Abstract
This document is aimed at PhD holders and senior engineers engaged in engineering and technical work in overseas industries. It systematically answers eight questions: “What is CC, what are its categories, am I qualified, who sponsors the application, what do reviewers look for, what benefits are provided upon selection, what issues might arise after landing, and what are the common pitfalls.” Core Conclusion: CC is the platform branch of the National High-Level Talent Introduction Plan for central SOEs/engineering and technical sectors, with the State-owned Assets Supervision and Administration Commission of the State Council (SASAC) serving as the platform supervisory authority. According to Article 4 of Zutongzi [2017] No. 9, “SASAC establishes an enterprise platform.” CC has no public individual application channel; the applicant entity is the central SOE itself. CC is not exclusively for PhD holders—the Outstanding Engineer category accepts “a Bachelor’s degree or above + full-time overseas enterprise engineering/technical work experience of 10 years or more + formal employment at a Fortune Global 500 company within the last 36 months.”
Difference Between CC and Overseas Outstanding Youth: CC focuses on engineering implementation outcomes, where engineering contributions carry more weight than academic papers; the sponsoring entity is a central SOE, not a university.
I. What is CC: An Engineering & Technical Channel Exclusive to Central SOEs
CC is a national-level overseas high-level talent introduction platform led by SASAC, specifically serving central enterprises and state-owned enterprises to attract overseas high-level talents with industrial, engineering and technical, and practical orientations.
Top-Level Institutional Basis: Article 4 of Zutongzi [2017] No. 9 explicitly states that “SASAC establishes an enterprise platform.” Article 5, “Innovation Talent Long-Term Project,” stipulates: Applicants generally should hold a doctoral degree, serve in a position equivalent to professor at renowned overseas universities or research institutions, or hold senior positions at internationally renowned enterprises or financial institutions, and be no older than 55; for talents with exceptionally outstanding performance or those urgently needed by the state, age, educational, and professional title requirements may be appropriately relaxed.
One-Sentence Positioning: If your engineering and technical work at overseas enterprises focuses on “implementable, profitable, and import-substituting” solutions rather than publishing papers, CC is the national-level channel that best matches your competency profile.

Boundary Clarification: Pure Sales Directors, Business Heads, Administrative Personnel, and Regional Market Managers (non-technical tracks) are generally not included.
Fit Tips: Sets 1 and 2 are general conditions; Set 3 (Engineering & Technical / Fortune Global 500 / 10 years) aligns most closely with the CC channel. If your focus is finance, refer to RJ; if your focus is laboratories, refer to HJ.
III. CC Review Logic (Level C·Industry Reference)
Industry Reference Reminder: The following is a compilation of industry experience and does not belong to official public documents issued by SASAC. It is for application reference only; the final rules are subject to the current official notices received by the sponsoring central SOE from the supervisory authority.
CC review dimensions include: Technical capability and engineering contributions, value of overseas experience, alignment with central SOE strategy, and academic achievements (lowest weight). Engineering contributions carry more weight than papers—CC seeks to understand “what engineering problems you have solved, what economic benefits you have brought, and what imports you have substituted.”
Bonus Points: Breakthroughs in bottleneck technologies, actual cases of import substitution, and project deliveries directly related to the main business of central SOEs. Penalty Points: Pure paper-oriented profiles, achievements unrelated to the main business of central SOEs, and management/sales position experience.
(Supplement). Key Recruitment Fields in Public Announcements of Central SOE Research Platforms (Level B)
The following are key recruitment fields listed in public announcements of central SOE research platforms (Level B·public recruitment information), for readers to assess whether there is a matching central SOE platform for their own direction. This list is including but not limited to and does not constitute a disciplinary restriction for CC review—CC review focuses on engineering track record and alignment with the central SOE's main business, not on a disciplinary catalog.
Field | Key Directions |
Artificial Intelligence | AI Agent, image recognition, environmental perception, speech & NLP, quantum computing, big data, cybersecurity |
Communications Technology | 6G, communication chips (Beijing) |
New Energy & Storage | Hydrogen energy, wind energy, energy storage, carbon neutrality/carbon capture, electrochemical energy storage |
Advanced Materials | Polymers/composites/metal processing/high-end alloys |
Mechanical & Structural Engineering | FEA/CFD/CAE, rolling bearings, internal combustion engines, electric motors |
Petroleum, Minerals & Geospatial Science | (Subject to the central SOE's current announcement) |
Industrial Control & Automation | Intelligent manufacturing, digital twins, SCADA, sensors |
Aviation | Engines, airworthiness, aerodynamics, avionics, flight control |
Power Grid | Smart grids, new-type power systems, digital grids |
Platform Support(public recruitment information, Level B): Special research funding support, space for independent team building and group formation, large-scale test facilities and application scenarios, talent housing/children's education/family resettlement and other supporting services.
