QM Programme and the Excellence Engineer Track: A Guide for High-Level Overseas Talent Returning to or Coming to China

Zhengxianling® Overseas Talent Return and Mobility Guide | Special Edition | National-level industrial talent channel

Intended readers: PhDs, postdocs, senior engineers and senior managers working in overseas enterprises, universities and research institutes in the natural sciences and engineering fields, with emphasis on artificial intelligence, integrated circuits, industrial software, high-end equipment, new energy, advanced materials and biomedicine.

Editorial note: In line with the house style of this series, the four national-level industrial channels are referred to by code only (QM, HJ, CC, RJ) and are never expanded into their full programme names. The competent authority, host platform and review criteria of each channel are always subject to the current official notice. Programme and project names appearing in this guide are publicly searchable labels; they are not a complete statement of the conditions attached to those programmes.

Abstract

This guide addresses overseas-based PhDs, postdocs, senior engineers and senior managers considering a return to, or a move into, mainland China, and answers six practical questions: which national-level channel fits their profile, whether they meet eligibility thresholds, when application windows open, what funding and entitlements actually follow selection, how to negotiate the landing package, and which pitfalls to avoid. Its core argument is that QM - a national-level programme administered with enterprises as the host platform - is the best structural match for candidates on the industrial and engineering side, thanks to three candidate-friendly rules: no requirement to have returned during application, a two-year decision window after selection, and no nationality restriction. The Excellence Engineer track introduced in 2026 opens a national-level talent channel, for the first time, to senior engineers holding a bachelor's degree or above with ten or more years of corporate engineering experience and the last 36 months at a Global Fortune 500 company. The guide also covers same-tier exclusivity and exclusion clauses, the real structure of four-tier (national, provincial, municipal, district) funding stacks and the divergence between published figures, month-by-month provincial and municipal application windows, a project matrix covering roughly thirty provincial-level jurisdictions, a landing-procedure and clause-negotiation checklist, and a compliance chapter on non-compete, confidentiality, export control and cross-border data transfer. A traceability appendix records document numbers, issuing authorities, publication dates and public search paths for every key fact. All amounts and conditions are stated with their source basis and do not constitute any offer of remuneration; the controlling reference is always the current official notice of the employer or the competent authority.

Change log

Second revision, 22 October 2026: added a dedicated chapter on same-tier exclusivity and exclusion clauses, a landing-procedure and clause-negotiation checklist, a risk and compliance chapter, a month-by-month provincial window calendar, a project matrix covering about thirty provincial-level jurisdictions, an eligibility self-assessment and a document checklist; corrected the legacy Shenzhen Peacock Plan figures, the wording on cumulative treatment of the Greater Bay Area individual income tax subsidy, the mixing of Wuhan municipal and Hubei provincial Excellence Engineer schemes, and the age band for Zhejiang's direct recognition of leading talent; downgraded all QM-related items to industry compilation, no official text located; codes are no longer expanded; the closing verification note has been completed

This note is intended to help readers correctly understand the nature and boundaries of the information in this guide and to avoid misjudgement arising from differences in information transparency.

④ All conditions and amounts are ultimately subject to the current internal notice communicated by the host enterprise.

③ Readers should be wary of organisations claiming to have official QM documents or guaranteed selection—genuine QM application does not market official texts as a selling point;

② Items in the verification table marked as industry compilation, no official text located do not represent a failure of information gathering but rather an honest reflection of the programme's confidential nature;

① The conditions, amounts, and windows referenced in this guide for QM are drawn from industry compilations and host-unit operational practice. No publicly accessible official document links can be provided;

QM is a national-level classified talent recruitment programme. The competent authority does not publicly issue programme notices, review criteria, or selection lists; information flows only through host-unit internal channels. Therefore:

Note on the Nature of QM Information

Verification Paths for QM Information

Information to verify

Who to contact

Whether current conditions have been adjusted

Host company HR/talent office (internal notices received during application season)

Provincial matching amounts and disbursement cadence

Target province MIIT / talent office

Same-tier exclusivity enforcement standards

Host company + provincial competent authority

Whether cross-provincial relocation is feasible

Original host company's local MIIT bureau + target province MIIT

QM does not publish notices or selection lists publicly, creating three information barriers for overseas talent: not knowing whether current conditions have been adjusted, not knowing which companies have application qualifications, and not knowing the real disbursement cadence of provincial matching. The platform's value lies not in having official documents (because they do not exist), but in: host-company resource pool, current-round cross-verification, provincial matching operational experience, and no guarantee of selection and no claim of internal channels.

1. What QM Is: An Underrated National-Level Channel on the Enterprise Side

When overseas PhDs consider a return, most first think of the Overseas Outstanding Young Scholars route - hosted by a university, on an academic path. But if you work on the industrial side, in a corporate research department or on the engineering frontline, QM is the national-level channel whose capability profile matches yours most closely.

Under the publicly reported 2026 application criteria, QM is administered by the Ministry of Industry and Information Technology and is hosted by enterprise platforms - local state-owned enterprises, private companies, and branch offices and research institutes of central enterprises - inviting high-level overseas talent to work or start a business in China. Publicly reported criteria place it at the same tier as the Overseas Outstanding Young Scholars programme, HJ and CC, addressing the same population; the difference lies in the host platform and the final reviewing body: the Young Scholars route is hosted by universities, QM by enterprises. The phrase same tier is a classification drawn from publicly reported criteria, used to help you judge exclusivity and stacking; it does not imply a single officially published tiering document.

In one sentence: the Overseas Young Scholars route is the academic hat, QM is the industrial hat.Core modules you shipped at an overseas company, systems you delivered on the engineering frontline, process problems you solved on a production line - in QM review these carry more weight than publication counts.

Note on the codes: this guide uses QM, HJ, CC and RJ to distinguish four national-level channels and does not expand them. The three dimensions in which they differ are the competent authority, the host platform and the intended population (see Chapter 9). Please confirm the current formal programme name with your host unit and the local competent authority before applying, and do not use these codes as search keywords in public channels - searching by code will normally return no official page. This is a deliberate house convention; the reason is set out in Chapter 9.

2. QM Categories and Eligibility for 2026

QM is divided into innovation talent, entrepreneurship talent and young talent, with a separate postdoctoral overseas recruitment track; a new Excellence Engineercategory was added for 2026 (Chapter 3). All conditions below are subject to the competent authority's current notice.

2.1 Young Talent Programme

Condition

Requirement

Degree

PhD awarded (domestic or overseas; STEM preferred)

Age

Normally no more than 40 (born on or after 1 January 1986 on the 2026 basis); applicants over 40 may consider the innovation category

Overseas work experience

After the PhD, a formal position at a recognised overseas university, research institute or corporate R&D body, for 36 consecutive months or more; for overseas PhDs with exceptional performance this may be relaxed to 24 months

Paid domestic positions

By analogy with the contemporaneous Foundation guidance: time in a paid mainland position is normally not counted towards the consecutive overseas months; the current notice governs

Return status

Not yet returned, or returned to (or arrived in) China on or after 1 January 2025

During application

No requirement to have returned full-time; the application may be completed while abroad; a work contract or letter of intent with the employer may be signed in advance

Source: publicly reported 2026 application criteria. Age and return-date thresholds roll forward each year; do not apply using the figures in this table.

2.2 Innovation Talent Programme

For senior technical experts and senior managers in industry. Core conditions: normally a PhD; and one of the following - a professional-technical or management senior role at an overseas company, or having become a key technical or commercial partner of a Chinese company; a position equivalent to associate professor or above at an overseas university or research institute; command of key core technology in the field or the ability to solve difficult product or process problems. As with the young category, no full-time return is required during application.

