Talent Program Application Coaching: What Zhengxianling® Offers Overseas Talent and Employers (National Province–City–District Three-Tier Policy Coverage · Final Edition)
Zhengxianling® · Five-Step Decision Guide for Overseas High-Level Talent Returning to (Coming to) China · Chapter 21 | Master-Guide Variant · Application Coaching and Service Description | Supplementary Batch
Series master plan: Position first · Choose the city · Find the platform · Apply · Negotiate the offer. This chapter extends the fourth step (application) and fifth step (offer) of the series master (Chapter 1, Five-Step Decision Method), answering who must host an application, where it stalls, how long the window is and how to prepare materials, and sets out the service boundaries and contact routes of Zhengxianling®.
Audience: overseas PhDs, postdocs, senior scholars and academician-level talent; also employers, research institutes, central and state-owned enterprises, high-tech zones and local-government talent platforms with recruitment and application needs.
Core thesis: A talent program is not filling in a form but a four-dimensional system — who hosts the application × when the window closes × how achievements are benchmarked × how the offer is underwritten. Most high-quality opportunities are not released through public job postings; they sit at the intersection of platform carriers and application channels.
The series-wide thesis holds here too: returning is not sending a résumé. The real opportunity lies at the intersection of five lines — universities/research institutes × corporate R&D × talent programs × start-up funding × local talent initiatives. This chapter decomposes the fourth line (talent programs) into four layers — host, window, materials, fallback — so the five lines genuinely converge at the application node.
Compliance and codes: QM, HJ, CC and RJ are internal series codes, not official state codes; full program names, eligibility and funding are subject to the competent authorities' current notices. Excellent Young Scientists Fund (Overseas), Postdoctoral Innovation Program, China Postdoctoral Science Foundation, Spring Glow and HICOOL are public national/ministerial schemes or competitions, retained by name with itemised sources.
Time frame: the 15th Five-Year Plan (2026–2030) is used throughout; all amounts, age limits and deadlines are subject to official current announcements, and unverifiable figures are marked for reference only.
White-paper notice: This is a decision-reference white paper for overseas talent seeking positions and filing applications, not an official policy document. All talent conditions, subsidies, program rules and application windows are subject to the latest official notices of national, provincial and municipal authorities. Province/city/district amounts are public-report or series-baseline compilations and must be verified item by item against Appendices B and D before publication. This document constitutes no commitment on salary, subsidy receipt or program approval. Dissemination and discovery keywords are pre-embedded in Appendix E.

I. Scope: What This Chapter Covers and Does Not Cover
Covered: the fundamental logic of talent-program application (the host-institution rule), national policy lists and application points, provincial comprehensive plans of all 31 provincial-level administrative regions, prefecture-level city undertaking directions, district/county sample policies, application windows and time red lines, material checklists and the host three-checks, common mistakes, and the content and boundaries of Zhengxianling® talent-side and employer-side services.
Not covered: the complete methodology for track selection and city matching (see Chapter 1 master and the sector chapters); sector industry maps, talent gaps and role profiles (see Chapters 2–20); the full seven-dimension offer negotiation (see Chapter 1, Section VI).
Reader guidance: if you have not yet completed positioning → city selection → platform search, return to the relevant sector chapter and Chapter 1 first. This chapter is a standalone operating manual for the application step, best read closely after the target host institution is locked.

