Returning Aviation PhDs to China: Three Pathways for Engagement in Aero-Engines, Airworthiness Certification, and Flight Control (Optimized Version)
Zhengxianling® Guide for High-Level Overseas Talents Returning to China · Series No. 14 | Framework Three: Platform-Anchored Approach
Target Audience: Overseas PhD holders, postdoctoral researchers, and senior engineers specializing in aerospace propulsion theory and engineering, aircraft design and engineering, aero-engine engineering, power engineering and engineering thermophysics, control science and engineering (navigation, guidance, and control), aircraft airworthiness technology, strength and structures, aerodynamics, and airborne avionics/flight control | Also applicable to domestic candidates meeting the eligibility criteria for high-level talent programs.
Narrative Style (Platform-Anchored Approach): Rather than opening with methodology, this article directly addresses “which core platforms are currently undertaking which national missions,” embedding the five-step decision-making process—“first position → then select city → then find platform → then apply → then negotiate offer”—within the platform narrative; the policy checklist focuses on central state-owned enterprises (SOEs) and national-level institutes leveraging relevant projects, with SOE names consistently generalized by category.
Core Judgment: The opportunity for returning aviation PhDs lies not in “mass-applying resumes to enter OEMs for process engineering,” but in “leveraging foundational capabilities to secure positions during three structural windows currently opening: large aircraft certification, commercial aero-engine R&D, and low-altitude flight control.”

I. Opening · Five Core Carriers: Who Is Undertaking National Missions and Who Is Competing for PhDs
Unlike the “energy storage/industrial control” sector, where PhDs should first look at policy windows, aviation PhDs should first ask: Which specific platform is doing this work? The following five types of core carriers form the anchor points of this article (names are generalized by category; positions and compensation are subject to the employer’s current recruitment announcements).
Overview of Five Core Carriers
Core Carrier (Generalized by Category) | National Missions Undertaken / Research Directions | Core Signal for PhDs |
A certain aero-engine group research institute (national-level research public institution, postdoctoral workstation host) | Strategic/frontier/fundamental research on aero-engines, technical support for national major special projects, breakthroughs in “choke point” power technologies | Public institution establishment (bianzhi) limited to PhD holders; Beijing hukou resolved; per public information, the institute offers special subsidies and talent apartments for PhDs (specific amounts, disbursement duration, and apartment area conditions are internal institutional criteria; no publicly accessible unified policy text exists; all details are subject to the employer’s current announcements and offer letters) |
A certain commercial aero-engine company (Shanghai Minhang/Lingang base) | Civil/commercial aero-engine model development and airworthiness; nine major categories: design and R&D of subsystems and overall systems, airworthiness technology, structural strength, aerodynamic heat transfer and combustion, control systems, materials engineering, manufacturing and processes, information technology, and new-quality technologies | Talent recruitment itineraries cover Shanghai/Nanjing/Xi’an/Beijing/Harbin; per public information, special doctoral training and young backbone reserve mechanisms are in place; associate senior/senior engineer title reviews may be advanced; specific subsidy amounts and duration are subject to the employer’s current announcements |
A certain trunk-line aircraft manufacturing enterprise (final assembly/integration) | Large aircraft mass production ramp-up and derivative model development; wide-body aircraft entering physical verification and multi-party joint certification phases | Multiple models; sustained expansion in demand for airworthiness, strength, and systems positions; engineering sequence and R&D sequence must be distinguished |
An airworthiness certification center under a certain civil aviation regulatory authority and its sub-centers (public institution background; public information indicates sub-centers cover Shanghai, Shenyang, Jiangxi, Xi’an, Guangzhou, Chengdu, etc.) | Type certification (TC), production certification (PC), continuing airworthiness management, low-altitude equipment and unmanned aerial vehicle (UAV) certification, airworthiness standards R&D; the 15th Five-Year Plan Outline explicitly requires “strengthening airworthiness certification capability building” | Per the center’s 2026 open recruitment announcement: first batch of 36 positions recruiting 40 people, including control system review, engine structure certification, engine integration certification, avionics and airborne software/hardware review, structural engineering review, flight performance and characteristics review, and continuing airworthiness management; many positions require master’s or doctoral degrees; second batch integrated into unified recruitment for public institutions under the Civil Aviation Administration of China (83 people across 8 institutions, including 29 at this center), with registration ending November 6, 2026; generally no older than 38 years, relaxed for certain positions, postdoctoral researchers completing their term in 2026 are eligible. Specific educational and major requirements for positions are subject to the position information table in the announcement appendix |