Three public formulations of the age limit coexist; use the current notice:

(i) normally not over 75, relaxable for exceptional candidates;

(ii) 40 to 75;

(iii) not over 65, relaxable for exceptional candidates. They differ on whether a lower bound exists and on the scope of relaxation. This guide does not select one; the text applied at acceptance by the host company and the local industry authority prevails. This discrepancy is included in the pre-publication verification list.

2.3 Entrepreneurship Talent Programme

Normally a degree obtained overseas; time in China not exceeding six years (on the 2026 basis, on or after 1 January 2020); the founded company established for two to five years; the product has core technology and is at pilot or industrialisation stage; the applicant is a principal founder and the largest shareholder or largest natural-person shareholder; and one of: internationally leading technology, overseas startup experience, or venture capital raised.

2.4 Postdoctoral Overseas Recruitment Track

Two sub-routes. Overseas PhDs returning to undertake postdoctoral research: the discipline of the doctorate is recognised as world-class, or the supervisor is a recognised leading expert; entry age is reported both as no more than 35and as no more than 40- follow the current notice and the host station. Overseas postdocs returning to work: at least two years of postdoctoral research at a recognised overseas university, research institute or company, with an internationally recognised supervising expert, and high-quality publications or other research outputs; normally no more than 40.

Interaction with the Postdoc Innovation Programme (BOJ): at postdoctoral stage note that the postdoctoral innovation talent support programme explicitly excludes returnee PhDs and foreign-national PhDs, and bars in-service postdocs from applying; if you are already listed in or proposed for another national-level programme, check for same-tier conflicts (Chapter 4).

3. New for 2026: The Excellence Engineer Track

This is the change most relevant to frontline industrial talent in the 2026 QM cycle.

A new Excellence Engineercategory was added for 2026 and, on publicly reported criteria, is attached under the innovation category. Unlike innovation talent, which leans towards senior executive or associate professor, the Excellence Engineer track targets technical mainstays who have spent years on corporate engineering frontlines with a real record of project delivery- it does not ask how many papers you published; it asks whether you actually built things and solved engineering problems.

Core eligibility (subject to the current formal notice)

Condition

Requirement

Age

Two public formulations: under 75 and under 70; the current notice governs

Degree

Bachelor's degree or above (a PhD is not mandatory)

Overseas experience

10 or more years of corporate employment, with the last 36 months at a Global Fortune 500 company

Role and capability

Strong project development capability and engineering experience, holding a senior corporate role (CTO, technical director, senior engineer or an equivalent senior technical post)

Return status

Two formulations: (i) not yet returned full-time, or returned for no more than one year; (ii) returned on or after 1 January 2025, or not yet returned but with a clear intention to work in China. The current notice governs

Three hard constraints often missed

Constraint

Content and consequence

Nature of the role

Purely managerial, sales or marketing roles are not recognised. Applicants whose 500-strong-company roles are commercial, functional or regional-management rather than engineering and delivery will not satisfy the category, however long their tenure

Service commitment

Selection carries a commitment to work in China full-time for at least three years, which must be consistent with the employment contract term, social-insurance location and actual working-day pattern; consultancy, part-time or remote arrangements will not do

Repeat-application bar

There must be no record of repeated applications to same-tier national-level programmes; those already selected at the same tier may not apply (see Chapter 4)

Source note: information on this category comes from industry compilations of publicly reported 2026 criteria. Publicly accessible official text remains limited; verification status is pending verification.Confirm the current formal notice with the host company and the local industry authority before applying.

Why this channel matters: it is the first time bachelor's degree plus ten years of corporate engineering experience opens a national-level talent channel. Previously, industrial technical experts without a doctorate had almost no route to any talent title. If you have spent a decade or more on engineering technology at a Global Fortune 500 company, led projects and managed teams, this route may fit you better than the young or innovation categories.

Difference from innovation talent: innovation emphasises role level (senior executive or associate professor); Excellence Engineer emphasises engineering capability plus corporate tenure (10 years, 500-strong company, senior technical post). The former suits managerial and technology-leadership profiles; the latter suits senior engineers who have stayed on the technical frontline.

Application note: as a 2026 addition, the Excellence Engineer category may follow different windows and document requirements from the young and innovation categories; several localities require submission by the end of April or mid-May. Confirm the current arrangements early with the host company and the competent authority.

4. Same-Tier Exclusivity and Exclusion Clauses: The First Gate Before Eligibility

Most guides explain whether you qualify in detail but omit the real first gate - whether you are still permitted to apply at all. National-level and local talent programmes commonly carry same-tier exclusivity rules and exclusion clauses; once triggered, strength of profile is irrelevant. The following reflects publicly reported policy; the operative wording is always the current notice of each programme.

4.1 Common national-level exclusivity rules

Rule

Meaning in practice

One project per tier per person

A person may hold only one project at the same tier. Those already selected at that tier will be caught by duplicate checks

One application per tier per year

Within the same year, only one application at the same tiermay be filed. Submitting to several same-tier channels usually forfeits all of them rather than adding a chance

No upward move during a support period

Those inside a young-category support period normally cannot apply for a leading-tier programme at the same or adjacent tier until the period ends and the closing review is passed

Duplicate checking

National channels run cross-programme duplicate checks and cross-match against local project databases; reusing the same output as core evidence across several projects affects all of them

Research integrity

Academic misconduct, credit-blacklist records or a failed closing review of an in-hand project lead most channels to refuse acceptance outright

4.2 Examples of local exclusion clauses (all from public notices)

Programme

Exclusion clause

Who is most affected

Beijing Nova Programme (High-Creation Plan)

Persons already selected into national or municipal programmes at the same tier or above are outside the recommendation scope

Holders of a national young-category title applying for a municipal young-category award

Ningbo Yongjiang Talent Project

Selected participants in national or Zhejiang provincial programmes may not apply, except for team projects

Title holders seeking an additional municipal individual grant

Hubei Chutian Talent Programme

Persons already in national or provincial talent programmes are not eligible applicants

As above; such programmes effectively serve the not-yet-titled

Jiangsu Double Innovation Programme

Those already funded by a provincial, municipal or county talent scheme within their funding period may not apply across cities

People moving from city A to city B while still funded

Practical conclusion: exclusivity rules mean a talent title is an exclusive asset, not an additive one. For holders of a national young-category title, the realistic increment generally lies not in another same-tier hat but in three places: the next tier (a leading-category programme after the support period); team or platform schemes (most exclusion clauses leave a door open for teams); and non-exclusive universal policies - settlement grants, housing subsidies, talent apartments, tax preferences - each assessed on its own terms and independent of titles.

Four questions to ask before applying:

(i) am I still inside any talent-programme support period?

(ii) is the target programme at the same tier as what I already hold?

(iii) do the eligible applicants and not recommended sections of the notice exclude me?

(iv) has the output I intend to reuse already served as core supporting evidence in another in-hand or funded project?

5. What Selection Actually Brings: Four-Tier Stacking and Divergent Public Figures

QM funding is built from four fiscal tiers - national, provincial, municipal and district- with substantial inter-provincial variation; Jiangsu and Zhejiang typically co-fund more generously. Note that for this channel no publicly accessible official text has been located; two sets of public figures coexist, both shown below without selecting one.

