Introduction: One Map to Read the Opportunity Landscape
If you want to know whether returning to China in the industrial-internet track is worth it, which cities concentrate the opportunities, which platforms are competing for PhDs, and which programs you can apply to, this piece compresses the answer into four data maps — industry landscape, talent gap, city platforms and policy comparison— and gives you a coordinate cell by cell.
The core judgement in one sentence: the industrial internet is not a direction for sending one more CV, but the cell-by-cell landing of a five-step decision method — track positioning → city-industry matching → platform-carrier locking → talent-program application → comprehensive offer negotiation — on a data map.Its opportunity density sits at the intersection of five lines (universities/research institutes × corporate R&D × talent programs × start-up funding × local talent-events) with six landing points (industrial 5G private networks + cross-industry and cross-domain platforms + digital-twin factories + industrial AI deployment + identifier resolution + industrial data security).
At the point where the 15th Five-Year Plan (2026–2030) is being rolled out and new productive forces and future industries are accelerating, domestic demand for PhDs and postdocs in the industrial internet continues to rise. National talent channels and provincial and municipal talent programs are opening in parallel, and cities including Beijing, Shanghai, Guangzhou, Shenzhen, Hangzhou, Suzhou, Chengdu and Chongqing have issued targeted talent-attraction policies.
Industry and talent data below follow the current published positions of the Ministry of Industry and Information Technology (MIIT), the China Academy of Industrial Internet (CAII) and authoritative institutions. All amounts, eligibility conditions and city policies are subject to current official announcements. All amounts, program names, cities and policy definitions are compilations of public information and do not constitute any salary or approval commitment.
Sources and definitions are listed in the Core Fact Verification Table at the end, with source channel and traceability grade for each item.

1. Industry Landscape: The Industrial Internet Enters a New Stage of High-Quality Development and Scaled Application
(1) Three structural signals (why now is worth attention)
1. Top-level policy set through 2030: Eight ministries — MIIT, the National Development and Reform Commission, the Ministry of Human Resources and Social Security, the Ministry of Emergency Management, the People's Bank of China, SASAC, the State Administration for Market Regulation and the China Securities Regulatory Commission — jointly issued the Implementation Opinions on Promoting the High-Quality Development of the Industrial Internet (issued June 2026). It systematically sets tasks in five areas — infrastructure, technological innovation, integrated application, security assurance and industrial ecosystem — and sets 2030 targets of core-industry added value exceeding RMB 2.5 trillion, 50,000 industrial 5G private networks, around 5 internationally influential comprehensive platforms, full coverage of 207 medium industrial categories by integrated application, and an 80% adoption rate of security classification and grading among key-industry large-scale industrial enterprises; by 2035 a globally leading industrial-internet infrastructure system and an internationally advanced technology and industry system are to be in place (document number, date of issue and number of tasks are subject to the official original text).
2. The industrial base has reached scale: According to the MIIT explanatory page for the eight-ministry Implementation Opinions, the core industry scale exceeds RMB 1.6 trillion, driving about RMB 2.5 trillion of industrial added value; registered identifiers exceed 740 billion; and industrial-internet platforms with a degree of industry influence exceed 340. There are 49 cross-industry, cross-domain (dual-cross) platforms (per the 2025 dynamic evaluation announcement), key platforms connect over 100 million industrial devices (sets), and they have served nearly 4 million enterprise-times (per public industry figures, subject to current official statistics).
3. The technology stack is upgrading towards industrial AI: Artificial intelligence, 5G/5G-A and computing-power networks are deeply coupling with the industrial internet; AI + industrial internet raises new requirements for network interconnection, data aggregation and resource allocation — precisely the premium window for PhD-level OT + IT + AI compound talent.
The time frame throughout is the 15th Five-Year Plan (2026–2030). Industry scale, platform counts and identifier registrations are current published statistics; figures from different years and different publishing definitions must not be spliced or used to extrapolate.
Figure 1 Core industry scale and 2030 targets(per the eight-ministry Implementation Opinions and MIIT public figures, subject to current official announcements)
Indicator | 2024 | 2025 | 2030 target |
Core industry scale | Over RMB 1.5 trillion (industry estimate, for reference only) | Over RMB 1.6 trillion (MIIT explanatory page) | — |
Core-industry added value | — | — | Over RMB 2.5 trillion (Implementation Opinions) |
Platform count | Over 340 (MIIT) | Over 340 | Cultivate 5 internationally influential comprehensive platforms |
Registered identifiers | — | Over 740 billion (MIIT explanatory page) | — |
Industrial 5G private networks | — | — | Build 50,000 (Implementation Opinions) |
Definition note: Core industry scale and core-industry added value are different statistical indicators and must not be compared directly or used to derive a growth rate. The table lists them on separate rows; readers should not read them as continuous growth of one indicator.
(2) The four-tier smart-factory pyramid: the assessment threshold is becoming a contest of AI-application depth
Smart-factory gradient cultivation has formed a four-tier system — basic, advanced, excellent and leading. According to MIIT public figures of October 2026, by the end of September 2026 China had over 56,000 basic-level smart factories, had cumulatively built over 13,000 advanced-level and over 500 excellent-level smart factories, and had cultivated 15 leading-level smart factories. The 2026 proposed leading-level list was publicised in October 2026 with 34 entries; the proposed excellent-level list had 253 entries across 28 provinces (numbers, lists and publicity dates are subject to the current publicity of MIIT's Equipment Industry Department I).