A certain national key laboratory of unmanned aerial vehicle technology + a UAV research institute at a certain aviation university | Intelligent design, autonomous flight control, intelligent decision-making and mission coordination, airworthiness certification technology; R&D experience with over 40 manned/unmanned aircraft models | Multi-channel pathways for tenured professors/young outstanding talents (“Changkong Star” etc.); age thresholds for doctoral teaching and research positions generally ≤35/32 years |

Section II: Policy Signals and Career Positioning for Aero-Engine, Airworthiness, and Flight Control
1. Key Policy Signals and Official Data
Column 3, “Cultivation and Development of New Industries and New Tracks,” Item 06 “Domestic Large Aircraft” in the Outline of the 15th Five-Year Plan (released in March 2026) explicitly states: “Advance the capacity enhancement and supply chain development of the C919 aircraft; carry out the R&D and application of the C919 high-altitude variant and other serialized models, the C909 derivative models, and new-energy aircraft; and accelerate the technological breakthroughs and validation application of the C929 aircraft and the Changjiang-1000A engine.” Item 07 “Low-Altitude Equipment” explicitly states: “Accelerate the R&D of new low-altitude equipment such as heavy-lift fixed-wing UAVs and long-endurance vertical takeoff and landing aircraft; break through key technologies including intelligent flight, electric propulsion, and hybrid power systems; and strengthen the R&D and application of low-altitude operation management and low-cost UAV safety prevention and control technologies and products.” The Outline also includes aerospace in the strategic emerging industries, proposing to “advance the scaled and serialized development of domestic large aircraft” and “promote the healthy and orderly development of the low-altitude economy,” while requiring to “strengthen airworthiness certification capacity building, improve the refinement level of low-altitude airspace management, and enhance low-altitude flight safety assurance” and “advance legislation in emerging fields such as the low-altitude economy.” Domestic large aircraft are included in the 109 major engineering projects of the 15th Five-Year Plan. Signal for Ph.D. holders: The four technical lines of aero-engine validation, flight control and electric propulsion, airworthiness certification, and low-altitude operation management are directly endorsed by the Five-Year Plan, representing a long-term structural window rather than short-term subsidy stimulation.
Statistical Bulletin on the Civil Aviation Industry Development in 2025 (Civil Aviation Administration of China, released on April 17, 2026): By the end of 2025, the entire industry had 4,574 transport aircraft, including 220 domestic aircraft; 270 domestic transport airports (excluding Hong Kong, Macao, and Taiwan); 3,140 registered general aviation aircraft and 513 registered and managed general aviation airports, with general aviation completing 1.219 million flight hours throughout the year (a year-on-year decrease of 9.1%); 3.287 million registered UAVs across the industry (a 51.0% increase over the end of the previous year), with UAVs accumulating 45.3029 million flight hours throughout the year (a year-on-year increase of 69.89%); 415,500 valid UAV operator licenses issued (an increase of 68.0%); 38,872 entities obtaining UAV operation qualification certificates (a net increase of 18,893); and 46 low-altitude flight service stations covering 23 provinces (autonomous regions, municipalities). Furthermore, 32 countries or regions have established bilateral airworthiness relations with China, with 201 currently valid bilateral airworthiness documents and 132 signed air transport agreements. Signal: The official narrative simultaneously presents three facts: “high growth in low-altitude equipment operations, contraction in traditional general aviation, and still-low proportion of domestic civil aircraft in the fleet.” This provides official data support for positions in airworthiness and continuing airworthiness management, electric propulsion/flight control, and certification standards and operation management. For the industrial base data in this series, official statistical bulletins shall take priority; commercial platform data are only used to indicate trends.