5.1 Core items and the two coexisting readings

Item

Reading A (industry compilation, upper-bound)

Reading B (industry compilation, matching-ratio)

One-off living allowance

Innovation and entrepreneurship 1.0m; young 0.5m; postdoctoral 0.25m (RMB)

Same

Total after matching

1:1:1 co-funding by levels, giving about 4.0m innovation, 2.0m young, 1.0m postdoctoral

Provincial, municipal and district co-funding at 1:1, giving about 3.0m innovation, 1.5m young, 1.0m postdoctoral

Research funding

Up to 5.0m, three-year support period; renewable for a further three-year cycle on a satisfactory mid-term and closing review

3.0m, three-year support period

Salary subsidy

70-80% of annual salary paid to the employer, up to 5.0m over five years (annual assessment)

Same, subject to the employer's own filing and assessment

Housing and settling-in grants

Vary by locality; developed cities generally above 1.0m, typically reimbursed after purchase

Same

Talent title

National-level designation, valid nationwide, with added settlement and entrepreneurship benefits

Same

Other support: talent card, pension and medical access, coordination on children's schooling, coordination and assistance with spousal employment; foreign nationals and accompanying family may apply for a Foreigner's Permanent Residence ID or a two-to-five-year multi-entry visa. Note: current policy wording on spousal employment is coordinate and assist, not a job placement; it should not be negotiated as a guarantee.

Caution on figures: all amounts above are consolidated references from publicly reported criteria, at the level of industry compilation with no official text located. Actual amounts vary greatly by province, year and category; the current notice of the competent authority and the employment offer prevail. Disbursement cadence, assessment conditions and service-period linkage of the four tiers must be confirmed item by item in writing with the host employer before filing.

5.2 Relationship with the tax preference: deducted and alternative, not additive

Many guides state that the Greater Bay Area preferential individual income tax subsidy for high-level overseas talent can be stacked. That is inconsistent with current official documents and is the single most dispute-prone item at landing stage.

Point

Current policy position

Legal basis

Caishui [2023] No. 34 (national rule for the nine GBA mainland cities), Yue Caishui [2023] No. 21 (provincial implementation), and the Shenzhen annual execution document, the Guidelines for Fiscal Subsidy Applications under the Greater Bay Area Preferential Individual Income Tax Policy in Shenzhen (2026) (Shen Caifa [2026] No. 1)

Relation to talent awards

Where the applicant has already received Shenzhen or district high-level talent awards, Pengcheng talent post awards, or municipal global-talent-gathering, special-post or cultivation awards, the subsidy payable is reduced by the talent awards already disbursed; amounts are not simply added

Relation to other zone schemes

The Qianhai and Hetao schemes are alternative, not cumulative

Identity scope

Excludes persons who simultaneously hold mainland status (except returned students holding foreign permanent residence and overseas Chinese)

Cap and window

5.0m RMB per person per tax year; the 2026 acceptance window ran 1 January to 31 March 2026

How to decide: treat talent-programme funding and the tax subsidy as two independent channels - the first paid under the programme notice, the second calculated under the fiscal subsidy guidelines with deductions for awards already received. Any total package that simply adds the two should not be used for decision-making.

5.3 Three-tier funding structure worksheet (for decision use, non-binding)

The table below helps you judge whether it is worth moving to a different city for provincial and municipal matching. Figures are structural illustrations drawn from public references and constitute no offer of any kind.

Tier

Composition

Disbursement features

Main risk points

National

One-off living allowance by category

Usually instalments, tied to taking up the post and assessment

Whether a service period is required and clawback on early exit

Provincial

Matching allowance, project funding

Often 1:1 or a stated ratio, sometimes in instalments

Whether the ratio is written into a document; whether a separate provincial application is needed

Municipal

Settling-in grant, housing subsidy, talent apartment

Frequently perform first, reimburse later

Preconditions, invoice and title requirements, cycle length

District

Rent subsidy, tax rebate, startup grant

Closely tied to district fiscal capacity

Short policy horizons, uncertain renewal

Employer

Salary, equity, startup package, team establishment

Governed by the offer and employment contract

Linkage to government grants, performance deduction clauses

Recommended practice: label each figure as

(i) explicit in an official document,

(ii) documented but conditional, or

(iii) verbal. Only the first is a negotiation floor; the second must be written into the contract; the third should not drive the decision.

6. The Genuine Advantages of QM - and Their Price

6.1 Three rules that are unusually kind to overseas candidates

1. No need to return during application. This is QM's clearest advantage over the Young Scholars route. The latter requires that you have not returned, or returned on or after 1 January 2025, with a tight application-to-onboarding window (under the 2026 Foundation guide the system opened after 10 April and closed on 15 June, and grantees must resign their overseas post and work full-time in China for at least three years). QM explicitly allows the whole application to be completed from abroad, without prior onboarding or social-insurance contributions. You can apply while holding your overseas position and decide later when to land.

2. A two-year decision window after selection. On publicly reported criteria, the qualification may be held for two yearswithout immediate return.

3. No nationality restriction.Chinese nationals (including Hong Kong, Macao and Taiwan) and foreign nationals may apply. For non-Chinese-heritage foreign talent this is one of very few national-level industrial channels explicitly open.

6.2 How the two-year window works, and what happens if it lapses or you are not selected

Question

Current position and practical advice

When does the two years start?

Normally from the date stated in the selection notice or qualification document. Confirm the start date in writing; do not infer it from verbal notice

Can you join during the window?

Yes. In most cases the service period and assessment cycle start on joining, so finish offer negotiation before the start date

Consequence of overrun

Public criteria allow re-application after expiry (no exclusivity conflict arises, since nothing was held); however some localities keep negative records of selected but never landed applicants. Confirm in writing with the host company and the authority

Re-application if not selected

Generally allowed, but local schemes cap attempts: Shanghai Pujiang no more than 2 cumulative applications; Ningbo Yongjiang no more than 3 from 2026

Employer fails to deliver

Put government grants, matching ratios, service period and clawback into the offer and employment contract first; if selection fails for employer reasons, raise it with the local talent office or industry authority and preserve filing and correspondence records

See the price clearly too: applying from abroad means the review happens while you are still overseas, so the file must prove itself entirely - there is no join first, complete the paperwork later margin. And a two-year window delays the real start of resources (funding, platform, headcount): if peers who returned in the same year are already in post, you will trail them by roughly a year on equipment and team build-up. The window is worth something only if you use it to lock down the role, the funding and the family-settlement plan; it is not free time.

7. How Review Works: Documents Decide, Fit Is Central

QM has no oral defence; review is documentary. The quality of your application form, the completeness of annexes and the argument that you fit the host company therefore decide the outcome to a large extent.

Four dimensions reviewers weigh

First, education and academic background: world rankings and subject rankings of the doctoral institution, supervisor influence, publication count and impact, patents, honours. But note that for industrial-path candidates papers are not the only yardstick; patents and engineering outputs count equally.

Second, overseas employment: whether you took part in notable projects at well-known companies, universities or laboratories and owned core modules. Where you worked, what you built and in what role matters more than what you published.

Third, host company and fit: the company's industrial standing, innovation strengths and awards; whether your specialism aligns with the company's research direction, and whether you can credibly solve its technical problems and advance its products after landing. Fit decides feasibility - a graduate of a top-ranked school applying to an unrelated company has far lower odds than a mid-ranked candidate with a precisely aligned direction.

Fourth, the Excellence Engineer emphasis (new in 2026): the quality of the ten corporate years, the substantive role held at the 500-strong company, and concrete R&D and delivery outcomes. The weight on academic pedigree falls; the weight on engineering track record rises - while the exclusion of purely managerial, sales and marketing roles still applies.

8. Process, Timing and Provincial Windows

8.1 Standard process

Step 1: lock the host company.QM must be filed through a domestic enterprise; company qualifications and mutual fit directly affect the odds. Eligible hosts include local state-owned enterprises, private companies and central-enterprise branches and institutes. If you have no existing corporate relationship, platforms such as Zhengxianling® can match you with qualified host companies.