Among these, leading-level factories require artificial-intelligence application scenarios to account for no less than 60%(Smart Factory Gradient Cultivation Element Conditions (2026 Edition)); excellent-level factories likewise incorporate AI-application depth into assessment criteria and raise the threshold year by year (specific scenarios, ratios and indicators are subject to the official original text of the 2026 Element Conditions).
What this means for a PhD: competition in smart-factory assessment is essentially becoming a contest of AI-application depth — the most direct channel for converting AI capability from a personal skill into a quantifiable assessment indicator. The cities and industries appearing on the leading/excellent lists are the strongest leading indicators of next year's PhD positions. This batch is applied for by enterprises, not by individuals. Note that some units involve aviation, aerospace, energy and other critical infrastructure; confirm classified-project and political-vetting requirements before applying (see Section 7).
2. The Talent Gap: The Data Say Worth Coming
Figure 2 Talent gap and job supply–demand(per a signed public article by the Chief Engineer of the China Academy of Industrial Internet; directional reference, subject to the Academy's current report)
According to estimates in the 2026 signed article Strengthening Talent Support for High-Quality Development of the Industrial Internet (People's Posts and Telecommunications News) by Zhang Xiaotong, Chief Engineer of CAII, China's 2026 demand for industrial-internet industry talent is about 2.13 million, while the number of core-related graduates entering the target industry in the same period is about 0.86 million, and that inflow is projected to grow to 1.10 million by 2030. The Academy's same-period estimate puts the total number of industrial-internet technical and skilled practitioners at about 4.14 million, of whom nearly 3.30 million are in manufacturing enterprises — the main battlefield for talent cultivation and attraction is industry, especially the manufacturing front line. Demand continues to grow in platform architecture, industrial APP development, industrial big data, identifier resolution, industrial information security, edge computing, AI visual inspection and digital-transformation consulting, which are the core scarce directions.
[2025 historical figure]According to a public statement by Wang Baoyou, Chief Engineer of CAII, the 2025 industrial-internet talent gap was about 1.36 million, requiring large numbers of people with both OT (operational technology) + IT (information technology) capability; about 285 vocational colleges offered industrial-internet-related programmes. This set is a 2025 current-period figure retained as a time-series reference, subject to the Academy's current report.
Definition note: 2.13 million is industry talent demand and 0.86 million is core-related graduates entering the target industry; the two use different statistical scopes and should not be subtracted to derive a single gap, nor should a same-scope growth rate be derived against the 2025 1.36 million gap. All figures here are public estimates, subject to CAII's current report.
[Traceability]2.13M / 0.86M / 1.10M and 4.14M / 3.30M: signed 2026 article by CAII Chief Engineer Zhang Xiaotong (People's Posts and Telecommunications News) → publicly traceable; 1.36M / 285 colleges: Wang Baoyou's 2025 public statement → publicly traceable (historical figure). See Appendix B items 16 and 17.
(1) Scarce-role profile (read it as a capability purchase list)
Role family | Typical roles | PhD-level capability tags (mapped directly to hiring needs) |
Platform and network | Platform architect, industrial 5G private-network engineer, edge-computing engineer | Layered platform architecture, TSN / 5G-A networking, deterministic latency, massive device access and protocol adaptation |
Data and identifiers | Industrial big-data engineer, identifier-resolution implementation engineer | Industrial data modelling, identifier-resolution secondary nodes, data governance and data-element circulation |
Intelligence and twins | Digital-twin engineer, industrial AI algorithm engineer | Mechanism + data hybrid modelling, simulation–twin–control loop, industrial large-model fine-tuning and deployment |
Application development | Industrial APP developer, low-code / microservice engineer | Microservices and containerisation, rapid industrial APP development, engineering encapsulation of mechanism models |
Security and operations | Industrial information-security expert, platform operations engineer | MLPS / critical-infrastructure compliance, security classification and grading, OT security protection, observability operations |
Enterprises commonly need interdisciplinary compound talent who understand both the industrial site (PLC / SCADA / MES) and AI modelling and algorithm fine-tuning, and most positions require real project experience (production-line commissioning, system integration). Traditional disciplinary silos make the training cycle for qualified people long — precisely the differentiated advantage of PhDs with industrial engineering experience (for reference only).
One newly emerging high-value role in this direction deserves separate attention: the Forward Deployed Engineer (FDE). Shanghai's Three-Year Action Plan for Supporting the Transformation and Upgrading of Advanced Manufacturing (2026–2028) (issued January 2026) explicitly launches an AI + Manufacturing enablement action and cultivates FDE teams. FDE is defined as a three-in-one combination of full-stack development + business diagnosis + product abstraction: able to connect legacy systems on site, identify business pain points, and distil general products from individual requirements. Its emergence shows that the bottleneck for industrial-AI deployment has shifted from model capability to deployment capability, and compound PhDs who can bridge the last mile from technology to business are becoming a policy-recognised high-value role.