Rule of Law and Local Legislation: The newly revised Civil Aviation Law of the People’s Republic of China was promulgated on December 27, 2025, and took effect on July 1, 2026. It adds a special chapter on “Development Promotion” and clarifies the rules for classified and hierarchical management of low-altitude airspace below 300 meters, systematically reshaping the airworthiness management of civil aircraft. The Regulations of the Shenzhen Special Economic Zone on Promoting the Low-Altitude Economy Industry is the first special low-altitude economy regulation in China (adopted on December 29, 2023, and effective from February 1, 2024). Guangzhou has introduced a city-level regulation on low-altitude economic development, and provinces and municipalities including Jiangsu, Zhejiang, Anhui, Hunan, Hainan, Guizhou, Chongqing, and Sichuan have issued low-altitude economy action plans or local regulations (names and validity periods are subject to current official announcements/notices of respective localities). Signal: “Institutional positions” such as certification, operation management, airspace services, continuing airworthiness, and low-altitude data compliance are expanding with the implementation of legislation, making them suitable for Ph.D. holders with interdisciplinary backgrounds in law and systems engineering.
Central State-Owned Enterprise (SOE) Platform Signals: On April 15, 2026, the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council held a special promotion meeting on the low-altitude economy industry development of central SOEs and released the White Paper on the Low-Altitude Economy Industry Development of Central SOEs, incorporating the low-altitude economy into the industrial renewal action of central SOEs. Signal: The talent demand of central SOE platforms for low-altitude complete aircraft, operations, and certification supporting talents has expanded from “driven by local policies” to “driven by central SOE industrial renewal,” directly echoing the “platform anchoring” narrative of this article (specific positions and compensation packages are subject to current official recruitment announcements of respective central SOEs).
Airworthiness Certification Capacity Building Signals: According to public reports from the 2026 Work Conference of the Airworthiness Certification Center system, the system in 2026 takes “fully ensuring the airworthiness certification of key national model products” as its core, continuously advancing key technological breakthroughs in airworthiness certification, talent team development, and scientific research capacity building, and clearly states that the newly revised Civil Aviation Law imposes higher requirements on capacity building, system building, and team building (the specific caliber is subject to current official announcements/notices of the center).
Figure 1 Signals of Low-Altitude Operations and Fleet Structure from Official Sources (Data Source: Statistical Bulletin on the Civil Aviation Industry Development in 2025, released by the Civil Aviation Administration of China on April 17, 2026; ratios are based on the 2025 year-on-year caliber, and absolute volumes are data as of the end of 2025. This figure does not contain forecasts; specific values are subject to current official announcements/notices)
2. Scope Boundaries: Detailed Inclusions and Exclusions

3. Step 1: Positioning First – Three Pathways × Four-Path Adaptation Matrix
The return-to-China strategies for aviation Ph.D. holders are highly differentiated: pure theoretical aerodynamics/combustion leads to academia; those with model system and airworthiness experience go to corporate R&D; those with verifiable prototypes/software pursue entrepreneurship; and recent graduates needing a buffer opt for postdoctoral fellowships. First, self-segment based on “whether your core achievements are paper-based or transferable.”
Overview of Three Undertaking Pathways
Undertaking Pathway | Core National Mission | Target Demographics | Representative Supporting Platforms |

Ph.D. Return-to-China Positioning Self-Check Table
Self-Check Question | Directional Judgment |
Are your achievements paper-based or transferable (models/prototypes/certification packages)? | Academia vs.Corporate R&D / Entrepreneurship |
Have you conducted component/engine-level type tests or whole-aircraft certification? | Source of premium for Corporate R&D / Certification |
Have you worked continuously in a formal teaching or research position overseas for 36 months after obtaining your Ph.D., and “have not yet returned to China (or returned to China to work after January 1, 2025)” (original caliber of the NSFC 2026 Guidelines)? | Feasibility of the Overseas Young Talents Program |
Do you have experience involving national defense models or military secrecy levels? | Priority of secrecy and political review compliance (see Chapter 9) |
Are there rigid constraints on the city of settlement for your family (education/healthcare/spouse)? | Regional selection |
Are there mature undertaking platforms domestically for your specific sub-direction? | Feasibility of the industrial path |
Path Combination Strategy (Advanced)
PhD + Youth Program (enter the station first as a buffer, then stabilize); Enterprise Research Institute + QM/CC (deliver results through model programs, gain endorsement through policies); University Faculty Position + Overseas Outstanding Young Scholar Program (optimal for fundamental research directions in aerodynamics/combustion); Flexible Introduction of Senior Experts (offshore innovation, joint laboratories, talent enclaves; full-time employment is not required).