Step 2: assemble the file.Applicant: identity documents, degree certificates, proof of overseas employment (appointment letters, contracts, leaving certificates, offer e-mails, all stating employer, title and dates), evidence of projects led or participated in, research outputs (papers, patents, technical reports, awards). Company: registration basics, qualifications and honours. A signed employment contract or letter of intent is also required.

Step 3: complete the system.Besides uploads, the form includes a narrative section (around 3,000 characters on the 2024 basis) that must set out the project plan jointly from the candidate's and the company's strengths.

Step 4: submit and follow up.Complete client-side filing and paper submission; after selection, follow through on landing procedures, performance assessment and disbursement.

8.2 National-channel timing (reference: publicly reported 2026 cycle)

Channel

Key dates

Note

QM (annual)

Normally opens January-February, closes end of March; then duplicate checks, eligibility screening and review, with results late in the year or early the next

Some 2026 categories opened later; several localities required Excellence Engineer materials by end of April or mid-May

Overseas Young Scholars

2026 guide published 30 March; system opened after 10 April, closed 15 June

Grantees must resign overseas posts and work full-time in China for three years or more

Postdoc Innovation Programme

2026 filing 24 February to 24 March, review April to June

Returnee PhDs and foreign nationals are ineligible; in-service postdocs may not apply

8.3 Provincial and municipal windows by month (public 2026 cycle)

National programmes run once a year; provincial windows are staggered and some are rolling. Use this to plan a land first, add support later sequence. Windows shift annually; the current notice governs.

Month

Openings and deadlines in the 2026 cycle

Point to note

Jan-Mar

QM opens and closes end of March; GBA tax subsidy acceptance 1 Jan-31 Mar; Postdoc Innovation filing 24 Feb-24 Mar

Three parallel tracks; watch exclusivity and reuse conflicts

Apr-May

Young Scholars system opens after 10 Apr; Beijing Nova system closes 17:00 on 29 April; Zhejiang direct recognition starts in April; some localities require Excellence Engineer files by end-April or mid-May

Municipal young-category schemes close earliest; arrange unit endorsement and stamps in advance

June

Young Scholars closes (15 Jun); Ningbo Yongjiang acceptance closes (15 Jun)

Overlaps heavily with tax and postdoc files; keep one consolidated evidence pack

Jul-Aug

Shanghai Pujiang qualification recognition 2 Jul to 14 Aug; Hubei Chutian Double Innovation team filing from July

Pujiang runs on a recognition cadence; note the cumulative attempt cap

Apr-Sep

Zhejiang overseas high-level talent direct recognition acceptance window; results at year end

Enterprise-hosted route available; last employer's five-year ranking matters

Sep-Dec

Provincial review and publicity season; national results late in the year or early next

Publicity is when exclusivity conflicts surface; objections usually concern same-tier duplication

8.4 A timing note for family-driven city choices

If spouse employment or children's schooling force a non-cluster city, separate the window from the start date: national channels can be filed from abroad and landed within two years, whereas most provincial and municipal schemes require you to be employed full-time at a local unit and paying social insurance at the time of application. The realistic sequence is therefore secure the national qualification, take the post in the target city, file the local scheme the following year - not both in the same year.

9. How QM Differs from the Young Scholars Route, HJ, CC and RJ

Channel

Competent authority

Host platform

Intended population

Key characteristics

QM

Ministry of Industry and Information Technology

Enterprises (SOEs, private firms, central-enterprise branches and institutes)

Industrial R&D, engineering technology, senior management

Strongest industrial orientation; no return required during application; two-year decision window

Overseas Young Scholars

National Natural Science Foundation of China

Universities and research institutes

Academic-path PhDs

Highest academic value; 1.0-3.0m RMB over a three-year term on the 2026 guide

HJ

Ministry of Science and Technology

Laboratories and institutes

Research-oriented returnees

Emphasis on scholarship and research capability

CC

State-owned Assets Supervision and Administration Commission

Central and state-owned enterprises

Industrial and applied profiles

Engineering implementation dominates

RJ

People's Bank of China

Banks and financial institutions

Non-academic finance profiles

Finance-sector scheme; largely inapplicable to power and energy engineering PhDs

Choice logic: R&D or engineering in a company - QM; academia in a university - Young Scholars; major engineering in a central enterprise - CC; laboratory research - HJ; the financial system - RJ.

Why the codes are not expanded: the public material for the four industrial channels circulates mainly as annual notices distributed through host units. Searching public channels by a programme's full name typically returns only reposts and agency compilations rather than official text. To prevent readers from concluding that sources are unreliable after a failed search, this series uses codes throughout and states the verification status of the relevant items honestly as industry compilation, no official text located in Appendix A.

10. Beyond the National Level: The Real Cash Flow of Provincial Industrial Talent Schemes

National channels such as QM and the Young Scholars route deliver status and state endorsement, but what most shapes your cash position and resources in the first three years is provincial and municipal matching. A QM young-category selectee receives 0.5m from the centre; the province may add 0.5-2.0m; the city may add housing vouchers, settling-in grants and startup funding - and the practical total often far exceeds the national headline figure.

Equally important: provincial windows are denser, host units more flexible, and links to local industry stronger. For industrial talent already back or about to return who have missed a national window, provincial schemes are the realistic land first, add support later route. But read Chapter 4 as well: most local schemes exclude those already in national or provincial programmes, so their real audience is the not-yet-titled.

10.1 Key provincial and municipal schemes in detail

Jiangsu: Double Innovation Programme plus local top-ups - the most complete industrial system

The provincial Double Innovation Programme has three families - Double Innovation Talent, Teams and Doctors - and the Talent family splits into seven sub-types: entrepreneurship, enterprise innovation, university innovation, research-institute innovation, healthcare, culture and high-skill innovation. Industrial candidates map directly onto the entrepreneurship and enterprise-innovation sub-types.

Core conditions: entrepreneurship normally requires a master's or above, innovation normally a PhD (overseas degrees for the enterprise-innovation sub-type require MOE equivalence certification); age normally not over 55; five or more years (two for PhDs) of experience at recognised companies, universities or research bodies; at least three years of continuous service at the receiving unit after selection; the applying company must have two or more non-shareholder employees on payroll. For the entrepreneurship sub-type, arrival in Jiangsu must fall between 1 January 2023 and 31 December 2025(2026 basis).

Funding: provincial grants for Double Innovation Talent in four bands of 5.0m, 3.0m, 1.0m and 0.5m over three years; teams in three bands of 8.0m, 5.0m and 3.0m; Double Innovation Doctors 0.15m over a two-year grant period; at least 30% must be used for personal living allowances; each band may add a housing subsidy of 1.0-2.0m; outstanding closing reviews may attract rolling support of up to 5.0m.

Key restriction: those still within a funding period under a provincial, municipal or county scheme may not apply in another city.

Local example: Suzhou Industrial Park matches provincial Double Innovation grants at up to 1:1, plus a housing subsidy of up to 1.0m and a three-year rent waiver on a 100 square-metre talent apartment.

Shanghai: the White Magnolia Plan - Pujiang Project, with a dedicated enterprise innovation track

Based on Hu Wei Ren [2023] No. 4 and Hu Renshe Gui [2023] No. 8. The 2026 cycle has four categories - A (research and development), B (enterprise innovation and entrepreneurship), C (social sciences), D (special priority needs) - with grants of 0.3m for A and B, 0.15m for C, and 0.3m or 0.5m for a team under D. Industrial candidates map onto category B: those doing innovation research in a Shanghai enterprise, or returning students who founded a technology company.

Core conditions: age not over 45; full-time relocation to Shanghai after selection with at least nine months a year in the city; those conducting research must have entered on or after 1 January 2023, entrepreneurs on or after 1 January 2022; no more than two cumulative applications.

