Zhengxianling® Series · Article 17 | Industrial-Internet PhDs Returning to China

From Smart Factories and Digital Twins to Industrial AI: Which Manufacturing-Digitalization Roles Need PhDs?

Target readers: overseas PhDs, postdocs and senior scholars | also domestic candidates eligible for high-level talent programs

Introduction: Understanding at a Glance Where Industrial-Internet Opportunities Lie for Returning PhDs

If you want to know “whether returning in the industrial-internet field is worth it, which cities concentrate the opportunities, which platforms are hiring PhDs, and which programs you can apply for,” this article compresses the answers into four data maps—industrial map, talent gap, city-platform distribution, and policy comparison—giving you coordinates cell by cell instead of long passages of persuasion.

The core judgment is one sentence: industrial internet is not a “submit another resume” direction, but a cell-by-cell landing of the five-step decision method on the data map: “positioning → city-industry matching → platform anchoring → talent-program application → offer negotiation.” Its opportunity density lies at the intersection of six threads: “industrial 5G private networks + cross-industry/cross-domain platforms + digital-twin factories + industrial AI deployment + identifier resolution + industrial data security.”

Against the backdrop of the 15th Five-Year Plan (2026-2030), the accelerated build-out of new quality productive forces and future industries, domestic demand for PhDs and postdocs in the industrial-internet direction keeps rising. The national talent channels (QM, HJ, CC, RJ) and provincial/municipal talent programs are opening in parallel, and cities such as Beijing, Shanghai, Guangzhou, Shenzhen, Hangzhou, Suzhou, Chengdu and Chongqing are rolling out targeted talent recruitment policies.

All industry and talent data below follow the current official figures of the Ministry of Industry and Information Technology (MIIT), the China Academy of Industrial Internet and other authoritative bodies; all amounts, application conditions and city policies are “subject to official current announcements.” All amounts, program names, city and policy figures are compiled from public information and do not constitute any salary or approval commitment.

Data sources and calibers are detailed in the “Core Facts Verification Table” at the end, with source channels and traceability grading item by item.

1. Industrial Map: Industrial Internet Enters a New Stage of High-Quality Development and Large-Scale Application

1.1 Three Structural Signals (Why It Is Worth Attention Now)

1. Top-level policy set through 2030: the MIIT, the National Development and Reform Commission, the Ministry of Human Resources and Social Security, the Ministry of Emergency Management, the People's Bank of China, the State-owned Assets Supervision and Administration Commission of the State Council, the State Administration for Market Regulation and the China Securities Regulatory Commission jointly issued the “Implementation Opinions on Promoting the High-Quality Development of the Industrial Internet” (issued in June 2026), systematically deploying 18 tasks across five areas—“infrastructure, technological innovation, integrated application, security assurance and industrial ecosystem.” It sets the goal that by 2030 the added value of core industries will exceed RMB 2.5 trillion, 50,000 industrial 5G private networks will be built, about five comprehensive platforms with international influence will be created, integrated application will fully cover 207 medium industrial categories, and the adoption rate of safety classification and grading among large industrial enterprises above designated size in key industries will reach 80%; by 2035, a globally leading infrastructure and technology-industrial system will be built (figures subject to the current official text).

2. The industrial base has reached scale: according to MIIT figures, the core-industry scale of the industrial internet has exceeded RMB 1.6 trillion (the caliber of the eight-ministry Implementation Opinions interpretation page); the 2025 figure of about RMB 1.67 trillion is an industry estimate published by the China Academy of Industrial Internet, for reference only, and has directly driven about RMB 2.5 trillion of industrial value-added growth; more than 340 industrial-internet platforms with industry influence have been cultivated, including 49 cross-industry/cross-domain (“dual-cross”) platforms; key platforms connect over 100 million devices (sets) and serve nearly 4 million enterprise-visits; identifier-resolution registrations exceed 690 billion; over 64,000 industrial 5G virtual private networks and 1,260 5G factories have been built (all subject to current official statistics).

3. The technology stack is upgrading toward industrial AI: artificial intelligence, 5G/5G-A and computing-power networks are becoming deeply coupled with the industrial internet, and “AI + industrial internet” raises new requirements for network interconnection, data convergence and resource allocation—this is precisely the premium window for doctoral-level “OT + IT + AI” composite talent.

