzhou, Nanjing, Ningbo, Wuxi, Hefei, Xiamen, Qingdao, Jinan | Clear subsidy fulfilment, strong advanced materials and specialised SMEs and returnee parks (Ningbo magnetic/polymer, Wuxi composites, Hefei platform and quantum-materials intersections) | Industrial R&D backbone, Overseas Outstanding Young Scholars candidates, growth-stage entrepreneurs, postdocs |
Tier 3 | Chengdu, Chongqing, Wuhan, Xi'an, Changsha, Zhengzhou, Tianjin | Low living cost and active platforms; Changsha construction-machinery new materials and Wuhan optoelectronic supporting materials are nationally competitive | University teaching posts, regional industry talent, work-life balancers |
Tier 4 | Dalian, Harbin, Changchun, Fuzhou, Nanning, Kunming, Guiyang, Haikou, Lanzhou, Yinchuan, Panzhihua, Baotou, etc. | Relying on local characteristic industries (Panzhihua vanadium-titanium-rare-earth, Baotou rare earths), with sincere talent attraction and low competitive pressure | Characteristic-discipline talent, long-term settlers, low-cost entrepreneurs |
Usage note: Shenzhen, Shanghai, Ningbo, Wuxi, etc. span both Tier 1 and Tier 2 - choose by your path: aim at the platform-core attribute for a national academic programme, and at the industry-pole attribute for an industrial/entrepreneurship route.
(3) Cities with Characteristic Industries (choose by track)
City | Characteristic direction | Corresponding sub-direction of this chapter |
Ningbo | Advanced materials and key basic components - magnetic materials, polymers and precision parts lead the nation | Magnetic functional materials, functional polymers |
Changsha | Construction machinery + new materials - world-class complete machines drive specialty steel, wear-resistant and composite materials | Structural steel, surface and composites |
Panzhihua | Vanadium-titanium-magnetite and rare-earth/titanium resource deep processing | Light titanium, vanadium-titanium, rare-earth functional materials |
Shenyang | Metal structural-materials research and CAS platforms, aviation-materials engineering | Superalloys, specialty steel, metal additive manufacturing |
Wuxi | Advanced composites (this chapter takes only the composite part; semiconductor materials belong to the integrated-circuit chapter) | Carbon fibre and composites |
Note: the semiconductor-material / wafer supporting segments of cities such as Wuxi and Shenzhen are out of scope here; this chapter takes only their nonmetal structural/composite and metallic functional-material directions.
(4) Sub-Track x Carrier-City Matching Matrix

Figure 1 Advanced-materials sub-track x carrier-city matching matrix (3 strong / 2 medium / 1 weak / 0 none; directional judgment, unofficial ranking)
(5) Four-Dimension Scoring and Summary Table for Key Cities

Figure 2 Four-dimension qualitative scoring heatmap for key cities (1-5)
City | Industry fit | Platform density | Subsidy fulfilment | Registration / lifestyle friendliness | Weakness / risk note |
Beijing | 4 | 5 | 3 | 2 | Densest big facilities and universities/institutes; but hardest registration and highest living cost |
Shanghai | 4 | 5 | 4 | 3 | Strong material-science discipline and industry, many foreign R&D sites; intense competition |
Shenzhen | 4 | 4 | 4 | 4 | Strong testing-certification and entrepreneurship ecosystem; relatively thin basic-research platforms |
Ningbo | 5 | 4 | 4 | 4 | Thick magnetic/polymer industry; limited top academic platforms |
Changsha | 4 | 3 | 4 | 4 | Strong pull from construction-machinery new materials; medium platform density |
Shenyang | 4 | 4 | 4 | 4 | Strong metal-research platforms; controllable living cost, climate to adapt to |
Panzhihua | 3 | 2 | 4 | 4 | Unique vanadium-titanium/rare-earth resource end; weaker platforms and education/medical support |
Wuhan | 4 | 4 | 4 | 4 | Optoelectronic supporting materials and dense universities; intersects with this chapter's composites |
Scoring note: the 5-point scale is the author's qualitative judgment based on public industry layout and policy research; it is an unofficial ranking and does not constitute city-choice advice; specific policies and amounts are subject to current official announcements.