Zhejiang: direct recognition of overseas talent, with an enterprise-hosted route

Hosts may be universities, research institutes or enterprises in Zhejiang; industrial candidates can apply through a company. Core conditions (public basis, corrected against the current notice): a PhD; young applicants under 40, leading applicants aged 40 to 60; overseas study and work of at least three years (young) or six (leading), including substantive professional experience; the last employer abroad must rank highly in the main world rankings or subject rankings, or be a Global Fortune 500, top-100 technology or global niche-leading company, with attention to that employer's five-year ranking; and either still abroad or returned on or after 1 January 2025; acceptance is normally April to September each year, with results at year end. Reference funding: 1.5-3.0m combined from province, city and district, with housing and salary support separate (current notice governs).

Beijing: Nova Programme (High-Creation Plan) - companies may apply without quota limits in priority sectors

Under Jing Ke Fa [2025] No. 5, the 2026 cycle states that company applications in artificial intelligence, biomedicine and integrated circuits are not subject to unit recommendation quotas. Core conditions: men not over 35, women not over 37; those already in national or municipal programmes at the same tier or above are outside the recommendation scope. Award levels per the current notice.

Hubei: two Chutian channels - note the difference between cultivation and funding

First, Chutian Talent Programme - Innovation-Oriented Entrepreneurs(E Rencai Ban Han [2026] No. 5) is a three-year cultivation cycle- training, practical empowerment, service empowerment and the HuCai card. It is not an individual cash grantand should not be counted as cash flow. Scale: 50 private and 50 state-owned candidates in 2024, about 100 in 2025. Core conditions: Chinese nationality, full-time work in Hubei; bachelor's or above, aged 55 or under (state-owned candidates face additional tenure requirements for board-level posts, generally around age 50); private-sector applicants must be the actual controller, founder, chairman or general manager; the company must meet one of: a top-5 position in a national science and technology award in the last three years or top-3 provincial; national specialised and innovative little giant or single-product champion; top-500 at the Maker China national final; a Hubei tech gazelle or unicorn; a Hubei top-100 private enterprise.

Second, Chutian Talent Programme - Double Innovation Teams, filed through technology companies or any of nine categories of platform including national laboratories; the team leader must work full-time in Hubei and high-level talent (PhDs or associate senior title and above) must be at least one third of the team. Those already in national or provincial programmes are not eligible.

Wuhan: the municipal and provincial schemes are different - prepare two files

Municipal

Wuhan Talent Plan - Excellence Engineer special track

The Four Talent Concentration Projects implementation plan published on 22 April 2026 confirms that the Wuhan Talent Plan adds an Excellence Engineer special track, selecting about 50 candidates a year from the industrial innovation frontline. Current Wuhan Talent award levels (Wu Rencai [2023] No. 2): strategic science and technology 1.0m, industrial leadership 0.5m, outstanding youth 0.2m, cultivation track 0.06m paid over three years

Provincial

Hubei Provincial Excellence Engineer

2026 conditions: under 55 and ten or more years in engineering and technical work (relaxed to five years for artificial intelligence, integrated circuits, brain-computer interfaces, bio-manufacturing and quantum science and technology); civil servants and leaders no longer engaged directly in professional technical work, and those already in national or key provincial recruitment schemes or funded by Chutian Talent, are excluded

Earlier guides merged the two levels into three years full-time, associate senior title or above, six years in engineering. That formulation is not supported by official sources; this edition lists the two separately. Both matter for engineering talent in central China, but the evidence requirements differ completely.

Shenzhen: the Peacock Plan has moved to a new system; legacy figures no longer apply

Item

Current position

Legacy (no longer applicable)

Recognition mechanism

Since 1 September 2021 the recognition function previously handled by the human resources authorities is discharged by employers; the former C-tier and reserve recognition and allowance system has been replaced by sector-specific schemes (special posts, global talent gathering projects and the like)

Direct A, B, C tier recognition with a uniform allowance

Individual awards

Assessed under the new sector schemes by the employer and sector authority; no uniform three-tier standard is paid

1.5/1.0/0.8m under the 2011 1+5 documents; raised to 3.0/2.0/1.6m by the 2016 measures; then discontinued with the change of system

Team projects

2025 standards: team projects up to 10.0m, youth teams up to 5.0m, public funding no more than 50% of total project budget

Up to 80.0m for teams is a legacy figure and no longer applies

Also note: districts run their own schemes, and the GBA tax preference follows the deduct-and-choose-onerule described in Chapter 5, so it cannot simply be added to talent awards.

Ningbo, Zhejiang: Yongjiang Talent Project (source: the 2026 announcement of the Ningbo Municipal Party Committee Organisation Department / Municipal Talent Office)

Up to 1.0m for manufacturing entrepreneurs, 0.5m for young talent and 20.0m for startup teams; a five-year support period, individual grants released 1:1 in two instalments and team grants 4:3:3 in three; only one host unit may be used; no more than three cumulative applications from 2026; national and provincial programme selectees may not apply except for team projects.

Kunshan, Jiangsu: Double Innovation Talent

Entrepreneurial leadership applicants need a full-time bachelor's degree or above, three or more years of R&D management experience and an equity stake of at least 20%.

10.2 National matrix of provincial talent programmes (about thirty provincial-level jurisdictions)

Usage notes: city tier or top-100 status has no correspondence with policy intensity; within one province, differences between cities and districts are large. Always take the current notice of the local talent office and competent authority as controlling.

10.3 Host-carrier quick reference for non-cluster cities (family-driven relocation)

Where spouse employment or schooling forces a choice outside industrial clusters, the following supports a combination of national qualification plus local host. Core R&D density is lower than in first-tier cities, but provincial state enterprises, research institutes, provincial universities and regional headquarters can host the role.

City

Types of host available

Fit logic

Shijiazhuang

Provincial IT-innovation and electronics firms; provincial universities in information and electrical engineering

Suitable for engineering implementation rather than frontier pre-research

Taiyuan

Energy and industrial-internet platforms; provincial research institutes

Haikou

Free Trade Port key parks and high-tech clusters

Tax preferences and the talent catalogue are the main levers

Yinchuan, Xining, Lhasa

Provincial new-energy, highland and ecological engineering hosts

Clear subsidy tiers and milder competition, but longer service commitments

Common caution: such schemes usually require full-time local employment at the time of application, so you must join first and file later; service-period, non-compete and confidentiality requirements may also be stricter, and should be confirmed item by item at offer stage.

11. Landing Procedures and Clause Negotiation: Where the Real Losses Happen

Most guides stop at submit the file, yet almost all real losses for returning talent occur between selection and the end of the service period. The checklist below follows the order in which items arise; settle each on paper at offer stage.