Regarding can be simultaneously recommended for national-level and provincial/municipal talent plans: Some central SOE research platforms state in their recruitment announcements that simultaneous recommendation for national-level and provincial/municipal talent plans is possible;which specific channel is recommended, and whether CC is included, is subject to the current arrangements of the central SOE's HR department. Readers should not infer that joining the SOE equals CC application.
IV. CC Application Conditions and Process
(I)Basic Conditions
Condition | Requirement |
Return Status | Have not yet returned for full-time work, or return time ≤1 year (based on the time of joining the central SOE) |
Youth Category Age | No older than 40 |
Innovation Category Age | No older than 55; may be appropriately relaxed for exceptionally outstanding performance |
Sponsoring Entity | Proactively initiated by the HR department of the target central SOE; individuals cannot apply directly |
(II)Application Process and Timeline
CC does not have a fixed annual application window; contact can be made year-round. It often takes 6–12 months from initial contact to public announcement.
【CC Full Application Process Timeline (Industry Reference Criteria)】
① Contact Target Central SOE │ Recommended to start 6–12 months in advance
↓ │ Bottleneck: Finding the right person (Technical Dept, not HR)
② SOE Identifies Candidate │ 1–3 months
↓ │ Bottleneck: Insufficient directional alignment
③ Reach Introduction Agreement │ Concurrent
↓ │ Bottleneck: Negotiations on compensation/position/service period
④ SOE as Applicant Entity │ Industrial SOEs concentrate materials in H2 (Jul–Nov);
Liaises with SASAC │ Military-industrial SOEs have more fixed windows & longer approval cycles
↓
⑤ SASAC Centralized Review │ Review cycle subject to current notices
↓
⑥ Public Announcement │ Bottleneck: Duplicate applications at the same level flagged by plagiarism check
↓
⑦ Fund Disbursement & Landing │ Initiated after selection
V. Benefits Upon Selection
Industry Reference Reminder: The following amounts are comprehensive references based on public recruitment announcements and industry compilations and do not constitute compensation commitments. These amounts are merely summaries of industry surveys of past selected individuals and do not represent the current year’s standards; disbursement standards may also vary across different sponsoring entities within the same channel.
The CC benefit structure consists of three tiers: “National One-Time Subsidy + Central SOE Salary & Research Startup Funding + Local Matching Funds.”
National Level: One-time subsidies for the Youth Category are typically in the range of hundreds of thousands of RMB, while those for the Innovation Category are in the range of millions of RMB (Industry Reference Criteria).
Central SOE Level: China General Nuclear Power Group (CGN) 2026 recruitment announcement shows that PhD annual salaries can reach over 500,000 RMB. China Dongfang Electric Corporation (DEC) 2026 global recruitment explicitly states “contract-based compensation, priority arrangement for undertaking major group research projects, one-time settlement allowance, provision of transitional housing, and assistance with spouse employment and children’s schooling.”
VI. Post-Application Management Loop (Including Landing Clauses)
(I) Annual Assessment. CC assessments at central SOEs are tied to the internal performance appraisal system. Assessment indicators may include: on-duty working hours (must be full-time), R&D/engineering project progress, output of achievements, and team building. Must be confirmed in writing upon onboarding: Whether failing the assessment affects subsequent disbursements of the talent project and whether it affects the retention of the talent title.
(II) Fund Usage and Audit. National one-time subsidies are usually paid directly to the individual. The scope of use for research startup funds, the proportion of indirect costs, and the equipment procurement approval process must comply with the central SOE’s internal research fund management regulations. The auditing responsibility lies with the central SOE’s audit department.
(III) Achievement Commercialization Revenue Distribution and IP Ownership. Service inventions within the central SOE system typically belong to the central SOE, while individuals enjoy the right of authorship and the right to rewards. According to the Patent Law and internal central SOE regulations, the reward standard for service inventions is usually: extracting no less than 2% of the annual profit derived from implementing the invention as remuneration after the implementation of the invention patent, or providing a one-time remuneration referencing this standard. Specifics are subject to the central SOE’s internal regulations.