(Supplement) Metallic-material city table (with risk notes)
City | Industry-carrier logic | Key platform type | Weakness / risk note |
Beijing | Central-SOE HQ research institutes in steel/non-ferrous/aerospace are concentrated | a certain steel central-SOE research institute, the CAS system, universities | Hardest registration, highest living cost; central-SOE HQ staffing quotas tight |
Shanghai | High-end equipment and automotive materials | a certain steel central-SOE research institute, foreign R&D centres | Intense competition; extremely high housing cost |

(6) Nationwide Provincial-Capital / Top-100 / Hot-City Carrier Index (materials view)
Region | Representative city | Advanced-materials carrier note (amounts subject to current announcements) |
East China | Shanghai, Ningbo, Suzhou, Nanjing, Hefei, Xiamen, Jinan, Qingdao | Dense advanced materials, magnetic/polymer, composites and testing platforms; clear subsidy fulfilment |
South China | Shenzhen, Guangzhou | Materials testing-certification, functional polymers, entrepreneurship and returnee-park ecosystem are strong |
North / Northeast China | Beijing, Tianjin, Shenyang, Dalian | Metal and superalloy research platforms, big facilities and central-SOE research institutes |
Central China | Wuhan, Changsha, Zhengzhou | Construction-machinery new materials, optoelectronic supporting materials, active regional platforms |
West / resource-type | Panzhihua, Baotou, Xi'an, Chengdu, Chongqing, Guiyang, Kunming | Vanadium-titanium/rare-earth deep processing, aviation materials, low-cost long-term settlement |
Hint: city tiers and top-100 rankings serve only as a comprehensive-development reference and are not equal to talent-policy strength or role quality; western provincial capitals such as Lhasa and Xining mostly attract talent via case-by-case negotiation and a green channel for staffing, generally with a long service period - verify item by item.
(7) Household-Registration and Family-Settlement Checklist (all subject to current official announcements)
Tier-one cities (Beijing, Shanghai, Shenzhen, Guangzhou): Beijing relies mainly on a unit-quota registration system, with a relaxed PhD age limit and special approval for scarce majors; Shanghai offers a direct-registration channel for PhDs from top-50 world universities; Shenzhen has a relaxed PhD registration threshold, with a one-time new-hire subsidy and housing subsidy running in parallel (amounts subject to current announcements). New tier-one and strong-industry cities (Hangzhou, Suzhou, Nanjing, Ningbo, Hefei, Shenyang, Changsha, Wuhan, etc.) widely open registration to PhDs; settling-in support centres on four types - settling-in fee / living / rent / purchase (housing voucher) - and is often tied to the first home, social insurance, staffing and service period.
Family-settlement item-by-item confirmation: spouse employment and accompanying transfer, children's-school priority and accompanying age line, medical-green-channel scope, talent apartment / purchase eligibility, cross-border social-insurance connection, service-period linkage - the highest amount does not equal the amount received, so write every term into the contract or a supplementary agreement.
4. Step 3 - Then find a platform: four carrier types, lock in 10-20 target units
After fixing the path and cities, lock in four carrier types by path and build a tiered list of 10-20 target units. Whether you can find a qualified host institution directly determines whether you can apply for talent programmes.
Carrier type | Note and screening focus (materials edition) | Suitable path |
Academic carriers | Double-first-class materials/metallurgy departments, CAS metal/silicate/chemistry institutes, big facilities such as synchrotron, new-type R&D institutions; watch characterisation platforms, enrolment quotas and Overseas Young Scholars application support | academic, postdoc |
Industrial carriers | a certain central-SOE / materials-group research institute, specialty-steel and superalloy firms, magnetic/functional-ceramic/composite leaders, specialised SMEs; watch pilot conditions, R&D intensity, testing capability and application support | industrial |
Postdoc carriers | University mobile stations (basic-leaning), enterprise workstations (engineering-transformation-leaning); watch postdoc special success rate, retention after leaving the station, and collaborating-supervisor resources | postdoc |
Entrepreneurship carriers | National overseas-returnee startup parks, proof-of-concept centres, pilot and testing platforms, industry incubators; watch rent waivers, startup funds, financing and certification barriers | entrepreneurship |
(1) Platform-screening Three Checks principle
First, check past fulfilment: whether the platform honoured contracted benefits for previously recruited talent and its success rate in talent-programme applications; second, check matching depth: whether the platform's core business (e.g. a type of superalloy, a type of functional ceramic) closely fits your research/industry experience and can provide irreplaceable characterisation or pilot resources; third, check application willingness: whether it will invest resources to assist applications and has a dedicated person for guidance.