11.1 Funding and assessment clauses

Item

What must be on paper

Common problems

Disbursement cadence

Batch count, timing and paying entity (individual or via employer) for every tier

Employer receives and never passes on the personal portion; instalments mismatch the actual start date

Assessment conditions

Indicators, who scores, consequences of failure, whether remediation is allowed

Indicators set unilaterally by the employer and excluded from the contract, then revised in-year

Service period and early exit

Length, pro-rata repayment formula, whether interest and liquidated damages apply

Full repayment plus damages clauses; the period counted from selection rather than from joining

Clawback triggers

Which events trigger repayment (resignation, extended absence, failed assessment, revocation)

Defining continuous overseas travel as breach, so ordinary business trips trigger repayment

Research funding boundaries

Eligible costs, indirect-cost ratio, who bears closing audit, equipment ownership

Equipment owned by the unit while the individual bears idle-cost charges; surpluses forcibly returned

Rolling and additional support

Whether post-review rolling support must be re-competed

Marketing promises another cycle when a fresh application is required

11.2 Tax treatment

Item

Key point

Are government grants taxable

Whether living allowances and settling-in grants enter comprehensive income depends on the paying body and the instrument; confirm in writing with the paying department and the tax authority. Never assume government money is untaxed

How the tax preference is actually computed

The GBA subsidy is reduced by talent awards already received, is alternative to the Qianhai and Hetao schemes, and is capped at 5.0m RMB per tax year

Withholding at source

Some grants are paid net of employer withholding, so a nominal 1.0m can land materially lower; fix gross or net in the offer

Dual tax residence

Retaining overseas tax residence may create foreign filing duties and treaty questions; obtain cross-border tax advice before landing

11.3 Title, establishment and status procedures

Item

Practical route

Title fast track

Many provinces offer direct recognition or a green channel for overseas high-level talent, requiring degree certification, appointment proof and performance evidence. Confirm first whether it is recognition or evaluation - the timelines and evidence differ substantially

Degree certification

Overseas degrees must be certified by the MOE Service Center for Study Abroad Personnel; some schemes require the certificate before filing

Personnel file and social insurance

Overseas service leaves no domestic contribution record; open the account in the month of joining and check continuous months, which gate housing purchase, hukou and school access

Hukou

Talent settlement and points-based settlement are separate routes; talent settlement usually requires the selection notice or an offer plus social insurance

Permanent residence and family visas

Foreign talent may apply for the Permanent Residence ID for Foreigners or an R visa under talent policy; accompanying family take S1 or S2 residence. Follow the local exit-entry administration checklist

Children's schooling

Most policy wording is coordinate or prioritise, never a guaranteed place; international and children-of-foreigners schools have separate gates and need a year's lead time

Spousal employment

Current wording is generally coordinate and assist, not a placement commitment; it must not be treated as a binding employer obligation

11.4 Exit and remedies

Situation

Response

Two-year window lapses

Keep the qualification documents and correspondence; obtain written confirmation on whether later applications are affected

Not selected

Determine whether exclusivity or a documentary defect caused it; observe local attempt caps (Pujiang up to 2; Yongjiang up to 3 from 2026)

Employer fails to deliver

Enforce the offer and contract terms; if needed, report to the local talent office, industry or science and technology authority with evidence

Role changed after filing

If the actual post differs from the engineering role stated in the application, both breach of contract and misstatement in the file may arise; document it immediately in writing

12. Risk and Compliance: The Two Most Common Failure Points for Overseas Engineers

This chapter addresses candidates still employed by Global Fortune 500 companies and foreign nationals. The legal risks here outrank the question of how to write an application; complete the checks before signing any mainland document.

Risk

Specific exposure

Checks and actions

Non-compete

A former overseas employer's covenant may cover mainland China; joining a domestic competitor can trigger breach and injunctive relief

Review scope, territory, duration and consideration clause by clause; seek written waiver or extend the transition period where needed

Confidentiality and service inventions

Technology, code and process parameters developed for the overseas employer may be protected; reuse after returning can constitute trade-secret infringement

Build a technology provenance register marking the rights status of everything you intend to bring; do not migrate core patents or code

Export control

Certain technologies, software, equipment and remote-access rights are controlled; continuing to access the former employer's systems after returning may itself be a violation

Surrender all system access; verify controlled items and software licences item by item, obtaining written views from the former employer and specialist counsel where needed

Cross-border R&D and data transfer

Continuing joint R&D with overseas teams involves cross-border data transfer, source-code transmission and personal-information rules

Define data tiers and transfer routes, execute data-processing agreements; assessment procedures apply to important data

Classified posts and vetting

Posts in central enterprises, defence-related units and some institutes are classified and require background vetting; long overseas stays may be verified by inquiry

Assess in advance how your overseas appointments and travel can be explained; classified posts are generally unavailable to foreign nationals and dual-status candidates

Dual status conflicts

Some policies exclude those who simultaneously hold mainland or foreign status (for example the identity scope of the tax preference)

Test each policy against its own identity definition; never assume the definition is universal

Consistency of declarations

Nationality, tax residence and social-insurance status must be consistent across the file; inconsistency can be treated as misstatement

Unify every statement, especially for the same output used in different programmes

Platform position: Zhengxianling® does not give legal opinions and does not draft or file applications on a candidate's behalf. The items above exist so that you ask the right questions of your lawyer, your former employer and your prospective employer.

13. Filing or Not Filing for a Talent Title: A Neutral Comparison

This section is a structural analysisbased on public policy logic and industry observation, intended to help readers weigh titles in the return decision. Amounts and entitlements vary widely by region, unit and category and constitute no offer of remuneration, nor a recommendation to apply.

13.1 Two-sided comparison

Dimension

Possible gains if selected

Costs and constraints

Position if you do not file

Resources

Priority access to funding, platforms, student quotas and team establishment; the host unit actively tilts resources

Funding tied to assessment, restricted use, periodic audit

Ordinary competitive channels; slower but more flexible use

Pay and grants

Special salary, settling-in and housing grants, possible tax relief

Instalments, conditions, repayment on exit

Only the unit's ordinary pay structure; all upside must be negotiated

Time and effort

One filing can lock resources, pay and status

Filing and assessment consume significant effort; the individual bears responsibility for accuracy

No filing burden, but continuous self-advocacy

Status and mobility

Title fast track, settlement facilitation, permanent-residence options for foreigners

Same-tier exclusivity restricts later movement between programmes

Optionality across channels preserved

Family

Schooling coordination, spousal assistance, medical and housing support

Service period ties you to one location; moving may trigger repayment

Standard city rules apply, with more autonomy

Career

Higher-tier platforms and projects, greater industry voice

Duties must match the filed engineering role; less freedom to rotate

More role flexibility; ceiling set by the unit

Risk

Recourse under both policy and contract

Grants, assessments and clawbacks create ongoing compliance duties

Dependent on internal unit rules; delivery risk higher

13.2 Cases where filing deserves hard thought

Profile

Why

Tenured or long-cycle independent overseas posts

Service-period and full-time requirements can make the overseas position irreversibly lost

Purely entrepreneurial, valuing equity and control

Individual schemes offer limited cash and exclude non-engineering roles; entrepreneurship and team channels fit better

Managers needing global mobility

Exclusivity plus the two-year landing window locks the next two years of options

Roles that are commercial, functional or regional-management

Industrial channels review engineering substance; fit is low

Live non-competes or exposure to controlled technology

Landing risk exceeds policy benefit; resolve the legal obstacle first

Conclusion: a talent title is neither a universal pass nor a compulsory step. It is, in substance, an exchange of service period, assessment and exclusivity constraints for certainty of resources, status and family settlement. For QM, the Excellence Engineer track (bachelor's or above, ten corporate years, 500-strong company) and the young category (PhD, under 40, 36 consecutive overseas months) cover two very different populations; decide first am I eligible and on which track, then is it worth filing. Those who do not qualify remain able to land through provincial schemes and non-title roles such as distinguished professorships, head of R&D or pre-research principal investigator.