(2) Three salary bands (subject to official / employer current announcements; no commitment)
Band | Range (directional reference) | Note |
Fresh PhD / R&D backbone | First-year total about RMB 200,000–400,000 | Compiled from public job postings and industry salary reports; actual offer prevails |
Senior algorithm / platform / security expert | About RMB 400,000–700,000 | Industrial information-security experts and algorithm/architecture posts are higher (public industry discussion, for reference only) |
Leading / chief / program-backed | Negotiated case by case | Stacked with national or provincial talent-program funding and local matching; substantial overall bargaining room |
Salary ranges are compiled from public job postings and industry salary reports (report titles per the current public edition). They vary considerably by unit level, job family and whether a talent program is involved; the actual offer prevails. This guide constitutes no salary commitment.
3. Direction Boundary: What Counts as Industrial Internet and What Does Not
Included (this piece) | Excluded (see other pieces) | Cross-over rule |
Industrial 5G private networks / TSN networking, cross-industry and industry platforms, identifier resolution, industrial big data and data elements, overall digital-twin factory solutions, industrial APPs, edge computing, industrial large-model deployment, smart-factory system integration, industrial information security | SCADA / PLC / DCS / SIS control-system bodies and sensor-hardware localisation → Piece 13 (Industrial Control); CAD / CAE / EDA kernel algorithms and solvers → Piece 16 (Industrial Software); pure consumer internet / general IT applications → outside this piece | The data-and-platform main line of connect → collect data → build platform → build twin → run industrial AI → secure belongs here; control-algorithm kernels go to Piece 13; simulation / EDA software kernels go to Piece 16 |
Decision points: if your research mainly addresses how devices are networked, how data is aggregated and modelled, how platforms are orchestrated, how digital twins drive decisions, how industrial AI is deployed, and how data is kept compliant, it falls in this piece; if it mainly lands in control loops / PLC logic / sensor mechanisms it is closer to Piece 13; if it lands in geometric kernels / solvers / EDA algorithms it is closer to Piece 16. The three pieces share one city and policy framework, so you can apply to the nearest one by boundary.
(Supplement) Four-path matrix: academia / corporate R&D / entrepreneurship / postdoc(paths can be combined; subject to each unit's current rules)
Path | Best for | Main carriers | Key action | Matching programs |
Academic | Publication-oriented, seeking tenure and research flexibility | Double First-Class universities / new-type R&D institutions | Lock a host institution and apply before taking up full-time employment in China → enter the station → sustain output | Overseas Excellent Young Scientists Fund, Postdoctoral Science Foundation, Boxin Program |
Corporate R&D | Industrialisation / engineering-technology background | Leading platforms, digital-intelligence leader research institutes | Apply through the enterprise, tied to real production-line scenarios | QM, CC, HJ |
Entrepreneurship | Patents, product prototype or team | Overseas-returnee start-up parks / high-tech zones / industrial funds | Proof of concept → first-edition / pilot production → marketisation | Local start-up funding, Chunhui Cup, HICOOL |
Postdoc | Wanting both research and platform resources | Mobile stations / workstations + joint platform training | Enter the station first, then stack three-tier funding | Postdoctoral Science Foundation (note: returning-from-overseas PhDs are not eligible for the Boxin Program) |
Note: all talent programs must be applied for through an employer; returning first and then finding a host institution or taking a slot first and applying later does not work — the Overseas Excellent Young Scientists Fund explicitly requires the applicant to not yet have taken up full-time employment in China.
4. City-Platform Distribution Map: Where to Go, Whom to Approach
(1) City tiers from an industry-matching perspective
Industrial-internet positions and platforms concentrate heavily in cities with dense manufacturing + clustered platform enterprises + strong computing power. Per public figures, Beijing, Shanghai, Guangzhou, Shenzhen and Suzhou are the main talent agglomerations, and the Yangtze River Delta and Pearl River Delta hold a high share of positions. City-selection priority remains industry-match degree > platform density > policy delivery > settlement friendliness; all settlement and subsidy amounts are subject to current local announcements.
Figure 3 Four dimensions of suitability in ten key cities(qualitative, indicative, compiled from public policies and industry figures; not an official ranking, for reference only)
City | Industry match | Platform density | Policy delivery | Settlement friendliness |
Beijing | Strong | Strong | Medium | Medium |
Shanghai | Strong | Strong | Relatively strong | Relatively strong |
Shenzhen | Relatively strong | Relatively strong | Strong | Strong |
Guangzhou | Relatively strong | Relatively strong | Relatively strong | Relatively strong |
Hangzhou | Relatively strong | Medium | Relatively strong | Relatively strong |
Suzhou | Strong | Relatively strong | Relatively strong | Medium |
Nanjing | Relatively strong | Relatively strong | Relatively strong | Relatively strong |
Wuhan | Relatively strong | Relatively strong | Relatively strong | Relatively strong |
Chengdu | Medium | Relatively strong | Relatively strong | Relatively strong |
Hefei | Medium-to-relatively-strong | Medium | Relatively strong | Relatively strong |
Figure 3 footnote (basis of judgement): (1) Policy delivery is judged from the following publicly verifiable elements — whether the city has a talent special channel or professional-title channel for industrial internet / intelligent manufacturing (for example, Shanghai's Measures for Professional Title Review in the Engineering Series–Digital Technology Profession includes industrial internet among 14 digital-technology directions, and the 2026 senior-engineer review second professional group covers industrial internet and intelligent manufacturing); whether the city or its districts have written doctoral-level housing / living subsidies (for example, Wuhan Economic and Technological Development Zone's Talent-Strong District Strategy 3.0 grants incoming PhDs up to RMB 150,000 in living or housing subsidy); and whether district-level monthly subsidies for key-industry talent are still in current policy (for example, Suzhou Xiangcheng District's key-industry talent plan, publicly reported in 2022, subject to current announcements). (2) Industry match refers to each city's published statements on industrial-internet / intelligent-manufacturing industry scale and public statistics on dual-cross platforms and 5G factories; it is qualitative and indicative, not an official ranking. (3) Hefei is marked medium-to-relatively-strong: demand for quantum-information and new-energy industry digitalisation is clear, but its industrial-internet platform density is lower than Beijing, Shanghai and Shenzhen, so it is not listed alongside them as strong; this does not contradict the quasi-first-tier / industrially strong city tier in Section 4(4).