Critical Reminder (Irreversible)
Talent program applications must be sponsored by an employing unit/platform and are not automatically granted. Taking the Overseas Outstanding Young Scholar Program as an example, the original eligibility criteria in the National Natural Science Foundation of China’s 2026 guidelines state that “applicants have not yet returned to China, or returned to China to work after January 1, 2025,” and that “upon receiving the funding notification, they must resign from overseas employment and return to China to work full-time for no less than three years.” Applicants may sign an employment contract or a letter of intent with the sponsoring unit before applying; however, they must not wait out the application window without a sponsoring unit, nor apply after having already taken up full-time employment within China beyond the aforementioned return-to-China time limit. One may only hold one national science and technology talent program at the same tier; one may only apply for one program per application year; and reverse-tier applications are not permitted (subject to current official announcements/notices regarding quota limits).
Capability Tag Table for PhD Candidates Across Three Tracks (“Capability Procurement List” Reading Method · Direct Match Priority)
Track / Hosting Path | Directly Matching Scarce Capability Tags (Higher Matching Degree Than “General Aviation Background”) | Domestic Corresponding Positions and Application Signals |
Aero-engine / Advanced Power | Directional solidification process for single-crystal blades; Combustor and turbine cooling testing; Aerothermodynamic simulation and test benchmarking; PHM (Prognostics and Health Management); Thermal barrier / CMC coatings | R&D positions at a certain aero-engine research institute / a certain commercial aero-engine company; Compatible with QM/CC; High proportion of model program performance |
Airworthiness Certification | Systematic study of regulations such as FAA Part 25/33/35; Participation in the development of Means of Compliance (MOC); EASA/FAA systems engineering practice; Ability to independently issue compliance reports | A certain airworthiness certification center / Airworthiness department of an OEM; Institutional stability orientation; Some positions follow civil servant or public institution staffing systems |
Flight Control / Avionics | DO-178C software / DO-254 hardware airworthiness certification; Flight control system V&V; Model-Based Systems Engineering (MBSE); Control law and redundancy management; Multi-source sensor fusion navigation | A certain flight control / avionics research institute, a certain UAV research institute; Academic positions are compatible with the Overseas Outstanding Young Scholar Program; Enterprise positions are compatible with QM/CC |
What research institutes and universities seek are not “those who publish the most papers,” but rather “those with direct engineering experience at the specific technical nodes mentioned above.” Cross-reference these three categories of tags against your PhD research topic item by item; the higher the overlap, the stronger your bargaining power and the greater your certainty in securing confirmation from a sponsoring unit.
(Supplement) Quick Overview of Differentiated Core Risks Across Four Paths
Path | Primary Risk Structure | Key Mitigation Points |
Academic | Limited positions in pure aerodynamics/combustion theory; Easy to become disconnected from model program scenarios | Target research institutes closely tied to model programs; Clarify details regarding horizontal projects |
Enterprise R&D | Mismatch between R&D track and engineering track; Long political vetting cycles for classified positions | Confirm the employment track during interviews; Reserve a 3–6 month political vetting window for classified positions |
Entrepreneurship | Aviation industry clients are highly pragmatic; Long certification cycles; Asset-heavy | Start with POC + prototype; Confirm export control and airworthiness access prerequisites in advance |
Postdoctoral | Uncertainty regarding retention after exiting the station; Bo-Xin program has restrictions on returning overseas PhDs | Choose a workstation with industry-linked projects; Confirm application eligibility in advance |
Step Two: City Selection – Industry Match > Platform Density > Subsidy Disbursement > Hukou Difficulty
The distribution of the aviation industry is highly concentrated in locations hosting OEMs and research institutes. Subsidies are one-time benefits, whereas industry matching is a long-term factor. All monetary amounts mentioned below are subject to current official announcements/notices.