(2) Four job-search channels (parallel tiers)
Channel | Concrete path |
Official / semi-official | CSCSE of the Ministry of Education, Western Returned Scholars Association homecoming plan, local human-resources/talent bureaus, overseas-returnee startup parks |
Direct applications to universities/institutes | Target universities' HR offices, school websites, key-lab research groups, institute recruitment pages (many materials roles do not rely fully on job platforms) |
Direct applications to enterprises and dedicated sessions | a certain central-SOE / materials-group research institute, SOEs, specialised SMEs, hard-tech firm websites; overseas-talent sessions on platforms such as ZhengXianLing® |
Supervisors / alumni / academic networks | Overseas supervisors, domestic collaborating scholars, alumni associations, academic conferences (materials annual meetings), postdoc mobile-station contacts |
The value of ZhengXianLing® across these four channels
The platform is not yet another resume drop-in point but aggregates the scattered channels above into one service line - for talent, relying on domestic and overseas scholar communities, national and provincial/municipal talent sessions and directed invitations from universities and institutes, it helps talent, beyond open recruitment, efficiently reach target platforms, research groups and central/SOE research institutes via academic networks and session quotas, while providing city-and-platform matching and talent-programme application-path assessment, helping candidates clarify the three key questions of who is hiring, can I rely on them to apply, and how do I get in; for hiring units, it verifies demand to aggregate role information and overseas candidates, forming a closed loop of role online - directed referral - session matching - application coaching that shortens the link from reach to landing for high-level talent. A future AI multilingual platform will further reduce cross-border information gaps and language barriers.
5. Step 4 - Then apply: national + provincial/municipal + no-title + hidden high-value package (grouped by path)
Policy application is the core step for raising bargaining power. The key rule: all talent programmes, subsidies and grants must be applied for via a host institution / park / university and are never disbursed automatically. The following names, amounts and conditions are subject to the current official application notice and announcements.
(1) National-Level Talent Programme and Project Matrix
Project | Application host party | Suited group / note | Funding and key conditions (subject to current announcements) |
Overseas Young Scholars | Universities / institutes | Highest value on the academic route | 1-3 million CNY / 3 years; requires 36+ continuous months overseas and not yet returning for full-time work, age per the year's notice |
QM | Enterprises / institutes | Industrialisation, engineering technology, enterprise R&D background | Requires an enterprise host to apply; national + local package |
HJ | Enterprise carrier | Technology-results transformation (an industrial project, not a personal talent title) | Project-based funding, supporting R&D, results transformation, industrialisation |
CC | Central / state-owned enterprise | Engineering-practical type, mostly major-engineering technical landing | National + central-SOE package |
RJ | Bank / financial-institution system | Attracting financial-direction (non-academic) high-level talent | Special funding; scope and amounts subject to the current notice |
Postdoc overseas-talent attraction special | Mobile / workstation | Overseas PhDs entering a station or overseas postdocs returning | Triple funding from national + local + unit |
Return-to-China funding for high-level overseas-trained talent | Applied via the unit | including materials directions | A one-off national grant (MOHRSS public figure about 300,000 CNY, subject to the current notice), matched 1:1 in many localities |
China Postdoctoral Science Foundation | Mobile / workstation | Postdocs in station | General about 80,000, special about 180,000 CNY, requires full-time in-station status |
BoXin Plan | Mobile / workstation | Postdocs planning to enter or recently entered, age no more than 35 | About 280,000 CNY per person per year plus a one-off about 80,000 CNY research package (subject to the National Postdoc Office 2026 notice) |
Research-startup fund for overseas returnees | Applied via the unit | CSC state-funded returnees | Usually 30,000-100,000 CNY |
Project-attribute distinction: HJ is an industrial project, not a personal talent title; QM leans toward enterprise industrialisation; CC leans toward central/SOE major-engineering technical landing; RJ leans toward finance (relying on the bank/financial-institution system); Overseas Outstanding Young Scholars leans academic, relying on universities and institutes. Each programme's full name and application terms are subject to the competent authority's current notice.