(2) 30-second city-selection card

(4) Supplement: provincial capitals, top-100 cities and hotspot cities (industrial-internet related)
To support region-based city selection, the following is organised by the series' unified tiers according to the industry–platform–computing power–policy profile. Tiers are for reference only and do not equate to talent-policy intensity or job quality; specific attraction rules, application windows, subsidy amounts and packages are all subject to current announcements by local talent offices, industry and information-technology departments and employers.
Tier / region | Representative cities | Industrial-internet relevance and matching notes |
First tier (source regions / platform HQs) | Beijing, Shanghai, Guangzhou, Shenzhen | Densest dual-cross platform HQs, leader digital-intelligence departments, universities and institutes; Beijing emphasises industrial AI / platform architecture / industrial security, Shanghai emphasises smart factories / digital twins / industrial software, Guangzhou and Shenzhen emphasise platform ecosystems / industrial digitalisation / 5G private networks |
Quasi-first-tier / industrially strong cities | Hangzhou, Suzhou, Nanjing, Ningbo, Wuxi, Hefei, Qingdao, Jinan, Wuhan, Chengdu, Chongqing, Tianjin, Xi'an, Changsha, Zhengzhou, Fuzhou, Dongguan, Foshan | Dense manufacturing + platform clusters + strong computing power; Suzhou, Wuxi, Dongguan have many discrete-manufacturing and 5G factories, Hangzhou and Nanjing are strong in industrial AI / industrial software, Qingdao and Chongqing have many identifier-resolution / dual-cross deployments, Wuhan, Chengdu, Changsha and Xi'an are active in smart factories and equipment transformation |
Central provincial capitals / sub-provincial centres | Wuhan, Changsha, Zhengzhou, Hefei, Taiyuan, Nanchang, Shijiazhuang, plus Yichang, Xiangyang, Luoyang, Wuhu, Ganzhou | Large demand for digitalisation in automotive, equipment, optoelectronics, steel and biomedicine; lower living costs, active start-up parks and industrial platforms, suitable for long-term settlement |
Western provincial capitals / capitals of autonomous regions and border cities | Chengdu, Chongqing, Xi'an, Kunming, Guiyang, Nanning, Lanzhou, Yinchuan, Xining, Urumqi, Hohhot, Lhasa | Digitalisation of new energy, green computing power, equipment and military-supporting industries; relatively open establishment quotas, concentrated subsidies, often case-by-case, with longer service periods |
Northeast | Shenyang, Dalian, Changchun, Harbin | Equipment, automotive and optoelectronic digitalisation; Shenyang is a 5G integrated-application pilot city; carried by FAW, HIT and CAS-affiliated platforms |
Hotspot / potential cities | Mianyang, Yibin, Ningde, Changzhou, Yancheng, Zhenjiang, Huzhou, Jiaxing, Jinhua, Shaoxing, Quanzhou, Wenzhou, Yantai, Weihai, Zhuzhou, Liuzhou, Guilin, Ordos, Yulin and others | Concentrated demand for digital transformation in lithium batteries, photovoltaics, steel, chemicals, machinery, ports and energy, with less competition; verify positions, establishment quotas and service periods against local digital economy / industrial internet / intelligent manufacturing programmes item by item |
(5) Platform screening: three checks and four carrier types
Three checks: check historical delivery (whether agreed talent packages were honoured, program application success), check match depth (fit between core business and research direction), check application willingness (whether a dedicated person supports host-institution application coaching).
