Abstract

This document is aimed at PhD holders and senior professionals engaged in non-academic work in the overseas financial system. It systematically answers eight questions: What is RJ, what are its categories, am I qualified, who sponsors the application, what do reviewers look for, what benefits are provided upon selection, what issues might arise after landing, and what are the common pitfalls. Core Conclusion: RJ is the platform branch of the National High-Level Talent Introduction Plan in the financial sector, with the People's Bank of China serving as the platform supervisory authority. According to Article 4 of Zutongzi [2017] No. 9, The People's Bank of China establishes financial institution platforms (including youth project pilots). RJ is not only for those under 40 the Innovation Long-Term Category has a higher age limit.

Difference Between RJ and QM: RJ serves financial practice professionals; reviews focus on risk control implementation and fintech system effectiveness; the sponsoring entity is financial institutions, not enterprises or universities.

I. What is RJ: A National-Level Talent Channel for the Financial System

RJ is the platform branch of the National High-Level Talent Introduction Plan in the financial sector, with the People's Bank of China as the platform supervisory authority, applied through banks, securities firms, insurance companies, and other financial institutions.

Top-Level Institutional Basis: Article 4 of Zutongzi [2017] No. 9 explicitly states The People's Bank of China establishes financial institution platforms (including youth project pilots). Article 8 stipulates conditions for financial institution youth project applicants: generally should obtain a doctoral degree from a renowned university, age not exceeding 40, and have worked continuously full-time for 36 months or more at overseas commercial financial institutions or financial regulatory bodies. Article 5 Innovation Talent Long-Term Project stipulates age not exceeding 55.

One-Sentence Positioning: If your core capital is financial practice capability (risk management, quantitative analysis, fintech, big data risk control, etc.) rather than papers or engineering delivery, RJ is the only matching national-level channel.

II. Application Conditions in Public Talent Recruitment Announcements (Level B Core)

The application conditions for confidential and targeted talent projects have been made public through employers and local talent recruitment announcements. The financial sector corresponds to the first two sets, each with verifiable sources:

Bank of China 2026 High-Level Overseas Talent Recruitment Announcement (May 11, 2026, boc.cn) recruits for Financial Markets Department quantitative trading and risk control positions, Risk Management Department model development positions, etc., requiring familiarity with relevant Chinese policies, regulations, and supervisory requirements.

Set 3 (Reference Not Fit for RJ)

Bachelor's degree or above + 10+ years full-time overseas enterprise engineering/technical work experience + Fortune Global 500 formal employment within last 36 months + senior technical position this set belongs to engineering/technical category, corresponding to the CC channel. Financial talent please refer to the first two sets.

III. RJ Review Logic (Level C Industry Reference with Recruitment Example Cross-Reference)

Industry Reference Reminder: The following review preferences are a compilation of industry experience and do not constitute official public documents of the People's Bank of China, and are for application reference only. RJ review weightings have no publicly available criteria and can only be described qualitatively.

Qualitative Summary of Review Preferences: Reviews focus on candidates' financial practice achievements, risk control implementation experience, and fintech system implementation effectiveness; pure theoretical academic papers add limited value to RJ reviews; quantitative trading, risk control, fintech, and regulatory experience are priority directions.

Directions Review May Focus On

Corresponding Conditions in Financial Institution Recruitment Announcements (Level B Publicly Verifiable)

Overseas Institution Tier & Practical Experience

Bank of Communications requires doctoral degree from internationally renowned institution, 3+ years at large overseas financial institutions, agenot exceeding 40

Financial Sub-Sector Differentiated Tips: Quantitative trading prefers live trading performance and strategy development; bank risk control prefers risk models and Basel Accord experience; insurance actuarial prefers actuarial qualifications; fintech prefers system implementation; regulatory policy research prefers regulatory body experience. Pure macroeconomic theoretical research background has low match rate.

IV. RJ Application Process and Timeline

RJ has no public individual application channel; the applicant entity is financial institutions. Contact should be initiated at least six months in advance.

【RJ Full Application Process Timeline (Industry Reference Criteria)】
① Contact Target Financial Institution HR │ Recommended 6-12 months in advance
↓ │ Bottleneck: Uncertain which institutions have RJ application qualification
② Institution Identifies Candidate │ 1-3 months
↓ │ Bottleneck: Professional direction mismatch with institution needs
③ Reach Introduction Agreement │ Concurrent
↓ │ Bottleneck: Compensation/position/service period negotiations
④ Institution as Applicant Entity │ State-owned major banks have long approval chains at HQ;
Liaises with PBOC │ Securities firms and insurance HQs have relatively flexible processes
↓
⑤ Centralized Review │ Review cycle not public
↓
⑥ Public Announcement │ Bottleneck: Duplicate applications at same level
↓
⑦ Fund Disbursement & Landing │ Initiated after selection

Institution Qualification Reminder: Sponsoring institutions must be within the scope of entities recognized by the People's Bank of China. Before applying, confirm with the target institution whether it possesses RJ application qualificationnot all financial institutions (including some fintech subsidiaries) are within the applicant entity scope.