1.2 Smart-Factory Four-Level Pyramid: The Assessment Bar Is Becoming a Competition in “Depth of AI Application”

Smart-factory gradient cultivation has formed a four-level system of “basic—advanced—excellent—leading.” According to MIIT public figures in October 2026, as of the first half of 2026, more than 56,000 basic-level, over 9,000 advanced-level and over 500 excellent-level smart factories had been built, and 15 leading-level smart factories cultivated; among them, the excellent level requires deepening the multi-scenario collaborative application of AI technologies (the specific scenarios, ratios and indicator requirements are subject to the official text of the “Element Conditions for Smart-Factory Gradient Cultivation (2026 Edition)”), and the leading level requires promoting broad, deep application of AI and other new technologies; the MIIT First Equipment Industry Department states clearly that “the level of AI technology application will be incorporated into the assessment criteria for leading-level and excellent-level smart factories and the bar raised year by year.”

What this means for PhDs: the competition in smart-factory assessment is essentially becoming a competition in the depth of AI application—the most direct channel for converting “AI capability” from an individual skill into a quantifiable review indicator. Separately, according to MIIT public announcement, the proposed list of excellent-level smart factories for 2026 entered the publicity stage in October 2026, with about 250-plus proposed projects (MIIT Office Letter 〔2026〕No. 343 is the 2026 application notice; the exact number and schedule are subject to the current announcement of the MIIT First Equipment Industry Department). This batch is applied for by enterprises—individuals cannot apply directly—but the cities and industries appearing in the list are the best barometer for where doctoral positions will concentrate in the coming year. Note that for units in key infrastructure such as aviation, aerospace and energy, confirm secrecy and political-review requirements before applying (see Section 7).

2. Talent Gap: The Data Shows “It Is Worth Coming”

2.1 Gap and Supply-Demand Data

Figure 2. Talent gap and job supply-demand (per public figures of the China Academy of Industrial Internet and others; directional reference; subject to the current edition of authoritative reports)

According to public estimates of the China Academy of Industrial Internet, the talent gap in the industrial-internet field was about 1.36 million people in 2025, with a large need for talent combining “OT (operations technology) + IT (information technology)” capabilities; job demand keeps growing, with platform architecture, industrial APP development, industrial big data, identifier resolution, industrial information security, edge computing, AI visual inspection and digital-transformation consulting among the core short-supply directions; about 285 vocational schools offer industrial-internet-related majors (per public statements of the China Academy of Industrial Internet). (The above are directional judgments based on public calibers; subject to the current edition of authoritative reports.)

2.2 Short-Supply Role Profiles (Read as a “Capability Shopping List”)

Role Category

Typical Roles

Doctoral Capability Tags (Directly Benchmarking Hiring Needs)

Platform & Network

Platform architect, industrial 5G private-network engineer, edge-computing engineer

Layered platform architecture, TSN/5G-A networking, deterministic latency, massive device onboarding and protocol adaptation

Data & Identifier

Industrial big-data engineer, identifier-resolution implementation engineer

Industrial data modeling, identifier-resolution secondary nodes, data governance and data-element circulation

Intelligence & Twin

Digital-twin engineer, industrial-AI algorithm engineer

Mechanism + data hybrid modeling, simulation-twin-control closed loop, industrial foundation-model fine-tuning and deployment

Application Development

Industrial APP developer, low-code/microservice engineer

Microservices and containerization, rapid industrial-APP development, engineering packaging of mechanism models

Security & Operations

Industrial information-security expert, platform operations engineer

MLPS/critical-infrastructure compliance, security classification-grading, OT security protection, observable operations

According to public calibers, enterprises generally need cross-disciplinary composite talent who “understand both the industrial site (PLC/SCADA/MES, etc.) and AI modeling and algorithm fine-tuning,” and most roles require real project (production-line commissioning, system integration) experience; the fragmentation of traditional disciplines makes the cultivation cycle of qualified talent long—this is precisely the differentiated advantage of PhDs with industrial-engineering backgrounds (for reference only).

One newly emerging high-value role in this field deserves separate attention—the Field Deployment Engineer (FDE). Shanghai's “Three-Year Action Plan for Supporting the Transformation and Upgrading of the Advanced Manufacturing Industry (2026-2028)” (issued 2026-01-09) explicitly launches an “AI + Manufacturing” empowerment campaign, cultivates an FDE team, and pairs it with the “Hundred-Thousand-Million” project (linking a hundred enterprises, building a thousand intelligent agents, and driving ten thousand developers to transform) and links FDE training to intermediate professional-title evaluation. FDE is defined as the trinity of “full-stack development + business diagnosis + product abstraction”: able to integrate legacy systems on-site, clarify business pain points, and extract generic products from individual needs. Its emergence shows that the bottleneck of industrial-AI deployment has shifted from “model capability” to “deployment capability,” and composite PhDs who can close the last mile from technology to business are becoming high-value roles recognized by policy.

