01申报条件:

青年人才:

1.已取得博士学位,年龄不超过40周岁;

2.取得博士学位后连续在海外知名高校、科研机构、企业研发机构有正式职位,连续工作36个月以上(海外博士学位可放宽至24个月),在海外取得博士学位且业绩突出的,放宽工作年限要求;

3.专业领域为自然科学、工程技术、部分人文社会科学和文化艺术领域高层次人才(含非华裔、外籍人才);

4.申报对象申报时尚未回国(来华)

5.申报期间不用全职回国(来华),报成功后办理到岗手续。

创新人才:

   1. 已取得博士学位,75周岁以下;

2.在国外著名高校、科研机构担任相当于副教授及以上职务、具有较强科技创新能力的专家学者,或在国际知名企业担任高级职务的专业技术人才和经营管理人才(含非华裔、外籍人才);

对于业绩特别突出或者从事人工智能、集成电路、生物育种等 卡脖子 关键核心技术领域研究的急需紧缺人才,可适当放宽年龄、学历、专业职务、工作年限等申报条件。

3.申报对象申报时尚未回国(来华)

4.申报期间不用全职回国(来华),申报成功后办理到岗手续。

对于业绩特别突出或者从事人工智能、集成电路、生物育种等 卡脖子 关键核心技术领域研究的急需紧缺人才,可适当放宽年龄、学历、专业职务、工作年限等申报条件。

创业人才:

创业人才项目,支持掌握领先技术的回国(来华)创业人员(含非华裔外籍人才):

1、一般应在海外取得学位;

2、在国内时间不超过6年(201911日以后);创办企业成立2年以上5年以下(202011-202311日);

3、产品具有核心技术且处于中试或产业化阶段,是企业主要创办人且为第一大股东或最大自然人股东;

4、同时符合下列条件之一:

有国际领先技术成果或能填补国内空白;

有海外创业经验或曾任国外企业中高层管理职位;

有自主创新产品,获得风险投资机构投资。

02申报流程:

1. 简历筛选:
符合条件的专家请将简历发送至邮箱:

2. 匹配对接:

对专家人才对接区域意向进行了解,并报送对应组织人事部门对申报人进行资格审查,一对一对接整理申报材料,申报过程所有对接服务不收取任何费用,并全程按照国家相关要求进行保密。

3.资格复审:

专项办会同政府牵头单位组织资格复审,对申报人学习经历、工作履历、学术成果、知识产权、工作业绩等信息进行查证,形成进入集中评审人员名单。

4.集中评审:

专项办会同牵头单位组织专家进行集中评审,确定初步人选,连同直接认定初步人选一并提交评审委员会审议,确定建议人选名单。

03申报资料:

需要申报人准备的《申报书》及附件材料:

1)学历学位证书;

2)身份证或护照;

3)在海外任职的证明材料;

4)主要成果(代表性论著、专利证书、产品证书)或证明材料;

5)主持或参与过的主要项目证明材料;

6)奖励证书;

7)破格说明材料(申请条件破格提交)

8)其他需要提交的材料

04政策支持及福利待遇:

该国家级人才头衔全国通用,落户创业享有叠加福利;

2.人才入选后的一次性补贴:国家奖励创新人才100万元、青年人才50万元、博士后专项25万元,省市区级一般会配奖励1:1:1, 即创新人才400万元、青年人才200万元、博士后专项100万元;

3.工资补贴:根据各地政策不同,薪酬补贴按人才年薪的70%-80%给予用人单位补助,5年最高可补助500万元,薪酬补贴会进行年度考核;

4.购房补贴:根据各地政策不同,先购房后补贴,发达城市一般补贴在100万左右;

5.科研经费:根据100-300万元,支持期3年,支持期满后,根据考评结果,可继续给予新一个周期(3)的科研经费支持。

6.其他补助:享受人才绿卡、养老医疗、子女优先入学等待遇保障;入境签证外籍引进人才及其随迁外籍配偶和未成年子女,可办理《外国人永久居留证》,或办理2-5年有效期的多次往返签证。医疗待遇评定后享受医疗照顾人员待遇,引进人才及其配偶子女,也可参加中国境内各项社会保险,包括基本养老、基本医疗、工伤保险等。亲属配套配偶由用人单位妥善安排工作或发放生活补贴,子女就学可按本人意愿,由有关部门协调解决。

01 Application Requirements

Young Talents:

Hold a doctoral degree and be under 40 years old.

After obtaining the doctoral degree, have a formal position and work continuously for more than 36 months in well-known overseas universities, scientific research institutions, or corporate R&D institutions (the requirement can be relaxed to 24 months for those who obtained a doctoral degree overseas). For those who obtained a doctoral degree overseas and have outstanding achievements, the work experience requirement can be further relaxed.

Specialize in high-level talents in the fields of natural sciences, engineering technology, some humanities and social sciences, and culture and art (including non-Chinese and foreign talents).