Four-Tier City Stratification Model
Tier | Representative Cities | Core Characteristics | Aviation Compatibility |
Tier 1 | Beijing, Shanghai, Shenzhen, Guangzhou | Most mature research resources and platforms; Hukou quota system | Beijing = Aero-engine / General design institutes; Shanghai = Commercial aero-engine + Large aircraft final assembly + Airworthiness certification; Shenzhen/Guangzhou = Low-altitude economy and eVTOL |

(Supplement) Opportunities in Tier-2 and Tier-3 Aviation Cities Driven by the Decentralization of Model Program Tasks
Beyond major hubs hosting OEMs and research institutes such as Beijing, Shanghai, Xi’an, Chengdu, and Shenyang, tier-2 and tier-3 cities with an aviation industry foundation are competing for aviation PhDs through a combination of “staffing (bianzhi) + subsidies + cost of living.” Taking a certain western aviation industry city as an example, its 2026 talent expo released 85 positions in aviation equipment manufacturing at once. Full-time PhDs can receive a first-year living subsidy of up to RMB 300,000. Additionally, a “key industry talent reserve pool” mechanism has been established: enterprises introducing talents may utilize public institution staffing quotas (bianzhi), and those who pass the assessment upon completion of their term may independently choose positions in public institutions (for specific criteria, refer to the Core Fact Verification Table; subject to current local policies). For PhDs who are not fixated on tier-1 cities and value actual disposable income and opportunities for model program implementation, such cities deserve inclusion on a shortlist.
(New Addition) Adaptation Tips for Non-Aviation Cluster Cities
Family settlement needs for aviation PhDs may expand candidate cities to non-aviation industry clusters. The following cities have limited direct aviation positions but can be leveraged through universities / new-type R&D institutions / low-altitude economy enterprises, or serve as supporting choices for spousal employment and children’s education:
City | Adaptation Logic | Types of Aviation-Related Hosting Carriers |
Hangzhou | Developed digital economy; Comprehensive living amenities; High compatibility for spousal employment in internet/finance industries | University schools related to aerospace; Regional headquarters of low-altitude economy enterprises; New-type R&D institutions |
Suzhou | Strong manufacturing base; Livable; High-end equipment and sensor enterprises in the Industrial Park | Aviation component/sensor enterprises within the park; University research institutes |
Qingdao | Balanced marine economy and manufacturing; Controllable cost of living | University aviation-related disciplines; Low-altitude economy application scenarios (islands/offshore) |
Hefei | Active low-altitude economy policies; USTC platform radiation | Low-altitude economy enterprises; USTC-affiliated new-type R&D institutions; Avionics supporting industries |
Xiamen | Livable; Electronic information industry supporting ecosystem | University avionics directions; Low-altitude operation enterprises |
Note:The density of core aviation R&D positions in the above cities is lower than in Beijing, Shanghai, Xi’an, Chengdu, and Shenyang. They are suitable for family strategies where “positions allow remote/flexible work” or “spouse is the primary earner while the PhD holder is the secondary earner.” Specific positions are subject to current recruitment announcements by employing units.
Step Three: Platform Selection – Locking in 10–20 Target Units Across Four Types of Carriers
Platform Selection and Application Strategy
Carrier Type | Key Assessment Focus | Suitable Pathway |
Academic Carrier | Aerospace/Control disciplines in “Double First-Class” universities, National Key Laboratories, and new R&D institutions; evaluate model/horizontal projects, per-student indicators, and application support | Academic, Postdoctoral |
Industrial Carrier | Central enterprise research institutes, state-owned enterprise R&D centers, and low-altitude hard-tech enterprises; evaluate preliminary research projects, test benches, certification capabilities, and R&D vs.engineering tracks | Industrial |
Postdoctoral Carrier | Mobile stations (academic-oriented) and enterprise workstations (industry-oriented, bound to model projects with high retention rates) | Postdoctoral |
Entrepreneurship Carrier | National overseas student entrepreneurship parks, concept verification centers, and pilot-scale platforms; evaluate rent exemptions, startup funding, and investment/financing support | Entrepreneurship |
Platform “Three-Check” Principle: First, check historical fulfillment (whether benefits are delivered per the contract and the application success rate); second, check matching depth (whether core business aligns with your direction and whether irreplaceable resources can be provided); third, check application willingness (whether they are willing to invest in assisting with applications and whether there is dedicated personnel for coordination).