(IV) Benefit Continuity After Cross-Entity Mobility. CC talent qualification is tied to the sponsoring central SOE. If transferring to another central SOE during the service period, whether the original central SOE agrees to transfer the sponsorship relationship and whether the new central SOE is willing to take overmust be confirmed in writing before the transfer.
(V) Service Period and Exit Mechanism. The service period is typically 3–5 years (subject to the labor contract). Circumstances triggering clawback may include: resignation before the service period expires, consecutive assessment failures, revocation of the talent title, or overstaying overseas without reporting. The clawback calculation methodmust be written into the labor contract or supplementary agreement. Reference template: Clawback Amount = Total Disbursed Amount × (Remaining Service Period ÷ Agreed Service Period)(subject to the final contract terms).
(VI) Non-Compete and Cross-Border Data (CC Essentials)
Non-Compete: Review the resignation clauses, non-compete scope/territory/duration in the overseas employer’s contract; obtain written exemptions if necessary, completed before onboarding, not after.
Cross-Border Data: Can be taken– Publicly published papers, authorized patent certificates, personal employment/educational certificates, public conference reports; Cannot be taken or requires assessment– Source code, unpublished raw experimental data, internal enterprise technical documents, customer data, classified materials.
(VII) Tax Implications. Whether talent subsidies are included in comprehensive income, whether they are withheld and paid by the employer or declared individually, and the pre-tax/post-tax criteria must be clearly stated in the offer or labor contract.
(VIII) Classified Review (Central SOE Specific Bottleneck). CC introductions at energy, military-industrial, and aerospace central SOEs will add background checks and classified qualification reviews. Overseas resumes, overseas stay records, and family members’ overseas backgrounds require advance material preparation. China Aerospace Science & Industry Corporation (CASIC) 2026 campus recruitment announcement explicitly states “Political Review and Physical Examination: Verification of political performance, classified qualifications, etc.” It is recommended to confirm the explainability of your own overseas background before contacting military-industrial central SOEs.
(IX) Landing Tips for Foreign Talents
CC is open to foreign talents. R Visa Pathway: Employer applies for the “Confirmation Letter for Foreign High-End Talent” via the Foreigners Working in China Management Service System (approved within 5 working days) → Apply for an R visa at overseas embassies/consulates → Apply for a work-type residence permit after entry. Category A High-End Talents can enjoy simplified materials; R visas are valid for up to 5–10 years with multiple entries.
Boundary Clarification: The Foreign Expert Project(Article 9 of Zutongzi [2017] No. 9) and CC’s Youth/Innovation projects are different project categories; the former has an upper age limit of 65 and mainly targets non-Chinese foreign experts. Foreign talents applying for CC are subject to the CC project itself.
VII. Dispute Resolution and Relief Channels
Dispute Scenario | Relief Channel | Time Limit |
Application Rejected (Failed Formal Review) | Inquire about specific reasons with the HR department of the sponsoring central SOE | Subject to SOE notice |
Review Objection | Reflect to SASAC through the central SOE | Within the public announcement period |
Funds Not Received | Submit written inquiry to the SOE’s finance/HR department | If disbursement is delayed by over 3 months |
Talent Designation Revoked | Request the SOE to issue written reasons for revocation; appeal to SASAC through the SOE | Within 30 days of receiving the notice |
VIII. Comparison of Regional Policy Differences (CC Related)
City/Region | Type of Local Policies Stackable with CC | Key Reminder |
Beijing | Zhongguancun / Beijing Municipal Talent Plans; central SOE units in Beijing can connect | Must confirm whether “those already selected for national-level plans” are excluded |
Shanghai | Pujiang Project Category B (Enterprise Innovation & Entrepreneurship) | Pujiang and national-level plans are usually mutually exclusive |
Shenzhen | Shenzhen Special Appointment Positions / District-Level Matching | Significant policy differences across districts; must confirm district by district |
Wuhan | Wuhan Talent Plan (Including Outstanding Engineer Special) | Donghu High-Tech Zone’s “3551 Optics Valley Talent Plan” has historically had mutually exclusive cases with national-level plans; must confirm |
Xi’an | Sanqin Talent / Xi’an Talent Plans; dense concentration of aerospace/weaponry central SOEs | The classified nature of military-industrial SOEs may limit local policy stacking |
Standardization Note: The vast majority of domestic provincial and municipal high-level talent plans are mutually exclusivewith national-level overseas high-level talent projects. A few regions allow stacking of welfare-type matching (household registration, housing), but cash rewards are usually mutually exclusive. All stacking matters must be verified in writing in advance with both the local talent office and the sponsoring central SOE; there is no default stacking.