2.3 Three Salary Tiers (Subject to Official/Employer Current Announcements; Not a Commitment)

Tier

Range (Directional Reference)

Notes

Fresh PhD / R&D backbone

About RMB 200k-400k total in first year

About RMB 200k-400k in first-year total (compiled from the Liepin public salary page and public recruitment information; junior/mid-level monthly salary mostly RMB 8k-15k, senior engineers 20k+, for reference only, not a commitment)

Senior algorithm/platform/security expert

About RMB 400k-700k

Industrial information-security experts and algorithm/architecture roles command higher annual packages (public industry discussion, for reference only)

Leader / chief / host-program talent

Case-by-case

Combined with national/provincial talent-program funding and local matching, large room for overall negotiation

The salary ranges are compiled from the Liepin public salary page for “Industrial-Internet R&D Engineer” (accessed October 2026; 11,633 job samples; monthly average RMB 16,151; 20K—30K accounting for 17%) together with 2026 public recruitment announcements of leading platform enterprises and central-SOE research institutes. Doctoral compensation varies significantly by host-unit tier, whether a national talent program is bound, and project-funding configuration; this sample covers industrial-internet R&D engineers as a whole, not a doctoral-specific subgroup, so it is for reference only. The specific amount depends on the offer; this guide does not constitute a salary commitment.

3. Scope Boundary: What Industrial Internet “Counts and Does Not Count”

Included (belongs to this article)

Excluded (refer to other articles)

Cross-Cutting Decision Rule

Industrial 5G private network/TSN networking, cross-industry/cross-domain and industry platforms, identifier resolution, industrial big data and data elements, overall digital-twin factory solutions, industrial APPs, edge computing, industrial foundation-model deployment, smart-factory system integration, industrial information security

SCADA/PLC/DCS/SIS control-system bodies and sensor-hardware localization → see Article 13 (Industrial Control); CAD/CAE/EDA core algorithms and solvers → see Article 16 (Industrial Software); pure consumer internet/general IT applications → not covered here

The data-and-platform mainline of “connect—collect data—build platform—make the twin—run industrial AI—protect security” belongs here; falling to control-algorithm cores → Article 13; falling to simulation/EDA software cores → Article 16

Judgment points: if your topic mainly addresses “how devices connect, how data converges and is modeled, how platforms orchestrate, how digital twins drive decisions, how industrial AI lands, and how data stays compliant,” it belongs to this article; if it mainly falls on control loops/PLC logic/sensor mechanisms, it is close to Article 13; if it falls on geometric kernels/solvers/EDA algorithms, it is close to Article 16. The three articles share the same city and policy framework and can be approached by boundary.

4. City & Platform Distribution Map: Where to Go and Whom to Approach

4.1 City Tiering from an Industry-Matching Perspective

Industrial-internet jobs and platforms concentrate heavily in cities with dense manufacturing, clustered platform enterprises and strong computing power. According to the city talent-agglomeration assessment of the CSDN “Industrial-Internet Industry Analysis and Employment Report (2025-2026)” (Beijing, Shanghai and Shenzhen at the highest tier; Guangzhou, Suzhou, Qingdao and Wuhan next), combined with job-post data from mainstream recruitment platforms, Beijing, Shanghai, Guangzhou, Shenzhen, Suzhou, Qingdao and Wuhan are the main agglomeration hubs for high-level industrial-internet talent, with the Yangtze River Delta and Pearl River Delta accounting for a high share of jobs. This assessment is an industry commercial-report judgment rather than an official government statistic and is for location reference only, not as a policy basis. The city-selection priority remains “industry match > platform density > policy delivery > settlement difficulty”; all settlement/subsidy amounts are subject to current local announcements.