Key Differentiated Verification Points for Five Core Carriers (Aviation-Specific)
Carrier | Mandatory Check Items |
A Certain Aero-Engine Research Institute | Whether it is a technical support unit for national major special projects; the openness of institutional establishment and Beijing hukou to Ph.D.holders; the subsidy duration of the “Heart” Plan |
A Certain Commercial Aero-Engine Company | Your specific subdivision within the nine major R&D categories; settlement at the Shanghai base and talent apartments; the political review cycle for classified positions |
A Certain Main Aircraft/Airliner Enterprise | R&D track vs.engineering track; model certification milestones and intensity/system requirements; attribution of achievements |
A Certain Airworthiness Certification Center | Ph.D.threshold; gaps in flight control/power/avionics/structure review; institutional establishment and salary range |
A Certain Flight Control/UAV University/Research Institute | Age limit for long-term tenure/youth outstanding positions; availability of model testing conditions; types of projects that can be relied upon for application |
Four Job Search Channels (Layered and Parallel)
Channel | Specific Pathways |
Official/Semi-Official | Service Center for Overseas Scholars, Ministry of Education; local Human Resources and Social Security Bureaus/Talent Work Bureaus; overseas student entrepreneurship parks |
Direct Application to Universities/Research Institutes | Personnel departments of target colleges, key laboratory research groups, research institute recruitment pages |
Enterprise Direct Application & Special Events | Websites of central enterprise institutes/main aircraft manufacturers/low-altitude enterprises; Zhengxianling® overseas talent special events |

Step Four: Re-application – National + Provincial/Municipal + Non-Titled + Implicit Policy Packages
Core Iron Rule (the only complete statement in the entire text; other chapters only refer here): All talent plans, subsidies, and funding must be applied for through employing units/parks/universities and will not be issued automatically; amounts, age limits, and reliance requirements shall be subject to the official notices of the current period. QM, HJ, CC, and RJ are codes for relevant national talent plans; this guide does not expand on their full names, and application details shall be subject to the current notices of the competent authorities.
Top 3 Projects to Monitor (Priority for Aviation Ph.D. Holders)
① QM (Code) – Relies on enterprises/research institutes, led by the Ministry of Industry and Information Technology; no need to return to China full-time during the application period; suitable for industrialization/engineering technology backgrounds; the preferred R&D pathway for aviation enterprises. Divided into categories such as youth/innovation/entrepreneurship; specifics shall be subject to the current notices of the competent authorities.
② CC (Code) – Relies on central/state-owned enterprises, focusing on major engineering technology research; aero-engine research and large aircraft certification are typical applicable scenarios.
③ Overseas Outstanding Young Scholars – Relies on universities/research institutes; funding of RMB 1,000,000–3,000,000 over 3 years; requires birth on or after January 1, 1986, continuous overseas stay of more than 36 months, and not yet returned to China full-time; subject to the current guidelines of the National Natural Science Foundation of China.

Application Window Timing Reminder (Reverse Scheduling is Essential)
National, provincial, and municipal talent project application windows roll annually and are highly concentrated; most require a supporting unit and necessitate locking in the supporting unit and preparing materials several months to half a year in advance. According to current public notices, the 2026 Overseas Excellent Young Scientists Fund application system opens after April 10, 2026, with a deadline of June 15; the National Funded Postdoctoral Researchers Program (including the Bo-Xin Plan) accepts online applications from February 24 to March 24, 2026, with reviews from April to June, and the Postdoctoral Research Performance Assessment and Funding Application deadline is August 31; the second batch of open recruitment for public institutions under the Civil Aviation Administration of China in 2026 has a registration deadline of November 6 (the airworthiness certification sequence is one of the participating units). The above annual windows serve only as scheduling examples and are all subject to current notices from the National Natural Science Foundation of China, the National Postdoctoral Administration Office, competent authorities, and employers; political review cycles for classified positions often take 3–6 months, so reverse scheduling against application nodes is essential. All amounts and conditions are subject to current official public announcements.