14. Eligibility Self-Assessment and Document Checklist

14.1 Ten-question self-assessment (including exclusivity)

No

Question

If yes

1

Do you hold a PhD (bachelor's or above for the Excellence Engineer track)

Determines eligible categories; without a PhD focus on Excellence Engineer and municipal schemes

2

Since the PhD, have you worked overseas in a formal post for 36 consecutive months (24 for overseas PhDs with exceptional records)

If not, the young category does not apply; consider innovation

3

Are you not yet returned, or returned on or after 1 January 2025

If neither, young and innovation routes may already be closed

4

Have the last 36 months been at a Global Fortune 500 company in an engineering or technical role

Determines whether Excellence Engineer is viable

5

Do you have ten or more years of corporate experience

Hard tenure test for that track

6

Is your current role purely managerial, sales or marketing

If so the category does not recognise it

7

Are you already selected at the same tier or inside a support period

Triggers exclusivity; switch to team schemes or non-exclusive policies

8

Does the target local notice exclude those already in national or provincial programmes

If so you cannot file that scheme

9

Can you accept three or more years of full-time service in China

If not, clawback risk is high

10

Are there live non-competes or exposure to controlled technology

Resolve the legal obstacle before filing

14.2 Document checklist

Category

Required

Common gaps

Identity and degrees

Passport or ID, degree certificates and MOE equivalence, doctoral diploma

Overseas degree not certified

Overseas employment

Appointment letters, contracts, leaving certificates, employment proofs with employer, title and dates

Proofs omitting title or start and end months

Engineering record

Project initiation and acceptance documents, mass-production or go-live proof, patents and standards

Publication list only, no delivery evidence

Fit argument

Company technology direction, the specific problem you will solve, the industrialisation path

Application written as a CV, with no argument linking you to the company's direction

Company side

Qualifications, honours, R&D platform proof, social-insurance certificates

Fewer than two non-shareholder employees on payroll

Contract items

Employment contract or letter of intent, pay and grant clauses, service-period clause

Letter of intent without start date or role title

15. What Zhengxianling® Can Do

The hard part of QM and provincial industrial filings is not whether you qualify but finding a company that fits your direction, holds filing qualification and is willing to co-operate, and then negotiating the landing terms and resolving compliance risk up front. Our services follow those two pivots:

Host-company matching: we work with local state-owned enterprises, private companies and central-enterprise branches and institutes across provinces and cities, matching you with employers that have both willingness and qualification.

Document compliance review: since QM has no oral defence, the file decides. We review the logic and structure of the application form, check annex completeness and strengthen the fit argument. We do not draft or file on your behalf, and we make no promise of selection.

Provincial stacking design: we also cover provincial and municipal schemes - Pujiang, Kunpeng, Chutian, Taishan, Peacock, Rongpiao, Zijinshan, Optics Valley 3551, Double Innovation, Yongjiang, Wuhan Talent and others - to establish which window is open, whether you qualify, whether the company qualifies, and whether same-tier exclusivity applies.

Landing-clause support: using the Chapter 11 checklist, we go through the offer and contract for disbursement cadence, assessment indicators, service period, clawback and tax treatment so that conditions are on paper before you sign.

Up-front compliance screening: for non-competes, confidentiality, export control, data transfer and classified posts we provide a question list and screening framework, and recommend independent legal advice on specific clauses.

Title value assessment: we model selected versus not filed across pay, grants, resources, family settlement and mobility, presenting a two-sided comparison rather than one-way advocacy.

Full-chain support: from channel selection (young, innovation, entrepreneurship or Excellence Engineer), city matching and platform screening through to filing-channel access, offer negotiation and landing services; also covering postdoctoral schemes and non-title roles. The platform plans to launch an AI multilingual service layerto reduce cross-border information asymmetry and language barriers for users worldwide.

Employer engagement: companies seeking overseas high-level talent for QM or provincial filings may approach us through the Enterprise Cooperation section of the Zhengxianling® website.

Low-friction first contact: to reduce first-touch burden, only three items are needed initially- your current country or region, your highest degree and research direction, and your WhatsApp or e-mail. Further background (years of experience, corporate history, target region, entrepreneurship intent) can follow at the diagnostic stage.

Channel priority: WhatsApp first, then e-mail; WeChat is supplementary. The platform makes no promise of selection; policy interpretation and matching advice are aids only, and the current official notice of the employer or competent authority prevails.

How we differ from other organisations

An enterprise HR need only provide three items: the industry and core business of the enterprise, the direction and number of positions to be filled, and whether there is an intention to file for QM or provincial/municipal programmes. Within 3–5 working days, a Company Eligibility and Position-Fit Preliminary Assessment will be provided; the first diagnosis is free and does not bind subsequent services.

First-engagement suggestion: free needs diagnosis, three items, no binding

Common practice of other organisations

Zhengxianling® approach

We have many overseas talent CVs

We first assess whether your enterprise qualifies, then recommend candidates whose fit arguments hold up

We have internal channels / official documents

QM is confidential; no public official documents exist. Information comes from host-company operational practice and can be cross-verified

Guaranteed selection / money-back if unsuccessful

No selection guarantees, no document drafting or submission on your behalf; we provide fit-preliminary assessment, document logic review, and landing-clause verification

Desensitised scenario cases

Scenario 3 (university needs overseas academicians but lacks international channels): Leveraging the International Academician Consortium, academician think tanks, and academic networks under the WDTA framework, we assist in connecting with target-country academician resources, participating in preliminary communication and landing framework design.

Scenario 2 (industrial park has policies but cannot attract candidates who can file): Instead of posting job advertisements, we reach out through overseas scholar communities and targeted offline sessions. From initial contact, we explain what programmes the park has, what you can file for if you come here, and what the enterprise can support—turning recruitment into an application pathway briefing.

Scenario 1 (enterprise has a position but does not know whether QM filing is possible): First verify the enterprise's social insurance contributions, R&D investment, and ongoing projects; then confirm whether the core business falls within QM priority areas; finally assess whether the fit argumentation can be written. The recommendation is not the most qualified candidate but the candidate whose fit argumentation is most defensible.

16. Pitfalls

1. Assuming QM requires a PhD.Young, innovation and entrepreneurship usually do, but the Excellence Engineer track accepts a bachelor's degree or above. If you are a senior frontline engineer without a doctorate, this may be your only matching national-level channel.

2. Preparing for QM as if it were another Young Scholars filing.QM asks whether you fit the company and can solve real problems after landing, not how strong your publication list is.

3. Attaching an arbitrary company.Host qualification and fit directly affect the odds; a directionally unrelated company, however willing, rarely survives review.

4. Missing the return window. The 2026 basis is not yet returned, or returned on or after 1 January 2025. Past that line the young and innovation routes may be closed; the entrepreneurship route remains open to those who returned to start a business within the stated period.

5. Watching only the national level.National delivers status, provincial delivers cash flow - but read Chapter 4: most local schemes exclude those already titled.

6. Treating the four tiers as cash in hand.Research funding requires assessment, salary subsidy requires annual review, housing grants require purchase first, settling-in allowances may be tied to a service period, and the tax preference is reduced by awards already received. Confirm disbursement conditions, timing, assessment criteria and repayment terms item by item.

7. Assuming Excellence Engineer details are settled. The category is new for 2026 and official text is limited. Use the host company's and local industry authority's formal notice, not industry compilations.

8. Ignoring same-tier exclusivity.Filing several same-tier channels at once commonly forfeits all; titled candidates filing local individual schemes are usually screened out at eligibility stage.

9. Deferring non-compete and export control to after I join. Both are typically triggered the moment a mainland offer is signed, and remediation costs far exceed up-front handling.

10. Reusing last year's file for Shenzhen, Wuhan or Zhejiang.Shenzhen's recognition system has changed, Wuhan splits into two levels, and Zhejiang's leading-talent age band has been adjusted; recycled files fail at eligibility screening.

11. Trusting claims of official QM documents or guaranteed selection. QM is a confidential programme; there is no publicly downloadable official application notice. Any organisation claiming to have official documents, internal quotas, or guaranteed selection is either exploiting information asymmetry for profit or fabricating information. Genuine QM application provides host-company matching, document logic review, and current-round verification—not official documents or selection guarantees.

19. Supplementary Answer: If Selected under Province A's Talent Programme, Can You Relocate to Province B?

This is one of the most frequently asked questions by professionals who have been selected under provincial or municipal talent programmes and are considering career moves. The core answer depends on three variables: whether Province A's service period has expired, whether Province B recognises Province A's talent title, and the social-insurance and tax attribution between the two provinces. The following breaks down the answer by scenario.