The applicant has not returned to China (come to China) at the time of application.

Full-time return to China (come to China) is not required during the application period; after successful application, procedures for taking up the post shall be completed.

Innovative Talents:

Hold a doctoral degree and be under 75 years old.

Experts and scholars who hold positions equivalent to associate professor or above in renowned foreign universities or scientific research institutions and have strong scientific and technological innovation capabilities; or professional and technical talents and management talents who hold senior positions in internationally renowned enterprises (including non-Chinese and foreign talents).

For urgently needed talents with particularly outstanding achievements or those engaged in research in the key core technology fields facing "bottlenecks" such as artificial intelligence, integrated circuits, and biological breeding, the application requirements regarding age, academic background, professional position, and work experience may be appropriately relaxed.

The applicant has not returned to China (come to China) at the time of application.

Full-time return to China (come to China) is not required during the application period; after successful application, procedures for taking up the post shall be completed.

Entrepreneurial Talents:

The entrepreneurial talent program supports returned (to China) entrepreneurial personnel (including non-Chinese foreign talents) who master leading technologies:

Generally, they should have obtained a degree overseas.

The time spent in China does not exceed 6 years (since January 1, 2019); the established enterprise has been in existence for more than 2 years and less than 5 years (from January 1, 2020 to January 1, 2023).

The product has core technologies and is in the pilot-scale test or industrialization stage; the applicant is the main founder of the enterprise and holds the largest share as a shareholder or the largest natural person shareholder.

Meet ne of the following conditions at the same time:

① Possess internationally leading technological achievements or be able to fill domestic gaps.

② Have overseas entrepreneurial experience or have served in middle and senior management positions in foreign enterprises.

③ Have independent innovation products and have obtained investment from venture capital institutions.

02 Application Process

Resume Screening:Eligible experts please send your resume to the email address: hr@zhengxianling.com

Matching and Connection:We will understand the experts' intended regions for connection, submit the information to the corresponding organizational and personnel departments for qualification review of the applicants, and organize the application materials through ne-on-one connection. No fees will be charged for all connection services during the application process, and the whole process will be kept confidential in accordance with relevant national requirements.

Qualification Re-review:The special project office, together with the leading government unit, will organize the qualification re-review, verify the applicant's educational background, work experience, academic achievements, intellectual property rights, work performance and other information, and form a list of personnel who will enter the centralized review.

Centralized Review:The special project office, together with the leading unit, will organize experts to conduct centralized review, determine the preliminary candidates, and submit them together with the preliminary candidates identified through direct confirmation to the review committee for deliberation, so as to determine the list of recommended candidates.

03 Application Materials

Applicants are required to prepare the "Application Form" and the following attached materials:

Academic degree certificates.

ID card or passport.

Supporting materials for overseas positions.

Main achievements (representative papers/monographs, patent certificates, product certificates) or supporting materials.

Supporting materials for major projects hosted or participated in.

Award certificates.

Materials explaining the waiver of requirements (to be submitted if applying for a waiver of application conditions).

Other materials that need to be submitted.

04 Policy Support and Welfare Benefits

This national-level talent title is valid nationwide, and those who settle down and start a business are entitled to additional welfare benefits.

One-time subsidy after being selected as a talent: The state rewards 1 million yuan to innovative talents, 500,000 yuan to young talents, and 250,000 yuan for postdoctoral special programs. Generally, provincial, municipal and district-level governments will provide matching rewards at a ratio of 1:1:1. That is, 4 million yuan for innovative talents, 2 million yuan for young talents, and 1 million yuan for postdoctoral special programs.

Salary subsidy: Depending n local policies, a salary subsidy of 70%-80% of the talent's annual salary will be provided to the employer. The maximum subsidy can be up to 5 million yuan within 5 years, and the salary subsidy will be subject to annual assessment.

Housing purchase subsidy: Depending n local policies, the subsidy will be given after the house is purchased. In developed cities, the subsidy is generally around 1 million yuan.

Scientific research funds: 1-3 million yuan will be provided with a support period of 3 years. After the end of the support period, according to the evaluation results, scientific research fund support for a new cycle (3 years) can be continued.

Other subsidies: Enjoy talent green cards, elderly care and medical care, and priority enrollment for children. For foreign introduced talents applying for entry visas, as well as their accompanying foreign spouses and minor children, they can apply for the "Foreign Permanent Residence Permit" or multiple-entry visas with a validity period of 2-5 years. After the assessment of medical treatment, they can enjoy the medical treatment benefits of medical care personnel. Introduced talents and their spouses and children can also participate in various social insurance programs in China, including basic old-age insurance, basic medical insurance, and work-related injury insurance. For spouses, the employer will make proper arrangements for their work or provide living subsidies. For children's education, the relevant departments will coordinate and solve the problem according to the applicant's wishes.

Note: Subject to the real-time policies of local governments.