Carrier type | Representatives (all categorised, no real names) | What to examine |
Dual-cross / industry platforms | A leading cross-industry cross-domain platform, an equipment-manufacturing leader's self-built platform, a communications-equipment central SOE's industrial-internet subsidiary | Connected device volume, maturity of industry solutions, whether it can serve as a host institution for applications |
Research institutes / new-type R&D institutions | A national or regional industrial-internet research institute, a university intelligent-manufacturing research institute | Research directions, postdoctoral workstations, strength of application support |
Corporate R&D centres | An industrial-software company's research institute, an automation leader's R&D centre | Production-line / data / computing-power resources, willingness to support QM / CC applications |
Start-up parks / incubators | National overseas-returnee start-up parks, proof-of-concept centres | Rent-free periods, start-up funding, industrial-fund connections |
(6) Five parallel job-search channels
Channel | Concrete routes | Points to note |
Official / semi-official | Chinese Service Center for Scholarly Exchange (CSCSE), Western Returned Scholars Association, local human-resources / talent-work bureaus, overseas-returnee start-up parks | First entry point for policy information, settlement, subsidies and start-up support; CSCSE credential verification is a prerequisite |
Direct applications to universities / institutes | Target university HR offices, faculty websites, key-laboratory groups, institute recruitment pages | Many PhD positions do not rely on public job boards; research-group / PI channels are often more effective |
Direct corporate applications and special sessions | Central SOEs, state-owned enterprises, specialised and new firms, hard-tech company websites; overseas talent sessions run by platforms such as Zhengxianling® | Central SOEs / SOEs mostly use group HR channels; corporate sessions are concentrated overseas-talent matching windows |
Supervisor / alumni / academic networks | Overseas supervisors, domestic collaborating scholars, alumni associations, academic conferences, postdoctoral mobile-station contacts | In frontier tracks, academic networks far outperform public job boards; supervisor referrals often reach research groups directly |
Professional talent-service agencies | Recommendation through Zhengxianling® consultants | Aggregates scattered channels into one actionable service line, simultaneously verifying who is hiring, whether you can apply through them, and how to enter |
The value of Zhengxianling® across these five channels: the platform is not another CV drop-box. It aggregates the dispersed channels above into one service line that can be acted on. For talent, via domestic and overseas scholar communities, national and provincial talent sessions and targeted invitations by universities and institutes, it helps candidates reach target platforms, research groups and central-SOE / state-owned research institutes through academic networks and session quotas beyond public postings, while providing city-and-platform matching and talent-program pathway assessment. For employers, it aggregates position information and overseas candidates through demand verification, forming a closed loop of position listing → targeted recommendation → session matching → application coaching. A future AI multilingual platform will further reduce cross-border information gaps and language barriers.
(7) Using the platform action plan's four-tier cultivation to judge a target platform's stage
In January 2026 MIIT issued the Action Plan for Promoting High-Quality Development of Industrial-Internet Platforms (2026–2028), which for the first time classifies platforms into specialised, industry and collaborativetypes and cultivates them in four grades — basic, growth, leading and ecosystem— proposing that by 2028 influential platforms exceed 450, connected industrial devices exceed 120 million (sets), and platform penetration exceeds 55% (document number and indicators subject to the official original text).
Direct use for PhD job selection: before applying, judge the target platform's stage against the four-tier scheme — ecosystem-grade platforms suit architecture and standards work, leading-grade suit industry-benchmark projects, specialised platforms suit technical depth, and collaborative platforms suit cross-enterprise collaboration scenarios. This predicts personal growth better than company size alone.
5. Policy Comparison: What You Can Apply For
General rule (stated once for the whole piece): all talent programs, subsidies and grants must be applied for through an employer / platform / park and are not issued automatically; the academic path of take a slot first, apply later does not work — the Overseas Excellent Young Scientists Fund requires the applicant not yet to have taken up full-time employment in China. Platforms and service agencies only provide pathway judgement, matching advice and material-preparation key points, and do not write or file application materials on candidates' behalf, and do not promise application outcomes. All names, amounts and conditions may change and are subject to current official application notices and announcements.
(1) National-level talent programs and projects
Program | Host applicant | Suitable people / nature | Funding and key conditions (subject to current announcements) |
Overseas Excellent Young Scientists Fund | University / research institute | Highest academic-path value | RMB 1–3 million over 3 years; requires more than 36 consecutive months overseas and not yet full-time employed in China |
QM (code) | Enterprise / research institute | Industrialisation, engineering technology, corporate R&D background | Individual must apply through an enterprise; national + local matching |

How to use it: when choosing a city, check this table first — if the target city has a professional-title channel, a district-level industry-talent special, or a platform award for industrial internet / intelligent manufacturing, you may be able to land through title recognition and local subsidies even without applying for a national or provincial hat. All items above are compilations of public information, constitute no commitment on subsidy amounts or approvals, and are subject to current announcements by local talent offices, human-resources departments and employers.
(3) Non-hat position channels (landing without a talent title)
Not every PhD needs or is able to apply for a hat. Many high-quality opportunities are released as non-hat positions: platform architect / technical director at platform enterprises, pre-research PI / project leader at research institutes, digitalisation chief / industrial-AI lead at manufacturing leaders, specially appointed researcher / industry professor at universities, and so on. Their defining feature: they do not require selection into a talent program as a precondition; the employer signs directly according to the position need and agrees salary, research start-up / computing resources and service period, and a talent program can be applied for later through the unit — land first, add the credential later.
Suitable for: (1) PhDs whose age or consecutive-overseas-service period does not yet meet the rigid conditions of the Overseas Excellent Young Scientists Fund; (2) engineering / platform / implementation-oriented people whose outputs are systems and solutions rather than papers; (3) people who want to lock a stable platform and salary first and apply for programs at a chosen time. The seven-dimension offer breakdown in Section 6 also applies in negotiation, with emphasis on research start-up, platform resources and follow-up application support.