Check Focus

Dual-cross/industry platforms

A leading cross-industry/cross-domain platform, a platform self-built by an equipment-manufacturing leader, an industrial-internet subsidiary of a communication-equipment SOE

Connected device volume, maturity of industry solutions, whether it can act as a host for application

Research institutes / new R&D institutions

Leading manufacturers / parks

The digital-intelligence department of an auto/home-appliance/equipment leader, returnee park / high-tech zone

Real production-line scenarios, pilot-testing and validation conditions, industry funds

Platform screening “three checks”: check historical delivery (whether recruitment treatment was honored per contract and the application success rate), check match depth (fit between core business and your research direction), and check application willingness (whether dedicated staff guide host-application). Run four job-hunting channels in parallel: official/semi-official (Service Center for Overseas Study, Western Returned Scholars Association, human-resources/talent bureaus, returnee parks), direct university/research-institute application, direct enterprise application and special events, and mentor/alumni/academic networks and professional talent-service agencies.

Supplement: Using the platform action plan's “four-level cultivation” to judge a target platform's development stage

On January 13, 2026, the MIIT issued the “Action Plan for Promoting the High-Quality Development of Industrial-Internet Platforms (2026-2028),” which for the first time classifies platforms by “professional, industry, collaboration” types and cultivates them by “basic, growth, leading, ecosystem” levels, and proposes that by 2028 more than 450 platforms with influence will exist, industrial-device connections will exceed 120 million devices (sets), and platform adoption will exceed 55%.

Direct use for doctoral job selection: before applying, judge what stage the target platform is at against the “four-level cultivation”—ecosystem-level platforms suit architecture and standards work, leading-level platforms suit industry-benchmark topics, professional platforms suit technical depth, and collaboration platforms suit cross-enterprise collaboration scenarios. This is better than judging by company size alone for estimating personal growth space. All calibers above are subject to current MIIT documents.

4.4 Supplement: Provincial Capitals, Top-100 and Hot Cities (Industrial-Internet Relevant; All Subject to Current Local Announcements)

To facilitate choosing cities by region, the following supplements the national provincial capitals, top-100 cities and hot cities by tier, based on the “industry—platform—computing power—policy” features of the industrial internet. City tiers are for reference only and do not equal policy strength or job quality; specific recruitment calibers, application windows and packages are all subject to the current announcements of local talent offices, MIIT departments and employers.

5. Policy Comparison: What Programs Can Be Applied For

General rule (converged once for the whole article): all talent programs, subsidies and grants must be applied for through the employer/platform/park and are not disbursed automatically; in the academic path, “secure the slot first, then apply” does not work—the Overseas Outstanding Young Scholar program requires “not yet full-time returned.” A national program's funding intensity combined with local 1:1 matching can significantly enhance bargaining power. The names, amounts and conditions below may all be adjusted; they are subject to official current application notices and announcements.

5.5 Non-Hat Track Recommendation: Digital Technology Engineer Cultivation Program and Title Linkage

For engineering-oriented PhDs whose achievements lie mainly in platforms, models and solutions rather than papers, the “Digital Technology Engineer Cultivation Program” led by the Ministry of Human Resources and Social Security (2021-2030, training about 80,000 people per year, covering AI, big data, intelligent manufacturing, industrial internet and other digital-technology fields) is an undervalued “land first, enhance later” track: it does not look at papers or “hats,” but at training assessment and actual achievements, and it links directly with professional-title recognition.

Implemented local practices (subject to current notices of local human-resources departments): Chongqing's “Implementation Plan for the Outstanding Engineer Empowerment Special Program” proposes training 6,000 digital-technology engineers per year, adding digital-technology title majors up to the senior-professional level—holders of junior/mid-level professional-technology certificates are directly recognized for the corresponding title, and holders of senior certificates use it as an achievement condition for applying for a senior title; Guangdong has deployed digital-technology engineer title review; Hunan includes postdocs who leave the station to work in an enterprise for 1+ years with qualified assessment (or with China Postdoctoral Science Foundation funding) in the green channel for direct recognition of an associate-senior title. After title linkage, local talent treatment can be accessed directly.

Supplementary note on non-hat positions: not every PhD in the industrial-internet direction needs or is eligible to apply for national/provincial-municipal “hats.” A large number of high-quality opportunities are released as “non-hat positions”—distinguished researchers/project leaders/PIs and industry professors at universities, R&D chiefs, technical directors and project PIs at central SOEs, state enterprises and leading enterprises, and project leads at research institutes. Their feature: they do not require winning a talent program as a precondition; employers sign directly based on position needs and agree on research start-up funds, salary, staffing quota or service period; a corresponding talent program can be applied for later through the employer, achieving “land first, enhance later.”