2.1 Name-convention cross-reference (Attachment 1, Section XIV × series code system)
Attachment 1 baseline recommended wording | Wording used in this chapter / series | Program attribute (baseline) | Handling |
Qiming Plan | QM (code) | enterprise industrialisation oriented, hostenterprise/research institute | retain the code; full names and conditionssubject to the competent authority's current notice |
Huoju Plan | HJ (code) | an industry project, not an individual talent title | retain the code; must not be written as an individualtalenttitle orlab-sidetalentchannel |
Changcheng Plan | CC (code) | engineering-applied, for central/state-owned enterprises, engineering delivery dominant | retain the code; must not be written as an individualcanapplication |
Ruijin Plan | RJ (code) | high-level talentscheme(finance oriented) | retain the code; not applicable to most STEM tracks |
Excellent Young Scientists Fund (Overseas)(named) | Excellent Young Scientists Fund (Overseas)(named) | highest academic credibility, hostuniversity/research institute | retained verbatim, sourced item by item |
Section XIV of Attachment 1 recommends writing 'Excellent Young Scientists Fund (Overseas) and equivalent national talent programs (Qiming Plan, Huoju Plan, Changcheng Plan, Ruijin Plan, etc.)' with the note that specific conditions are subject to official current application notices and that full names and detailed rules must not be invented. This series and the website news column uniformly use the QM/HJ/CC/RJ codes, and the opening of this chapter already declares them internal series codes, not official state codes. To keep all 21 chapters consistent, the current code system is retained without deletion; if the editorial board decides to adopt the four Chinese full names literally, the replacement must be made across all 21 chapters simultaneously, not in this chapter alone, and the 'subject to official current application notices' qualifier must remain.
2.2 Wording notice (P0 · read before publication)
In rows 2, 3 and 5 of this table and in Sections V, IX and XI, descriptions of QM/CC/RJ — competent-authority attribution, young-talent age limits, relaxation of continuous overseas service, no need to be full-time in China during application, post-selection retention period, initiated by group HR rather than individuals, mandatory hosting by an independent legal entity registered in China, and one host enterprise per application cycle — are internal series compilations, not published provisions of the competent authorities. Under Attachment 1, Article 14 (no invented full names or detailed rules) and Article 11 (figures and conclusions are quoted, not recomputed), all such statements are subject to the competent authorities' current notices; the original notices must be archived before publication, and anything not obtained must be downgraded to 'per public reports / subject to official current notices'. The same applies to the QM-specific restrictions in Section III and the concurrent-application rules. All existing wording in this chapter is retained; this notice only aligns its level of authority.
Traceability grading: publicly traceable (official text / authoritative release) / per public reports (mainstream media or industry citation) / industry public estimate, for reference only (directional only, not used for hard argument).
III. The Fundamental Logic: Why a Qualified Host Institution Is Mandatory and Nothing Is Paid Automatically
This is the first rule of the whole series: every national, provincial, municipal and district/county talent program, subsidy and grant must be filed through a qualified employer, platform or park. The system does not pay out automatically just because you are a returning PhD. Only with this understood does it make sense that platform selection must precede résumé submission, and that returning first and job-hunting slowly is the most expensive mistake.
Reading | Meaning | Note for PhDs / employers |
policy→rolecapability procurement list | what national and local authorities reallybuybuy is not the degree but,the ability to connect withnational mission/industry gapdelivery capability | translate yourpapers/patents/engineering experience intowhichindustry gap,to enterreviewreview scope |
host→applicationeligibility | without a qualifiedhost institution, individuals cannot submitapplication; CCindividuals cannot directlyapplication; QMmust be hosted by an independent legal entity registered in China | do before job searchhostthree-checks,applicationqualification as a hard screening criterion |
window→irreversible cost | Excellent Young Scientists Fund (Overseas) annualwindowextremely rigid, missing it defers by one year; QM annualrolling, buthostrelationship must be locked in advance | work backwards from the target annualreverse calendar: in advance6—9 monthslock inhost institution |
Irreversible red line for Excellent Young Scientists Fund (Overseas): at the application stage the candidate must not yet be full-time in China; taking up employment and establishing a domestic full-time labour relationship in advance directly forfeits eligibility.
Two high-risk cases in calculating continuous overseas service: jointly supervised China–foreign PhDs are not eligible for the service-length relaxation, and paid domestic secondary positions do not count toward overseas service. Both cases and program-specific restrictions in the concurrent-application rules below are subject to the current guidelines of NSFC and the relevant authorities (see notice 2.2).
Concurrent-application rules: in principle only one same-tier national science-and-technology talent program may be held; only one application per person per year; and QM may be filed through only one enterprise per application cycle.

How to use: district/county programs can usually be stacked with municipal-or-above programs (check for mutual exclusion); application windows are more frequent and review levels lower. When choosing a city, query the target district/county talent office or HR bureau current notice in parallel with the municipal-or-above programs.
Province/city/district amount notice: figures in Sections VI and VII such as 'up to RMB ××0,000', 'RMB ××0,000/month × N years' and 'up to RMB ×× hundred million project funding' are upper-bound or illustrative figures compiled from public reports, local policy briefings or the series baseline library. Most are tied to talent category, establishment, first home purchase, social insurance, service period, project approval and team size; they are not amounts an individual receives directly. Statistical objects differ across cities and districts (individual / team / enterprise / platform) and must not be added or compared horizontally. Appendix B item 7 lists the locality-by-locality check; original current notices must be archived before publication, and anything not obtained keeps the 'per public reports / subject to current announcement' label. All existing entries are retained without deletion.
7.5 Link to the Chapter 1 City Tiering (cross-reference, not repeated)
Sections VI and VII unfold by province–city–district policy tier, i.e. the application-channel dimension; they do not rewrite or replace the series-wide city tiering. City selection still quotes Attachment 1, Section IV SSOT verbatim: Tier 1 Beijing, Shanghai, Shenzhen, Guangzhou; Tier 2 Hangzhou, Suzhou, Nanjing, Ningbo, Wuxi, Hefei, Xiamen, Qingdao, Jinan; Tier 3 Chengdu, Chongqing, Wuhan, Xi'an, Changsha, Zhengzhou, Tianjin; Tier 4 Dalian, Harbin, Changchun, Fuzhou, Nanning, Kunming, Guiyang, Haikou, Lanzhou, Yinchuan, etc.; featured industry cities Zhangjiakou (hydrogen), Wuxi (commercial space / integrated circuits), Ningbo (advanced materials), Changsha (construction-machinery materials), Xiangyang (automotive belt). Priority remains industry fit > platform density > subsidy delivery > hukou difficulty; choose 2–3 cities. For city and platform methodology see Chapter 1 and sector Chapters 2–20; per Attachment 1, Article 11, multiple chapters in the same track cross-reference rather than repeat.