(Supplement) A non-hat channel: Digital Technology Engineer (industrial-internet direction) → professional-title linkage
[Institutional basis]The Implementation Measures for the Digital Technology Engineer Cultivation Project of the Professional-Talent Knowledge-Updating Programme, issued by the General Office of MOHRSS in October 2021, states that from 2021 to 2030, around 80,000 digital-technology-skilled people will be trained annually in fields including artificial intelligence, the internet of things, big data, cloud computing, digital management, intelligent manufacturing, industrial internet, virtual reality, blockchain and integrated circuits. Training institutions deliver training against national occupational standards and training syllabi and issue training-completion certificates to those who finish the hours; those meeting the application conditions of national occupational standards may apply to evaluation bodies for the corresponding professional-technical level assessment. This is the explicit national-level basis for including industrial internet as an independent digital-technology occupation in the training and evaluation system.
[Path chain]A PhD in the industrial-internet direction who does not take the hat path can land along the following chain: Digital Technology Engineer (industrial-internet direction) training-completion certificate → professional-technical level assessment → professional-title evaluation / recognition (linkage methods differ by locality) → connection to local talent benefits. This chain looks at training assessment and engineering performance rather than papers or talent-program selection, and is a typical land first, add later route.
[Shanghai linkage]Shanghai's Measures for Professional Title Review in the Engineering Series–Digital Technology Profession incorporates all 14 professions of the MOHRSS Digital Technology Engineer cultivation project (including industrial internet and intelligent manufacturing) into the title-review system, applies a representative-work system and de-emphasises papers; for applicants holding national Digital Technology Engineer cultivation and assessment certificates, training hours count towards continuing-education hours, and participation in and completion of the cultivation project is one of the important evaluation criteria. The 2026 Shanghai senior-engineer review for the engineering-series digital-technology profession sets a second professional group covering the internet of things, industrial internet, intelligent manufacturing, robotics and additive manufacturing.
[Local implementation]Chongqing has implemented a certificate–title linkage (junior / intermediate professional-technical level certificates directly recognise the corresponding title, and senior certificates serve as a performance condition for applying for a senior title); Guangdong and Hunan have similar deployments. Boundary: linkage methods, the title level corresponding to each certificate level, and whether a separate review is required all vary by locality. This text does not equate a training certificate with exemption from review or direct title recognition; current notices and title-review documents of local human-resources departments prevail.
(4) Implicit high-value policy package
Item | Key point (subject to current policy) |
Chunhui Cup Entrepreneurship Competition | Winning entries may receive start-up funding, and the event also serves as an entry point for financing, landing and policy matching |
HICOOL | Beijing-division winners may receive landing support; suitable for Beijing–Tianjin–Hebei landing |
Overseas-returnee start-up parks | Over 400 nationwide; rent-free for a defined period, government-affairs agency, fiscal and tax agency, tax rebates (period and extent subject to current park announcements) |
Start-up guaranteed loans | Individual and enterprise quotas and interest-subsidy policies subject to current local announcements |
High-Tech Enterprise recognition | Corporate income tax reduced from 25% to 15%, plus additional deduction for R&D expenses |
Individual income-tax preferences | Shenzhen / Zhuhai subsidies for high-end and scarce overseas talent; eligible talent in the Hainan Free Trade Port taxed at up to 15% (subject to current policy) |
Duty-free car purchase / social insurance / title fast track / CSCSE verification | Duty-free car purchase within one year of return; social-insurance continuity; title fast track in some cities; CSCSE verification is a prerequisite |
(5) The three most valuable application combinations
Combination | Suitable for | Why it is valuable |
Postdoc + Postdoctoral Science Foundation | Young PhDs wanting to keep research flexibility | Enter the station to secure a platform first, then stack national + local + unit three-tier funding |
University faculty / research institute + Overseas Excellent Young Scientists Fund | Publication-oriented candidates who can be hosted by universities or institutes | Highest academic value; selection locks in tenure and matching support |
Platform enterprise + QM / CC | Industrialisation / engineering-technology background | The enterprise supplies the position and scenarios; the program supplies policy endorsement and matching funds |
Figure 4 Embedding the five-step method in the data-map landing line(policy windows aligned with action cadence)
12 months before return | 6 months before return | 3 months before return | 3 months after landing |
Track / boundary positioning | Choose city + shortlist 10–20 units | Verify host-application window + offer | CSCSE verification + provincial / implicit stacking |
Policy scope: national level (Overseas Excellent Young Scientists Fund / QM / HJ / CC, postdoc, returnee funding) + provincial and municipal level (local talent programs) + implicit (Chunhui Cup / HICOOL / start-up parks / high-tech enterprise / individual income tax), all subject to current official notices and announcements.
6. Seven-Dimension Offer Breakdown and Bargaining Points (industrial AI / digital-twin specific)
Negotiate the package across seven dimensions, not just monthly salary: (1) base annual salary / performance; (2) settlement / housing-purchase / rental subsidy; (3) research start-up / laboratory / computing-power and data resources; (4) talent-program application support (whether recommendation is promised, coaching provided, and a fallback if not selected); (5) spouse placement / children's schooling / medical fast track; (6) settlement / personnel file / social insurance / title fast track; (7) entrepreneurship-specific items (equity, space, IP ownership, industrial-fund connections). All benefits are subject to what is written into the contract / supplementary agreement; verbal statements and chat records do not carry full legal effect.