VII. Basic Research vs. Industrial Transformation: Review Logic and Outcome Mismatch Pitfalls
Dimension | Basic Research (Aerodynamics/Combustion/Control Theory) | Industrial Transformation (Model/System/Certification/Flight Control Engineering) |
Outcome Carrier | High-level papers, theoretical methods | Model delivery, patents, prototypes, certification compliance packages |
Review Orientation | Primarily academic peer review | Emphasizes system implementation and localization/certification metrics; paper weight is lower than in academic university reviews |
Suitable Applications | Overseas Excellent Young Scientists Fund, Youth Fund | QM, CC, Enterprise Postdoctoral, Returnee Funding |
Mismatch Risk | Submitting papers for core corporate positions → evaluated by engineering capability, leading to disadvantages | Submitting engineering resumes for pure theoretical academic positions → insufficient academic output |
Declassification for Classified Work | Model parameters must be declassified before public publication | Outcome transformation and patents require prior classified confirmation |
VIII. Step Five: Revisiting Offers: Seven-Dimensional Breakdown + Aviation-Specific Negotiation
Seven-Dimensional Breakdown of Offers
Negotiation Items and Instructions
Item | Negotiation Item | Instructions |
1 | Base Annual Salary / Performance | Cash-based; clarify the ratio of fixed to performance pay and the attainability of performance assessments. |
2 | Settlement Allowance / Home Purchase / Renting | Confirm disbursement conditions, lump-sum versus installment payments, tax deductions, and whether a service period is tied to the allowance. |
3 | Research Startup / Test Bench / Per-Student Indicators | Core academic and R&D resources: test benches, wind tunnel/engine test conditions, and graduate enrollment quotas. |
4 | Talent Program Application Support | Most critical—whether the employer commits to recommending the application, providing coaching, and offering a fallback plan if not selected. |
5 | Spouse Placement / Children’s Education / Healthcare | Family support arrangements. |
6 | Hukou / Personnel File / Social Security / Professional Title Fast Track | Beijing and Shanghai mostly use employer quota systems; confirm the processing timeline. |
7 | Classified-Information Review / Ownership of Achievements Clauses | Aviation-specific—confidentiality obligations, declassification period, ownership of achievements and patents, and non-compete clauses. |
Aviation-Specific Negotiation Points: ① Test bench/engine test/wind tunnel and testing access (the physical prerequisite for R&D output); ② Eligibility to participate in and be credited for major special projects/models (directly determines whether one can rely on the employer to apply for QM/CC); ③ Ownership of achievements and declassification arrangements (patents, papers, and commercialization boundaries for classified projects must be agreed upon in writing).
Written Checklist of Core Offer Terms (to be incorporated into the contract clause by clause)
Clause | Implementation Key Points |
Annual Salary Structure | Ratio of fixed to performance pay, disbursement timing, pre-tax and post-tax amounts. |
Research Startup | Amount, arrival time, and scope of use. |
Participation in Major Projects | Whether listed as a member of the research team, crediting and recognition of achievements. |
Ownership of Achievements | Distribution of patent/paper/commercialization revenue; definition of service inventions. |
Confidentiality Obligations | Classification level, declassification period, post-departure non-compete scope and duration. |
Family Placement | Nature of spouse’s employment, level of children’s education, healthcare fast track. |
Breach Liability Cap | Service period, refund ratio, dispute resolution. |
Overseas Experience Involving Export Controls / ITAR·EAR and Other Sensitive Technologies | For classified-information review upon entering a classified position, overseas involvement in restricted technologies must be truthfully disclosed, which may extend the declassification review cycle; before returning, prepare a desensitized list of achievements, clearly specifying which content must not be included in external materials. |
Contractual Red Lines: All benefits are subject to what is written in the contract/supplementary agreement; verbal promises and chat records do not have full legal effect. Settlement allowances and research startup funds are typically tied to a 5–8 year service period; early departure may require a pro-rata refund. During negotiations, you must verify the refund and breach clauses and retain email confirmation records. Compensation for classified positions usually consists of a base annual salary and model task performance; comprehensive earnings vary significantly by employer tier and model weight. Specific terms are subject to the offer. This guide does not constitute a compensation commitment.
IX. Special Chapter on Classified-Information Review and Political Vetting Compliance (Must-Read for Aviation)
Aviation is one of the core sectors of the national defense science and technology industry. Aero-engine, aircraft design, UAV models, and key certification technologies often involve classified information or export controls, and compliance requirements are higher than in general tracks.