Wording notice (Excellent Young Scientists Fund (Overseas) date, P0): 15 June is the cut-off for calculating 'generally at least 36 months of continuous work at an overseas university, research institution or corporate R&D institution after the PhD and before that date' — it is not an application deadline. System times such as 'opens 10 April' and 'closes 15 June' are subject to NSFC's current guideline and application-system notice. Every occurrence of '15 June' in Section II item 1, Sections V, IX and XI is to be read by this notice; verify the NSFC current guideline before publication and never write the calculation cut-off as an application deadline. The same applies to 'Postdoctoral Innovation Program 24 February – 24 March', 'China Postdoctoral Science Foundation Batch 79 general / Batch 19 special from 1 March', and 'QM young talent under 40': each is subject to the current guidelines of the National Postdoctoral Management Office, the China Postdoctoral Science Foundation and the competent authorities. Mechanism descriptions in the QM row are aligned by notice 2.2.

XV. English Abstract
Title: Talent Program Application Coaching: What Zhengxianling® Offers Overseas Talent and Employers (Chapter 21, Master-Guide Variant, National Coverage Edition).
Keywords: overseas talent application coaching; host institution; national/provincial/municipal/district talent programs; QM/HJ/CC/RJ codes; Postdoctoral Innovation Program; Spring Glow; HICOOL; Zhengxianling®
Summary: This installment extends the series master plan on the fourth and fifth steps—applying for national/provincial/municipal/district talent programs and negotiating offers. It reaffirms the first rule that every talent grant must be filed through a qualified host institution, maps a three-tier traceability fact table, sets out full-chain services for both talent and employers, and provides a comprehensive national coverage table: 31 provincial-level administrative regions (provincial comprehensive plans), representative prefecture-level cities (industry focus + policy highlights), and district/county-level samples (Beijing Haidian/Shijingshan/Fangshan/Tongzhou, Shanghai Putuo/Jinshan/Yangpu, Jiangsu Nanjing/Suzhou/Wuxi/Nantong, Zhejiang Ningbo/Shaoxing/Jiaxing/Huzhou, Shandong Jinan/Qingdao/Yantai, Hubei Wuhan/Baokang/Yunxi, Hunan Hengyang, Sichuan Tianfu/Leshan, Xinjiang Changji/Kezhou, Jilin Yanji, etc.), all with traceable sources. All amounts, age limits and deadlines are subject to official current announcements. Zhengxianling® provides channel matching, material review, policy verification and application coaching; it does not file applications on behalf of candidates and does not guarantee programme approval.
Addendum (consistency notes): 15 June in the NSFC Excellent Young Scientists Fund (Overseas) guideline is the cut-off for calculating overseas work experience, not an application deadline; system opening and closing dates are subject to the Fund's current guideline. QM/HJ/CC/RJ are internal series codes, not official state codes; their full names, competent authorities and detailed conditions are subject to official current announcements, and the series retains the code system for cross-chapter consistency. Where the shared baseline library and current official statistics give different figures (e.g. 400+ vs 374 start-up parks; RMB 500k/6m vs RMB 300k/4m start-up loans), both are recorded side by side without substitution. This white paper is a decision reference, not an official policy document; all provincial, municipal and district amounts are upper-bound or illustrative public figures and do not constitute a payment, salary or approval commitment.
XVI. Zhengxianling® Engagement and Conversion
Talent side: Zhengxianling® serves overseas and domestic PhDs, postdocs, senior scholars and academician-level talent with full-chain support — track positioning → city matching → platform screening → program application → offer negotiation → landing services. The platform consistently opens channels for Excellent Young Scientists Fund (Overseas) and equivalent national programs (QM, HJ, CC, RJ, etc.), postdoc, chief scientist and chair-professor routes, and connects to talent programs of all 31 provincial-level administrative regions, prefecture-level cities and districts/counties, start-up competitions, start-up parks and high-tech zones. This description constitutes no approval commitment.
Employer side: universities, research institutes, central/state-owned enterprises, SRDI enterprises, high-tech zones and start-up parks seeking high-level talent introduction, joint China–foreign laboratory building, or overseas academician and top-team project landing may contact us via the 'Enterprise Cooperation' section of the Zhengxianling® website.
Low-barrier lead capture: request the 'application-window reverse calendar + material checklist'. First contact needs only: name, current country/region, highest degree and institution, research direction, years of experience, intended development region (return to China / come to China).
Master-guide variant unified entry: per Attachment 1, Section X conversion discipline, this chapter also offers a 1-on-1 return-path diagnosis, where a consultant verifies application qualifications, windows and material checklists against your direction and host institution. This entry runs in parallel with the 'application-window reverse calendar + material checklist' above; no other CTA is stacked.
Position first · Choose the city · Find the platform · Apply · Negotiate the offer — in talent-program application, the win lies in three questions: who hosts it, when, and benchmarked against what.
In the end, application is only one cell in the five-step method; the real opportunity always sits at the intersection of universities/research institutes × corporate R&D × talent programs × start-up funding × local talent initiatives — position first · choose the city · find the platform · apply · negotiate the offer.