Three industrial-internet-specific bargaining points
Bargaining point | Why it matters | How to raise it |
Access to real production lines and data | Digital twins / industrial AI have no value without scenarios | Specify whether real production-line data and pilot scenarios can be accessed, and write it into the job responsibilities |
Computing power and model-training resources | Industrial large-model fine-tuning is highly dependent on computing power | Confirm GPU / computing-power quota and whether external collaboration and publication are supported |
Fallback clause for host-institution applications | Application certainty equals bargaining power | Seek a written commitment of recommendation for application + compensation / renewal if not selected |
7. Classified-Data and Compliance Chapter (industrial data / MLPS / classification and grading)
The industrial internet collects production-site data directly, and data in some industries (energy, electric power, rail transit, equipment, military supporting industries and others) involves important data and cross-border controls. Confirm the compliance boundary item by item before applying and onboarding, to avoid a single-point veto.
Compliance item | Key point (subject to current rules of competent authorities) |
Industrial data classification and grading | Align with the Implementation Opinions' security classification and grading adoption rate requirement; distinguish general / important / core data and define the processable scope |
Cross-border data transfer | Important data transferred abroad requires a security assessment; core data in principle may not be transferred abroad; cross-border R&D in specific industries must clarify the data cross-border boundary before onboarding |
Cybersecurity classified protection / critical infrastructure | Platform and solution posts often involve MLPS assessment and critical-infrastructure protection obligations |
Classified projects and political vetting | For classified projects in military / energy / central-SOE settings, cooperate with political vetting and declassification periods as the unit requires; vetting and declassification for classified posts usually take about 3–6 months, which must be scheduled backwards against talent-program application windows, with background materials prepared in advance |
Ownership of results and publication | Ownership of industrial large models / twin models, patents and papers must be confirmed in writing |
Before applying, confirm: whether overseas-identity reporting, exit restrictions or confidentiality periods apply; to preserve freedom to publish, prefer non-core-data / non-classified positions.
8. Return Action List: A 3–6–12-Month Cadence
Stage | Key action |
12 months before return | Complete self-positioning (one of four paths or a combination) + lock the track against the direction boundary; confirm the institution is registered on the Ministry of Education's foreign-education supervision network; organise papers / patents / projects / reference letters / overseas employment certificates |
6 months before return | Select 2–3 target cities from the data map; shortlist 10–20 target host units (platform / institute / university / leader); confirm host-application eligibility by email |
3 months before return | Start preparatory materials for CSCSE verification; discuss in depth the position, production-line / computing-power / data resources and application support; complete application materials, lock interviews and application windows; run the seven-dimension offer negotiation and check performance clauses |
3–12 months after landing | Complete CSCSE verification, onboarding / station entry promptly, and start national-level program applications; stack provincial / municipal and implicit policy packages in parallel; verify settlement / social insurance / title / family-placement packages |
Advanced application cadence after landing: enterprise-side QM material preparation takes about 2–3 months; university-side Overseas Excellent Young Scientists Fund is scheduled backwards from the NSFC annual guideline deadline and must be coordinated with the onboarding date.
9. Zhengxianling® Support: Turning Your Direction into a Concrete Coordinate
The data map tells you which cell you are in, but whether a platform or institute in that cell is currently hiring PhDs, which unit can host you, which program you can apply for, and whether the window is still open must be verified item by item. Obtain the city/policy comparison table— Zhengxianling® merges the three tables of industry landscape – city platforms – application channels into your personal landing list.
Talent side | Institution / enterprise side |
Year-round recruitment of eligible PhDs, postdocs, senior scholars and academician-level talent from home and abroad; channels include the Overseas Excellent Young Scientists Fund and national-level programs at the same tier (QM, HJ, CC, RJ and others), postdocs, chief scientists and chair professors; parallel connection to provincial and municipal talent programs (Zhejiang Kunpeng, Shanghai Oriental Talent / Pujiang, Hubei Chutian, Shandong Taishan, Jiangsu Shuangchuang, Hunan Furong, Shenzhen Peacock and others) and non-hat positions (platform architect, pre-research PI, digitalisation chief, industry professor and others). It relies on genuine attraction demand from Double First-Class and key universities, hospitals, research institutes, central SOEs, enterprises, financial institutions, start-up parks, high-tech zones, new-type R&D institutions and some provincial and municipal local governments across China. | Universities, research institutes, high-tech zones, enterprises and public institutions needing high-level talent introduction, China–foreign joint laboratory construction, or landing of overseas academicians and top teams may contact Zhengxianling® through the Enterprise Cooperation section of its official website. |
For first contact please provide: name, current country / region, highest degree and institution, research direction, years of work experience, intended development region (returning to / coming to China).
Zhengxianling® also connects provincial and municipal talent programs and helps clarify which program is open now, whether you are eligible, whether the unit matches, and whether there is a same-tier conflict with programs already obtained. The service provides only channel matching, preliminary material review, policy-information verification and application coaching; it does not promise program approval and does not write or file application materials on candidates' behalf.