V. Benefits Upon Selection

Industry Reference Reminder: The following amounts are comprehensive references based on public recruitment announcements and industry compilations and do not constitute compensation commitments. These amounts are merely summaries of industry surveys of past selected individuals and do not represent the current year's standards; disbursement standards may also vary across different sponsoring entities within the same channel.

National Level: One-time subsidies for the Youth Category are typically in the range of hundreds of thousands of RMB, while those for the Innovation Category are in the range of millions of RMB (Industry Reference Criteria).

Financial Institution Level: Bank of Communications, Bank of China, and others provide market-based compensation for high-level AI/fintech talent.

Local Level: Shenzhen Financial Sector Global Talent Aggregation Project (local project, not RJ) has three tiers (A/B/C): Tier A generally for those under 55,not exceeding 65; Tier B generally for those under 45,not exceeding 55; Tier C generally for those under 35,not exceeding 45. Specific funding amounts are subject to the notice and attached application guide issued by the Financial Committee Office of the Shenzhen Municipal Committee of the CPC on September 21, 2026(jr.sz.gov.cn, Level A Officially Traceable). This project is a local project and is parallel to the RJ national-level channel; they should not be conflated.

VI. Post-Application Management Loop (Including Landing Clauses)

(I) Annual Assessment and Performance Indicator Binding. Financial institution assessments are typically conducted annually, with indicators including managed asset scale, risk-adjusted returns, number of models deployed, compliance zero-incident records, etc. The relationship between talent project support period and institutional annual assessmentmust be confirmed in writing upon onboarding: whether failing annual performance targets affects subsequent disbursements.

(II) Whether Qualification is Retained Upon Job Change (RJ-Specific Risk). RJ talent qualification is tied to the sponsoring institution. If changing jobs during the service period, whether the original institution agrees to transfer the sponsorship relationship and whether the new institution is willing to take overmust be confirmed in the sponsorship relationship change clause before signing.

(III) Pre-Tax/Post-Tax Criteria for Subsidy Disbursement. The financial industry has complex compensation structures; whether talent subsidies are included in comprehensive income, whether withheld by the institution or declared individually, and pre-tax/post-tax criteria must be clarified in the offer.

(IV) Service Period and Exit Mechanism. The service period is typically 3-5 years (subject to the labor contract). Rules for refund upon resignation before service period expiration and consequences of failing assessment must be confirmed item by item in the labor contract or supplementary agreement. Reference refund formula: Refund Amount = Total Disbursed Amount x (Remaining Service Period / Agreed Service Period)(subject to final contract terms).

(V) Achievement Commercialization and IP Ownership. Achievements in the financial sector are typically models, strategies, and systems. Ownership of work products(e.g., intellectual property rights of quantitative strategies, patent rights of AI models) must be confirmed with institutional internal regulations upon onboarding.

(VI) Overseas Professional Qualification and Compliance Pre-Screening (Financial Industry Specific Bottleneck). For overseas financial professionals, previous overseas licensing, compliance records, and anti-money laundering backgroundare mandatory checks before financial institutions proceed with introduction. Bank of Communications recruitment announcements treat compliance zero-incident as an implicit screening criterion; Bank of China requires familiarity with relevant Chinese policies, regulations, and supervisory requirements. Recommended advance preparation: overseas professional qualification certificates (e.g., CFA, FRM, etc.), certificates of no violation records, and former institution compliance evaluations.

(VII) Non-Compete and Cross-Border Data (Financial Essentials)

Distinguished Young ScholarNon-Compete: Review resignation clauses, non-compete scope/territory/duration in the overseas employer's contract; obtain written exemptions if necessary, completed before onboarding.

Distinguished Young ScholarCross-Border Data: Can be takenpublicly published papers, authorized patent certificates, personal professional qualifications/employment certificates; Cannot be taken or requires assessmenttrading strategy source code, client/account data, unpublished risk control models, internal compliance documents. Financial data cross-border transfers are particularly sensitive and must be handled in compliance.