6. Offer Seven-Dimension Breakdown and Bargaining Points (Industrial-AI/Digital-Twin Specific)

Break the offer into seven dimensions for overall negotiation rather than looking only at monthly salary: ① base salary/performance ② settlement/housing-purchase/rental subsidy ③ research start-up/laboratory/computing-power and data resources ④ talent-program application support (whether recommended, guided, and fallback if not selected) ⑤ spouse placement/children's schooling/medical fast-track ⑥ settlement/archives/social-security/title fast-track ⑦ entrepreneurship-specific terms (equity, site, IP ownership, industry-fund linkage). All treatment is subject to the written contract/supplementary agreement; verbal promises and chat records do not have full legal effect.

Three industrial-internet-specific bargaining points

Bargaining Point

Why It Matters

How to Raise It

Real production-line and data access

Digital twins/industrial AI have no value without scenarios

Clarify whether you can access real production-line data and pilot scenarios; write into job responsibilities

Computing power and model-training resources

Industrial foundation-model fine-tuning depends heavily on computing power

Confirm GPU/computing-power quotas and whether external collaboration and publication trade-offs are supported

Fallback clause for host-application

Application certainty = bargaining power

Seek a written commitment of “recommended application + compensation/renewal if not selected”

7. Secrecy and Data-Compliance Chapter (Industrial Data / MLPS / Classification-Grading)

The industrial internet directly collects production-site data, and data in some industries (energy, power, rail transit, equipment, defense-support, etc.) involves important data and cross-border transfer controls. Before applying and joining, confirm the compliance boundaries item by item to avoid a “one-vote veto.”

Compliance Item

Key Points (subject to current regulations of competent authorities)

Industrial data classification-grading

Align with the “security classification-grading adoption rate” in the Implementation Opinions; distinguish general/important/core data and clarify the scope that may be processed

Cross-border data transfer

Important-data cross-border transfer requires security assessment; core data should in principle not leave China; clarify data cross-border boundaries before joining for cross-border R&D in specific industries

Network security MLPS / critical infrastructure

Platform and solution roles often involve MLPS assessment and critical-infrastructure protection obligations

Classified projects and political review

If relying on classified topics of defense/energy/central SOEs, cooperate with political review and declassification periods per unit requirements; declassification and review typically take about 3-6 months, so align with the talent-program application window and start preparing background materials early

Result ownership and publication

Ownership of industrial foundation models/twin models, patents and papers must be clarified in writing in the offer

Before applying, confirm: whether overseas-identity reporting, exit restrictions or confidentiality periods are involved; if you want to preserve publication freedom, prioritize **non-core-data/non-classified positions**.

8. Return Action Checklist: 12-6-3-Month Rhythm

Post-landing progressive application rhythm: enterprise-side QM material preparation takes about 2-3 months; university-side Overseas Outstanding Young Scholar applications should be scheduled backwards from the annual deadline of the National Natural Science Foundation of China guide and coordinated with the onboarding date.

Stage

Key Actions

12 months before return

Complete self-positioning (four-path or combination) + lock the track against the “scope boundary”; confirm the university is registered with the Ministry of Education's overseas-institution information network; compile papers/patents/projects/reference letters/overseas work certificates

6 months before return

Select 2-3 target cities against the data map; lock 10-20 target host units (platforms/research institutes/universities/leading enterprises) and confirm host-application qualification by email

3 months before return

Start the preliminary materials for study-abroad certification; deeply discuss roles, production-line/computing-power/data resources and application support; finalize application materials, lock interviews and application windows; conduct seven-dimension offer negotiation and verify performance clauses

3-12 months after landing

Complete study-abroad certification and onboarding/station entry as soon as possible and start national-program applications; stack provincial/municipal and hidden policy packages in parallel; verify settlement/social-security/title/family-settlement support

9. Eligibility Self-Assessment Checklist (with Alternative Paths)

Before locking a main path and a backup path, run the self-assessment item by item. This table is only for quickly excluding clearly mismatched paths; it cannot serve as a basis for judging approval likelihood, and checking “yes” on all items does not mean you are competitive. The final word rests with the host unit's review and the competent authority's conclusion.

Self-Check Question

Alternative Path If “No”

1

Does your research topic fall on the industrial-internet mainline of “connect—collect data—build platform—make the twin—run industrial AI—protect security”?