(2) Provincial/Municipal Talent-Channel Matrix (materials-related)
Region | Representative project / direction | Suitable path and carrier platform |
Beijing | High-level innovation plan · young science star, young-talent support programme, district talent policies | Mainly academic; relying on Beijing universities/institutes/new-type R&D institutions |
Shanghai | Oriental Talent, Pujiang Talent programmes | academic + industrial; relying on universities, institutes, Zhangjiang/Lingang platforms |
Zhejiang / Ningbo | Kunpeng Action, local new-material specials | industrial + entrepreneurship; relying on Ningbo magnetic/polymer firms and parks |
Jiangsu / Nanjing / Suzhou | Double-innovation talent, Zijin Mountain talent, home/rent subsidies, proof-of-concept and pilot | industrial + postdoc; relying on manufacturing and composite platforms |
Hubei / Wuhan / Changsha / Xiangyang | Chutian Talent, outstanding engineers, Optics Valley 3551, youth startup loans | academic + industrial; Wuhan optoelectronics support, Changsha construction-machinery new materials |
Northeast / Southwest | Liaoning Xingliao, Sichuan / Chongqing related plans | academic + industrial; Shenyang metal platforms, Chengdu/Chongqing materials and manufacturing |
General window-period reminder Provincial/municipal projects mostly open a concentrated application window 1-2 times a year; missing it means waiting until next year; a host institution's application eligibility must be confirmed 3-6 months in advance. This is the pitfall readers most often hit.
(3) No-title positions: landing without a hat
Role type | Note | Cumulative afterwards |
Distinguished research fellows / associate fellows, group leaders, PIs at universities | Not premised on being selected for a talent programme; the hiring unit signs directly and agrees on research startup, staffing/service period | Can later apply via host institution for Overseas Outstanding Young Scholars / provincial young |
Enterprise R&D chief, technology director, pre-research PI | Engineering/industrialisation-leaning, results mainly patents and landing | Can apply via enterprise for QM, CC |
Materials-related research posts at hospitals/testing institutions | Biomedical materials, failure and testing analysis | Can stack local sector-specific talent |
Postdoc (mobile/workstation) | Transitional buffer channel | BoXin, postdoc fund, overseas-talent attraction special |
(4) Hidden high-value policy package (easy to miss but valuable)
Project | Support level / key point |
Chunhui Cup entrepreneurship competition | Winning projects can get startup funds (amount subject to current notice), a super entry point for financing, landing and policy matching |
HICOOL entrepreneurship competition | Beijing-venue winners can get a relatively high package (subject to current notice), suited to Beijing-Tianjin-Hebei landing |
Overseas-returnee startup park | Over 400 nationwide, generally offering 1-3 years of rent waiver, business registration agency, tax-and-accounting agency and tax rebates |
Entrepreneurship guaranteed loan | Up to 500,000 CNY per person, up to 6 million CNY per enterprise, with interest subsidies from many local treasuries |
High-tech enterprise certification | Corporate income tax reduced from 25% to 15%; R&D expense super-deduction |
Tax-free car purchase / IIT preferences / social-insurance connection / title green channel | Tax-free car purchase within 1 year of return; individual-income-tax preferences in Shenzhen, Zhuhai, Hainan, etc.; green channel for professional titles |
CSCSE certification | Prerequisite: subsidies, registration and tax-free car purchase all require first obtaining the Overseas Academic Degree Certification |
Pilot-platform usage subsidy (materials-specific) | Many high-tech zones give machine-time subsidies for using public pilot and testing platforms, lowering materials-engineering validation cost |
First-batch new-material insurance compensation | MIIT/fiscal-system insurance compensation for first-batch applied new materials, a key risk-hedging entry for industrialisation landing |

6. Step 5 - Then negotiate the offer: nine-dimension breakdown + materials-specific concerns
A materials PhD who negotiates only the monthly salary loses much hidden value; it must be broken into items negotiated as a bundle, distinguishing verbal promises from written contracts.