(VIII) Landing Tips for Foreign Talents

RJ is open to foreign talents. R Visa Pathway: Employer applies for the Confirmation Letter for Foreign High-End Talent via the Foreigners Working in China Management Service System (approved within 5 working days) applies for R visa at overseas embassies/consulates applies for work-type residence permit after entry. Category A High-End Talents can enjoy simplified materials; R visas are valid for up to 5-10 years with multiple entries.

Boundary Clarification: The Foreign Expert Project(Article 9 of Zutongzi [2017] No. 9, age 65, mainly targeting non-Chinese foreign experts) and RJ's Youth/Innovation projects are different categories with separate application paths, assessment orientations, and subsidy standards; these require separate inquiry with the sponsoring institution.

Landing clause negotiations involve complex issues including cross-border taxation, non-compete restrictions, and financial data cross-border transfers; it is recommended to confirm each item in writing; for specialized framework verification, refer to Appendix A at the end of this document.

Key Reminder

Shenzhen

Local project, not RJ; application conditions: PhD + 36 months continuous overseas + not yet fully returned to China or returned after Jan 1 of previous year

Shanghai

Pujiang Project Tier B (Enterprise Innovation & Entrepreneurship)

Pujiang and national-level plans are usually mutually exclusive

Beijing

Zhongguancun/Beijing Municipal Talent Plans

Financial talent support in Beijing is mainly at district level

Guangzhou

Greater Bay Area Financial Talent Policies

Subject to notices from local financial regulatory authorities

Chengdu

Tianfu New Area Financial Talent Support

Subject to notices from local talent office

Hangzhou

Digital Finance/Fintech Talent Policies

Subject to notices from local financial regulatory authorities

Standardization Note: The vast majority of domestic provincial and municipal high-level talent plans are mutually exclusivewith national-level overseas high-level talent projects. A few regions allow stacking of welfare-type matching (household registration, housing), but cash rewards are usually mutually exclusive. All stacking matters must be verified in writing in advance with both the local talent office and the sponsoring institution; there is no default stacking. Guangzhou, Chengdu, Hangzhou, and other cities also have financial talent-related policies; specifics are subject tonotices from local financial regulatory authorities or talent offices; this document does not enumerate specific amounts and conditions individually.

IX. DIY Sponsoring Financial Institution Search: Three-Step Method

Step

Action

Specific Approach

1

Screen Institutions via Official Channels

① Public directories of the People's Bank of China/Financial Regulatory Administration system;

② High-Level Talent recruitment announcements from major bank/securities/insurance HQs (Bank of Communications, Bank of China, China Guangfa Bank, etc.)

2

Confirm Whether Target Institution Has RJ Application Qualification

Not all financial institutions are within the applicant entity scope. Ask directly: Is your institution within the RJ applicant entity scope recognized by the People's Bank of China?

3

Contact Business Departments/Talent Offices, Not Just HR

Business departments decide whether they want you; HR handles processes

Qualification Verification Script:

Does your institution possess the sponsoring application qualification for this type of national-level talent plan? Can you issue a formal sponsoring intention? Has your institution introduced talents in my financial field in the past two years?

Requirement: Keep written replies on record; do not rely on verbal commitments.

X. Pitfall Warnings

Pitfall 1: Assuming RJ is only for those under 40.The Innovation Long-Term Category has a higher age limit.

Pitfall 2: Non-finance PhDs forcing application to RJ.PhDs in electricity, energy, basic sciences have very low match rates.

Pitfall 3: Conflating the Shenzhen Financial Talent Project with RJ.The Shenzhen project is a localproject; RJ is a national-levelplatform.

Pitfall 4: Overlooking the risk of sponsorship relationship change.RJ talent qualification is tied to the sponsoring institution; confirm whether qualification can be transferred before changing jobs.

Pitfall 5: Overlooking overseas compliance background checks. Overseas licensing, compliance records, and anti-money laundering background are mandatory checks before institution introduction; prepare in advance.

Pitfall 6: Mistaking Fortune Global 500 last 36 months type hard requirements as RJ conditions. This set belongs to the engineering/technical category, corresponding to the CC channel.

The above six points are frequently encountered situations in past application cases and do not represent this year's rules. If you are uncertain about your fit, refer to the initial assessment description in Appendix A at the end of this document.

XI. Supplement: Overseas High-Level Talent Recruitment Examples from State-Owned Major Banks and Financial Institutions (Publicly Verifiable)

Bank of Communications: Head Office Fintech Department/Fintech Innovation Research Institute selects high-level AI experts. Requires doctoral degree from internationally renowned institution, 3+ years experience at large overseas financial institutions or international organizations, agenot exceeding 40. Priority conditions include AI strategic planning and generative large model R&D experience.