(a) Service Period Not Expired: In Principle, You Should Not Leave Province A

The vast majority of provincial and municipal talent programmes impose a service period (typically three to five years), requiring selected candidates to work full-time at the host organisation for the agreed duration. Leaving Province A for Province B before the service period expires typically triggers the following consequences:

1. Refund or clawback of disbursed funds: Most programmes stipulate that early departure before the service period ends requires proportional refund of disbursed public funds (some programmes also require refund of matching funds).

2. Impact on future application eligibility: Some provinces record early termination of service in the talent credit file, which may affect future applications within the province or in other provinces.

3. Social-insurance and file transfer risks: Talent programmes are typically tied to the social-insurance contribution location; cross-provincial transfer of social insurance may trigger eligibility review.

(b) Service Period Expired: Free Mobility Allowed, with Caveats

After the service period expires, talent can theoretically move to any province. However, the following practical issues should be noted upon relocation:

1. Whether Province B recognises Province A's talent title: At the national level, no cross-provincial mutual recognition mechanism for talent titles currently exists. Province A's provincial talent title does not automatically confer equivalent benefits in Province B; re-application or re-recognition under Province B's conditions is required. A few regional groupings (e.g., Yangtze River Delta, Jing-Jin-Ji) have explored mutual recognition, but no nationwide system exists.

2. Tax attribution: Individual income tax is paid to the jurisdiction where the employer is located. Moving from Province A to Province B changes the tax jurisdiction, which does not affect the validity of Province A's title but may affect Province B's determination of whether you are actually working in its jurisdiction.

3. Children's schooling and spousal settlement: Benefits attached to Province A's talent programme (coordination on children's schooling, spousal employment assistance) are typically tied to the social-insurance location and actual workplace. These benefits generally do not continue after leaving Province A and must be re-applied for in Province B.

4. Research funding and equipment: If you wish to transfer Province A project funds or equipment across provinces, prior written consent from Province A's competent authority is required; otherwise it may constitute a violation.

(c) Not Yet Selected but Working in Province A: Can You Be Nominated by Province B?

If you have not yet been selected under any talent programme but have job opportunities in both Province A and Province B, note the following:

1. Most provincial programmes require that you be fully employed and paying social insurance in the nominating province at the time of application. This means you can typically only apply through one province, not both simultaneously.

2. If you first take up employment in Province A and apply for its provincial programme, then receive an offer from Province B, you may work in Province B after the service period expires, carrying Province A's talent title, but you will need to go through Province B's re-recognition or re-application process (if Province B has a corresponding channel).

3. National-level talent programmes (such as QM, Overseas Outstanding Young Scholars, etc.) are valid nationwide and not restricted by province. After selection under a national programme, you may work in any province and enjoy corresponding benefits, but provincial and municipal matching typically follows the host province's policy.

(d) Practical Recommendations

(1) Clarify service-period terms before applying: Carefully read the service period, early departure, and cross-provincial work clauses in Province A's programme notice; seek written confirmation from the talent office if necessary.

(2) If planning future cross-provincial moves, prioritise national-level channels: National talent titles are valid nationwide and not restricted by province, preserving maximum flexibility for future mobility.

(3) Communicate in writing before cross-provincial transfer: If cross-provincial movement during the service period is unavoidable, it is advisable to communicate in writing with Province A's talent office and host organisation in advance, obtain written consent before processing the transfer, and avoid being deemed in breach of contract.

(4) Consult Province B's talent office: Before deciding to settle in Province B, confirm with Province B's talent office whether it recognises out-of-province talent titles and whether expedited recognition channels exist, to avoid the embarrassment of carrying a title but unable to enjoy benefits.

The above answer is compiled from publicly reported policy positions. Specific conditions are subject to the current notices of each province/municipality's talent programmes and the terms of the host organisation's employment contract.

Closing Verification Note

1. Compliance with official policies in each locality: the core QM conditions (young, innovation, entrepreneurship, postdoctoral) are directionally consistent with publicly reported 2026 application criteria; because no publicly accessible official original was located, all related items are marked industry compilation, no official text located and qualified throughout with subject to the current notice of the competent authority. The Young Scholars conditions match the NSFC Guide for the Excellent Young Scientists Fund (Overseas) published on 30 March 2026; the Postdoc Innovation Programme matches the National Postdoctoral Management Committee 2026 notice (Bo Guan Ban [2026] No. 3); Shanghai Pujiang is based on Hu Wei Ren [2023] No. 4 and Hu Renshe Gui [2023] No. 8; Beijing Nova on Jing Ke Fa [2025] No. 5; Chutian Innovation-Oriented Entrepreneurs on E Rencai Ban Han [2026] No. 5; Wuhan Talent on Wu Rencai [2023] No. 2; the GBA tax preference on Caishui [2023] No. 34, Yue Caishui [2023] No. 21 and Shen Caifa [2026] No. 1. Jiangsu Double Innovation, Suzhou Industrial Park top-ups, the Yongjiang project, Kunshan Double Innovation, the municipal and provincial Excellence Engineer schemes in Hubei, Liaoning Xingliao Talent (Liao Wei Rencai Ban [2025] No. 6), the Tibet Zhufeng Yingcai plan and Qinghai Kunlun Yingcai are all stated on verifiable official bases.

2. Three substantive corrections made this round: first, the Shenzhen Peacock Plan had been described using the 2011 and 2016 standards and the legacy up to 80.0m for teams; it is rewritten around the 2021 transfer of the recognition function to employers and the 2025 team-project standards, with legacy figures expressly marked inapplicable. Second, the GBA tax preference had been described as stackable; it is restated as reduced by awards already received and alternative to the Qianhai and Hetao schemes, with the identity scope and acceptance window added. Third, Wuhan's Excellence Engineer arrangements had merged the municipal special track and the provincial scheme into three years full-time, associate senior title, six years in engineering; they are now listed separately (municipal track added on 22 April 2026 with about 50 places a year; provincial conditions of under 55 and ten years). In addition, the age band for Zhejiang's leading-talent direct recognition is corrected from 40 to 65 to 40 to 60.

3. Verifiable data and traceable sources: Appendix A lists thirty key facts across five columns - key fact, document number or issuer, date, public search path and verification status. Any item for which no official original can be retrieved is downgraded, and reposting channels are never substituted for issuing authorities (the Yongjiang project is the example: the source has been restated as the issuing authority).

4. Amount and annual-basis discipline: every amount states its basis and trigger conditions; anything tied to birth-year lines, return dates or selection scale is marked as rolling annually and subject to the current notice, and readers must not file using the figures in this guide. Salary and grant ranges are compiled from public information and constitute no offer of remuneration.

5. Editorial and brand discipline: the 15th Five-Year Plan (2026-2030) formulation is used consistently; central enterprises, institutes, platforms and vendors are described by category only, with no real names or specific headcounts; the four national industrial channels are referred to by the codes QM, HJ, CC and RJ and never expanded; the brand mark Zhengxianling® is used consistently; spousal employment and schooling are described as coordination, assistance, prioritisation, never as commitments.

6. Baseline library and cross-article citation discipline: industrial and market data are factual-layer supplements exceeding the standing authorisation of the content baseline library; before any cross-article reuse the platform must write them back into the baseline library as shared series figures. City tier and top-100 status are not indicators of policy intensity and must not be used to infer grant amounts or selection probability.

7. Disclaimer: this document is policy compilation and decision support, not legal, tax or investment advice, and it makes no promise of selection or of any entitlement. The platform does not draft or file applications on behalf of candidates. Specific conditions, amounts and windows follow the current official notice of the employer, the competent authority and official publications.