## | Negotiation item | Note |
1 | Base salary / performance | Fixed vs performance ratio, whether appraisal is reasonable and attainable |
2 | Settling / home-purchase / rent subsidies | Disbursement conditions, method, timing and whether taxed |
3 | Research startup / lab / enrolment quota | Core academic-route resource, clarify the amount received, scope of use, venue and quota |
4 | Talent-programme application support | Most critical - whether the unit promises to refer for application, provide coaching and a fallback if not selected |
5 | Spouse / children / medical | Family package, clarify nature, tier and green-channel scope |
6 | Registration / archives / social insurance / title | Administrative package and processing deadlines |
7 | Entrepreneurship-specific clauses | Equity ratio, venue-support term, IP ownership, exit and industry fund |
8 | Pilot-line access rights and engineering resources | Industrial-route specific: whether the pilot line is open to the PhD, cost sharing, dedicated help with scale-up - verbal promises are void, must be written into a supplementary agreement |
9 | Sensitivity and political-review compliance | For metal-material central-SOE posts, confirm the classification level's restrictions on travel, international cooperation and publication, and whether the review cycle affects onboarding |
Three materials-specific offer bargaining points
First, pilot and characterisation conditions: whether you can use/share synchrotron radiation, electron microscopy, thermal-physical testing, fatigue and corrosion tests, powder and sintering lines matters more to your output than a few tens of thousands more in settling-in fee - both academic and industrial routes must write this into the contract or a supplementary agreement.
Second, engineering scale-up and testing-certification resources: for the industrialisation route, focus on confirming process-validation conditions, testing-laboratory accreditation (CNAS/CMA) and product-certification support; such resources determine whether results can land and generate sustained value.
Third, intellectual-property and standards ownership: ownership of material formulations, process parameters, patents and industry-standard bylines must be agreed in advance; beware vague clauses such as on hire, all output is treated as work-for-hire belonging to the unit.
Contract red line All benefits are subject to being written into the contract/supplementary agreement; verbal promises, chat records and email communication do not carry full legal effect; settling-in fees and research startup funds are often tied to a 5-8-year service period and appraisal, early departure may require pro-rata repayment - verify repayment and breach clauses during negotiation and keep confirmation records. |
[Materials-specific · sensitive-direction pitfall warning]
Among metallic materials, superalloys, specialty steel, rare metals and some aerospace-supporting directions often involve military-supporting or dual-use items. Before hire, confirm each item in writing: (1) political-review cycle - from contact to approval often takes months and directly affects onboarding time; (2) publication restrictions - results in sensitive directions require declassification review before publication, which may affect academic-output cadence; (3) exit and international-exchange restrictions - higher-classification posts require filing or restrict private overseas travel. It is advisable, during offer negotiation, to spell out the classification level and declassification conditions in a supplementary agreement and not accept vague verbal statements; sensitive units and project information are not elaborated in this chapter.
7. Return action list: a 3-6-12-month cadence
Stage | Key action |
12 months before return | Complete four-path positioning (or a combination); confirm the institution is filed on MOE's foreign-affairs supervision site; compile papers, patents, projects, recommendation letters and overseas employment proof; pre-start the CSCSE certification preparation |
6 months before return | By path, pick 2-3 target cities and survey industry/registration/application windows; lock in 10-20 target host institutions, emailing research groups/talent offices to confirm application eligibility |
3 months before return | Start CSCSE degree-certification materials; deeply discuss role, pilot/characterisation resources and application support; refine application materials, lock in interviews and application windows; run the offer negotiation across dimensions |
Post-arrival landing stage | Handle certification and onboarding/station procedures promptly, simultaneously starting formal talent-programme applications; handle registration, social-insurance connection, archives and children's school; compare cash + platform + application certainty + long-term development |

8. ZhengXianLing® landing services
(1) Talent side
ZhengXianLing® serves overseas PhDs, postdocs, senior scholars, academician-level talent and hiring units, offering full-chain support of track positioning - city matching - platform screening - project application - offer negotiation - landing service. The platform keeps open channels for Overseas Outstanding Young Scholars and same-tier national programmes (QM, HJ, CC, RJ, etc.), postdocs, chief scientists and chairs, while connecting provincial and municipal talent projects and landing resources such as entrepreneurship competitions, proof-of-concept, pilot platforms and industry funds; it can rely on nationwide double-first-class universities, hospitals, research institutes, central and state-owned enterprises, industry leaders, specialised-and-innovative SMEs, financial institutions, overseas-returnee startup parks, high-tech zones, new-type R&D institutions and some local-government talent carriers to help match academic, industrial, entrepreneurship, postdoc and no-title roles. The platform provides channel matching, preliminary material review, policy-information verification and application coaching; this is no approval guarantee, and everything is ultimately subject to the hiring unit, the competent authority and current official announcements. To obtain a complete opportunity review for this direction, connect via the platform.