Bank of China (2026): Head Office Fintech Department recruits for AI Planning and Research position, requiring deep expertise in computer science, AI, communications engineering, and related STEM fields. Registration deadline May 25, 2026.

China Guangfa Bank: Head Office AI position, requiring doctoral degree from renowned overseas institution + 3+ years at internationally renowned enterprises or overseas financial institutions + not yet returned to China (to China) at time of application. Conditions highly overlap with RJ Youth Project.

Hengfeng Bank: Postdoctoral Research Workstation, age under 35, providing Shandong Province/Jinan City living subsidies, returning overseas PhDs eligible for study abroad expense subsidies. Note: Postdoctoral position conditions are not fully equivalent to RJ Youth Project; for reference only regarding financial institution talent direction.

China Merchants Bank: Postdoctoral Workstation, Shenzhen 360,000 RMB living subsidy + 360,000 RMB for staying in Shenzhen after completion. Note: Postdoctoral position conditions are not fully equivalent to RJ Youth Project.

Jiangsu Bank/Nanjing Bank: PhD Introduction/Postdoctoral Program, eligible for Jiangsu Province Outstanding Postdoctoral Program (200,000-500,000 RMB) + Nanjing Citypolicies. Note: Postdoctoral position conditions are not fully equivalent to RJ Youth Project.

Common Characteristics: State-owned major banks generally require doctoral degree from internationally renowned institution + 3+ years overseas experience + age not exceeding 40, which highly overlaps with RJ Youth Project application conditions. The postdoctoral position conditions of Hengfeng/China Merchants/Jiangsu/Nanjing are not fully equivalent to RJ Youth Project; for reference only regarding financial institution talent direction.

XII. Self-Assessment Checklist (8 Questions, with Alternative Paths)

No.

Self-Assessment Question

Alternative Path if Not Met

1

Have you worked continuously full-time at an overseas commercial financial institution/regulatory body for 3+ years (relaxable to 2 years)?

Insufficient tenure→ Evaluate local financial talent programs

2

Are you under 40 (Youth) or under 55 (Innovation)?

Over age→ Check if relaxation clauses apply

3

Do you hold a doctoral degree?

No PhD→ RJ not applicable; evaluate financial institution autonomous recruitment

4

Is your professional direction finance, statistics, big data, computer science, financial engineering, etc.?

Direction mismatch→ Very low match; consider QM or CC

5

Have you not yet returned for full-time work, or returned <=1 year ago?

Over time limit→ Evaluate local financial talent program windows

6

Have you confirmed the target financial institution has RJ application qualification and willingness?

No qualification/no willingness→ Use Section IX Three-Step Method for self-screening

7

Are you willing to accept not changing jobs during 3-5 year service period (or confirm qualification is transferable)?

No→ RJ-specific risk; proceed with caution

8

Have you already been selected for other national-level talent plans at the same tier?

Already selected→ Triggers mutual exclusivity

This table is for directional screening only and should not be used to assess approval probability.

For further assessment of application strategy, refer to the initial contact description in Appendix A at the end of this document.

I. What We Can Do

Distinguished Young ScholarFinancial Institution Sponsoring Connection Assistance: Help sort out which financial institutions have RJ application history or willingness, assist in preparing question lists for communication with institution HR.

Distinguished Young ScholarInformation Verification: Help clarify the distinction between RJ national-level channel and Shenzhen Financial Talent Project, avoiding applying local project conditions to national-level channels.

Distinguished Young ScholarMutual Exclusivity Check: Confirm whether you have already been selected for other national-level talent plans at the same tier.

II. What We Do Not Do

We do not guarantee approval, claim internal channels, write or submit materials on your behalf, replace the HR decisions of sponsoring institutions, or provide RJ internal conditions or approval techniques because RJ's public information is inherently limited; any institution claiming to possess complete internal RJ conditions or guaranteeing approval should be viewed with caution. We do not explore or provide the official names of confidential targeted talent projects.

III. Initial Contact Three Pieces of Information

Your current country/region of residence, highest degree and research direction, WhatsApp or email. Additional background information will be gathered during the diagnosis phase. Initial diagnosis is free and does not bind you to subsequent services.

IV. If You Are a Financial Institution Talent Acquisition Leader

Initial contact requires only three pieces of information institutional type and business direction, position direction and headcount to be introduced, and whether there is intention to apply for RJ. A preliminary matching assessment will be provided within 3-5 working days.