Five Compliance Items for Classified-Information Review and Political Vetting
Compliance Item | Key Points |
Political Vetting Cycle | Political vetting for classified positions typically takes 3–6 months and must be scheduled backward relative to onboarding and application timelines. |
Paper Declassification | Before publishing papers or filing patent applications involving model-related experience, a declassification review must be conducted to avoid parameter leakage. |
Ownership of Achievements | Achievements from participation in national major special projects/models are often restricted in terms of patents, commercialization, and crediting. |
Exit Restrictions | Travel abroad for private or official purposes by personnel with access to classified information may be restricted; confirm the scope in writing before onboarding. |
International Conferences | Participation in international conferences and external cooperation in classified fields requires approval. |
Political Assessment and Verification of Overseas Experience | According to the 2026 open recruitment announcement for public institutions under the Civil Aviation Administration of China, open recruitment emphasizes political standards. Assessment is conducted through on-site visits, individual interviews, review of personnel (academic) files, and queries of social credit records, with qualification review running throughout the process. Those with overseas study or work experience may be required to provide supplementary explanations or undergo correspondence verification; sufficient time should be reserved for material preparation (subject to the current requirements of the recruitment announcement and its attachments). |
Reshaping of the Airworthiness Management System | The newly revised Civil Aviation Law of the People’s Republic of China was promulgated on December 27, 2025, and will take effect on July 1, 2026. It adds a dedicated chapter on “Development Promotion,” clarifies classification and tiered management rules for low-altitude operations below 300 meters, and systematically reshapes civil aircraft airworthiness management. The external disclosure standards for achievements in aero-engine, aircraft design, UAV models, and certification positions may be updated with supporting regulations and must be subject to the current regulations of the competent authorities. |
General Window Period Reminder: The overlap of classified-information review and political vetting with application windows means that the “time budget” for aviation PhDs returning to China is significantly longer than in other tracks. It is recommended to reserve at least 6–12 months to complete the three stages of “reliance confirmation + political vetting + application.” All standards are subject to the current regulations of the employer and competent authorities.
X. Return-to-China Action Checklist: 3–6–12 Month Progression Rhythm
Phase | Key Actions |
12 Months Before Return (Positioning) | Distinguish between basic research and industrial commercialization; organize papers, patents, model delivery/test records, and recommendation letters; verify 36 consecutive months overseas and assess QM feasibility; align overseas achievements with domestic localization/certification/low-altitude demand. |
6 Months Before Return (City + Platform Selection) | Select 2–3 cities based on industry match × platform density; lock in 10–20 target employers; reach out to research teams and talent offices via supervisors/alumni/academic conferences; confirm the employer’s QM/CC reliance qualifications; initiate backward scheduling for political vetting for classified positions. |
3 Months Before Return (Application + Negotiation) | Initiate CSCSE certification materials; discuss positions and testing conditions in depth by distinguishing R&D/engineering tracks; conduct seven-dimensional offer negotiation; verify confidentiality and breach clauses. |
Upon Return | Process CSCSE certification, onboarding/postdoctoral entry; simultaneously initiate the first wave of provincial/municipal project applications; confirm the national-level plan liaison and timeline with the employer. |
One-Sentence Conclusion: Advance the five steps of “positioning—city selection—platform—application—offer” on a monthly basis; first confirm whether you can rely on an employer for application, then negotiate cash subsidies, to avoid onboarding only to find no one managing the application.
XI. Zhengxianling® Landing Point: Understanding the Directions Currently Being Recruited by the Platform
Platform-Anchored Traffic Landing Point (aligned with differentiated messaging series): “Understand the position directions and application channels of the central SOE research institute/certification center/flight control laboratory.”

Core Fact Verification Table (Including Sources and Verification Status)
The table below annotates the caliber, source channel, and verification status item by item, implementing the requirements of “authentic data, clear sources, and traceability.” Verification status is divided into three tiers: consistent with official caliber (including official announcements, original texts of outlines, statistical bulletins) / non-official caliber (overseas media reports, open industry reports, or commercial institutions) / pending verification (no publicly accessible original text). When using this table, the following four disciplines must be observed simultaneously:
① Calibers with different statistical scopes and years shall not be combined or converted (e.g., the two calibers for “scale of the airworthiness certification team,” and forecasts from overseas manufacturers versus official statistical bulletins);
② Industrial data serve as supplementary factual information, exceeding the unified authorization scope of the content baseline library (SSOT); before cross-chapter citation, the platform must write back to the baseline library to form a shared caliber for the series;
③ City tiers and Top 100 rankings do not equate to the intensity of talent policies or funding; specific amounts are not listed in this table;
④ All numerical values are indicative based on publicly available calibers, and are ultimately subject to official current-period announcements.