(2) Government/enterprise side
Universities, research institutes, high-tech zones and enterprises needing high-level materials-talent recruitment, joint Sino-foreign laboratory building, or landing of overseas academician and top-team projects may negotiate via the Enterprise Cooperation section of the ZhengXianLing® official website.
(3) Low-threshold lead capture
Those at a critical decision point for returning may book a one-on-one return-path diagnosis. First contact requires only: name, current country/region, highest degree and institution, research direction, years of experience, intended development region (return/to China); the platform then makes a preliminary matching assessment and a bespoke return plan.
Appendix A One-Page Pitfall Quick View
Trap / point | One-line pitfall avoidance |
(1) Mixing semiconductor materials into this chapter | Wafer/photoresist/packaging/EDA belong to the integrated-circuit chapter; this chapter only covers metallic and inorganic-nonmetal/composites, with a different talent map and city answer |
(2) Full-time hire before applying | Overseas Outstanding Young Scholars requires not yet returned for full-time work; hiring first may lose eligibility - the application window hinges on the host institution's eligibility |
(3) Watching only subsidy figures, not host-institution eligibility | Whether you can apply via a qualified unit matters far more than a one-time settling-in fee |
(4) Ignoring non-compete and patent/standard ownership | Material formulations, process parameters, patents and standard bylines must be agreed in advance |
(5) Treating the maximum subsidy as the amount received | Often tied to staffing/service period/first home/social insurance - be sure to write it into the contract |
(6) Ignoring pilot and characterisation conditions | Whether you can use big facilities/testing lines decides your output; prioritise it over cash in negotiation |
This chapter's four core traps (short version)
(1) Wrong city for the direction; (2) Full-time hire before applying; (3) Ignoring non-compete and patent ownership; (4) Watching only subsidy figures, not host-institution eligibility.
Appendix B English abstract, keywords and Chinese promotion keywords
Abstract (EN)
For returning PhDs in advanced materials - this guide deliberately excludes chip and semiconductor materials (covered in the integrated-circuit chapter) and focuses on metallic (superalloys, specialty steel, rare-earth and magnetic functional materials, light Ti/Al alloys, additive manufacturing) and inorganic-nonmetal/polymer-composite materials. Using a path-comparison framework, it maps four career routes (academic, industrial, entrepreneurship, postdoc) to representative platforms, city-by-path selection, and host-institution-based programs (Overseas Outstanding Young Scholars plus national-level QM, HJ, CC, RJ as codenames), provincial/municipal channels, no-title positions and hidden high-value packages. All amounts are subject to current official announcements. Return is a systematic decision of position - choose city - find platform - apply - negotiate offer, not a resume drop.
Keywords (EN)

Writing-compliance red lines and disclaimer
1. The time frame is unified as the 15th Five-Year Plan (2026-2030); no other cross-period time expression may appear.
2. Distinguish project attributes: HJ is an industrial project, not a personal title; QM leans toward enterprise industrialisation; CC toward central/SOE major-engineering landing; RJ toward finance (bank/financial-institution system); Overseas Outstanding Young Scholars leans academic, relying on universities and institutes. QM, HJ, CC and RJ are codenames for national-level talent programmes; full names and terms are subject to the competent authority's current notice, and the body text uses only the codes.
3. All subsidies, grants, registration and amounts are marked subject to current official announcements; do not fabricate project full names or overstate fulfilment guarantees.
4. Central-SOE names are replaced by vague terms such as a certain central SOE or a certain materials group; no sensitive posts or project approval are promised.
5. This chapter's directional boundary: chip and semiconductor materials are excluded; Wuxi, Shenzhen, etc. contribute only their nonmetal/composite and metallic functional-material directions, with semiconductor content belonging to the series' integrated-circuit chapter.
6. City tiers / top-100 rankings serve only as a comprehensive-development reference and are not equal to talent-policy strength or role quality.