No → run the scope-boundary rule and switch to a matching track such as Article 13 (Industrial Control) or Article 16 (Industrial Software)

2

Have you obtained a PhD, or will you obtain one within the planned timeframe?

No → first evaluate master's-level core R&D roles in enterprises, or plan a domestic/overseas doctoral path

3

Do you have real project experience in industrial sites, production-line deployment or industrial platforms?

No → first choose a “postdoc + industrial-platform joint cultivation” path to build engineering-deployment experience

4

Are your core achievements mainly engineering delivery, platform landing and invention patents, rather than purely theoretical papers?

No → academically oriented paths such as the Overseas Outstanding Young Scholar and faculty positions fit better

5

Do you meet the return-time and full-time-onboarding timeline requirements of the target national program?

No → first apply for provincial/municipal talent programs, or target non-hat senior R&D positions

6

Have you locked 2-3 target cities and shortlisted 10-20 intended host units?

No → use the city quick-select card and the four-carrier list to narrow the scope

7

Have you verified that the target host unit has the host-application qualification for the corresponding national channel?

No → verify host qualification unit by unit against the platform-screening “three checks”

8

Can you accept the 3-5-year service period and annual assessment binding that accompany talent programs?

No → prioritize non-hat high-salary R&D positions and re-evaluate the talent-program application path

For the specific carriers and key actions corresponding to each alternative path, see Section 3 “Four-Path Matrix”; the two tables work together to first locate a path and then identify its carriers, avoiding redundant judgment.

10. Zhengxianling® Handoff: Put Your Direction Onto a Specific Coordinate of the Data Map

The data map tells you which cell you are in, but “whether there is currently a platform/research institute hiring PhDs in this cell, which one you can rely on, which program to apply for, and whether the window is still open” requires case-by-case verification. Get the city/policy comparison table, and let Zhengxianling® merge the three tables of “industrial map—city platform—application channel” into a landing list unique to you.

Talent Side

Government/Enterprise Side

Open year-round to qualified PhDs, postdocs, senior scholars and academician-level talent worldwide, offering the Overseas Outstanding Young Scholar and same-tier national talent programs (QM, HJ, CC, RJ, etc.), postdoc, chief-scientist and chair-professor channels; in parallel matching provincial/municipal high-level talent programs and non-hat positions; relying on host platforms nationwide such as double-first-class universities, hospitals, research institutes, central SOEs, leading enterprises, specialized-and-novel enterprises, financial institutions, returnee parks, high-tech zones, new R&D institutions and some provincial/municipal government bodies, to help match academic, industrial, entrepreneurial, postdoc and non-hat positions, providing channel matching, material initial review, policy verification and application guidance.

Universities, research institutes, high-tech zones and enterprises/institutions needing high-level talent introduction, Sino-foreign joint-laboratory building, or landing of overseas academician and top-team projects can, through Zhengxianling®, tap provincial/municipal talent programs and the “Enterprise Cooperation” section of the official website for discussion.

For first contact, please provide: name, current country/region, highest degree and institution, research direction, years of work experience, and intended development region (return to China/coming to China).

Appendix A: Four Common Traps in This Direction

Trap

Consequence

How to Avoid

Looking only at subsidies, not platforms

Money in hand, “no place to use it” three years later

Prioritize industry match; treat subsidies as a last-resort sorting factor

Misapplying control/EDA topics to industrial-internet roles

Direction mismatch, interview misalignment

Run the “scope boundary” rule first; switch to Article 13/16 if necessary

Returning to China first, then finding a host unit

Application window closed or unit lacks qualification

Lock the host unit before returning, then apply

Joining without production-line/data/computing-power resources

Industrial AI and digital twins hard to land

Confirm resources and pilot scenarios in writing in the offer

Conclusion and Viral Lines

One-line summary: the return opportunity in the industrial-internet direction is a four-dimensional coordinate of “industrial map × talent gap × city platform × policy channel,” not blind resume submission. Position first, choose a city, find a platform, apply, then negotiate the offer—mastering the five-step decision method turns the coordinates on the data map into a landing list unique to you.

Cover line: “See at a glance: the opportunity for industrial-internet PhDs returning to China hides in the intersection of data and platforms.” Lead line: “Don't ask which city pays the highest subsidy—ask which production line, which platform, which host is short of you.” Closing line: “Position · Choose a city · Find a platform · Apply · Negotiate the offer—get the city/policy comparison table and turn the coordinates into an offer.”