Executive Summary (Data-Map Edition)
Title: Industrial-Internet PhDs Returning to China: which manufacturing-digitalisation roles need PhDs — from smart factories and digital twins to industrial AI. This data-map piece answers four questions at a glance: why the track is in an up-cycle, where the demand and salary gaps are, which cities and platforms cluster the opportunities, and which national, provincial and hidden programs you can apply through a host institution. According to the Implementation Opinions on Promoting the High-Quality Development of the Industrial Internet jointly issued by eight ministries (2026), China targets core-industry added value of the industrial internet to exceed RMB 2.5 trillion by 2030, with 50,000 industrial 5G private networks and full coverage of 207 medium industrial categories (subject to current official announcements). On talent supply and demand: the China Academy of Industrial Internet (CAII) estimated 2026 industrial-internet talent demand at about 2.13 million, with about 0.86 million core-related graduates entering the sector and that inflow projected to reach 1.10 million by 2030; these two figures use different statistical scopes and should not be subtracted to derive a single gap. A 2025 estimate of a 1.36-million talent gap (CAII public statement) is retained as a historical reference. For non-hat pathways, the national Digital Technology Engineer Cultivation Programme (MOHRSS, 2021–2030) covers the industrial internet track, and its training / level certificates link to professional-title evaluation in several cities (digital technology engineer title linkage); for example, Shanghai's engineering-series digital-technology title review includes industrial internet among 14 directions. Returning PhDs are advised to follow the five-step method — positioning, city selection, platform matching, program application and offer negotiation. All amounts, program names and city-policy figures are subject to current official announcements and do not constitute any salary or approval commitment. Zhengxianling®provides channel matching, material review, policy verification and application coaching; it does not file applications on behalf of candidates and does not guarantee program approval. For host-institution matching and the city/policy comparison table, contact Zhengxianling®.

Appendix A: Four Common Misjudgements in This Direction
Trap | Consequence | How to avoid |
Looking only at the subsidy, not the platform | Illustration: take a RMB 500,000-level settlement subsidy in a certain city (illustrative amount, not a specific city policy). If the platform grants no access to real production-line data, a digital-twin / industrial-AI PhD will struggle to produce transferable engineering results during a 3-year service period, and at the end of the term may face the double loss of subsidy consumed, portfolio empty; specific subsidies and service periods are subject to local announcements and the contract | Prioritise industry-match degree; rank subsidies last |
Applying a control / EDA topic to an industrial-internet post | Direction mismatch and interview mismatch: if asked a platform-side question such as how is the TSN networking latency budget allocated to the control loop and unable to answer, candidates are usually eliminated on the spot; the 3–6 months of time cost from misapplication may also cause them to miss that year's Overseas Excellent Young Scientists Fund window (the program requires not yet full-time employed in China) | Apply the direction boundary rule first; move to Piece 13 / Piece 16 if necessary |
Returning first, then finding a host unit | The application window may have closed or the unit may lack eligibility; moreover the Overseas Excellent Young Scientists Fund explicitly requires not yet full-time employed in China, so taking full-time employment before finding a host may directly forfeit eligibility | Lock the host unit before returning, then apply |
Onboarding without production lines / data / computing power | No scenario, no output: industrial large-model fine-tuning and twin modelling depend heavily on real production-line data and computing-power quotas; without resources it is hard to form verifiable results within the contract term | Confirm resources and pilot scenarios in writing in the offer |
[Non-first-tier city opportunity anchors (verifiable)](1) Wuhan Economic and Technological Development Zone: incoming PhDs receive up to RMB 150,000 in living or housing subsidy plus up to RMB 10,000 car-purchase subsidy, with talent apartments rent-free for the first two years (Shenzhou Xueren and China News Service Hubei, 2026 reporting); dense digitalisation scenarios in automotive and intelligent manufacturing, belonging to the central provincial capital / sub-provincial centre tier. (2) Suzhou Xiangcheng District: key-industry talent plan grants PhDs RMB 3,000/month salary subsidy and those with a bachelor's degree or above up to RMB 1,200/month rental subsidy (CNR 2022 reporting, subject to current announcements); Xiangcheng is one of Suzhou's industrial-internet enterprise clusters. Both examples show that non-first-tier cities can form a combined advantage of district-level special policy + real production-line scenarios + lower living costs, but subsidy definitions and years must be verified item by item and should not be applied directly as 2026 current rules.

Closing and Shareable Lines
One-sentence keyline: opportunities for industrial-internet PhDs returning to China are a four-dimensional coordinate of industry landscape × talent gap × city platforms × policy channels, not mass CV submissions.Position first, then choose the city, then find the platform, then apply, then negotiate the offer — master the five-step method and the coordinate on the data map becomes your personal landing list.
Cover line: One map to see it clearly: opportunities for industrial-internet PhDs returning to China hide at the intersection of data and platforms.
Introduction line: Stop asking which city pays the highest subsidy. Ask first which production line, which platform and which host institution is missing you right now.
Closing line: Position first · choose the city · find the platform · apply · negotiate the offer — obtain the city/policy comparison table and turn the coordinate into an offer.
The above lines are for communication purposes; specific policies are subject to current official announcements.