IX. DIY Sponsoring Central SOE Search: Three-Step Method
Step | Action | Specific Approach |
1 | Screen Platforms via Official Channels | ① “Talent Recruitment / Global Recruitment” section on the target central SOE group’s official website (e.g., CEEC ceec.net.cn, SPIC, CASIC, etc.); ② “Central SOE Recruitment” column on the SASAC official website |
2 | Check if the SOE has recruited/selected candidates in your field in the past 2 years | See if there are corresponding positions; if not, there is basically no intention to introduce |
3 | Contact Technical Departments / Chief Engineers, not just HR | Connect through industry associations, industry conferences, and shared academic circles. HR handles processes; technical departments decide “whether they want you” |
Qualification Verification Script(Can be used directly): > “Does your organization possess the sponsoring application qualification for this type of national-level talent plan? Can you issue a formal sponsoring intention? Has your organization introduced talents in my engineering field in the past two years?”
Requirement: Keep written replies on record; do not rely on verbal commitments.
X. Pitfall Warnings
Pitfall 1: Assuming CC is only for PhD holders. The Outstanding Engineer category accepts Bachelor’s degree + 10 years of overseas enterprise engineering/technical experience + formal employment at a Fortune Global 500 company within the last 36 months +
formal employment at a Fortune Global 500 company within the last 36 months + senior technical position (technical track, not sales/administrative).
Pitfall 2: Assuming CC can be applied for directly by individuals. The applicant entity for CC is the central SOE.
Pitfall 3: Preparing CC materials with a paper-writing mindset. Engineering contributions carry more weight than papers in CC reviews.
Pitfall 4: Attempting to obtain CC detailed rules from local SASAC. The Guangzhou SASAC has explicitly replied that the relevant documents are internal; we recommend consulting your parent central SOE.
Pitfall 5: Overlooking classified reviews. Classified positions at military-industrial/energy central SOEs have additional reviews for overseas backgrounds; prepare explainability materials in advance.
Pitfall 6: Overlooking the Fortune Global 500 last 36 months hard requirement (Outstanding Engineer category). This is a mandatory requirement for Set 3; those who do not meet it should re-check the Youth or Innovation Long-Term categories.
The above six points are frequently encountered situations in past application cases and do not represent this year's rules. If you are uncertain about your fit, refer to the initial assessment description in Appendix A at the end of this document.
XI. Self-Assessment Checklist (10 Questions, with Alternative Paths)
No. | Self-Assessment Question | Alternative Path if Not Met |
1 | Have you worked continuously full-time at an overseas enterprise for 3+ years (relaxable to 2 years) or 10+ years (Outstanding Engineer)? | Insufficient tenure → Evaluate provincial/municipal high-level talent plans or QM |
2 | Are you under 40 (Youth) or under 55 (Innovation)? | Over age → Check if relaxation clauses apply, or switch to QM Innovation Talent |
3 | Do you hold a doctoral degree (Youth/Innovation) or bachelor's degree or above (Outstanding Engineer)? | No PhD → Outstanding Engineer path; or switch to local industry talent programs |
4 | Were you formally employed at a Fortune Global 500 company within the last 36 months (Outstanding Engineer)? | Not met → Re-check Youth/Innovation Long-Term category conditions |
5 | Is your current position at an overseas enterprise a senior technical position (not sales/admin)? | Position mismatch → Check if you can match Youth category via technical backbone path |
6 | Have you not yet returned for full-time work, or returned ≤1 year ago? | Over time limit → Evaluate whether CC window has closed; switch to local programs |
7 | Are your core achievements in engineering delivery, process breakthroughs, or import substitution? | Pure papers → Low CC fit; consider Overseas Outstanding Youth or HJ |
8 | Are you willing to accept full-time service in China for 3–5 years? | No → Not recommended; high clawback risk |
9 | Are you willing to accept the central SOE's internal assessment system and classified review? | No → Consider QM (private enterprises) or Overseas Outstanding Youth (universities) |
10 | Have you confirmed the target central SOE's interest in introducing you? | No interest → Use Section IX Three-Step Method for self-screening |
This table is for directional screening only and should not be used to assess approval probability. Full compliance does not guarantee competitiveness; final determination rests with the sponsoring central SOE.
For further assessment of application strategy, refer to the initial contact description in Appendix A at the end of this document.
